本文运用Eviews7.2 软件,采用面板数据模型实证研究了高校科技创新对我国区域技术进步的影响,得到了面板数据回归结果。结果表明,高校R&D 人员投入和专利技术产出对中部和西部地区的技术进步起着显著的促进作用,R&D 经费投入对中部、西部及东北地区的技术进步起着阻碍作用,同时科技论文产出对区域技术进步的影响不显著。这表明高校应当改革传统的以论文数量、科研经费为导向的高校科研考核制度,改进和完善科研评价体系,加强人才队伍建设,整合人才资源,形成优秀的科研团队,同时要加强产学研合作,建立企业与高校之间的信息平台,从而实现信息交流和资源共享,促进高校的科技成果向企业转化。  相似文献

In this paper, technology is described as involving processes whereby resources are utilised to satisfy human needs or to take advantage of opportunities, to develop practical solutions to problems. This study, set within one type of technology context, information technology, investigated how, through a one semester undergraduate university course, elements of technological processes were made explicit to students. While it was acknowledged in the development and implementation of this course that students needed to learn technical skills, technological skills and knowledge, including design, were seen as vital also, to enable students to think about information technology from a perspective that was not confined and limited to `technology as hardware and software'. This paper describes how the course, set within a three year program of study, was aimed at helping students to develop their thinking and their knowledge about design processes in an explicit way. An interpretive research approach was used and data sources included a repertory grid `survey'; student interviews; video recordings of classroom interactions, audio recordings of lectures, observations of classroom interactions made by researchers; and artefacts which included students' journals and portfolios. The development of students' knowledge about design practices is discussed and reflections upon student knowledge development in conjunction with their learning experiences are made. Implications for ensuring explicitness of design practice within information technology contexts are presented, and the need to identify what constitutes design knowledge is argued.  相似文献

The role of interorganizational R&D networks between firms and universities in knowledge transfer of advanced technologies is analyzed. The starting assumption (coinciding with reasons of government bodies to support technological cooperation) is that a national knowledge and technology system exists. From this assumption a number of questions that exist about knowledge and technology transfer can be discussed. Notably whether the knowledge push model of technological innovation is valid. This is done through the analysis of the differences in the pattern of external contacts that exists between the scientific, industrial and policy organizations.
Empirical results of a case study of the stimulation of advanced ceramic technology by the Dutch government form the basis. Advanced ceramics is considered to be an emergent technology within the larger framework of generic technologies. However, the Dutch university and industry structure in this area is weak which raises a number of important questions about the possibility to built a technological infrastructure through government support. The paper concentrates on the role of resource and information flows, which characterize the position of specific organizations in the R&D network. The three main positions in this case are occupied by government bodies, various firms and the university and government laboratories.
Two conclusions on knowledge transfer in university-industry cooperation may be drawn. (a) Institutional (government and university) and industrial research networks are different in character and in fact they consist of different network elements. (b) Government policies, in this case, affect the outlook of scientists but not of firms.  相似文献

The frequent and intermittent need for new scientific knowledge has resulted in an increasing focus on links between industry and academic institutions. This has been particularly pronounced in the flows of knowledge between the two partners, which may lead to considerable diffusion of scientific and technical knowledge, particularly into the small firm sector. This development could be of particular benefit to smaller peripheral economies, which have demonstrated low levels of indigenous industrial technological development. As a result, universities could become increasingly important for local economic development in smaller countries on the periphery of Europe. However, a greater understanding is required of the pro-active role that the university itself can play in developing strong linkages with industry, particularly through mechanisms such as the Industrial Liaison Office (ILO). In particular, there needs to be an examination of the strategies and policies that are undertaken to increase the process of technology transfer from academia into local indigenous business within smaller countries. This paper will therefore examine the role that universities play in the regional economic development in two contrasting small countries of Europe, namely Sweden and Ireland. Drawing on interviews with key individuals in the processes of technology transfer between academia and industry (including ILOs), as well as secondary data, it will examine the general role and function of the industrial liaison office and how this has changed. It will also discuss the involvement of the university in different types of industrial links, the main opportunities and barriers to the development of links between university and industry, the benefits to the university from industrial links, and the perception of industry’s assessment of the relationship with universities. The research will provide valuable insight into the role of universities in developing innovation and entrepreneurship within the smaller and peripheral countries of Europe and will determine whether these universities are undertaking a pro-active role in encouraging the growth of innovative indigenous industry. This may have significant policy implications, especially with regard to the development of specific regional programmes to encourage academic-based entrepreneurship.  相似文献

The aim of this work is to investigate the university level determinants of academic spin‐off (ASO) firm creation in Italy. We are interested in particular in the relationship between university funding and the university propensity to create spin‐offs, and test the effect of public and third‐party funds on this tendency. We estimate the effect of several variables for the characteristics of the university and the context. In contrast to our expectations, results indicate that third‐party funding does not exert an effect on the propensity of the university to generate ASO firms. Similarly, and in contrast to what the literature suggests, scientific productivity, context innovativeness and patenting experience also do not have a positive and significant effect on the propensity to generate spin‐offs. We find that ASO creation is influenced by the amount of public income, by past experience in creating spin‐offs and by the presence of a technology transfer office. This work contributes to our understanding of the differences between Italy and the Anglo‐Saxon countries in relation to the phenomenon of ASO creation and has some important implications for policy.  相似文献

Successful innovation requires both products and product champions. Evidence suggests that academic projects are usually not products and few academics are able or willing to champion adequately their projects. Thus the role of university technology transfer officers and of university innovation centres is to find efficient ways of transforming research projects into potentially profitable products and also to obtain credible commitments from capable champions.  相似文献

One of the most problematic aspects in the creation of spin‐offs by university personnel concerns the relationship between entrepreneurial activity and research activity by researcher‐entrepreneurs. The literature has expressed varying and opposing views as to the nature of the relationship, but very little has been produced to empirically legitimate one position or another. The present work proposes to address this shortcoming by exploring the relationship existing between academic spin‐off generation and the research performance of enterprise founders. The study investigates whether, and to what extent, scientific performance by academic entrepreneurs is different than that of their colleagues, and if the involvement in entrepreneurial activity has an influence on the individual's research activity. The research questions are answered by considering all spin‐offs generated by Italian universities over the period 2001–2008 and evaluating, through a bibliometric approach, the scientific performance of founders relative to that of their colleagues who carry out research in the same field. The data show better scientific performance by the researcher‐entrepreneurs than that of their colleagues, and in addition, although there are some variations across fields, the creation of a spin‐off does not seem, on average, to have negative effects on the scientific performance of the founders.  相似文献

This study looks at 400 technology transfer disclosures and their inventors over a 10‐year period at a large US research university. We find that faculty productivity in terms of patenting is not related to commercialization success, but entrepreneurial qualities are significantly correlated. Results indicate that the significant factors in successfully forming a university spin‐out are the level of experience of the faculty member and participation in an industry sponsored research agreement. We also find that the academic inventor's entrepreneurial experience and inclination toward commercialization have the most positive impacts on the formation of a new venture.  相似文献

Successful research commercialisation within the university domain is predicated upon basic research being developed into technology that will attract funding, ultimately resulting in entities such as University spin-out companies or licensing arrangements. This development process involves considerable risk and uncertainty and may require substantial resources to fund early stage operations while returns are uncertain. Hence there is a need to explore risk-minimisation approaches relating to proving the potential for development while concurrently allocating resources in an incremental manner. This paper focuses on the development of the Northern Ireland Proof of Concept (PoC) process within a University Science Park Incubator (USI) as a particular approach to addressing these challenges inherent in the United Kingdom University technology transfer. Furthermore, Absorptive Capacity has emerged in the literature as an appropriate theoretical framework or lens for exploring the development and application of new technology. Therefore, the aim of this paper is to explore the PoC process within a USI as a means for improving the commercialisation of University technology transfer using an Absorptive Capacity perspective. A multiple case analysis of PoC applications within a UK university is described. From the findings it emerges that Absorptive Capacity influencing factors such as levels of R&D investment, prior knowledge base and integration of stakeholder and technology planning all impact on PoC outcomes. In addition a number of process improvement areas for PoC are identified in relation to the influencing factors within the Absorptive Capacity framework.  相似文献

Prior research on M&As and invention outcomes has not systematically examined the influence of two types of knowledge differences. Knowledge relatedness has typically been equated with knowledge similarity and the separate influence of knowledge complementarity has been overlooked. Similarly, studies examining innovation outcomes of M&As have typically focused on the role of technological knowledge and overlooked the influence of scientific knowledge. We develop a model of relatedness and invention performance of high‐technology M&As that considers science and technology similarity and complementarity as important drivers of invention. We test the model using a sample of M&As from the drug, chemical, and electronics industries and a fine‐grained measure of knowledge relatedness that distinguishes between science and technology relatedness. We find that complementary scientific knowledge and complementary technological knowledge both contribute to post‐merger invention performance by stimulating higher quality and more novel inventions. This suggests that high‐technology firms seeking acquisitions should search for, identify, and acquire businesses that have scientific and technological knowledge that is complementary to their own. Our results also suggest that similarities in knowledge facilitate incremental renewal, while complementarities would make discontinuous strategic transformations more likely, and that absorptive capacity research should be expanded to consider complementarities as well as similarities. This research is an empirical examination of the relationship between organizational characteristics and scientific research effectiveness. A sample of research-active scientists ( N =295) from 25 biological and chemical science university research departments took part in this study. Data were collected using the Organizational Culture Survey ( Glaser et al., 1987 ), which measures six organizational characteristics of the research environment. Organizational characteristics are analysed across a measure of departmental research performance. Results support the hypothesis that specific characteristics of the organizational environment are related to research performance. The implications of these findings for the existing literature and the future management and organization of scientific research departments are discussed.  相似文献

Absorptive capacity (ACAP) has long been used in the research of technology firms as an indication of knowledge acquisition. This paper links knowledge input using new product introductions (NPI), to commercial output, addressing one of the key criticisms of research and development expenditures as a measure of an organization's effort. We propose that firms with a strong basic science foundation such as biology and chemistry seek to advance their scientific knowledge in addition to developing and selling innovative products. In contrast, corporations with a more applied focus forego fundamental scientific advancement and concentrate their actions on the development of innovative products. Results from a sample of 487 firms over a 10‐year period indicated that firms with an applied science foundation had greater numbers of NPIs, both breakthrough and innovative, suggesting that a solutions‐based approach had greater value in terms of innovative output. The pursuit of science may build knowledge, but a clear link between increased ACAP and innovative output was not found. Our results also suggest that basic science firms have a positive relationship with both breakthrough and incremental NPIs using merger and acquisition activities. Applied science firms found university alliances useful in generating NPIs.  相似文献

This paper examines the role of university science parks in fostering interorganizational technology transfers and technological development. We first try to contrast the development of science parks with the theoretical and empirical findings from scholarly work in the area of the management of technology. This theoretical context allows us to interpret and to discuss empirical data collected from Belgian and Dutch science park firms. The data collection mainly focused on the interactions of park-based firms with their external R&D environment. This analysis leads to two important findings: (1) the level of R&D activity at the tenants is rather moderate for most of the parks studied, and (2) the tension between 'regionalism' and 'internationalism' in contemporary R&D management.
In the wake of this second finding, arguments are presented to complement and even to change the focus from the 'miniature' R&D network which might develop on university science parks toward the 'R&D community' network holding together researchers working on a particular, interrelated set of scientific and technological problems wherever they may be located around the globe. Moreover, it is argued that a unified theory on the emergence and the development of new technologies is badly needed. Only if the dynamics underlying the development of a new technology are unravelled and better understood can technology policies, such as the ones involving the creation of science parks, be targeted more effectively.  相似文献

To analyze university contribution to economic development, the present study examines universities' technology transfer policies and their associated economic development impact. The article examines how a university defines itself as part of a region as well as what activities, if any, do university commercialization strategies in context of their regional environment affect spin‐off activity. Furthermore, this study explores the ways universities contribute to regional economic development by examining existing theories and analyzing universities' relationships with both government and industry in two regions. This study draws from Roberts and Malone's (1996) selectivity–support typology and highlights this article's argument by comparing the commercialization strategies of world‐class universities strategies in the development of regional biotechnology clusters in Massachusetts and in Connecticut. This article investigates the notion of whether universities can differently influence the economic development processes of the while still having successful commercial outcomes. These findings build on previous research ( Clarysse et al., 2005; Degroof and Roberts, 2004; Powers and McDougall, 2005 ), which argues that low support–low selectivity policies may be more suitable to entrepreneurially developed environments, whereas high support–high selectivity policies are more efficient in entrepreneurially underdeveloped environments. Masachusetts Institute of Technology (MIT) is located in a strong technopole region, whereby many of its support structures for spin‐off formation are provided by the regional infrastructure of the Cambridge–Boston region. In contrast, Yale University, which has an underdeveloped entrepreneurial context, has had to take a more proactive role in providing incubation capabilities to their spin‐off projects. This finding supports a contingent based perspective of academic entrepreneurship, whereby low support–low selectivity policies are more fitted to entrepreneurially developed environments, whereas high support–high selectivity policies are more efficient in entrepreneurially underdeveloped environments.  相似文献

This paper examines the dynamics of university spin-out company development, based on an in-depth, longitudinal case study of some of the spin-out activities of one of the longest established technology transfer organisations in the UK. The different types of resource flows between this organisation and some of the companies in which it has a stake are discussed. Specifically, the paper considers the efficacy and appropriateness of the university technology transfer office (TTO) becoming involved in what we term second-order spin-out activities. These are spin-out companies that have been formed on technology developed in a spin-out company, or by people working in that spin-out, but which have no substantive connection with the research or personnel base of the university. We argue that in a peripheral non-technology intensive regional economy, the role of the TTO may be more wideranging than has been commonly assumed and may include a focus on regional economic development as well as the commercialisation of university-based research.  相似文献

We investigate how time spent in different collaborative research arrangements by academic scientists affect their propensity of involvement in the commercialization of novel, university-originated technologies. Three common collaborative strategies used by academic scientists: (1) internal (within the research group or within the home university) research collaboration; (2) cosmopolitan research collaboration (with scientists in other US or foreign universities); or (3) university–industry research collaboration are assessed. Drawing on the concepts of cognitive and spatial distance, the empirical findings suggest that only one internal research collaboration strategy has a significant impact on the propensity of academic scientists to engage in the commercialization of novel technologies with a private firm; however, this relationship is inverse U shaped. More importantly, academic scientists adopting a university–industry collaboration strategy and spending more research time in such an arrangement have a significantly stronger propensity for being involved in technology commercialization with a private firm; however, this relationship is inverse U shaped as well. 为了深入了解语音情感识别领域的技术发展状况,采取定量与定性交叉融合的分析方式,对当今语音情感识别领域相关专利的申请态势、技术发展脉络、申请国别、主要申请人等进行了多角度的分析和探讨。结果表明,在语音情感识别技术的发展进程中,中国虽然起步较晚,但发展速度很快,已逐渐赶超美、日、韩等发达国家;中国大部分专利还处于科研阶段,距大规模商业化尚有一定距离。另外,中国语音情感识别领域还有很多技术空白点,亟待专利布局,因此,中国的科研院校与企业应积极合作,发挥各自优势,以市场为导向,提高语音情感识别技术的市场竞争力。同时,要进一步加大对语音情感识别技术基础要件的科研力度,并勇于探索更尖端的技术领域。研究结果不仅可作为语音情感识别领域科研人员确定研究方向的依据,还可为政府和企业的规划决策提供参考。  相似文献
