Soaring air traffic, increasing urban expansion and airports operating at full capacity are reasons that have caused a discussion about improvements in airport landside access systems. One approach to better match customer demands and address airport congestion is to facilitate the intermodal integration of airports. Building on a survey on intermodal passenger air transportation, we elaborate on the current and future situation at major airports. Our findings indicate a high modal concentration and dependence on individual access modes. However, while airport managers intend to reduce the share of these modes, they plan to increase that of high-occupancy airport access modes. We analyze the underlying motives that cause airports to extend their connections to surface infrastructure. In a case study, we assess an intermodal best practice solution for the integration of air and rail.  相似文献

While equity has been an important consideration for transportation planning agencies in the U.S. following the passage of Civil Rights Act of 1964 (Title VI specifically) and the subsequent Department of Transportation directives, there is little guidance on how to assess the distribution of benefits generated by transport investment programs. As a result, the distribution of these benefits has received relatively little attention in transportation planning, compared to transport-related burdens. Drawing on philosophies of social justice, we present an equity assessment of the distribution of accessibility in order to define the rate of “access poverty” among the population. We then apply this analysis to regional transportation plan scenarios from the San Francisco Bay Area, focusing on measures of differences between public transit and automobile access. The analysis shows that virtually all neighborhoods suffer from substantial gaps between car and public transport-based accessibility, but that the two proposed transportation investment programs reduce access poverty compared to the “no project” scenario. We also investigate how access and access poverty rates vary by demographic groups and map low-income communities within access impoverished areas, which could be the subject of further focused investments.  相似文献

This paper examines the system and manuals for transportation project evaluation, which are recently introduced for all transportation modes, road, railway, airport and seaport projects in Japan. The manuals aim to evaluate the social significance of projects from the viewpoint of efficiency and equity, by applying a sort of multi-criterion analysis, although adopting the cost benefit analysis as a basic method to evaluate social efficiency. Result of the review shows that there are several inconsistent points among the key components of the evaluation procedures, such as demand forecasting, value of time, environmental aspects, and regional development effects, among others. The existence of these inconsistencies reveals the difficulty of developing a common evaluation framework for multi-modal applications.  相似文献

This study focuses on the influence of ground access transportation on air travel. The error components logit model with parallel structure is first adopted to formulate the joint choice behavior of access, airports, and flights. The proposed model proves to be effective in exploring interdependence between choice dimensions and travelers heterogeneity. The empirical results indicate that fare discounting should be introduced at the city airport and the frequency of existing flight routes should be increased. To benefit the hub airport, authorities of the new airport mass rapid transit system should reconsider the tradeoff between time and cost for express trains.  相似文献

Most airports internationally have implemented customer satisfaction programs into their operations to increase non-aeronautical revenues. In the US, taxicabs are an essential airport transport mode given the limited public transport options available. Effective airport taxicab planning efforts can increase airport customer satisfaction levels, as well as facilitate handling increased airport passenger volumes. However, little is known on how US airports have adapted their governance practices from a traditional hierarchical to a network approach in their efforts to undertake airport taxicab planning initiatives since the deregulation of the transportation industry. Data acquired from 51 US hub airports is used to examine their existing taxicab planning practices. The findings offer how US airports can modify governance processes in their airport taxicab planning processes to better support increases in the customer satisfaction levels of airport taxicab patrons.  相似文献

Passenger Facility Charge (PFC) and the Airport Improvement Program (AIP) are two major sources to finance U.S. airports. This paper develops a novel dynamic network DEA framework to investigate the substitutability between PFC and AIP funds. We find that the studied U.S. airports can substitute PFC for 8–35% of the current AIP funds and contribute significantly to the proposed plan of the US congress to cut AIP funding. In addition, the amount of PFC-for-AIP funds substitution negatively correlates with the productive efficiency of airports. The findings send an important message for future policy reforms on U.S. airport financing.  相似文献

PPP投融资模式通过社会资本方参与项目建设和运营,大大减轻地方政府城市轨道交通建设和运营所承担的投资风险及负担,拓宽融资渠道,减轻政府近期支出压力,实现优势互补,形成多方共赢的局面。其中,付费模式是轨道交通PPP项目的重要基础,关系到PPP项目的风险分配和收益回报,因而是政府和社会资本关注的核心问题,也是PPP项目合同中最为关键的条款。根据我国的多年实践,可行性缺口补助作为政府付费模式与使用者付费的结合,是我国城市轨道交通PPP付费的最佳模式之一,而车公里付费模式是可行性缺口补助模式中的最新模式。结合天津地铁11号线一期工程PPP项目,对车公里付费模式下政府可行性缺口补助的计算进行了研究,并就相关重点问题提出了建议。  相似文献

This paper obtains the optimal routings for intermodal containerized transport from Canada to Mexico. Such traffic is being stimulated by the North American Free Trade Agreement (NAFTA), but the cost and lead times of feasible routes are not well known. We summarize the links and routes to Mexico on which one or more carriers now operate, and then determine non-dominated tradeoffs between cost and service. Every southbound route from Canada requires a transshipment point in the southern or southwestern U. S. Feasible transshipment points are also candidate locations for a manufacturing ‘twin plant’, a distribution centre, or a transportation hub. Here, as a first step in this bigger problem, a network is constructed between five Canadian origins and three important Mexican destinations. Each link employs available intermodal services whose transit time and transportation cost are obtained through industry sources. A shortest-path algorithm enables calculation of the route requiring least time and the route of minimum cost. Non-dominated time/cost tradeoffs are identified for each origin–destination pair. After including inventory expenses (by parametrizing the unit value of lead time), total-cost curves then eliminate some routing alternatives. Guidelines are provided on the effects of mode, carrier, and O–D locations on selection of intermodal routes to Mexico. Finally, two new intermodal services are proposed and their benefits discussed.  相似文献

Whereas the importance of transportation for economic growth is widely acknowledged, past studies on the resilience of regions to economic shocks have not given explicit attention to the role of transportation accessibility on building robust regional economies. This exploratory study examines the regional performance in six U.S. states during the last recession (2008–2009) and post-recession (2010–2014) and evaluates its association with the transportation infrastructure. To account for spatial dependence and interactions, a exploratory spatial data analysis (ESDA), a global spatial autoregressive model, and a local Geographically Weighted Regression (GWR) are employed. Results show that, after controlling for other key aspects of resilience, such as industrial diversity and human capital, the global relationships between rail density, access to intermodal services, and access to local and regional markets were positively associated with regional performance (measured as competitive effect) during the recession. Similarly, positive regional performance before the recession period was associated with positive performance during the recession. The local spatial analysis, however, shows that the associations between the explanatory variables and regional performance vary significantly across space. The analysis and results of this study can contribute to a better understanding of the complex interactions between economic resilience and transportation infrastructure, and guide the development of policies and practices designed to strengthen the ability of regions to be resilient to economic shocks.  相似文献

The European Union (EU) has no specific tourism policy. Even though there are divergent views on its involvement in regional development, there is a consensus on the fact that the EU is involved by its principle role of ‘Subsidiarity’. There is also continued participation of the EU in activities related to tourism development in the community. Undoubtedly, the EU is having an impact on regional development of members states. Research carried out shows the contribution of the EU in regional development and tourism. The EU funding has tended to focus on peripheral areas and where traditional industries are declining. Tourism related projects (such as visitor attractions) have benefited from such funding programmes, on the assumption that these projects will create employment and increase visitor numbers, as well as promote the economies of these regions. Consequently, this paper considers the contributions of EU funding of tourism attractions in the Aberdeen and Grampian region of Scotland and issues affecting the effectiveness of the attractions themselves. We present a model and solution approach for combining production and intermodal transportation planning in a supply network. A close and detailed integration of both decision fields is missing in the literature so far. The model includes relevant decisions regarding production setups and output volumes of plants, cargo consolidation at intermodal terminals, and capacity bookings for road and rail transports. A Branch-and-Cut method and heuristics are designed for solving the problem. A comprehensive case study for a chemical company identified a 6%-cost saving from the integrated planning. At the same time, companies are successfully supported in establishing eco-friendly distribution processes.  相似文献

This study sets forth a method to calculate the passenger benefits of an international airport project and assesses the passenger benefits brought about by two international airport projects.An international airport project mainly increases the number of flights and the possibility of determining convenient timetables. It does not significantly decrease the flight time of international travel. Thus, the user benefits brought about by an international airport project cannot be expressed by the conventional concept of ‘traveling time’, which is the term generally used.In this study, the ‘Expected Value of Traveling Time’ and ‘Expected Value of Generalized Cost’ are presented as indexes to evaluate improvements in convenience brought about by international airport projects. The passenger benefits of two airport projects in Japan are measured by consumer surplus calculated from the demand function using these indexes.These indexes are accurately calculated taking into consideration factors such as scheduling connections between domestic and international transport, and so enable a grasp not only of reductions in flight time, but also of passenger benefits resulting from international airport projects, such as increases in the number of flights and reductions in the time required to make transfers during domestic travel.  相似文献

In the past decade, the focus of international airport development has shifted from a transportation hub towards a multi-functional aero metropolis. An airport city serves not only as an index of a country’s performance in development, but also plays the role as impetus of national industries and a gateway to economic globalization. Through literature review, secondary data analysis and interviews with focus groups and experts, this paper explores development features, operation strategies and competitive advantages of various airport cities in newly industrialized economies. This research also proposes a novel approach to strategy formulation, which utilizes the theory of competitive advantage of nations (a revised diamond model), SWOT analysis and strategy matching using the TOWS matrix and competitive benchmarking. The case study of Taoyuan International Airport illustrates the applicability of the proposed approach in systematic competitive analysis and strategy formulation of airport city development. The strategic planning put forward not only provides practical reference for systematic operation of related units, but also inspires a new research model and direction of study for airport city development.  相似文献

Most of the transport literature only looks at mode alternatives in competition with each other, rather than exploring the potential for cooperation. This paper examines this possibility by making the case for aircraft and high speed train (HST) substitution under conditions of intermodal integration. In the model suggested, airlines use railway services as additional spokes in their network of services from a hub airport to complement and substitute for existing aircraft services. Airlines benefit from the slots that are freed and they can support mode substitution. Society gains from the social and economic benefits of better integrated transport services at a lower environmental cost. This paper examines this model of integration at Heathrow airport against the background of UK air transport policy and assesses the benefits and limitations of it. The conclusion reached is that some railway infrastructure should also be seen as part of the air transport infrastructure.  相似文献

A significant share of airport passengers are accompanied to and/or from the airport by friends and relatives to wave them off or greet them when they land. At some airports the number of these ‘meeter-greeters’ can be substantial, which can have important ground access planning, economic and environmental implications for the airport operator. Yet this group have received comparatively little attention in either the academic or industry literature. Consequently, to some extent ‘meeter-greeters’ have remained something of a ‘hidden’ element of ground access user. In an attempt to address this, the paper uses secondary data analysis of the UK CAA Passenger Survey Report to explore ‘meeter-greeters’ at five UK airports; Heathrow, Gatwick, Manchester, Stansted and Luton. Focus is given to assessing the scale of ‘meeter-greeter’ journeys and the role of a passenger's trip purpose (business/leisure) and resident status (resident/non-resident) in this process. A key finding from the analysis relates to the disproportionate impact of multi-person trips, where a number of different ‘meeter-greeters’ accompany a passenger to the airport. The implications of these findings are discussed and a number of recommendations for decision makers proposed. Namely, it is suggested that airport monitoring and assessment procedures should incorporate a measure of the additional trip generation by ‘meeter-greeters’ in order to present a more complete picture of the number of people accessing/egressing an airport.  相似文献

Optimizing the aerodynamic efficiency of intermodal freight trains   总被引:1,自引:0,他引:1  
We develop an aerodynamic loading assignment model for intermodal freight trains based on an integer-programming framework to help terminal managers make up more fuel-efficient trains. This is the first use of optimization modeling to address the aerodynamics and energy efficiency of railroad intermodal trains. Several recommendations regarding railway equipment use, operations, and policy are proposed to improve fuel-efficiency and reduce emissions from intermodal transportation. Analysis of one major railroad intermodal route reveals the potential to reduce fuel consumption by 15 million gallons per year with corresponding savings of $28,000,000. Greater benefits are possible through broader implementation of the model.  相似文献

Metropolitan areas in the U.S. have become increasingly polycentric. Large employment subcenters have emerged outside of central cities, competing against the traditional city center for labor and businesses. The existing literature on land use and transportation focuses on passenger travel, providing little insight into the impact of polycentric metropolitan development patterns on freight activity. In this study, we use the Los Angeles region as a case study to examine the relationship between urban spatial development patterns and freight travel. Using the National Employment Time Series (NETS) data, we identify employment subcenters in metropolitan Los Angeles. We characterize freight activities associated with the subcenters using data from the Southern California Association of Governments (SCAG). We develop a regression model that estimates freight activity as a function of geographic characteristics, such as whether a location is in an employment subcenter, measures of nearby employment, access to the highway network, and proximity to intermodal freight facilities. The results indicate that employment is an important driver of freight activity; however, employment subcenters have an independent effect on freight activity. The results of this study suggest that further research on urban spatial structure and freight activity should assess the effects of employment subcenters and how their particular employment composition and characteristics are associated with freight activities at the metropolitan level. Such an approach would lead to more precise policy recommendations for urban goods movement.  相似文献

The demand for recreation and nature-based tourism experiences in parks and protected areas continues to grow in many locations worldwide and in response, many parks are employing transit services designed to improve visitor access. Transit services (e.g., public bus service) are a component of the overall park transportation system and are very desirable in park settings as they yield many advantages over personal auto access including reduced congestion in parking areas, a reduced carbon footprint, and an enhanced visitor experience. However, a growing body of research also suggests that the delivery of visitors via transit to destinations within a park or protected area may have unique ecological disturbance implications resulting from increased visitor use, density, and altered spatial and temporal use patterns. In this paper, we examine the relevant literature and present examples from recent research that illustrates the potential range of ecologic impacts from visitor deliveries via park transportation systems. We conclude while transit systems remain very desirable in park settings, depending on a range of situational factors, conventional, demand-driven planning and management approaches may result in unintended impacts to ecological conditions. Overall, this discussion provides a framework for improved management of the potential ecological impacts of protected area transportation systems.  相似文献
