It is a well known result that distributional constraints can lead to an imperfectly competitive permit market where the emission target is no longer met at least cost. In this paper, we suggest an allocation rule for tradable permits which can handle this problem. If the permit allocation is dependent on the market price for permits, this allocation rule can achieve both cost effectiveness and meet specific requirements for cost distribution across agents.  相似文献

The cleaning up of waste present in transboundary rivers, which requires the cooperation of different authorities, is a problematic issue, especially when responsibility for the discharge of the waste is not well-defined. Following Ni and Wang (2007) we assume that a river is a segment divided into several regions from upstream to downstream. We show that when the transfer rate of the waste is unknown, the clean-up cost vector provides useful information for estimating some limits in regard to the responsibility of each region. We propose a cost allocation rule, the Upstream Responsibility rule, which takes into account these limits in distributing costs “fairly” and we provide an axiomatic characterization of this rule via certain properties based on basic ideas concerning the responsibility of regions.  相似文献

We study cost sharing problems where gains from cooperation can come from the presence of other agents, such as when agents share their technologies. A simple model is built, where economies of scale are eliminated in order to study this effect. We use as the key axiom the property that, if an agent does not improve the technology of any coalition he joins, he should not get any part of the gain from cooperation. With properties of linearity and symmetry, this axiom characterizes a well-defined set of rules. From this set, we propose a rule derived from the familiar Shapley value. We show that it is the only rule in that set satisfying an upper-limit property on individual cost allocations or a monotonicity property when technology improves. We also derive a distinct rule using a property that ensures that no coalition has an incentive to manipulate the individual demands of its members.  相似文献

An allocation rule is called Bayes–Nash incentive compatible, if there exists a payment rule, such that truthful reports of agents' types form a Bayes–Nash equilibrium in the direct revelation mechanism consisting of the allocation rule and the payment rule. This paper provides a characterization of Bayes–Nash incentive compatible allocation rules in social choice settings where agents have multi-dimensional types, quasi-linear utility functions and interdependent valuations. The characterization is derived by constructing complete directed graphs on agents' type spaces with cost of manipulation as lengths of edges. Weak monotonicity of the allocation rule corresponds to the condition that all 2-cycles in these graphs have non-negative length. For the case that type spaces are convex and the valuation for each outcome is a linear function in the agent's type, we show that weak monotonicity of the allocation rule together with an integrability condition is a necessary and sufficient condition for Bayes–Nash incentive compatibility.  相似文献

Every agent reports his willingness to pay for one unit of a good. A mechanism allocates goods and cost shares to some agents. We characterize the group strategyproof (GSP) mechanisms under two alternative continuity conditions interpreted as tie-breaking rules. With the maximalist rule (MAX) an indifferent agent is always served. With the minimalist rule (MIN) an indifferent agent does not get a unit of the good.GSP and MAX characterize the cross-monotonic mechanisms. These mechanisms are appropriate whenever symmetry is required. On the other hand, GSP and MIN characterize the sequential mechanisms. These mechanisms are appropriate whenever there is scarcity of the good.Our results are independent of an underlying cost function; they unify and strengthen earlier results for particular classes of cost functions.  相似文献

This paper analyzes the implementation of the optimal policies at the Zero Lower Bound (ZLB) by the Taylor rule in the presence of a cost channel. We find that, the presence of a cost channel significantly impairs the ability of the Taylor rule to implement optimal policies when economy is subject to the ZLB. The main findings of the paper are, (i) the Taylor rule with optimally chosen inflation target partially implements the optimal discretionary policy but cannot implement the optimal policy under commitment, and (ii) the T-only policy, which follows discretion after an optimally chosen exit date from the ZLB, is the best that can be implemented by the Taylor rule in the presence of cost channel.  相似文献

ABSTRACT

Existing research on cost stickiness focuses primarily on for-profit companies. This study investigates cost behaviour in the public sector, a new setting that deserves more research attention. Using unique data from public schools in Taiwan, we find that operating expenditures of public schools are sticky. Moreover, the stickiness is more prominent for schools whose principals facing higher enrolment pressure. These results support the public choice theory, suggesting that bureaucratic power may serve as a key driver leading to a sticky cost behaviour for governmental organizations. The government auditors and congressional representatives monitoring governmental budgets should thus notice that bureaucrats might keep the level of expenditures just for their self-interests when demand declines, a manifestation of distortion in allocation of social resources.  相似文献

We ask how to share the cost of finitely many public goods (items) among users with different needs: some smaller subsets of items are enough to serve the needs of each user, yet the cost of all items must be covered, even if this entails inefficiently paying for redundant items. Typical examples are network connectivity problems when an existing (possibly inefficient) network must be maintained.We axiomatize a family cost ratios based on simple liability indices, one for each agent and for each item, measuring the relative worth of this item across agents, and generating cost allocation rules additive in costs.  相似文献

We study experimentally the effects of cost structure and prize allocation rules on the performance of rent-seeking contests. Most previous studies use a lottery prize rule and linear cost, and find both overbidding relative to the Nash equilibrium prediction and significant variation of efforts, which we term ‘overspreading.’ We investigate the effects of allocating the prize by a lottery versus sharing it proportionally, and of convex versus linear costs of effort, while holding fixed the Nash equilibrium prediction for effort. We find the share rule results in average effort closer to the Nash prediction, and lower variation of effort. Combining the share rule with a convex cost function further enhances these results. We can explain a significant amount of non-equilibrium behavior by features of the experimental design. These results contribute towards design guidelines for contests based on behavioral principles that take into account implementation features of a contest.  相似文献

A commonly held view is that the frequency and value of pre-trial settlements in civil disputes are greatly influenced by the cost allocation regime that is in place if the case goes to trial. There is a large and growing theoretical literature on this subject but almost no empirical evidence. This is due simply to the scarcity of relevant data owing to the confidentiality generally associated with such matters. However, the area is an ideal one to analyse experimentally. In this paper we consider the effect of the British and American rules for cost allocation using such an experimental methodology. We find that the two rules produce no difference in the frequency of pre-trial settlements but that the British rule produces higher settlements (pro-pursuer) if the probability of the pursuer winning is large.  相似文献

We explore the implications of no-envy(Foley 1967) in the context of queueing problems. We identify an easy way of checking whether a rule satisfies efficiencyand no-envy. The existence of such a rule can easily be established. Next, we ask whether there is a rule satisfying efficiency and no-envytogether with an additional solidarity requirement how agents should be affected as a consequence of changes in the waiting costs. However, there is no rule satisfying efficiency, noenvy, and either one of two cost monotonicity axioms. To remedy the situation, we propose modifications of no-envy, adjusted no-envyand backward/forward no-envy. Finally, we discuss whether three fairness requirements, no-envy, the identical preferences lower bound, and egalitarian equivalence, are compatible in this context.  相似文献

The objective of this article is to study the impact of differentiation and firm positioning on firm’s pricing decisions in a horizontally differentiated competitive market. We build a parsimonious game-theoretic model and analyse simultaneous entry of firms. The effect of differentiation is modelled as an additional cost incurred by both firms based on the degree of differentiation between the firms. The cost of positioning is modelled as a market level cost affecting both firms whereby firms incur a cost if they want to position themselves away from the centre of distribution of consumers. Our analysis provides some surprising results, explains some conflicting empirical observations documented in previous research and may also be useful for further empirical research in this area by providing sharper predictions about the impact of various types of costs on market outcomes. For example, we find that if the cost of positioning is sufficiently high, then a firm with lower cost of differentiation charges a higher price in equilibrium, even when no differences in exogenous costs exist. We also find that under some circumstances the cost disadvantaged firm can enjoy higher price-cost margins compared to the cost leader thereby suggesting that higher costs could be a blessing in disguise.  相似文献

本文着眼于农户禀赋对农业技术采纳决策的影响 ,以我国西部陕西、宁夏、四川三省区的 41 9个农户样本、2 8个村级样本为依据 ,在修正了现有理论模型的基础上 ,对小麦新品种技术和蔬菜、水果的保护地生产技术两种在采纳成本上分属不同层次的技术进行分析。在分析过程中 ,我们把机会成本引进模型 ,得出新技术的进入门槛和技术采纳的机会成本共同影响着农户采纳农业新技术的可能性等相关结论 ,从而提出改变技术推广思路等相关建议。  相似文献

In this paper we introduce a new class of cooperative games that arise from production-inventory problems. Several agents have to cover their demand over a finite time horizon and shortages are allowed. Each agent has its own unit production, inventory-holding and backlogging cost. Cooperation among agents is given by sharing production processes and warehouse facilities: agents in a coalition produce with the cheapest production cost and store with the cheapest inventory cost. We prove that the resulting cooperative game is totally balanced and the Owen set reduces to a singleton: the Owen point. Based on this type of allocation we find a population monotonic allocation scheme for this class of games. Finally, we point out the relationship of the Owen point with other well-known allocation rules such as the nucleolus and the Shapley value.  相似文献

We study the efficient allocation of a single object over a finite time horizon. Buyers arrive randomly over time, are long-lived, and have independent private values. The valuation of a buyer may depend on the time of the allocation in an arbitrary way. We construct an incentive compatible mechanism in which (A) there is a single financial transaction (with the buyer), (B) ex-post participation constraints are fulfilled, (C) there is no positive transfer to any agent and (D) payments are determined online. We exploit that under the efficient allocation rule, there is a unique potential winning period for each buyer. This reduces the multidimensional type to one dimension and the payment of the winner can be defined as the lowest valuation for the potential winning period, with which the buyer would have won the object. In a static model, this payment rule coincides with the payment rule of the Vickrey Auction.  相似文献
