Does redistribution increase inequality? Is inequality harmful for growth? Both questions have recently been addressed in a number of single-tax models. In this paper, I examine the relationship between policy, growth and inequality when income and inherited wealth can be taxed at different rates. In the model, parents accumulate human capital and a return-bearing, storable good in order to increase the quality of their children. Inequality arises because the learning ability of children is stochastic. Redistributive labor income taxation has a negative impact on short- and long-run growth while taxation of inherited stocks increases growth. Effects of both taxes on income inequality are ambiguous. A switch from income to inheritance taxation may increase average utility of all generations involved. I calculate a structure-induced equilibrium of the political process by means of a stochastic simulation of the model. In the short run initial wealth-inequality can stimulate growth, while initial inequality of the endowment with human capital is harmful for growth.  相似文献

This article presents the Kaleckian model of growth and distribution that sets a budget deficit ratio as an indicator of fiscal policy and examines the short- and long-run effects of an increase in budget deficits and a rise in income tax rates on the economy. The key short-run outcomes are as follows. First, expanded budget deficits have a positive effect on the rate of capacity utilization. Second, the tax rate for wage income does not affect the rate of capacity utilization, whereas the tax rate for capital income has a favorable impact on it. This result implies that raising the tax rate for capital income can be an important policy instrument for stimulating the economy. Third, we find that the economy exhibits a wage-led aggregate demand in the short run. The main long-run results are as follows. First, the effect of expanded budget deficits on the growth rate is ambiguous, since a higher debt burden negatively influences the rate of capacity utilization and hence economic growth, despite the increase in demand caused by government borrowing. A higher budget deficit ratio thus raises the growth rate only if a certain condition is satisfied. Second, the tax rate for capital income has a positive impact on the growth rate. Third, the economy shows a wage-led growth in the long run.  相似文献

The purpose of this article is to investigate the effect of exports and inward foreign direct investment (FDI) on economic development in Greece, in the long and short run, from 1980 to 2013. This study applies the Ng-Perron and DF-GLS unit root tests to determine the level of integration as well as the autoregressive distributed lag (ARDL) method to identify the long-run relationship. Our analysis confirms the long-run relationship between inward FDI, exports and national income. Our results imply that any policy by the Greek Government aimed at boosting economic development through exports will have to be considered for the long run since Greek authorities cannot rely on exports in the short run. However, inward FDI appears more efficient than exports as far as boosting economic progress in the short run.  相似文献

Abstract.  This paper studies how donations respond to unexpected permanent changes in income and tax rates in a recursive dynamic model. The dynamic approach yields several interesting insights. If marginal tax rates are progressive, a permanent jump in a household's income increases its consumption and donations in the short run, but has no effect in the long run. The permanent income elasticity of current donations is likely to exceed one. If the marginal tax rate is flat, the jump in income raises consumption and donations in both the short and the long run. A permanent marginal tax rate cut raises consumption and donations in the long run if marginal tax rates are progressive, while it reduces donations in the short run if it has little direct impact on tax payments. If the marginal tax rate is flat, a tax cut has a positive effect on consumption in both the short and the long run, but has an ambiguous effect on donations.  相似文献

This paper examines the impact of increased competition and trade liberalization on skilled–unskilled wage inequality in the short run as well as the long run. It is shown that an increase in the number of firms in the producer services sector increases wage inequality in the short run even if the income shares of capital in the industrial and agricultural sectors were identical. A decrease in the services sector's fixed cost decreases wage inequality in the short run if the income share of capital in the agricultural sector is relatively large. Owing to the presence of external economies, a decrease in the services sector's fixed cost increases wage inequality in the long run. A decrease in import duty on the agricultural good increases wage inequality in the short as well as the long run but its effect in the long run is stronger due to the presence of external economies in the industrial sector.  相似文献

A previous study that tried to assess the impact of economic growth on income inequality in the U.S. used state-level data and an ARDL panel model to conclude that economic growth worsens income inequality in the U.S. In this article, we use the same data set but an ARDL time-series model applied to each state in the U.S. to show that the above conclusion is only valid in 20 states. Additionally, we use a nonlinear ARDL approach to show that the effects are asymmetric in the short run as well as in the long run. Significant long-run asymmetric effects reveal that in 28 states both an increase and a decrease in real output have worsened income distribution.  相似文献

We estimate a panel model where the relationship between inequality and GDP per capita growth depends on countries’ initial incomes. Estimates of the model show that the relationship between inequality and GDP per capita growth is significantly decreasing in countries’ initial incomes. Results from instrumental variables regressions show that in Low Income Countries transitional growth is boosted by greater income inequality. In High Income Countries inequality has a significant negative effect on transitional growth. For the median country in the world, that in the year 2015 had a PPP GDP per capita of around 10000USD, IV estimates predict that a 1 percentage point increase in the Gini coefficient decreases GDP per capita growth over a 5-year period by over 1 percentage point; the long-run effect on the level of GDP per capita is around ??5%.  相似文献

We present a model of growth driven by energy use and endogenous factor-augmenting technological change. Both the rate and direction of technological progress are endogenous. The model captures four main stylised facts: total energy use has increased; energy use per hour worked increased slightly; energy efficiency has improved; and the value share of energy in GDP has steadily fallen. We study how energy conservation policies affect growth over time and in the long run. Policies that reduce the level of energy use are distinguished from those that reduce the growth rate of energy inputs. Although these policies may stimulate innovation, they unambiguously depress output levels. The former policy has no impact on long-run growth; the latter reduces long-run growth both in the short run and in the long run.  相似文献

本文采用分省的面板数据对农村地区间基尼系数分解结果表明,1995—2008年,中国农村地区间收入差距总体上仍然呈现上升趋势,基尼系数上升了0.0639,但增幅出现明显减弱趋势。基尼系数变化及农村居民工资性收入对基尼系数的贡献变化显示出与经济发展阶段变化一致的含义;结构性效应已不再是农村地区间收入差异的唯一构成来源,收入集中效应对基尼系数起了明显的增加作用,工资性收入的集中效应超过了其他收入来源。这些构成来源的变化蕴含着中国面临调节地区间农村收入差距的政策机遇。  相似文献

This paper argues that wages lagging behind productivity is a long-run structural phenomenon due to the interplay of wage dynamics and productivity growth. We call this interplay frictional growth, a term that can only be nullified in the utopian case of zero growth and/or no dynamics. In that vein, we challenge the prevailing view of the neutrality of the labour income share and investigate its impact on the evolution of employment. We thus estimate wage setting and labour demand equation systems – for France, Germany, Italy, Japan, Spain, the UK, and the US over the 1960–2008 period – and find that the labour share is negatively associated with employment even when the conventional assumption of a unitary long-run elasticity of wages with respect to productivity holds. Acknowledging the presence of the wage-productivity gap in both the short and long run, this work stands as the building block for assessing the effect of the falling labour share on economic activity. As recent work has shown that the widening wage gap is also an important factor prompting inequality, it can be argued that by supporting employment the falling labour share ‘sweetens’ the impact of rising income inequality, and, as such, deserves the attention of policy makers.  相似文献

This paper studies the distributional impact of commodity price shocks over the short and the very long run. Using a GARCH model, we find that Australia experienced more volatility than many commodity exporting developing countries over the periods 1865–1940 and 1960–2008. We conduct cointegration tests to assess the commodity price shock inequality nexus. A single equation error correction model suggests that commodity price shocks increase the income share of the top 1, 0.05, and 0.01 percent in the short run. The very top end of the income distribution benefits from commodity booms disproportionately more than the rest of the society. The short run effect is mainly driven by wool and mining and not agricultural commodities. A sustained increase in the price of renewables (wool) reduces inequality whereas the same for non‐renewable resources (minerals) increases inequality. We expect that the initial distribution of land and mineral resources explains the asymmetric result.  相似文献

运用1986—2002年间8省48村和家庭的调查数据,本文研究了村庄选举的引进如何影响村一级的收入分配,发现引进选举制度使村级基尼系数降低6·4%—8%。我们也分析了选举的时间效应,发现首届选举后的第3—6年间,选举降低收入分配差距的效果最显著。这些结论对正确地认识和完善村庄选举具有重要的参考意义。  相似文献

This study attempts to analyse the determinants of inward FDI in the electrical and electronic (E&E) industry in Malaysia using bounds test approach for the 1980–2008 period. It is found that GDP, real exchange rate, financial development, corporate income tax, macroeconomic uncertainty and social uncertainty factors significantly affect inward FDI in E&E sector in Malaysia. Empirical results indicate that GDP, real exchange rate, financial development and macroeconomic uncertainty are positively related to inward FDI in E&E sector in the long run. However, corporate income tax and social uncertainty have a negative impact on inward FDI in E&E sector. Furthermore, the Granger causality results also indicate that all explanatory variables Granger-cause FDI in the long-run, but in the short-run only macroeconomic and social uncertainties Granger-cause FDI. The impact of social uncertainty is found to be greater than macroeconomic uncertainty. Thus, foreign investors in E&E sector seem to be more concern about the level of social security and safety when choosing their investment destination.  相似文献

经济增长与收入差距的关系是一个古老而又充满活力的问题。研究发现,尽管全国总量时序数据的Granger因果关系检验表明,中国的经济增长与收入差距不存在任何方向的因果关系,但以各省GDP增长率和城乡收入比为观测点的面板数据检验结果显示:不论是在短期还是在长期,收入差距的扩大都是引起经济增长的Granger原因;经济增长在短期会引起收入差距的扩大,但从长期看,有助于收入差距的缩小。  相似文献

Income Inequality and Macroeconomic Volatility: An Empirical Investigation   总被引:2,自引:0,他引:2  
We explore the impact of macroeconomic volatility on the distribution of income. Using a cross‐section of developed and developing countries, we find that greater output volatility, defined as the standard deviation of the rate of output growth, is associated with a higher Gini coefficient and income share of the top quintile. The coefficients suggest that a strong effect on inequality resulting from a reduction in volatility: the Gini coefficient of a country like Chile would fall by 6 points if it were to reduce its volatility to the same level as Sweden or Norway. Our results seem not to be driven by the high‐inequality/high‐volatility Latin American countries.  相似文献

I explore the effect of skill‐biased technological change and unbiased technological progress on long‐run inequality using a theoretical model in which the supply of skilled and unskilled workers is endogenous. The main assumption of the model is that young agents can finance their education and become skilled workers by borrowing against their future income on an imperfect credit market. I show that whenever the rate of unbiased technological progress is sufficiently high there is no steady‐state inequality, independent of the degree of skill bias. If instead the rate of unbiased technological progress is low, then the long‐run skill premium increases with the technological skill bias. Therefore, similarly to the short run, in the long run higher technological skill bias may cause higher inequality. However, contrary to the short run, in the long run unbiased technological progress is more important than technological skill bias in determining inequality. I also discuss how the efficiency of the educational technology and the degree of financial development affect long‐run inequality.  相似文献

Intra-generational inequalities focus on the distributions within age groups. On the basis of French household income surveys carried out from 1996 to 2014, the Gini coefficient and D9/D1 inter-decile ratio were calculated so as to evaluate intra-generational income inequality before and after redistribution by the tax and welfare system. Age-Cohort-Period models were then estimated in order to disentangle age and generation effects. Over a life cycle, intra-generational inequality displays a hump-shaped curve peaking at age 55–59. This inequality is significantly lower among the youngest, whichever inequality indicator is used, and among the oldest, when measured by the inter-decile ratio. Comparison of pre- and post-redistribution income reveals that the tax and welfare system particularly reduces inequality among the young. Intra-generational inequality measured by the Gini coefficient increases significantly from one generation to the next. Measured by the inter-decile ratio, the increase is considerable for the gross income of those generations born from the 1970s on. However, the tax and welfare system has compensated for this increase, because analysis of the inter-decile ratio applied to disposable income shows no significant difference between generations.  相似文献

This article considers bidirectional nonlinear cointegration relation between FDI and industrial output in Turkey. The data cover the monthly period 2005:1–2013:10 for the time series of total industrial production, 36 sub-industrial sectors’ production and FDI. Following nonlinear threshold cointegration and VECMs, the article yields that (i) total industrial production and nine sub-industrial productions have positive long-run impact on FDI with significant error corrections, (ii) six sub-industrial productions have short-term influence on FDI, (iii) FDI has long-run positive impulse on total industrial production and nine sub-industrial productions with some significant error corrections and (iv) FDI affects four sub-industrial productions in the short run as well as in the long run. The results of VECMs from (i) also reveal that the all short-term adjustment parameters are found significant and powerful in 10 typical regimes (Regime-1s) and in 5 extreme regimes (Regime-2s). Finally, the outcome of VECMs from (iii) yields that short-term adjustment parameters are found significant and powerful in two typical regimes and in four extreme regimes. Eventually, considering FDI’s positive impact in the short and long run, this article suggests that policymakers promote specifically the FDI inflows to the sectors of intermediate goods, manufacture of beverages, manufacture of rubber and plastic and manufacture of other nonmetallic mineral products.  相似文献

人工智能对经济不平等的影响引起学术界的广泛重视,但是现有研究以分析其对劳动收入不平等的影响为主,关于人工智能对财富分配从而对财产性收入不平等影响的相关研究尚有欠缺。本文通过构建一个连续时间异质性个体动态一般均衡模型,将人工智能对生产技术的影响看作一揽子偏向性技术进步,研究人工智能技术对财富分配的影响。分析发现,人工智能对财富不平等的影响在短期和长期表现有所不同,短期中人工智能技术的应用会提高经济中财富分配不平等程度,而长期中其财富分配效应则取决于人工智能对不同类型技术进步的促进程度。核心机制在于,人工智能技术进步的多样性在短期和长期中对资本回报率产生不同影响,短期中各类技术进步总是会提高资本回报率,而在长期,不同类型的技术进步对资本回报率的影响出现差异。基于以上结论,本文就我国如何在应用人工智能促进增长的同时预防不平等程度扩大提出了政策建议。  相似文献

One of the major issues on the state of income inequality is the effect of globalization through foreign direct investment (FDI). It is well known that FDI inflows create employment opportunities for unskilled labor intensive countries. Hence, during recessionary (expansionary) periods, FDI outflows should cause an increase in a developing (developed) country’s unemployment rate, worsening income inequality. This study differs from the previous literature by employing the key variables FDI, trade volume, and GINI coefficient for a panel of three groups of countries (developed, developing, and miracle countries). We estimated panel cointegration coefficients via FM-OLS. Our results show that the effects of trade liberalization and FDI on income distribution differ for different country groups.  相似文献
