Technology foresight has attracted increasing attention from government and academia as well as industry since the 1990s. However, the impact of technology foresight on national strategic decision-making varies from country to country. This paper aims to introduce the ‘Technology Foresight towards 2020’ exercise in China, which has been conducted by a research group in the Chinese Academy of Sciences. The paper consists of five parts: (1) introduction; (2) the framework for technology foresight towards 2020 in China; (3) the methodology including scenario building for identifying technology demands and the method for processing and analysing the data from a Delphi survey; (4) the major results of a Delphi survey in the following four research fields: Information technology, Biotechnology, Energy technology, Material science and technology; and (5) the impact of the research on decision-making concerning science and technology development in China.  相似文献

This paper proposes a new systems approach to foresight studies. The paper will first indicate the complex and conflicting nature of long-term decision-making process. Then, the need for systems approach will be highlighted by the analysis of 1995 UK Delphi survey results and the scenarios of 2000 UK foresight scenarios. The paper proposes two methodologies, namely Integrated Management Model (IMM) and Roadmapping, in order to overcome challenges introduced by the multidimensional characteristics and complex nature of foresight studies. Based on systemic approach, IMM offers a useful way of developing long-term normative policies and strategies and their transformations into actions by considering necessary changes in organizational structures and behaviors. In addition, roadmapping is used to capture, manipulate and manage information to decrease complexity in the foresight by constructing roadmaps. In the paper, IMM and roadmapping are employed first to analyze UK foresight results and then to develop a new methodology to formulate Delphi events and scenarios for the successful implementation of foresight. This paper also promotes the integrated use of foresight techniques such as scenarios and Delphi rather than one for another.  相似文献

This paper develops a framework for green technology foresight based on the idea of sustainability and takes the Chinese automobile industry as an example for the analysis of its implementation. First, it applies scenario techniques to identify technology requirements, considering six different visions of the future, especially the ‘circulation society’, the ‘environment-friendly society’ and the ‘equity society’. Delphi techniques are used to complete the green technology foresight with an improved questionnaire and statistical model, compared with the traditional one. It is argued that green technology foresight is the evolution and extension of traditional technology foresight, and the basic idea of foresight-guided efforts to achieve sustainability should be considered not only in China, but also in other countries and in other industries.  相似文献

In foresight activities uncertainty is high and decision makers frequently have to rely on human judgment. Human judgment, however, is subject to numerous cognitive biases. In this paper, we study the effects of the desirability bias in foresight. We analyze data from six Delphi studies and observe that participants systematically estimate the probability of occurrence for desirable (undesirable) future projections higher (lower) than the probability for projections with neutral desirability. We also demonstrate that in the course of a multi-round Delphi process, this bias decreases but is not necessarily eliminated. Arguably, the quality of decisions based on Delphi results may be adversely affected if experts share a pronounced and common desirability for a future projection. Researchers and decision makers have to be aware of the existence and potential consequences of such a desirability bias in Delphi studies when interpreting their results and taking decisions. We propose a post-hoc procedure to identify and quantify the extent to which the desirability bias affects Delphi results. The results of this post-hoc procedure complement traditional Delphi results; they provide researchers and decision makers with information on when and to which extent results of Delphi-based foresight may be biased.  相似文献

In September 2007, the Federal German Ministry for Education and Research (BMBF) launched a new foresight process which aimed at four specific targets. To achieve them, a tailor-made combination of methods was applied. This paper focuses on the concept design of the process and explains one of the methods — the future online survey — in more detail.The German Foresight Process of the BMBF delivers results on different levels: broader future fields as well as single future topics. Both kinds are relevant and selected according to a set of criteria. Some of the results of this foresight process will be directly integrated into national policy activities, others are just more indirectly filtered into the innovation system of the specific sectors in the country. The future fields are all cross-cutting issues based on science and technology. All of them are specifically knowledge dynamic fields.  相似文献

Appropriate demand articulation of emerging technologies to social needs are vital to the economic and social productivity, and it is essential to grasp the future trends of social needs and technology advancement to promote the strategic technology policy. Japan embarked on technology foresight in the early 1970s and has since been conducting a regular Delphi survey approximately every 5 years. To explore a new intelligent methodology for integrating technological seeds and social needs by articulating future demands, this paper reviews the following two cases: the Delphi-scenario writing (DSW) method, which is applied in 1977 for the home/office small facsimile, and the method of general assessment applied in 1972 for informationalization, which focused on the rapidly advancing information society, with a matrix scoring and policy-simulation method. Those new approaches were proved to be a powerful methodology to integrate the technology forecasting and assessment for comprehensive understanding of the emerging technologies and their social impacts in the form of integrated technology road mapping, which supports the integrated strategic planning methodology for enhancing the future innovation system.  相似文献

The security of energy supply at national level is one of the most fundamental missions of every government. This task becomes especially vital in view of the current situation on global energy markets. The planning of technological development in the energy and fuel sectors is a relevant element of energy security strategies. This in turn leads to a more rational and efficient energy use in the future. Technology foresight, which emerged as a proven instrument of technology policy during the 1950s, becomes nowadays one of the essential tools for the creation of the future technological development worldwide. A project entitled: “The Scenarios of Technological Development of Fuel and Energy Sector for National Energy Security” was the first foresight project in the field of energy technologies and at the same time the first technology foresight activity in Poland. This project was being carried out in the period of 2006-2007 by a consortium of research and development institutes on the request of the Polish Ministry of Economy. The aim of the project was to indicate energy and fuel sector development directions in the time horizon up to 2030 and identify key energy technologies of strategic importance. As a result of the foresight activity, technology development scenarios in the energy and fuel sector in Poland as well as corresponding roadmaps for their implementation were formulated. The project results should be helpful in drafting national energy policies and they will indicate priority pathways of research and development (R&D) activities in the next years.The energy foresight project was based mainly on a Delphi method that is nowadays widely applied as a valuable foresight tool. This future-oriented intuitive method was engaged for the qualitative and quantitative assessment of probable developments in the future and for their time scale evaluation as well. Technology foresight is a process that identifies the critical technologies a country or industry needs to develop in order to shape a desired future. In this paper, a two-stage technology foresight approach is proposed. During the first stage, critical technologies are identified and evaluated by nationwide experts through Delphi surveys. In the second stage, a system dynamics simulation model is used to estimate how critical parameter values are likely to impact the attainment of foresight goals. A detailed illustration of this two-stage process is provided by a technology foresight case study in the Chinese information and communication technologies (ICT) industry. Because it was identified by the first-stage Delphi method as a critical technology, the diffusion of 4th generation wireless telecommunication technology (4G) was simulated, and experimentation was conducted. Suggestions are provided regarding how the Chinese information industry would need to expand the IP network infrastructure in order to support technology foresight goals under different scenarios.  相似文献

This paper explores how the foresight practices and techniques that might be used for coping with environmental uncertainty are coordinated throughout large corporations and how their results are used for supporting strategic decision making. Based on an in-depth and multiple study of several companies, we analyse the main characteristics of environmental uncertainty - complexity and dynamism - that shape companies’ approaches to strategic foresight and uncertainty management. We explore the impact of growing complexity and dynamism on these approaches and the role of prediction and control in their design and implementation. We outline a conceptual framework for strategic foresight activities - and their relationships with decision making under uncertainty - as a planned learning process about the future which enables managers not to know opportunities and threats in advance, but to detect them more promptly and to react more effectively as soon as they start emerging.  相似文献

This paper investigates the application of the Delphi methodology for the identification of future fields of standardisation complemented by a methodological extension by using various science and technology indicators. By the term standardisation, we broadly mean the process of developing and implementing technical standards within a standardisation body. Underlining the explorative nature of this paper, we describe the process of identifying future fields of standardisation.To provide a systematic forecasting view on complex science and technology fields, a combination of quantitative indicator-based analyses and qualitative in-depth Delphi surveys is choosen. Firstly, statistical analyses of suitable indicators are used to identify dynamic developments in such fields. Secondly, to identify detailed challenges for future standardisation, qualitative Delphi surveys are conducted. To collect and evaluate relevant issues the respective expert communities were included. They were identified by using information derived from the science and technology databases used.The paper concludes with the assessment of the chosen approach and give practical insights for its feasibility based on a review of the existing literature on the Delphi methodology. In addition, an outlook for further improvements and other possible fields of application is given.  相似文献

Identifying and assessing the potential impact and likelihood of future events, which might evolve into risks, are a prerequisite to identify future security challenges. In particular, risks associated with global supply chains are special since they involve a multitude of international stakeholders with different perspectives on security needs and measures. Therefore, it is essential to determine which techniques and instruments are best suited for risk assessment in complex and multi-organizational environments. The Delphi expert survey technique has proven to be a valuable instrument for long-term decision making support as well as foresight, and has a potential value for risk assessment. We contribute to this research strand and conduct a Delphi-based risk analysis. Our research concentrates on man-made risks in global supply chains which are particularly uncertain in terms of type, location, and affected supply chain partners and can therefore be classified as inherently “wicked” issues, i.e. issues that are multidimensional with often unpleasant outcomes. We illustrate that Delphi research makes a fivefold contribution to risk analysis by: (1) identifying and quantifying risks; (2) analyzing stakeholder perceptions and worldviews; (3) stimulating a global communication process; (4) identifying weak signals, outlier opinions, and wildcards; (5) and facilitating risk scenario development.  相似文献

The paper shows how international foresight exercises, through online and offline tools, can make policy-making in developing countries more participatory, fostering transparency and accountability of public decision-making. A five-round Delphi exercise (with 1454 contributions), based on the priorities of the 2005-2007 Latin American and Caribbean Action Plan for the Information Society (eLAC2007), was implemented. This exercise aimed at identifying future priorities that offered input into the inter-governmental negotiation of a 2008-2010 Action Plan (eLAC2010). It is believed to be the most extensive online participatory policy-making foresight exercise in the history of intergovernmental processes in the developing world to date. In addition to the specific policy guidance provided, the major lessons learned include (1) the potential of Policy Delphi methods to introduce transparency and accountability into public decision-making, especially in developing countries; (2) the utility of foresight exercises to foster multi-agency networking in the development community; (3) the usefulness of embedding foresight exercises into established mechanisms of representative democracy and international multilateralism, such as the United Nations; (4) the potential of online tools to facilitate participation in resource-scarce developing countries; and (5) the resource-efficiency stemming from the scale of international foresight exercises, and therefore its adequacy for resource-scarce regions. Two different types of practical implications have been observed. One is the governments' acknowledgement of the value of collective intelligence from civil society, academic and private sector participants of the Delphi and the ensuing appreciation of participative policy-making. The other is the demonstration of the role that can be played by the United Nations (and potentially by other inter-governmental agencies) in international participatory policy-making in the digital age, especially if they modernize the way they assist member countries in developing public policy agendas.  相似文献

Recent national technology foresight studies as well as the Millennium Project of the American Council for the United Nations University are very much based on “nodes of discussion.” These short statements are called, e.g., topics, issues, or developments. This article provides a framework for the classification and analysis of nodes related to future technological development. Key concepts of the article are “technological generalization” and “leitbild.” The topics in the technology foresight Delphi studies can be seen as different kinds of generalizations from already realized technological developments. Leitbild is a German word. Its most general meaning is a guiding image. Like a common vision, a leitbild creates a shared overall goal, offers orientation toward one long-term overall goal, and provides a basis for different professions and disciplines to work in the same direction. The analysis of leitbilder and emerging technological paradigms might contribute to the construction of topics and issues and to the argumentation processes related to them.  相似文献

Online Social Networks (OSNs) have gained unprecedented popularity in recent years. OSNs facilitate the interaction among members by providing a dynamic/multimodal platform which enables discussions, sharing of multimedia content, organisation of events, etc. These networks comprise millions of members from all continents and from all age groups — although the younger generation is more prominent. OSN dynamics and inherent patterns of operation are being investigated by academia as a means of studying, for instance, ICT-enhanced social change. Industry uses them to detect new commercial trends and establish marketing strategies.We believe that the huge size of OSNs, the broad and versatile thematic topics and the fact that most users are youngsters made these new modalities of large-scale interaction also worth investigating in regard to the study of the future or foresight. In this paper, we discuss the relevance of OSNs for three objectives of foresight methods, namely creativity, expertise and collective intelligence.First, we argue that OSNs can be regarded as a tool to enhance creativity through the unprecedented modalities of communication and interaction they offer.Second, we propose OSNs as an expert tool to detect emerging changes in social behaviour. We assume that the recorded exchanges of information and thoughts between participants in forums offers an under-exploited source of information for detecting new social trends. The value of this information may be amplified by evaluating it in conjunction with other OSN data, such as member profiles, behavioural patterns or list of contacts or friends. In this way, emerging social trends could be detected. Similar approaches are already used in market research and could be transferred to foresight.Third, we consider OSNs to be a means of aligning individual thinking and fostering collective or “collaborative” intelligence for a whole range of possible goals in the future.For each of these three objectives, the theoretical foundations are complemented with some case studies. Given the novelty of the OSN phenomenon and its unexplored potential in many fields, the authors aim to trigger thinking and discussion on the potential application of this emerging phenomenon within foresight, rather than to offer a vademecum on the use of OSNs for foresight activities.  相似文献

The wide application of foresight would benefit from a common assessment framework that hardly exists. This would require a higher level of reference, i.e. pursuing more generic goals. This is offered by the two concepts of “knowledge society” and “participatory governance”. The aim of the research is to develop an impact assessment framework of foresight programmes in developing more participatory “knowledge societies” beyond their specific aims.Research shows that the major impacts of foresight belong to three groups, i.e. in relation to knowledge, network creation, and promoting public engagement in policy-making. At the same time, the major features of modern societies are of three types, i.e. related to knowledge value, to innovation-driven growth and to consequences of a “risk society”. Thus, the relevant areas where foresight might contribute are: knowledge, networking, and coping with a ‘risk society’.The new framework is built on the features and pre-conditions of more participatory societies and draws upon existing evaluation approaches and concepts (“theory-based evaluation”, “knowledge value framework”, “behavioural” and “cognitive capacity additionality”) to tackle short-comings of earlier evaluation efforts. It is then tested in a case study that demonstrates its feasibility and comprehensiveness and further refines the assessment criteria it is based on.  相似文献

Japan started its development in science and technology later than other countries but was nevertheless quite successful. Many factors contributed to this success—and one of them was the adaptation of large foresight studies at the end of the 1960s. In Japan, the Science and Technology Agency (STA), among others, in 1971 started to conduct a large study on the future of science and technology. The Delphi method was one technique used for foresight activities. This was not considered a tool of prediction but an instrument to systematically look into the long-term future. Among the aims of this type of national activity is the identification of areas of strategic research and of generic technologies most likely to yield the greatest economic and social benefits. Although many countries stopped their national foresight activities in the 1970s, the Japanese Delphi process continued and was applied every five years. In 1997, the sixth study was finished. Yet, Japanese technology policies are less consistent than is commonly believed and involve an assortment of policy measures and actors/agencies pragmatically devised to address diverse, ever-changing, and sometimes conflicting needs embedded in a broad range of issues. Forecasting results provide the “language” to communicate among Japanese actors in science, technology, and society.  相似文献
