Before 2007, many studies claimed that wide-scale banking distress in various countries was preceded and could be predicted by deteriorating macroeconomic indicators such as falling GDP growth rate. However, these researches were mostly based on “event studies” which identified crises too late. By using banking sector asset price data, the paper finds that economies still thrive in the “pre-crisis” period in terms of increasing GDP growth. The slowdown of economy in terms of a fall in GDP growth is generally associated with the post-crisis period coinciding with the bubble burst process. Thus, this result supports the policy view that it is not useful to postpone macroeconomic stability to conceal banking sector weakness.  相似文献

Previous analyses of bond financed government expenditure policies have indicated stability problems but have considered only a once-for-all and sustained increase in government spending. In this paper we examine the bond financing of temporary government expenditure changes, which form part of an ongoing policy designed to “balance the budget over the business cycle.” We find that an endogenous fiscal policy can keep national output near its target value but that the effects on the national debt and the size of the public sector are likely not to be transitory. There is a strong tendency toward instrument instability, in that control of the economy forces the level of government spending to forever diverge from its equilibrium value.  相似文献

This paper examines the impact of several macroeconomic policies, both demand and supply management policies, on economic activity within a small macroeconomic simulation model. The model is based on a standard analytical framework that underlies adjustment policies in developing economies (Des). The standard approach has been to use aggregate government expenditure as an instrument of fiscal policy to shock economic activity in a DE, with a negative dynamic response typically observed. In the context of such a small macroeconomic simulation model we decompose government expenditure into consumption and investment expenditure. Simulation exercises with and without model-consistent expectations throw up some contrasting results in the sense that fiscal policy can influence output positively through the effects of public sector investment on private investment in a DE such as India. In this paper, we apply dynamic tracking games to macroeconomic policy making in a monetary union. We use a small stylized nonlinear two-country macroeconomic model of a monetary union for analyzing the interactions between two fiscal (governments: “core” and “periphery”) and one monetary (central bank) policy makers, assuming different objective functions of these decision makers. Using the OPTGAME algorithm, we calculate numerical solutions for cooperative (Pareto optimal) and non-cooperative games (feedback Nash). We show how the policy makers react to adverse demand shocks. We investigate the consequences of three scenarios: decentralized fiscal policies controlled by independent governments (the present situation), centralized fiscal policy (a fiscal union) with an independent central bank (pure fiscal union), and a fully centralized monetary and fiscal union. For the latter two scenarios, we demonstrate the importance of different assumptions about the joint objective function corresponding to different weights for the two governments in the design of the common fiscal policy. We show that a fiscal union with weights corresponding to the number of states in each of the blocs gives better results than non-cooperative policy making. When one bloc dominates the fiscal union, decentralized policies yield lower overall losses than the pure fiscal union and the monetary and fiscal union.  相似文献

The incentives to conduct basic or applied research play a central role for economic growth. How does increasing early innovation appropriability affect basic research, applied research, innovation and growth? In a common law system an explicitly dynamic macroeconomic analysis is appropriate. This paper analyzes the macroeconomic effects of patent protection by incorporating a two-stage cumulative innovation structure into a quality-ladder growth model with endogenous skill acquisition. We focus on two issues: (a) the over-protection versus the under-protection of intellectual property rights in basic research; (b) the evolution of jurisprudence shaping the bargaining power of the upstream innovators. We show that the dynamic general equilibrium interactions may seriously mislead the empirical assessment of the growth effects of IPR policy: stronger protection of upstream innovation always looks bad in the short- and possibly medium-run. We also provide a simple “rule of thumb” indicator of the basic researcher bargaining power.  相似文献

We use a dynamic game model of a two-country monetary union to study the impacts of an exogenous fall in aggregate demand, the resulting increase in public debt, and the consequences of a sovereign debt haircut for a member country or bloc of the union. Two different scenarios for such a haircut are assumed: an expected and an unexpected haircut. In the union, the governments of participating countries pursue national goals when deciding on fiscal policies whereas the common central bank’s monetary policy aims at union-wide objective variables. The union considered is asymmetric, consisting of a “core” with lower initial public debt, and a “periphery” with higher initial public debt. The “periphery’’ may experience the haircut due to the high level of its sovereign debt. We calculate numerical solutions of the dynamic game between the governments and the central bank using the OPTGAME algorithm. We show that a haircut as modeled in our study is disadvantageous for both the “core” and the “periphery” of the monetary union, both when expected and when unexpected.  相似文献

The recent global financial crisis has increased interest in macroeconomic models that incorporate financial frictions. We illustrate the simulation properties of five medium-sized general equilibrium models used by central banks in the Eurosystem. The models include a financial accelerator mechanism (convex “spread” costs related to firms' leverage) and/or collateral constraints (based on asset values). We provide results from impulse responses to shocks originating in the financial sector as well as a monetary policy shock. Overall, the models share qualitatively similar and interpretable features. This gives us confidence that we have some common understanding of the mechanisms involved. Finally, we survey recent trends in the literature on financial frictions.  相似文献

This paper develops a dynamic model which allows for government spending, taxation, and the endogeneity of the money supply. As an example of an application of our framework, we consider the well known stability problem of the two asset (money and physical assets) neoclassical “money-and-growth” literature. We conclude, among other things, that the usual saddle-point instability result under myopic perfect foresight with proportional savings behavior can be reversed by introducing a third asset (securities). It is further argued that this result is “robust” as it holds under various policy rules (including the traditional case of national debt growing at a constant rate).  相似文献

There are many angles through which a critical observer can analyze the divergent class interests in most aspects of macroeconomic management. We examine the insistence of financial authorities of all major economies on reviving economic activity through monetary — and not fiscal — policy as a particularly clear example of favoring vested interests over the interests of the common man. Nearly a century after Thorstein Veblen wrote on the subject, one can find many parallel elements to the political landscape of the times. Today, the common man is often expressed by the “99%,” and many accept that the dominant vested interest is that of global banks. Unlike in Veblen’s times, economists today have many historical experiments in economic management that they can consult. By employing logic, historical experience, and an understanding of our current global finance-led capitalism, we offer a preliminary institutionalist analysis of the mechanisms of current monetary policy that “flood” Wall Street, while leaving employment, production, and investment — Main Street — all but forgotten. We then explain how vested interests have abandoned fiscal policy and left a deflationary macroeconomic environment.  相似文献

ABSTRACT

We study the effects of macroeconomic shocks on measures of economic inequality obtained from U.S. survey data. To identify aggregate supply, aggregate demand, and monetary policy shocks, we estimate vector autoregressions and impose sign and zero restrictions on impulse response functions. We find that the effects of the macroeconomic shocks on inequality depend on the type of shock as well as on the measure of inequality considered. Contractionary monetary policy shocks increase expenditure and consumption inequality, whereas income and earnings inequality are less affected. Adverse aggregate supply and demand shocks increase income and earnings inequality, but reduce expenditure and consumption inequality. Our results suggest that different channels dominate in the transmission of the shocks. The earnings heterogeneity channel is consistent with the inequality dynamics after monetary policy shocks, but it appears to be less crucial when the economy is hit by either aggregate supply or aggregate demand shocks. Using variance decompositions, we find that although the macroeconomic shocks account for large shares of the variation in the macroeconomic variables, their contributions to the dynamics of the inequality measures are limited.  相似文献

The authors describe their experience with integrating a semester-long economic analysis project into an intermediate macroeconomic theory course. Students work in teams of “economic advisors” to write a series of nested reports that analyze the current state of the economy, and propose and evaluate policies for a decision-maker. The project simulates real-world policy consulting with an emphasis on applying economic theory and models. The authors describe the project setup and how to tailor its theme to current events, explain methods for keeping it manageable in larger classes, discuss student learning outcomes, and document course evaluation results. Besides improving the learning experience, this project prepares economics students to contribute their own views to policy debates and buttress them with tight macroeconomic reasoning.  相似文献

Simulations of forward guidance in rational expectations models should be assessed using the “modest policy interventions” framework introduced by Eric Leeper and Tao Zha. That is, the estimated effects of a policy intervention should be considered reliable only if that intervention is unlikely to trigger a revision in private sector beliefs about the way that monetary policy will be conducted. I show how to constrain simulations of forward guidance to ensure that they are regarded as modest policy interventions and illustrate the technique using a medium-scale DSGE model estimated on US data. I find that many experiments that generate the large responses of macroeconomic variables deemed implausible by many economists – the so-called “forward guidance puzzle” – are not modest policy interventions. Those experiments should therefore be treated with caution, since they may prompt agents to believe that there has been a change in the monetary policy regime that is not accounted for within the model. More reliable results can be obtained by constraining the experiment to be a modest policy intervention. In the cases I study, the quantitative effects on macroeconomic variables are more plausible when this constraint is imposed.  相似文献

The article presents an original stock-flow consistent macroeconomic agent-based model with the aim to reexamine Harrod’s instability principle as an explanatory element of macroeconomic dynamics. The main findings are that bottom-up economic models can be subject to Harrodian instability and can produce endogenous cycles without introducing innovation waves, monetary wage spirals, or financial instability. Upward instability is stopped by the ceiling of full employment, and downward instability can be tamed by introducing an autonomous expenditure that feeds aggregate demand.  相似文献

财政政策工具实际操作偏离最初设计将会降低政策工具的调控效果,导致宏观经济波动加剧。针对地方政府财政政策的逆周期性调控目标,本文关注财政分权深化和政府债务增发的逆周期性效应。研究发现:地方政府财政政策总体呈现顺周期特征。财政分权程度的提高放大了地方财政政策的顺周期性。地方政府债务增发使地方财政政策呈现逆周期特征。地方政府财政政策及其收入面、支出面均呈现顺周期性,由“顺”转“逆”的债务平衡点分别为0137,0113,0209。当前绝大部分地区的债务规模都在债务平衡点之下。驱动地方政府债务逆周期调控的内在因素是官员晋升激励。晋升激励的程度越高,地方债务逆周期调控的力度就越大。但外部市场融资环境的波动削弱了地方政府债务逆周期调控的力度。本文的政策主张是,不宜过度财政分权,应该扩大地方债发行规模,促使地方财政政策逆周期调节。  相似文献

Turnovsky observes that “the rational expectations hypothesis has had a profound impact on macroeconomic theory and policy during the past decade.” Tracing briefly the evolution of the ideas involved, he concludes that “… a consensus view is emerging that in fact under quite plausible conditions the policy neutrality proposition does not hold; therefore, there is still scope for policy rules to play an important role in stabilizing output.”

The mathematics used in the article is expository rather than analytical, requiring of the reader only somewhat more than the usual amount of persistence, faith in the author's interpretation of the literature, and a willingness to accept the integrity of economic models as representative of the real world. 2021年是中国宏观经济持续复苏的一年,呈现出“前高后低”、“结构分化”和“压力加剧”的特征。一方面,新冠肺炎疫情防控的总体稳定、外资外贸的景气持续、高新技术产业的持续向好以及全面小康目标的顺利完成,为中国宏观经济在疫情期间的持续复苏提供了持续的动力和坚实的基础;另一方面,新冠肺炎疫情的反复、极端天气的出现、大宗商品价格的高企、宏观经济政策的快速常态化、房地产和碳减排等结构性调整政策的同步实施、金融风险的控制以及平台整顿引发的社会舆情变化,使中国宏观经济下行压力自2021年第二季度起持续上扬,经济复苏进程有所放缓,负向产出缺口有所扩大,前高后低的态势明显放大。2022年是党的二十大召开之年,“十四五”规划全面落实、新发展格局全面布局的一年。一方面,2022年中国宏观经济将部分延续2021年宏观经济复苏的动力和基础;另一方面,在宏观经济政策再定位、协调体系再调整以及“十四五”规划全面落实等因素的作用下,宏观经济下行压力将得到极大缓解。但值得注意的是,如何在结构性政策与总量性政策、逆周期政策与跨周期政策之间寻找到新的平衡依然面临许多挑战。  相似文献

The Great Recession seems to be creating a change in the trend of macroeconomic thinking. Prior to the financial crisis of 2008, dynamic stochastic general equilibrium (DSGE) models dominated the macroeconomics literature without any apparent challengers on the horizon. Since then, however, we have seen an increasing interest in macroeconomic models that address the state of confidence (??animal spirits??), complexity, cognition, and radical uncertainty. Most of the renewed interest in animal spirits, complexity, cognition, and radical uncertainty has come from a more or less ??Keynesian?? perspective. We discuss the potential to emphasize these elements from a more ??Hayekian?? perspective and argue that Austrian approaches to macroeconomics along these lines are more likely to resonate with mainstream economists than in years past.  相似文献

Antidumping actions in the US and EU are known to be linked to macroeconomic conditions. In part, this is because positive injury findings may be easier to make in a downturn, increasing the chance of success for complainants. We explore the evidence for Mexico, one of the main “new” antidumping regimes. Injury determination is also critical in Mexico’s antidumping policy, as a majority of unsuccessful complaints have been rejected because of negative injury findings rather than negative findings of dumping. Working with data from 1987 to 2000, we provide evidence for a relationship between macroeconomic factors and antidumping complaints, including current account and exchange rate movements, and both local and global general macroeconomic conditions.  相似文献

This paper formulates a macroeconomic model of disposable income, unemployment, inflation, and the balance of payments; a theory of qualitative choice to explain government popularity in terms of these variables; and a satisficing formulation of political-economic policy. This approach to economic policy relies on the promotion of ideology and satisficing popularity and gives rise to an interdependent system of political-economic reaction functions for the tax rate and state spending.
