由于石灰岩山间盆地的地形地貌特点,水土流失和蓄水问题都很突出。因此,石灰岩山间盆地的土地整理应以土地平整和水利设施建设为重点。石灰岩山间盆地土地整理的工程量大,材料耗用多,建议适当提高石灰岩山间盆地的土地整理投资标准,增加土地整理投入,使石灰岩山间盆地的土地整理工作能保质按时完成,收到实效。  相似文献

As a kind of activity to break down the original land ecosystem, land consolidation causes the ecosystem to undergo a process of “stability-unstable-stable”. The Chaohu Lake Basin is a typical traditional agricultural planting area and extensive implementation of large-scale land consolidation projects. By monitoring the impact of land consolidation activities in a specific time period in the basin on the project areas and surrounding environment, the spatial and temporal impacts of large-scale land consolidation on regional eco-environmental quality are analyzed. This study mainly monitors crop growth, soil moisture and temperature changes in the land consolidation project area, and the corresponding changes in the surrounding environment. The response of ecological environment factors caused by land consolidation can be embodied in indicators such as humidity, greenness, heat and dryness. Four indicators of NDVI, WET, LST, and NDBSI were selected, using principal component analysis, monitoring the environmental quality changes in the land consolidation areas of Chaohu Lake Basin. Result shows that the ecological environmental quality of the study area exhibits long-term convergence and short-term divergence, and the correlation between the ecological indicators is not significant. The average contribution rate of the first principal component eigenvalue is 67.94 %. The implementation period of the land consolidation project will seriously interfere with the ecological environment, but it can be restored within 3–5 years after implementation, and the ecological environmental quality of the project area will continue to improve. Land consolidation not only can improve the quality of the ecological environment in the consolidation area, but also can promote the surrounding environment. The findings provide theoretical basis and decision guidance for the improvement of land consolidation planning and design (reconstruction) in China, and offer suggestions on strategy-oriented support and scientific basis for promoting the long-term development of land consolidation worldwide.  相似文献

[目的]探寻农户参与农地整治项目规划设计阶段的参与程度及其影响因素,以期为促进农户有效参与农地整治项目规划设计提供借鉴.[方法]文章通过构建农户和地方政府的完全信息动态合作博弈模型,基于有序Probit模型,对农地整治项目规划设计阶段的农户参与度及其影响因素进行分析.[结果]户主年龄、户主受教育水平在<0.05的水平上是显著的,且回归系数为正;农业收入占家庭总收入的比重、家庭人均耕地面积、地块面积以及地块数量等4个因素中仅有农业收入占家庭总收入的比重表现出对参与意愿的显著影响,以1%的显著性水平通过检验,且回归系数为正;农户对已实施农地整治项目的满意程度对农户参与程度具有正向影响,其影响程度在1%的显著水平上是显著的,说明农户对已实施农地整治项目的满意程度会显著影响农户的参与程度;农村是否成立农村合作组织和地方政府部门鼓励农户参与农地整治项目的程度等因素对农户的参与意愿具有显著的正向影响, 2个因素均以1%的显著水平通过检验,说明成立农村合作组织能有效促进农户参与规划设计阶段的程度.[结论]农户参与农地整治规划设计阶段的参与程度普遍较低,主要与户主年龄、户主受教育程度、农业收入占家庭总收入、农户对已实施农地整治项目的满意程度、村庄是否成立农民合作组织以及地方政府部门是否鼓励农户参与农地整治项目等因素呈显著正相关关系.  相似文献

研究目的:为实现国家耕地总量动态平衡和识别土地整治成效,探索土地整治区耕地质量重估方法体系。研究方法:以田块为单元,从耕地自然质量、利用便捷度和稳定性三个方面选取21个指标构建土地整治区耕地质量重估体系,并以湖北省团风县基本农田土地整理项目为例,对原有耕地和新增耕地综合质量进行重估,同时提出基于重估结果的耕地质量等别快速更新方法。研究结果:(1)重估结果与研究区实际调查结果相符,能够较好反映整治区耕地综合质量及其变化;(2)经土地整治后研究区19.6%的原有耕地质量等别有所提升,25.66%的原有耕地受整治活动对地表的扰动及工程措施局限性等因素影响,出现等别下降的情况,新增耕地质量等别整体偏低;(3)小规模、过度依赖于劳动力投入的耕地经营模式已成为制约区域耕地综合质量提升的关键因素。研究结论:研究可为类似区域土地质量重估提供参考借鉴,为占补平衡、土地整治管理等工作提供有效依据。  相似文献

The annual agricultural census in Belgium delivers quantitative data of net and additional areas of land used for agriculture and horticulture. We introduce the term ‘tare land’ to indicate the latter as the area of land fragments not directly supporting crops or fodder, at farm level or at higher (landscape, region) level. For spatial planning and zoning purposes data on gross agricultural area (being the sum of net and tare areas) are required. However, the quality of the tare data is not documented or even questioned. In Belgian and international scientific and grey literature, little information on tare is available. In this paper we define two classes of tare, functional tare (fTare) and plan tare (pTare). fTare encompasses the sum of the area of all additional land used by farmers for professional purpose or closely associated to the net agricultural area but not directly used for the production of food, fodder or industrial crops. Plan tare (pTare) is defined as these parts of the statutory agricultural area not specifically used in farming, such as public roads and inclusions of non-farming buildings. By means of a GPS-survey and interviews with farm managers, we used two methods to survey net and tare areas of land. On one hand we surveyed the land within farm enterprises: 3 open air horticultural farms, 6 greenhouse horticultural farms and one mixed farm (open air horticulture and greenhouse). On the other hand we surveyed 10 segments of 25 ha, all situated in one municipality within a major horticultural region of Flanders (northern region of Belgium). fTare areas account on average for 21% of the total farm area in the case of open air horticulture whereas the fTare area is 39% in case of greenhouse horticultural farms. These averages are significantly different. The mixed farm had an fTare area of 32%. Within areas designated for agriculture plan tare is 44%. Hence only 56% of the land with an agricultural destination is effectively used for agriculture. These figures illustrate the spatial importance of tare areas and the spatially extremely scattered organisation of horticulture in the study area. Knowledge on quality and nature of tare areas is important for multi-objective spatial planning in which economic and ecological sustainability of agriculture is considered.  相似文献

研究目的:探索县级农用地分等数据库与第二次土地调查数据库快速衔接的技术问题及其解决方法,为耕地质量等级成果补充完善更新工作提供借鉴和参考。研究方法:GIS空间分析、项目调查、结果对比分析等方法。研究结果:研究得出的农用地分等数据库与二调数据库整合的方法为:区别对待耕地质量非突变区和突变区,非突变区采用属性传递实现分等数据库中耕地质量等级信息与二调数据库中耕地图斑的有效挂接;突变区进行耕地质量重新评定。研究以陆良县为例验证了此方法,验证结果显示,数据库整合前后,陆良县县域耕地质量等别比例和耕地质量空间分布规律相对稳定。研究结论:这是一种既能保持对原分等成果的继承性,又能保持分等成果现势性的数据库整合的方法。该方法可应用于云南省129个县(市、区)耕地质量等级成果补充完善工作,以此方法获得的与二调时点相一致的分等成果可作为后期分等成果年度更新的本底数据。  相似文献

研究目的:有效整合农用地分等与土地质量地球化学评估两项成果,补充完善区域基本农田布局优化方法。研究方法:运用GIS空间分析法整合农用地分等与土地质量地球化学评估两项成果,对研究区基本农田进行耕地综合质量评价。运用名特优农产品喜嗜典型元素分析法,确定基本农田布局优化方案。研究结果:温县基本农田布局优化后不仅面积增加了37 hm2,调入的基本农田利用等、肥力、环境健康、地化综合质量都大幅提高,有益元素N、P富集区面积大幅增加59.30 hm2和185.61 hm2,有害重金属元素Pb的2—3级富集区面积大幅减少195.45 hm2。研究结论:基本农田布局优化是贯彻落实"十分珍惜、合理利用土地和切实保护耕地"基本国策的重要工作;整合成果丰富了耕地综合质量的内涵,为区域土地资源的合理、高效、可持续利用提供科学依据。  相似文献

Land fragmentation has been identified to greatly undermine crop production in many countries. In the case of Ghana’s customary tenure system, household farmlands are relatively small and are highly fragmented. Recent agricultural drives, however, have focused on farm level interventions that are ad hoc with short-term benefits. A sustainable long-term application of land consolidation which reorganises farmlands may improve yields, reduce the cost of production and improve the incomes of farmers. The successful implementation of land consolidation depends greatly on the suitability of local conditions with respect to land tenure and land use. However, in Ghana’s customary lands, the alignment between the requirements for land consolidation and existing conditions remains unexplored. This study investigated the feasibility of land consolidation within the customary tenure by juxtaposing the local conditions of the study areas with the baseline conditions for land consolidation outlined in literature. Using both qualitative and spatial data, the study revealed some traits of convergence and divergence with respect to the baseline conditions in the study areas. For example, conditions such as the existence of land fragmentation, suitable topography and soil distribution were fully met. Conditions such as the existence of a land bank, technical expertise, and infrastructure and supportive legal frameworks were partially met. The remaining conditions such as the willingness to participate, availability of a land information system and favorable land ownership structure were non-existent. The circumstances surrounding these unmet conditions are deeply embedded in customs and traditions that hardly yield to change. Since these conditions are fundamental for land consolidation, their absence negates the feasibility of land consolidation under the current tenure system of the study areas.  相似文献

Land consolidation plays an important role in increasing cultivated land, improving cultivated land quality and the ecological environment, and promoting the coordinated development of urban and rural areas. However, under the conditions of three decades of land consolidation being conducted and changing urban–rural human–land relationship, the areas of improvement in the land consolidation policy of China must be studied. This article analyzes the implementation and distribution characteristics of the land consolidation project completed in Shaanxi Province in 2018. Results show that land consolidation projects in Shaanxi are mainly land reclamation projects, cropland consolidation projects, and high-standard cropland consolidation projects. The increased cultivated land is mainly from land reclamation projects and cropland consolidation projects. The land consolidation projects in Aeolian Plateau Area, Loess Plateau Area, and Da Ba Mountain Area are mainly land reclamation projects. The land reclamation projects in Guan Zhong Plain Area and Qing Ling Mountain Area account for a large proportion. The spatial distribution of rural settlement consolidation projects, and rural settlement consolidation and land reclamation projects are mainly located in Guan Zhong Plain Area and distributed in the boundary area of Guan Zhong Plain Area and Loess Plateau Area. According to the characteristics of land consolidation projects and the changes of urban–rural human–land relationship, China should be prudent in or stop advancing land reclamation to increase cultivated land; cropland consolidation and high-standard cropland construction are vital ways to achieve China’s food security; and rural settlement consolidation should be carefully conducted in remote areas under the background of urbanization.  相似文献

[目的]为切实解决我国长期面临的农业资源禀赋家底不清楚、农业资源更新不及时、基础数据共享不充分等实际问题,中国农业科学院农业资源与农业区划研究所率先启动了"国家重要农业资源台账数据"系统建设和服务应用。[方法]文章在国家重要农业资源台账数据基础上,根据研究内容与分析要求,甄选出了典型样点县(市)农用地资源数据库(2010~2015年),作为农用地资源态势分析和研究的依据。[结果](1)耕地、林地是典型样点县农用地主要类型。耕地主要分布在我国中东部地区,占土地总面积均在40%以上。2010~2015年,全国各样点农用地结构均发生了明显变化。耕地呈现总体增加的态势,年均增长率为1.76%,主要分布在土地后备资源较丰富地区,耕地减少的地区主要在快速发展的中部区域。(2)2010~2015年耕地质量呈现整体下降态势,这种趋势在我国中部经济增长较快的地区尤其明显。草地、园地面积均有明显减少,年均减少2.10%和2.02%。(3)分析土壤有机质含量平均值、全氮含量平均值、速效钾含量平均值及土壤pH发现,东北地区样点的有机质含量高,由北向南逐渐降低;南部地区的土壤全氮含量、有效磷含量较高,华北地区普遍偏低。土壤速效钾含量最高的地区分布在中部地区,而南部土壤速效钾含量较低。中部地区的p H普遍偏高,土壤呈碱性,南部及北部地区的pH偏低,土壤多为酸性。[结论]近些年来我国耕地数量保持稳定甚至有所增加,但耕地质量下降的问题不容忽视。从提高农业综合生产能力、促进农业农村可持续发展的战略高度,亟须进一步加大农用地资源整治与保护力度,加快国家农业资源基础数据建设与共享,加强农业资源利用领域前沿的技术方法和科学决策研究,为新时代农业农村优先发展、推进农业现代化提供参考依据。  相似文献

研究目的:基于湖北省江汉平原、武陵山区483份农户调查数据,分析不同模式农地整治对耕地细碎化的影响效应及其区域差异,探求适应现代农业发展的耕地细碎化治理新路径。研究方法:综合指数法、双重差分模型。研究结果:(1)政府主导模式和新农主导模式通过促进地块集中连片的土地平整工程,改善农业生产关系的权属调整工作,共同降低自然因素和产权因素造成的耕地细碎化;(2)相对于政府主导模式,新农主导模式定位于现代农业发展,农地流转与农地整治的耦合度更高,土地平整工程和权属调整的比例更高,对耕地细碎化的治理效果也更为明显;(3)与丘陵山区农地整治相比,平原地区农地整治更能显著降低耕地细碎化。研究结论:建议继续大力实施政府主导模式和新农主导模式的农地整治,结合区域自然资源禀赋、产业布局、区位优势,总结和完善农地整治的地域模式,因地制宜地推进土地平整工程和权属调整工作,全面促进现代农业高质量发展。  相似文献

研究目的:以福建省建溪流域为例,基于2010—2016年的景观类型数据和农用地整理数据,分析农用地整理对区域景观动态和生态风险的影响。研究方法:单一变量法,景观格局指数,生态风险指数。研究结果:(1)2010—2016年间通过农用地整理工程增加的耕地主要在海拔高于300 m的区域;(2)农用地整理工程中的新增耕地主要来源于草地、园地和林地,也有部分城镇村及工矿用地、交通用地等由于村庄合并或矿区土地复垦等原因被整理为耕地;(3)每一种农用地整理工程类型都是一种风险源,其释放的风险压力主要有景观单一化和景观破碎化两种;(4)2010—2016年建溪流域的生态风险值介于2 386.11~2 394.76,2010年后生态风险指数逐年降低。研究结论:本文对大尺度上关于农用地整理对景观生态的影响研究有借鉴意义,可以为区域尺度的土地利用优化设计和农用地整理设计规划提供科学依据。  相似文献

After independence, Zimbabwe adopted two major land reform programmes to address the racially skewed land ownership. Due to the perceived failure of these programmes, the country embarked on a highly politicised and forceful acquisition and re-distribution of white owned commercial farms under the Fast Track Land Reform Programme (FTLRP). Whereas a large number of Zimbabweans have been allocated land under the programme, there has been a significant decline in agricultural productivity and an increase in degradation of land and associated resources. Popular opinion has even suggested the country’s current socio-economic challenges are linked to the programme. Mitigating land degradation, enhancing agricultural productivity and promoting natural resources sustainability requires an objective understanding and determination landscape transformation within relevant administrative decision making spatial extents. In this study, we adopted multi-temporal remotely sensed imagery to determine landscape transformation after the implementation of the FTLRP in Chipinge administrative district, characterised by heterogeneous land usage and natural resources. Major land-use-land-cover types were determined using the Support Vector Machine classification algorithm and accuracy established using field survey and ancillary data. Results show significant landscape transformation after the implementation of the FTLRP. Specifically, there was a decline in plantations, small farms, water bodies and forests and an increase in bare areas and settlements. This study demonstrates the value of remotely data in monitoring landscape transformation arising from a shift in policy. Furthermore, these results provide an insight into multi-temporal spatial changes in cultivated, natural and degraded lands, valuable for designing measures to improve landscape productivity and to adopt relevant rehabilitation measures. Understanding multi-temporal landscape change within an administrative boundary is particularly valuable for area specific planning, policy formulation and adoption of desired mitigation measures.  相似文献

[目的]文章旨在对乡村振兴战略指导下关于城乡融合、产业发展、生态建设不同角度的土地整治相关研究进行梳理,分析基于该战略的土地整治研究的未来发展趋势,以期为我国农村土地整治、规划与管理、统筹安排农村各项土地利用活动提供参考。[方法]该文采用文献研究法及总结归纳法,对不同角度的土地整治研究进行综述。[结果]城乡融合视角下的土地整治研究集中于整治策略与路径选择;产业发展角度的相关研究则集中于土地整治对农业发展的促进作用及影响路径与模式;与生态建设相关的土地整治研究偏重于对土地整治的生态评价,包括生态效益评价、生态环境影响评价等。[结论]城乡统筹视角下,土地整治所产生的经济效益、社会效益和生态效益如何有待深入研究;应进一步加深土地整治与农业产业发展之间相关研究;应加强对生态环境影响的机制及生态环境脆弱区的国土整治工作研究。  相似文献

To reverse the negative environmental impacts of agriculture, a land evaluation decision support system (DSS) known as MicroLEIS-DSS was used to design the most sustainable land use and management practices for selected Mediterranean benchmark sites in Sevilla Province, Southern Spain. This DSS is based on the multifunctional evaluation of soil quality, using input data collected in standard soil surveys, and with particular reference to the peculiarities of the Mediterranean region. Specific agro-ecological strategies to prevent soil degradation in the benchmark sites were designed within two major topics: (i) strategies related to land use planning at a regional level: segregation of agricultural lands, restoration of marginal areas, diversification of crop rotation, and identification of vulnerability areas; and (ii) those related to land management planning at a farm level: organic matter restoration, formulation of tillage practices and workability timing, optimum machinery use, and input rationalization. The predicted results of applying the 12 agro-ecological land evaluation model constituents of MicroLEIS DSS are presented and discussed for each application site. The main conclusion of this paper is that using soil type information in decision-making is at the heart for sustainable use and management of agricultural land. This agro-ecological approach can be especially useful when formulating soil-specific agricultural practices to reverse environmental degradation, based on the spatial variability of soils and related resources.  相似文献

研究目的:提出一种农村建设用地整治潜力规模与空间格局协同预测模拟模型,为国土空间规划和全域土地综合整治提供更加准确的决策依据。研究方法:首先对社会经济宏观因素影响下的区域农村建设用地整治潜力规模进行分析,进而利用土地利用时空建模方法对农村建设用地图斑的整治概率进行预测,实现潜力规模约束下的整治潜力空间格局模拟,并以湖北省宜城市为案例区对模型的性能进行验证。研究结果:(1)宜城市2021—2035年农村建设用地整治的理论和现实潜力规模分别为4912.46 hm2和2201.94 hm2;(2)模型对宜城市农村建设用地图斑的整治潜力格局模拟准确率为81.58%,召回率为0.9879。研究结论:模型实现了对农村建设用地整治潜力规模与空间格局的协同预测与模拟,能为国土空间规划和全域土地综合整治等专项规划提供更加精细的决策依据。  相似文献

[目的]依据农业生产的自然本底条件与国土利用现状,开展农业生产适宜性评价与承载规模测算研究,可为科学支撑国土空间规划编制提供理论参考。[方法]文章依据资源环境承载能力与国土空间适宜性的基本评价导向,以辽中平原为例,通过分析农业生产的水、土、光热、环境质量、气象灾害、国土利用、生态保护等条件与风险,细化了农业生产适宜性与承载规模评价方法,并基于GIS空间分析开展了相应评价。[结果]辽中平原农业生产适宜区、一般适宜区、不适宜区面积占比分别为48.1%、23.9%和28.0%。不适宜区主要受现状国土利用、坡度、土壤肥力、环境质量制约。不适宜区内分布有耕地、园地13.9万hm2,主要在平原北部的沈阳、铁岭、阜新等地。辽中平原农业生产承载规模约320.6万hm2,高出现状耕地规模约16%,整体上农业生产承载能力尚有盈余,但受水资源约束,盘锦、营口平原区域的农业生产规模超载。[结论]为支撑区域国土空间规划、保障粮食生产安全,需加强辽中平原农业生产不适宜区内的耕地监管,开展周边土地及环境综合整治,必要时制定耕地调入调出方案,优化农业生产超载地区的水量调配方案及用水结构,大力推行农业节水灌溉。  相似文献

Rural land consolidation has been a very important and efficient development tool all over the world for a century and is now an indispensable instrument for rural sustainable development in China. The Chinese central government has devoted large sums of money to rural consolidation projects each year in an effort to help protect cultivated land, to improve agricultural production, to enhance the socio-economic development of rural communities, and to help build rural landscapes. However, little attention has been paid to evaluating the performance of land consolidation projects from the view of community members, which is sorely needed. Household satisfaction with land consolidation projects is a key indicator of consolidation performance. Understanding the factors that influence household satisfaction is an effective way of dealing with problems in the interactions between land restructuring and human behaviors in rural areas and can help improve project performance. This paper examines the performance of land consolidation in terms of rural households’ levels of satisfaction in rural China and analyses the most influential factors of satisfaction. Data were gathered via questionnaires and analyzed with a probit model. Results indicated three significant points. First, overall satisfaction rate was 76.5%, meaning that most rural households in the regions of Hangzhou, Changsha, and Guiyang were satisfied with land consolidation projects. Second, 11 factors significantly affected rural residents’ satisfaction with consolidation. These factors included farmers’ level of education, employment characteristics, family size, input level of agricultural production, agricultural produce transportation methods, level of agricultural mechanization, the characteristics of land transfer in the village and within their own families, the perceived importance of land consolidation, their level of social insurance support, and their participation in rural production cooperatives. Third, six of these factors had positive effects on performance; four had negative effects, and one (employment characteristics) demonstrated a significant influence.  相似文献

Cultivated land productivity potential improvement (CLPPI) assessment is the fundamental basis to launch land consolidation, which is one of the most important way to increase the grain productive capacity. Previous studies on CLPPI assessment have focused on factors related to natural conditions of cultivated land, but they ignored the impacts of utilization conditions, including plot characteristics and agricultural infrastructure, which account for substantial CLPPI from land consolidation. Based on the crop-growth model and Agro-ecological Zoning (AEZ) methodology, this paper proposed a modified CLPPI assessment model to estimate the improvement of land productivity potential via land consolidation. Meanwhile, the contribute rates of different factors involved in determining the CLPPI were also analysed to reveal the ideal work focus and policy direction for land consolidation. Results showed that the calculated CLPPI values had obvious spatial variety in Shenyang, of which the average was 326.18. For the consolidation case, total crop production in Shenyang could be increased by as much as 149.89 × 107 kg, 20% of the current yield. CLPPI is the comprehensive outcome of both natural and utilization qualities of land use, and the current productivity potential of cultivated land in Shenyang relied much less on natural conditions such as soil than on utilization conditions such as agricultural infrastructure. In addition, medium-productivity lands were most appropriate target areas for the implication of land consolidation projects. Actually, the arrangement of land consolidation projects should not only consider CLPPI as in the past, but also add the theoretical productivity potential into consideration. Moreover, the realization of estimated CLPPI also calls for active changes of the whole land management system. An integrated institution for the full implementation of land consolidation, proper regulations and laws on the follow-up protection of cultivated land productivity potential, economic policies to stimulate the willingness of farmers, and a transfer mechanism for cultivated land are all needed policy changes.  相似文献
