Estimates show that, in recent years, deforestation and forest degradation accounted for about 17% of global greenhouse gas emissions. The implementation of REDD (Reducing Emissions from Deforestation and Forest Degradation in Developing Countries) is suggested to provide substantial emission reductions at low costs, although cost estimates show large uncertainty. Cost estimates can differ, as they depend on the approach chosen, for example: giving an economic stimulus to entire countries, taking landowners as actors in a REDD framework, or starting from protecting carbon-rich areas. This last approach was chosen for this analysis. Proper calculation of the economic cost requires an integrated modelling approach involving biophysical impact calculations and their associated economic effects. To date, only a few global modelling studies have applied such an approach. In modelling REDD measures, the actual implementation of REDD can take many forms, with implications for the results. This study assumes that non-Annex I countries will protect carbon-rich areas against deforestation, and therefore will refrain from using these areas as agricultural land. The opportunity costs of reducing deforestation within the framework of REDD were assessed using an integrated economic and land-use modelling approach comprising the global economic LEITAP model and the biophysical IMAGE model. One of the main methodological challenges is the representation of land use and the possibility to convert woodlands land into agricultural land. We endogenised the availability of agricultural land by introducing a flexible land supply curve, and represented the implementation of REDD policies as a reduction in the maximum amount of unmanaged land that potentially would be available for conversion to agriculture, in various regions in the world. In a series of model experiments, carbon-rich areas in non-Annex I countries were protected from deforestation. In each consecutive scenario the protected area was increased, starting off with the most carbon rich lands, worldwide systematically working down to areas with less carbon storage. The associated opportunity costs, expressed in terms of GDP reduction, were calculated with the economic LEITAP model. The resulting net reduction in carbon dioxide emissions from land-use change was calculated with the IMAGE model. From the sequence of experiments, marginal cost curves were constructed, relating carbon dioxide emission reductions to the opportunity costs. The results showed that globally a maximum of around 2.5 Gt carbon dioxide emissions could be avoided, annually. However, regional differences in opportunity costs are large and were found to range from about 0 to 3.2 USD per tonne carbon dioxide in Africa, 2 to 9 USD in South America and Central America, and 20 to 60 USD in Southeast Asia. These results are comparable to other studies that have calculated these costs, in terms of both opportunity costs and the regional distribution of emissions reduction.  相似文献

The purpose of this article is to discuss possible scenarios for UK sugar beet production after the reform of the sugar regime. The analysis is built on an evaluation undertaken by the University of Cambridge and The Royal Agricultural College of the impact that reforming the EU sugar regime may have on UK agriculture. The analysis focuses on the implications of reductions in quota and the support price and on the possible reactions by British Sugar, as the final outcome in terms of production will depend on the interaction between British Sugar and sugar beet farmers. The analysis indicates that British Sugar strategies such as reallocating the available quota to the more efficient producers or paying higher beet prices might mitigate the impacts of the reform. The key factor in limiting the overall impact on production is the extent that the industry can restructure and reduce its cost base. For example, following a 40 per cent reduction in the sugar beet price we estimate that if farmers could reduce their average costs by 20 per cent, about 52 per cent of UK beet production would still be viable, compared to less than 20 per cent if costs were not altered.  相似文献

Two methods of evaluating (the net social benefits of the dairy herd-improvement scheme operated by the New South Wales Department of Agriculture are described. The first involves derivation of 'an input demand' function for the herd-recording aspect of the scheme and use of this function to estimate the economic surplus (net of both private and public costs) provided by the service. The second approach involves deriving a production function for milk from which it is possible to estimate the contribution herd-recording and artificial breeding have made to increasing milk yields per cow. Social benefits are shown to have been less than social costs for herd-recording, however dairy farmers have made net private gains. The herd-recording scheme has contained a regressive subsidy element. The production function approach show that artificial breeding and herd-recording were profitable complements in production.  相似文献

This paper analyses the financial and economic costs and benefits of the large scale National Ecological Network (NEN) nature conservation project in the Netherlands, taking into account transaction costs and land market impacts of different institutional arrangements. The net financial costs associated with achieving the current plan are equivalent with an annual amount €876 per hectare. Of the costs, transaction costs amount about 16% or €140 per hectare. The substantive land purchases involved in the plan will lead to land price increase of 20%. Nature management by agriculture turns out to be a relatively cheap option.  相似文献

Agricultural activities are a substantial contributor to global greenhouse gas (GHG) emissions, accounting for about 58% of the world's anthropogenic non‐carbon dioxide GHG emissions and 14% of all anthropogenic GHG emissions, and agriculture is often viewed as a potential source of relatively low‐cost emissions reductions. We estimate the costs of GHG mitigation for 36 world agricultural regions for the 2000–2020 period, taking into account net GHG reductions, yield effects, livestock productivity effects, commodity prices, labor requirements, and capital costs where appropriate. For croplands and rice cultivation, we use biophysical, process‐based models (DAYCENT and DNDC) to capture the net GHG and yield effects of baseline and mitigation scenarios for different world regions. For the livestock sector, we use information from the literature on key mitigation options and apply the mitigation options to emission baselines compiled by EPA.  相似文献

We estimate the perceived costs of legal requirements (‘coexistence measures’) for growing genetically modified (GM) Bt maize in Germany using a choice experiment. The costs of the evaluated ex‐ante and ex‐post coexistence measures range from zero to more than €300 per measure and most are greater than the extra revenue the farmers in our survey expect from growing Bt maize or than estimates in the literature. The cost estimates for temporal separation, the highest in our evaluation, imply that the exclusion of this measure in Germany is justified. The costliest measures of the ones that are currently applied in Germany are joint and strict liability for all damages. Our results further show that neighbours do not cause a problem and opportunities for reducing costs through agreements with them exist. Finally, we find that farmers’ attitudes towards GM crops affect the probability of adoption of Bt maize. Our results imply that strict liability will deter the cultivation of Bt maize in Germany unless liability issues can be addressed through other means, for example, through neighbours agreements.  相似文献

The objective of this study is to identify the optimal spatial distribution of Best Management Practices (BMPs) to reduce total phosphorus (TP) runoff from agricultural land in the largest Canadian watershed draining into Lake Erie, the Great Lake most vulnerable to eutrophication. BMP measures include reduced fertilizer application, cover crops, buffer strips, and the restoration of wetlands. Environmental SWAT model results feed into a spatial optimization procedure using two separate objective functions to distinguish between public BMP program implementation costs (PIC) on the one hand and farmers’ private pollution abatement costs (PAC) on the other hand. The latter account for the opportunity costs of land retirement and changing land productivity. PAC are initially lower than PIC but exceed the latter after 30% of the annual TP baseline load is eliminated. This suggests that under optimal conditions existing grant and incentive payments cover the economic costs farmers face up to a maximum of 30% of the baseline load reduction. Imposing further reductions of up to 40% results in a cost to farmers of almost $52 million per year. This is 45% higher than the optimal solution based on PIC and therefore not deemed incentive-compatible under the watershed's existing cost-sharing scheme.  相似文献

The European rabbit is present in most Australian environments and causes economic loss in agricultural systems by reducing production and imposing control costs on producers and governments. Research into rabbit control has recognised the need for reliable benefit‐cost analysis to justify inputs into rabbit management. This paper provides estimates of the costs of rabbits in Australian temperate pasture systems and of the long‐term benefits of reducing rabbits by the introduction of rabbit haemorrhagic disease (RHD). Rabbits impose annual costs on wool producers in the temperate pasture areas of between 7.1 and 38.7 million Australian dollars (mA$) depending on their density. Controlling rabbits by RHD has the potential to generate substantial long‐term economic benefits by reducing grazing competition with sheep. Reducing rabbit costs by 25% generated 15‐year net present values (NPVs) between 18.4 and 97.3 mA$ at various pre‐RHD rabbit densities. A 50% reduction in rabbit costs increased the total NPVs between 36.9 and 202.4 mA$, virtually all of which was captured by temperate area wool producers. The corresponding benefit‐cost ratios were between 2.9:1 and 16.2:1 for a 25% rabbit reduction and 5.9:1 and32.4:l for a 50% reduction, where the total costs of the RHD program in the temperate pasture areas were incurred by the wool industry. The analysis provides guidelines for the economic evaluation of other pest problems in agricultural production systems.  相似文献

We use contingent valuation (CV) and choice experiment (CE) methods to assess cattle farmers’ attitudes to and willingness to pay (WTP) for a bovine tuberculosis (bTB) cattle vaccine, to help inform vaccine development and policy. A survey questionnaire was administered by means of telephone interviews to a stratified sample of 300 cattle farmers in annually bTB‐tested areas in England and Wales. Farmers felt that bTB was a major risk for the cattle industry and that there was a high risk of their cattle getting the disease. The CE estimate produced a mean WTP of £35 per animal per single dose for a vaccine that is 90% effective at reducing the risk of a bTB breakdown and an estimated £55 for such a vaccine backed by 100% insurance of loss if a breakdown should occur. The CV estimate produced a mean WTP of nearly £17 per dose/per animal/per year for a vaccine (including 100% insurance) which, given the average lifespan of cattle, is comparable to the CE estimate. These WTP estimates are substantially higher than the expected cost of a vaccine which suggests that farmers in high risk bTB ‘hotspot’ areas perceive a substantial net benefit from buying the vaccine.  相似文献

文章运用成本分析与文献分析相结合的研究方法,对2010~2014年河北省小麦生产中的生产成本、人工费用及土地成本等主要收益指标进行了细致分析,揭示了成本收益的变化规律。研究结果表明:导致河北省小麦生产成本过高的主要原因是物质与服务费中的化肥、机械费、燃油费及人工费用的不断攀升。同时在全国小麦市场价格的下行压力下,河北省又常常遭遇干旱、病虫害胁迫,致使全省单位面积小麦的纯收益跳跃幅度较大,小麦总体收益偏低。其中,2011年与2013年纯收益甚至出现负值。该文通过实际调研,提出了加强技术创新、提高种植小麦补贴标准、提高农业机械化水平、转变经营方式,积极推进小麦产业化、发展多种形式的深加工产业等对策。此外,在稳定产量的基础上,又提出降低成本,提高小麦单价,增加农民收益的建议,进而为河北省小麦生产的可持续发展提供参考依据。  相似文献

为准确把握海水淡化发展及其生产成本,综述了海水淡化在全球的发展现状,对比分析了多效蒸馏法(MED)和反渗透法(RO)等技术在不同规模、年度的可比价成本组成的差异和变化趋势,通过实际案例,评价采用不同技术下淡化海水成本的主要影响因素及它们对成本的贡献率,分析典型案例在减少成本方面值得借鉴的具体措施和经验。结果表明:随生产规模扩大及技术进步,海水淡化成本逐渐降低,RO和MED在1999—2017年间成本分别降低约29.75%和36.97%;淡化成本中电力等动力费用占比近40%,固定资产投资占比约20%;在10万 m3/d级的海水淡化中,我国RO和MED的淡化成本分别比国外高出约26.85%和22.50%;我国淡化海水成本约为自来水的1.28倍,再生水的1.20倍。在未来发展中,我国可从科学投资运营、技术进步创新、完善费用结构、补齐人才短板、政府引导支持等多方面共同推进,以降低海水淡化成本。  相似文献

Coarse woody debris (CWD) is crucial for maintaining biodiversity in forests but conservation measures to increase CWD must be performed cost efficiently. We estimate least-cost combinations of CWD-increasing measures in a spruce-dominated Swedish forest estate. Specifically, we investigate how using combinations of the measures tree retention, creating high stumps, manual scarification, prolonged rotations, and retention of dying trees impacts the amount of CWD and net present value at the estate level. We found that by combining CWD-increasing measures in an optimal way the amount of CWD on the estate could be increased 322% with a decrease in present value of only 10%. The optimal combination of conservation measures depends on the desired increase in CWD. The analysis thus shows that huge improvements in cost-efficiency of biodiversity-oriented forestry are possible.  相似文献

This paper examines the relationships between the marginal abatement costs (MAC) of greenhouse gas (GHG) emissions on dairy farms and factors such as herd size, milk yield and available farm labour, on the one hand, and prices, GHG indicators and GHG reduction levels, on the other. A two‐stage Heckman procedure is used to estimate these relationships from a systematically designed set of simulations with a highly detailed mixed integer bio‐economic farm‐level model. The resulting meta‐models are then used to analyse how MAC vary across farm‐level conditions and GHG measures. We find that simpler GHG indicators lead to significantly higher MAC, and that MAC strongly increase beyond a 1–5% emission reduction, depending on farm attributes and the chosen indicator. MAC decrease rapidly with increasing farm size, but the effect levels off beyond a herd size of 40 cows. As expected, the main factors driving gross margins per dairy cow also significantly influence mitigation costs. Our results indicate high variability of MAC on real life farms. In contrast to time consuming simulations with the complex mixed integer bio‐economic programming model, the meta‐models allow the distribution of MAC in a farm population to be efficiently derived and thus could be used to upscale to regional or sector level.  相似文献

Forest management affects the quantity of CO2 emissions in the atmosphere through carbon sequestration in standing biomass, carbon storage in forest products and production of bioenergy. The main question studied in this paper is whether forest carbon sequestration is worth increasing at the expense of bioenergy and forest products to achieve the EU emissions reduction target for 2050 in a cost-efficient manner. A dynamic cost minimisation model is used to find the optimal combination of carbon abatement strategies to meet annual emissions targets between 2010 and 2050. The results indicate that forest carbon sequestration is a low-cost abatement method. With sequestration, the net present costs of meeting EU carbon targets can be reduced by 23%.  相似文献

An adaptive stochastic dynamic programming model is described which solves the optimum replacement decision problem for the dairy cow under physical and financial assumptions currently typical for the UK. By expressing the expected net present value of the replacement heifer as an annuity equivalent under various assumptions with and without enforced (involuntary) culling an estimate of the value of longevity was obtained and an assessment made of its sensitivity to key assumptions. Increased longevity added about $20 per extra lactation per year on to the investment potential of the replacement dairy heifer under the assumptions made. This figure is sensitive to replacement cost, but could be used to provide economic values for longevity as part of an economic breeding objective for dairy cattle in the UK.  相似文献

To assist pest management planning, the Canadian Forest Service developed the Spruce Budworm Decision Support System (SBW DSS), which quantifies the timber supply impacts of protecting stands against spruce budworm (Choristoneura fumiferana Clem.) defoliation. We incorporated protection costs and timber product values in this system to evaluate economic aspects of spruce budworm control. The analysis allows pest managers to evaluate the degree to which the traditional volume protection priority objective corresponds to three economic criteria, namely the volume protected per dollar protection program cost, the benefit–cost ratio of the protection program, and the net present value of the protection program. Twelve alternative spruce budworm protection strategies were analyzed on Crown License 1 in New Brunswick and Prince Albert Forest Management Area (PAFMA) in Saskatchewan, based on a number of protection program extents and intensities. For both landbases under base-case market conditions, the largest, most intensive protection scenario provided the highest amount of volume saved and net present value (at 3.94 Mm3 and $39.98 M for PAFMA, and 4.04 Mm3 and $41.49 M for License 1, respectively) while smaller, less-intensive programs provided the highest benefit–cost ratios and volume protected per present value dollar of protection cost (at 8.22 and 0.52 m3/$ for PAFMA, and 10.26 and 0.65 m3/$ for License 1, respectively). Sensitivity analysis on product values and protection costs revealed that smaller, less-intensive programs could also produce the highest net present values when costs are higher and/or product values lower. These results highlight the conditions under which pest managers should consider deviating from their traditional strategy of maximizing volume saved to one that maximizes the economic returns of protection.  相似文献

This analysis measures the net benefit that a landowner could obtain from changing current dry-land cereal fields into Stone pine plantations in Portillo and Viana (Valladolid, Spain). We apply cost–benefit analysis techniques to estimate the present value of Stone pine afforestation net benefit by considering an infinite series of forestry rotations. We simulate three Stone pine silviculture models at each of the two sites. In addition, we estimate landowner extended net benefits from Stone pine afforestation when we consider a hypothetical payment for the carbon sequestration service. Results show that, when government subsidies are included, Stone pine afforestation only offers positive landowner net benefit in Portillo when both medium and high-stocking silviculture models are applied. Taking into account carbon prices up to €45 tC?1 (€12.3 tCO2?1), Stone pine afforestation gives landowner positive extended net benefits for the three silviculture models simulated at the Portillo and Viana sites.  相似文献

Large‐scale tree plantations in high rainfall upstream areas can reduce fresh water inflows to river systems, thereby imposing external costs on downstream irrigation, stock and domestic water users and wetland interests. We take the novel approach of expressing all benefits and costs of establishing plantations in terms of $ per gigalitre (GL) of water removed annually from river flows, setting upstream demands on the same basis as downstream demands. For the Macquarie Valley, a New South Wales sub‐catchment of Australia’s Murray‐Darling Basin, we project changes in land and water use and changes in economic surpluses under two policy settings: without and with a policy requiring permanent water entitlements to be purchased from downstream parties, before plantation establishment. Without the policy, and given a high stumpage value for trees ($70/m3), upstream gains in economic surplus projected from expanding plantations are $639 million; balanced against $233 million in economic losses by downstream irrigators and stock and domestic water users for a net gain of $406 million, but 345 GL lower mean annual environmental flows. With the policy, smaller gains in upstream economic surplus from trees ($192 million), added to net downstream gains ($138 million) from sale of water, result in gains of $330 million with no reduction in environmental flows. Sustaining the 345 GL flow for a $76 million (406–330) reduction in gains to economic surplus may be seen to cost only $0.22 million/GL; but this is much lower than the market value of the first units of that water to agriculture and forestry.  相似文献

We propose a simple heuristic that uses open-access models and government data on agricultural activities to estimate total carbon emissions from agriculture, the gross carbon benefit and the opportunity cost per tonne CO2-e from revegetating to environmental plantings or plantation forestry. We test this across ten areas of mixed land-use that represent diverse Australian agricultural systems along a rainfall transect. The local value of agricultural production was obtained from government statistics and used to estimate the current economic opportunity cost of converting cleared agricultural land to mixed environmental plantings for carbon sequestration. Gross carbon benefit from revegetation was closely related to current agricultural use, as was financial opportunity cost. These were not related simply to site productivity potential or rainfall. The proportion of land cleared for agriculture that would need to be re-vegetated to achieve a localised zero-carbon land-use scenario was calculated by the ratio of current agricultural emissions to gross carbon benefit from revegetation; this ranged from 13% to 66% for groups of agricultural industries across Australian rainfall transects. While the heuristic does not capture the detail of models built specifically for local research questions it does provide a different lens on the questions policy makers and land managers may ask about the costs and benefits of revegetating agricultural land, and provides open-access methods to guide them.  相似文献
