Abstract

Does agglomeration matter for growth? This paper addresses this question by evaluating the impact that intra-regional income distribution has on regional growth in Europe. By using a spatially augmented Solow growth model, we investigate the convergence process among 188 EU regions between 1991 and 2004 and extend the traditional growth models to account for the impact of regional inequality on growth, as well as the effects of interaction among regions. Our assumption is that existing levels of inequality between sub-regional territorial units could positively contribute to regional economic growth in Europe, through the positive effects generated by the emergence of agglomeration economies. Our results show that while we cannot find any overall significant relationship in Europe between agglomeration and growth, once we distinguish between Objective 1 and Non-objective 1 regions we are able to find that agglomeration positively impacts subsequent growth, but only in the less developed regions.  相似文献

The present study aims to test relative welfare differences among regions in Europe, so as to examine whether the post-communist era has led to more socio-economic cohesion in Europe. The performance of European regions is analysed, compared, and assessed by using the Regional Competitiveness Index (RCI) and stylised fixed nominal categories. The current status of regional cohesion is tested on the basis of detailed data on 268 NUTS 2 European regions by using a robust methodology oriented towards univariate comparison of location parameters, multivariate classification by the decision tree and CHAID algorithm, and comparison of nominal variables with four values based on density plots.Multivariate classification appears to offer statistically excellent results with an overall correct prediction rate for post-socialist and capitalist regions in Europe of 99.6%. The research results from the Higher education and Innovation pillars, reveal a convergence of capitalist and post-socialist regions with capital cities and a divergence of regions with administrative capitals and other regions. Relatively, the two groups which perform best are both groups with capitals, while the group of capitalist regions with a capital city is significantly better in almost all pillars.The key message is that the transition of post-socialist regions is not yet over. Capitalist regions in Europe perform better than post-socialist regions in eight of the nine pillars of regional competitiveness. Our research results also reveal that the group of post-socialist regions without capital cities are significantly lagging behind the rest of the regions in Europe, and thus form the most vulnerable group of European regions. As there is data continuity in the official RCI classification and measurement, policy makers will be able to compare the performance of their own regions over time and to design appropriate concerted strategies accordingly. From this perspective, our study draws several interesting lessons and results for policy makers at various levels. Place-based regional planning and policy based on our analysis framework may be helpful in developing effective measures to cope with the socio-economic legacy of the “Iron Curtain” and get closer to regional cohesion in Europe.  相似文献

This paper examines various circumstances under which decentralized pollution policies can be efficient both in federal settings and in multi-region settings with labor mobility. We consider a model in which pollution control policies are set by regional governments non-cooperatively and pollution damages are borne by the residents of all regions. We characterize the efficiency of pollution policies, and of population allocation among regions, in a variety of scenarios, including when pollution policies are enacted before interregional transfers are determined by the federal government and before migration occurs; when migration decisions are taken before policy decisions; in the absence of a central government if regional governments can make voluntary interregional transfers; when decisions over pollution control policies are followed by voluntary contributions by regions to a national public good; when regions can commit to matching the abatement efforts of each other; and when regions can commit to specific levels of abatement contingent on the emissions of other regions not exceeding some maximum level.  相似文献

Governments around the world are tackling the COVID-19 pandemic with a mix of public health, fiscal, macroprudential, monetary, and/or market-based policies. We assess the impact of the pandemic in Europe on sovereign CDS spreads using an event study methodology. We find that a higher number of cases and deaths and public health containment responses significantly increase the uncertainty among investors in European government bonds. Other governmental policies magnify the effect in the short run as supply chains are disrupted. Moreover, an increased debt-to-GDP ratio significantly boosts the cumulative abnormal change of CDS spreads, which indicates that investors are concerned about countries that are too indebted and thus have a limited capacity to intervene and provide fiscal stimuli and emergency fiscal packages to businesses and households.  相似文献

In this paper we explore the effectiveness of selected research and innovation policies among EU countries. Using data from the AEGIS database and information from the 2015 Bruegel’s Partnership report on research and innovation polices in EU countries, we compare and contrast the response of knowledge intensive firms to a sample of policies. We find that the impact of the policies in our sample varies not only across countries but also across the age of affected firms in those countries. We conclude our analysis with a call for policy makers to begin to investigate the incidence of the impact of their research and innovation policies as measured not only by the age of firms but also by other dimensions.  相似文献

While using financial incentives to increase fertility has become relatively common, the effects of such policies are difficult to assess. We propose an identification strategy that relies on the fact that the variation in wages induces variation in benefits and tax credits among ‘comparable’ households. We implement our approach by estimating a discrete‐choice model of female participation and fertility using individual data from the French Labor Force Survey and a detailed representation of the French tax–benefit system. Our results suggest that financial incentives have had a significant effect on fertility decisions in France. As an example, we simulate the effects of an additional, unconditional child credit of 150 euros per month. The effects are strongest for the third child. Despite a less favourable national institutional environment, the private entrepreneurial sector has developed rapidly in China's transition economy. To resolve this puzzle, this study argues that regional deregulation plays a significant role in China's entrepreneurial growth because it stimulates free markets and lifts predatory and discriminatory regulatory policies affecting entrepreneurship. I use provincial-level panel data (1998–2003) for hypothesis testing. The results, based on fixed effects estimation, suggest that deregulation indeed has a significantly positive effect on entrepreneurial growth within regions. In addition, this effect is found to be stronger in earlier years, as well as among less developed, inland regions.  相似文献

The main purpose of this study is to determine the spillover effect of real estate regulatory policies released by core cities on the surrounding cities in major urban agglomerations based on regional linkage characteristics of China's real estate market. In this study, real estate transaction data of 157 cities were selected from 11 major urban agglomerations. Agglomeration's housing transaction volatility and spillover effect caused by the core city's regulatory policies were simulated by integrating spatial and temporal analysis model, event analysis, and symbolic time series analysis. The findings showed that (1) the regional linkage of the real estate market in the Harbin–Changchun and Middle–South Liaoning, Middle Reaches of the Yangtze River, Yangtze River Delta, Pearl River Delta, and West Side of the Straits agglomerations were remarkably tight and the core cities' policy spillover effect was significant, of which the house purchase limitation and credit limitation policies had the widest influence; (2) the regional linkage of the real estate market in the Beijing–Tianjin–Hebei agglomeration, Shandong Peninsula, Guanzhong Plain, and Chengdu–Chongqing agglomerations was relatively weaker, but the core cities' policies of market regulation and taxation had certain spillover effect; (3) there were significant differences in the spillover effects of different types of policies in different urban agglomerations; (4) generally, the core cities' policy spillover often reduced the changing characteristics of the real estate market and made it more ordered with more certainty in the whole agglomeration, with the exception of the Beijing–Tianjin–Hebei, West Side of the Straits, and Chengdu–Chongqing agglomerations.  相似文献

Following a partial equilibrium approach, this paper studies the effect of fiscal policy on income distribution in Argentina, based on budget information corresponding to the year 2004. Specifically, it aims to provide an empirical answer to a set of questions related to the responsibility of different levels of government (national or provincial) in ensuring the equitable distribution of income; how this responsibility is accomplished in practice, when this function is shared among two or more levels of government; whether an incompatibility arises among the policies from different levels of government; and the effect of fiscal policy on personal and regional income distribution.The main results of the paper are summarized as follows. At the aggregate level, both national and provincial budgets have a redistributive impact on personal income distribution, through a combination of progressive expenditures and (slightly) regressive taxes. Regional redistribution depends on two fiscal tools: the national budget and the revenue sharing regime. The progressive effect of expenditures and taxes interacts with the geographical effect of the revenue-sharing and the national budget, reinforcing progressivity in net-receiving groups and creating a trade-off between progressivity and (negative) regional transfer in net-financing ones. Provincial budgets have more impact than the national budget, both being compatible in pursuing the redistributive goal.  相似文献

We study the role of notifications in the evaluation of training programs for unemployed workers. Using a unique administrative data set containing the dates when information is exchanged between job seekers and caseworkers, we address three questions: Do information shocks, such as notification of future training, have an effect on unemployment duration? What is the joint effect of notification and training programs on unemployment? Can ignoring information shocks lead to a large bias in the estimation of the effect of training programs? We discuss these issues through the lens of a job search model and then conduct an empirical analysis following a “random effects” approach to deal with selectivity. We find that notification has a strong positive effect on the training probability but a negative one on the probability of leaving unemployment. This “attraction” effect highlights the importance of accounting for notifications in the evaluation of active labor market policies.  相似文献

This paper examines the effect of public investment on the regional economies of postwar Japan. It evaluates the effects of efficiency-verses-equity-oriented allocation policies by estimating the aggregate regional production function and calculating the marginal productivity of public capital for each region, using panel data covering the 47 prefectures over the period from 1955 to 2000. The empirical results show that public capital investment has alternated between an allocation policy based on efficiency and one that is based on equity, and, in fact, such investment was used as a policy tool for adjusting income distribution and accelerating economic growth. Numerical simulations are used to analyze the trade-offs between economic efficiency and inter-prefectural equity. The results indicate that in the case of income-elastic labor mobility, an efficiency-oriented allocation policy leads to larger aggregate gross domestic product by promoting both growth and equity simultaneously.  相似文献

以2006—2019年省级面板数据为研究样本,运用中介效应逐步检验及Sobel检验,将政府创新偏好作为中介变量,探讨国家审计对区域创新能力的影响,研究发现:国家审计能提高区域创新能力,地方政府创新偏好起到了部分中介作用。进一步分地区检验显示,上述效应存在差异,其中:中部地区国家审计揭示作用效果最显著,可以提升政府创新偏好进而提高区域创新能力;东部地区国家审计建议作用效果最好,也可以通过提升创新偏好促进区域创新能力提升。  相似文献

According to NEG literature, spatial concentration of industrial activities increases growth at the regional and aggregate level without generating regional growth differentials. This view is not supported by the data. We extend the canonical model with an additional sector producing non-tradable goods which benefits from localized knowledge spillovers coming from the R&D performing industrial sector. This view, motivated by the evidence, generates both an anti-growth and a pro-growth effect of agglomeration for both the deindustrializing and the industrializing regions and leads to two novel results: (1) when agglomeration takes place, growth is lower in the periphery; (2) agglomeration may have a negative effect on the growth rate of real income, both at the regional and at the aggregate level. Our conclusions have relevant policy implications: contrary to the standard view, current EU and US regional policies favouring industrial dispersion might be welfare-improving both at the regional and the aggregate level and may reduce regional income disparities.  相似文献

We estimate a global vector autoregression model to examine the effects of euro area and US monetary policy stances, together with the effect of euro area consumer prices, on economic activity and prices in non-euro EU countries using monthly data from 2001-2016. Along with some standard macroeconomic variables, our model contains measures of the shadow monetary policy rate to address the zero lower bound and the implementation of unconventional monetary policy by the European Central Bank and the US Federal Reserve. We find that these monetary shocks have the expected qualitative effects but their magnitude differs across countries, with southeastern EU economies being less affected than their peers in Central Europe. Euro area monetary shocks have a greater effect than those that emanate from the US. We also find certain evidence that the effects of unconventional monetary policy measures are weaker than those of conventional measures. The spillovers of euro area price shocks to non-euro EU countries are limited, suggesting that the law of one price materializes slowly.  相似文献

We examine the effects of regional inter-firm cooperation on firm growth by estimating the firm growth function, using the data of a questionnaire survey for three major industrial clusters in Japan, namely, Tama, Kinki and Hokkaido. We focus on the specific content of cooperative activities for two aspects: that is, three production stages of R&D, commercialization, and marketing for cooperation and different types of alliance partners. The findings for our study areas demonstrate: i) vertical cooperation, the most prevalent with suppliers and customers, does not contribute to firm growth; ii) the clusters do not enjoy "urbanization economies arising from agglomerating a variety of different industrial sectors"; iii) the alliances with "universities" and "cross-industry exchange organizations" show positive effects on firm growth; and iv) both contributions and limitations are identified for the cluster-promotion policies in Japan.  相似文献

Energy use is becoming more efficient due to technological innovations. We focused on the transportation sector in China to develop a national multisector computable general equilibrium (CGE) model for analyzing the rebound effect from an improvement of 10% in the energy efficiency. We compared the size of the energy rebound effect at both the macroeconomic and sectoral levels in different transportation modal subsectors, namely rail, road, water, and air travel. The findings showed that the magnitude of the rebound effect varies across the transportation modes. This is particularly true for the air transportation sector, which has an economy-wide rebound effect of 30.1% and an own-sector rebound effect of 74.6% because of a sharp increase in the export demand for air transport services. We also quantitatively evaluated the contribution of energy efficiency improvement in the transportation sector to China’s economic growth and carbon reductions and found a positive dividend effect on the economy as well as the environment. The modeling results suggest that improving overall transportation energy efficiency by 10% generates an economy-wide welfare gain of approximately 29 billion yuan, while 19 billion yuan are attributable to a more efficient road transportation subsector. Furthermore, to offset the effects of these mode-specific rebound effects, we simulated the effectiveness of different policies and solutions. These included economic instruments in the form of energy, environmental, and carbon taxes, household transport consumption structure adjustments, and energy structure adjustments. This study revealed that combining these sustainable development policies offers opportunities for economy-wide multisectoral improvements in energy savings, emissions reduction, and economic benefits.  相似文献

Very often, evaluators of regional policies only emphasize regional effects, but in fact it is also necessary to consider the national ones. The purpose of this paper is to demonstrate, by means of simulations made with the REGINA model of the French economy, that these national effects are quite important and depend on the national and regional economic situation. Hence, regional policy may be used not only for reducing regional inequalities but also for improving national development. These two aspects: regional equity versus national efficiency, must be taken into account when evaluating the usefulness of regional policies.  相似文献

This study extends theory on the effects of public policies stimulating technology demand and of industry network ties on firm-level entrepreneurial behaviour. We take an institutional perspective to develop a theoretical model examining the mechanisms through which public policies, regulatory uncertainty, and industry network ties affect firm-level entrepreneurial decision-making processes and the ability to introduce highly innovative products and to sustain superior performance. We focus on firm-level effects, which enables the study of the tension between institutional pressures of homogeneity and competitive pressures of heterogeneity for entrepreneurial decision-making processes in environments characterized by policy-induced market demands. To test our hypotheses, we draw on data from a large-scale survey among German renewable energy firms. Our results show that public policies can constrain firm innovativeness and risk-taking behaviour because they steer firms towards a more conservative attitude and discourage the pursuit of high-risk innovation projects. However, firms can counteract these influences and enhance their innovativeness by maintaining close network ties with research associations as we find that innovativeness and a highly innovative product portfolio are key success factors. In summary, these findings provide important implications for the study of public policy effects, industry network ties and entrepreneurial behaviour.  相似文献
