This paper examines some current reforms to social security benefits / tax credits and changes to employment provisions from a gender perspective. It analyses tensions between the trend towards ‘individualisation’ and growing emphasis on the couple/household as a policy focus. New tax credits change the distribution of resources within many couples. Incentives to work for some second earners should improve; but extending in‐work subsidies to childless couples raises questions. Payment of child tax credit to the ‘main carer’ has been welcomed, though the implications of joint ownership of tax credits are unclear, and joint assessment will be extended. Many claimants' partners can now access employment services. However, this is aimed at reducing the number of workless households rather than expanding individuals' opportunities. Joint claims for jobseeker's allowance, and work‐focused interviews, involve increased responsibilities for partners but no right of access to individual income. A more consistent critical analysis of reform from a gender perspective is required.  相似文献

This paper explores how EU countries can address various challenges (including the aging of the population) affecting their systems of old-age income support. It presents two scenarios illustrating the most important uncertainties surrounding the major developments that affect the pension systems of the EU. To diversify these risks, EU governments should act on several fronts. In addition to the formation of human capital (especially that of children), employment (especially that of older workers) should be boosted. This calls for social insurance reform with more emphasis on individual saving schemes. Pension schemes should be more explicit about how they share demographic and other risks. Countries that currently rely heavily on public pay-as-you-go (PAYG) schemes should stimulate private pensions by gradually reducing PAYG benefits collected by high-income earners, by issuing new financial instruments, and by conducting intergenerational risk sharing through the tax system.  相似文献

When it comes to having a high-powered career and a family, the painful truth is that women in the United States don't "have it all." At midlife, in fact, at least a third of the country's high-achieving women--a category that includes high wage earners across a variety of professions--do not have children. For many, this wasn't a conscious choice: Indeed, most yearn for motherhood. So finds economist Sylvia Ann Hewlett, who recently fielded a nationwide survey to explore the professional and private lives of highly educated and high-earning women. Other findings are similarly disturbing. Many of these women who are raising children have suffered insurmountable career setbacks. In addition, today's young women will likely experience even starker trade-offs. In general, Hewlett's data show that, for too many women, the demands of ambitious careers, the asymmetries of male-female relationships, and the difficulties of conceiving later in life undermine the possibility of combining high-level work with family. By contrast, Hewlett's research reveals that high-achieving men continue to "have it all." Of the men she surveyed, 79% report wanting children, and 75% have them. Indeed, the more successful the man, the more likely he is to have a spouse and children. The opposite holds true for women, particularly the highest-achieving women in Hewlett's survey: At age 40, 49% of these ultra-achievers are childless, while 19% of their male peers are. The facts and figures are bleak but, the author contends, could be liberating if they spur action. Hewlett urges lawmakers and corporations to establish policies that support working parents. But recognizing that changes won't happen overnight, she exhorts young women to be more deliberate about their career and family choices.  相似文献

This paper uses administrative tax panel data to estimate work participation and earnings elasticities of married couples by exploiting variation in tax policy. Not only may individuals alter labor supply by working more or less in response to changes in tax policy, they may also alter reported earnings or shift income between taxable and tax-deferred compensation. As a result, in addition to estimating the standard extensive and intensive labor supply elasticities, we also examine elasticities by type of income (wage earnings vs. self-employment earnings) and compensation (taxable vs. tax-deferred). We find that wives have more elastic work participation and earnings than husbands. Furthermore, self-employment income is more responsive to net-of-tax price changes than wage earnings for both husbands and wives, suggesting that it is easier for the self-employed to alter their work hours, work intensity, and/or reported income than wage earners. Finally, we find that wives respond to changes in the net-of-tax price of earnings by altering the amount of earnings subject to current-year taxes through adjustments of tax-deferred contributions to employer-provided retirement accounts.  相似文献

Labour force participation rates of mothers in Austria and Germany are similar; however, full‐time employment rates are much higher among Austrian mothers. In order to find out to what extent these differences can be attributed to differences in the tax‐transfer system, we perform a comparative microsimulation exercise. After estimating structural labour supply models for both countries, we interchange two important institutional characteristics of the two countries ‐ namely, (i) the definition of the tax unit within the personal income tax and (ii) the parental leave benefit scheme. As our analysis shows, differences in mothers’employment patterns can partly be explained by the different tax systems: while Germany has a system of joint taxation with income splitting for married couples, Austria taxes everyone individually, which leads to lower marginal tax rates for secondary earners than in the German system.  相似文献

Optimal-tax theory forecasts that small open economies should not tax capital income. Yet, countries do tax capital income. Why the inconsistency? This paper shows that use of the double-taxation convention, whereby governments credit taxes paid abroad against domestic taxes, helps explain this inconsistency. In particular, capital income will be taxed if a dominant capital exporter acts as a Stackelberg leader when setting its tax policy. Due to the convention, other countries will then tax capital imports, making it attractive for the dominant capital exporter to tax capital income. Without a dominant capital exporter, however, the model still forecasts no capital-income taxes.  相似文献

We study the optimal tax/pension design in a two-period model where individuals differ in both productivity and discount rates or projection bias and where their utility of the retirement period consumption is not independent of the earlier standard of living. We consider both welfarist and paternalistic social objectives. The paternalistic government attempts to correct the projection bias by using a higher discount factor. We derive general mathematical expressions that characterize optimal tax/pension design (marginal tax/subsidy rates). They suggest that the pattern of marginal labor income taxes depends on habit formation. Negative marginal labor income tax rates are possible. To gain a better understanding, we examine numerically the properties of an optimal lifetime redistribution policy with habit formation. We find support for non-linear tax/pension program in which some types of individuals are taxed while some are subsidized. The effect of changes in the degree of habit formation is explored in the numerical simulations as well as the implications of different degrees of correlation between skill and projection bias.  相似文献

本文通过构建内生生育率的OLG模型,从微观视角考察了延迟退休年龄对生育率、养老金替代率及其个人养老金收入的影响。研究表明:(1)延迟退休年龄会提高均衡时的生育率水平,但提高幅度非常有限。(2)生育率的提高会增加未来劳动力供给,促进养老金替代率上升和养老金收入增加,而延迟退休年龄延长了养老保险缴费期限,也会促进养老金替代率上升和养老金收入增加;但同时,延迟退休年龄将使得预防性储蓄下降,资本积累降低,工资收入下降,养老金收入降低。因此,延迟退休年龄会使养老金替代率上升。当资本产出弹性大于或等于0.5时,延迟退休年龄会使得养老金收入降低;当资本产出弹性小于0.5时,在平均预期寿命较大或养老保险缴费比例较高的情形下,养老金收入会随着退休年龄的延迟而增加,反之,其会随着退休年龄的延迟而降低。进一步地,将模型拓展到包含人力资本的情形,延迟退休年龄仍会提高均衡时的生育率与养老金替代率。  相似文献

We examine a linear capital income tax and a nonlinear labor income tax in a two-type model where individuals live for two periods. We assume that taxes are paid only in the second period in which the agents receive both labor and capital income and may shift income from labor to capital. The two types of individuals may differ with respect to wage rate and initial resource endowments. In the absence of income shifting, endowment variation motivates a capital income tax which would not exist where there is pure wage rate variation. In the latter circumstance, income shifting would indeed establish a case for a capital income tax while adding variation in resource endowments would ambiguously affect the case. The asymmetric information case for a capital income tax must be traded off against distortionary effects not only on savings, but also on labor as an agent may earn labor income which is reported and taxed as capital income.   相似文献

According to Family Expenditure Survey (FES) data, child poverty (with a poverty line defined at half mean equivalised household income) has risen markedly in Britain in the last 30 years. By 1995–96, around one in three - or 4.3 million - children were living in poor households. This compares with child poverty rates of one in ten, corresponding to 1.4 million children, in 1968. The employment position of the household is seen to be important, with over half of poor children in 1995–96 living in households with no adults in work. If an absolute, rather than a relative, poverty line is utilised, child poverty remains stagnant since the late 1970s, following a period of rapid decline from 1968, despite considerable rises in average living standards. This reveals that the income position of households with children has been falling relative to that of childless households over time. Finally, looking at expenditure patterns and comparing their trends with income-based poverty measures tends to reinforce these findings.  相似文献

Compared to other Western European countries, Germany has taken considerable steps to improve the sustainability of financing its public pension system. However, more recently we have observed attempts to revoke some of the enacted reforms before their implementation. If the positive correlation between income and life expectancy is taken into account, one can indeed diagnose a discrimination against low-income earners in the present retirement benefit schedule, and this very group will suffer disproportionately from the increase in legal retirement age enacted in 2007. Therefore, to protect the sustainability of the pension system in the political sphere, it may be necessary to modify the schedule in favor of this group. In other words, sustainability and equity of the pension system must go hand in hand.  相似文献

This paper studies the efficiency effects of granting deductions for work-related expenses. It is shown that much depends on whether the expenses are required for increasing taxable income and on whether the expenses are social costs. Among the noteworthy results are the following. Expenses for commuting should be taxed rather than granted deduction, as the increasing effect of commuting on taxable income is doubtful. Deductions for private costs such as expenses for housework and child care may turn out to be allocationally neutral. If they are not neutral, however, the efficient degree of deduction depends on relative labor supply elasticities. JEL Classification H21 · H24  相似文献

This paper explores the implications of examining the effect of policy changes on individual incomes rather than household incomes. Conceptual problems arise from the treatment of collective resources and responsibilities, particularly children. These are dealt with in a manner that is transparent with the aim of establishing a practical method of analysing policy at the individual (and gender-specific) level. Two policy-related issues are examined in this framework: the impact of a minimum wage and the effect of introducing a minimum pension guarantee. In each case, the implications of choosing the individual as the income unit are examined and analysis of the issue by gender is presented. JEL classification: C81, D31, H55, J16.  相似文献

We use historical data on investment returns and labor income from 16 countries to quantify the value and risk of defined contribution pension plans, building frequency distributions of pension fund and pension replacement ratios for each country. We show that pension risk is substantial and find that pension fund ratios are lower and less variable than when the correlation between wage growth and investment returns is ignored, typically halving the median pension fund ratio. We also show that an all‐equity fund is the dominant investment strategy across all countries, although sometimes a life‐cycle strategy insures against downside risk.  相似文献

Estimates of the labour supply effects of recent UK reforms in the area of direct taxes and benefits show that policy can have significant influence on the level of employment. We confirm this in a simulation of an in‐work support system introduced into the German tax and benefit system. Our simulation results suggest that introducing in‐work tax credits in Germany would increase the employment of single individuals by over 105,000 but would result in a reduction of labour supply among individuals living in couples by about 70,000, among both women and men. The result found for men is especially important as it is markedly different from all results for the UK, where the net response among men has always been found to be positive. Our estimation results call for a high degree of caution as far as ‘importing’ UK‐style tax credits to Germany is concerned. In‐work support based on family income would reinforce the existing work disincentives for secondary earners, reducing the employment levels of both men and women living in couples.  相似文献

We investigate whether more resources should be devoted to a Thai tax enforcement program which is aimed at bringing small businesses into the tax system. We show that the appropriate criteria for determining whether more resources should be devoted to tax enforcement is whether the Atkinson–Stern condition for the optimal provision of a publicly-provided good is satisfied, or equivalently, whether the marginal cost of finds obtained through additional tax enforcement, SMCFp, is less than the marginal cost of funds obtained through raising tax rates, SMCFt. In our base case scenario, the SMCFp is 11.60 which exceeds our estimate of the SMCFt for an across-the-board increase in income tax rates on wage earners. The use of pro-poor distributional weights makes expanding the survey less attractive if the alternative way of obtaining additional tax revenue is an across-the-board income tax rate increase, while aversion to tax evasion makes it more attractive.  相似文献

Financial economists have long favored the use of a wind-up measure of the firm's pension liabilities. Yet the pension liabilities of the firm also represent the pension wealth of its workers. It is reasonable to presume that workers and shareholders have a common view of the pension contract. If the wind-up measure depicts the true pension liabilities of the firm, then the wage concession granted by its workers must reflect the fact that the firm may choose to terminate the plan at any time. Data on the wage-service characteristics of the membership of a sample of final earnings plans in Canada suggest, contrary to the implications of the wind-up measure, that workers' wages do not internalize accruing pension benefits on a year-to-year basis. Instead, the data suggest that pension plans may be a vehicle through which a significant portion of the total compensation of individual employees is deferred until their later work years, and that the wind-up measure may well understate the pension liabilities of an on-going firm.  相似文献

在对美国社会保障制度改革的政策建议中,彼得·戴蒙德教授主张通过养老金相关参数的调整来适应未来养老基金支出增长的压力,方式是改善养老金待遇标准和税收规则以确保养老基金的精算平衡。其基本观点是:第一,社会保障是退休后收入的基础,是防止贫困和失去保险机会的保障,所以社会保障制度应该建立;第二,因为人们很少自愿进行养老金积累,年金化的强制性公共养老金就非常重要,一是能平衡终生收入,二是能够提供就业激励;第三,公共养老金计划对工人及其家庭,特别是儿童、配偶和遗属有重要保障作用;第四,延迟退休能提高未来的消费,设计合理的待遇累进原则和退休审查制度会有助于增加劳动激励;第五,养老金的代际转移是一种再分配,较多的再分配会对工作生涯形成激励;第六,为实现精算平衡,应引入自动平衡机制来自动调整税率和待遇水平,以减少立法的压力。  相似文献

养老保险一直以来被认为是具有重要的收入再分配功能.养老金公平分配既是收入再分配的出发点,也是再分配调节能力的基础.只有深入透彻的分析基础养老金自市级统筹提升到省级统筹层次带来的收入分配变动,才能更好检验基础养老金统筹层次提升所带来的地区间收入差距的变化,更重要的是可以为实现全国统筹铺平道路.本文立足于分析中国城镇企业职工基本养老保险制度,依据养老金计发办法,分析统筹层次提升对养老金给付影响及基础养老金的收入再分配效应,得到如下结论:省级统筹的实施对养老金给付水平的调整不存在影响;省级统筹的实施对新增退休人员基础养老金和过渡性养老金给付存在影响;养老保险统筹层次的提升缩小地区间的新增退休人员初次分配差异;对于新增退休人员来说,实际基础养老金地区差异要小于名义上的基础养老金地区差异.但当前的省级统筹层次提升分配方案损害了高收入地区高物价水平地区新增退休人员基础养老金福利,未能真正体现出保证劳动者在职贡献与养老金福利给付的相对公平.因此,养老保险统筹层次提升方案中,应充分考虑地区间物价水平差异,确保高收入地区养老金合理的流向低收入地区,保证基础养老金分配的公平与养老金制度的可持续发展,促进全国统筹的尽快实现.  相似文献

从社会保障帮助人们处理生活风险的核心职能出发,审视政府在养老保险中的责任,政府应协调和利用各种力量实现养老保障目标,控制个人、企业等主体在养老决策中的风险因素。在多支柱养老保险体系中,政府的责任在于统筹利用不同的养老金类别在收入再分配、风险分担和处理、资本积累和金融深化等方面各自的优势。为实现养老保障目标,政府还应承担财政兜底责任,履行财政兜底责任,必须控制财政风险。  相似文献
