There have been important changes to agricultural policies in many OECD countries over the past decade and the international spill-over effects of support and protection have diminished. Now would be a good time to eliminate remaining distortions and put in place more efficient alternatives, including social safety nets and tools to help farmers manage risk. This would lock in the benefits of reform and simultaneously address charges of policy incoherence. In the context of high food prices, new issues have emerged with potential implications for food security. They include export restrictions, the use of biofuel mandates, and the opportunities and threats presented by increased foreign investment in agriculture. On these issues, as well as in terms of conventional support mechanisms, policies in emerging economies (in particular the BRIICS) are increasingly important. A pro-active agenda for policy coherence would involve not just eliminating policies that distort trade, but also enacting positive measures to increase food availability, for example by raising agricultural productivity, using resources sustainably, and eliminating waste and over-consumption. Across countries, there are important gains to be realised from knowledge sharing, and from multilateral action to provide global public goods – not least smoother functioning of the multilateral trading system.  相似文献

Two concurrent social issues in the United States are food insecurity and food waste. The practice of gleaning offers a mechanism for combining these problems to create a synergistic solution. We develop a stochastic optimization model to determine the schedule that maximizes the volume of excess crops rescued from farm fields for the purpose of feeding food-insecure households, thus maximizing social impact. We model gleaning as a service operation where donation calls arrive randomly requesting to be scheduled within a limited time window. The feature that distinguishes gleaning operations from other service settings is that there is uncertainty in both when donations will arrive and the attendance of the gleaners who are volunteers that are not obliged to attend gleaning trips. We apply our model to the gleaning operation of the Food Bank of the Southern Tier in New York State, focusing on five major crops produced in the region. By characterizing how the gleaning operation behaves, our model allows us to optimize the gleaning schedule to maximize the expected total volume gleaned and determine under which conditions different operational strategies can be most useful for improving the performance of the gleaning operation. This in turn enables us to identify conditions under which alternative policy interventions (e.g., farm donation tax credits and government grants to strengthen operational capacity) are more effective for scaling up gleaning programs.  相似文献

There seems to be high interest in the question of food loss and food waste. The comments take up the article in Food Policy on “Total and per capita value of food loss in the United States”. It is argued that the methodology of calculating the food loss is questionable. Consequently, the estimates are highly inflated; therefore the authors do not provide accurate information for policy makers as intended.  相似文献

Food self-sufficiency gained increased attention in a number of countries in the wake of the 2007–08 international food crisis, as countries sought to buffer themselves from volatility on world food markets. Food self-sufficiency is often presented in policy circles as the direct opposite of international trade in food, and is widely critiqued by economists as a misguided approach to food security that places political priorities ahead of economic efficiency. This paper takes a closer look at the concept of food self-sufficiency and makes the case that policy choice on this issue is far from a straightforward binary choice between the extremes of relying solely on homegrown food and a fully open trade policy for foodstuffs. It shows that in practice, food self-sufficiency is defined and measured in a number of different ways, and argues that a broader understanding of the concept opens up space for considering food self-sufficiency policy in relative terms, rather than as an either/or policy choice. Conceptualizing food self-sufficiency along a continuum may help to move the debate in a more productive direction, allowing for greater consideration of instances when the pursuit of policies to increase domestic food production may make sense both politically and economically.  相似文献

Modernization of food retailing systems will continue to be among the major public policy problems facing the governments of developing countries. Throughout the developing world efforts are instigated by central and local governments to increase the efficiency of distribution systems. Unfortunately, many decisions are made without due regard to an understanding of consumers' food shopping orientations. The article first seeks to determine the grocery shopping habits and life-style orientations of a representative sample of female Turkish grocery shoppers. Second, the implications of the study are presented for policy makers who view introduction of large self-service supermarket-type stores as a panacea of Turkey's food retailing system.  相似文献

Food waste prevention has become an issue of international concern, with Sustainable Development Goal 12.3 aiming to halve per capita global food waste at the retail and consumer levels by 2030. However there is no review that has considered the effectiveness of interventions aimed at preventing food waste in the consumption stages of the food system. This significant gap, if filled, could help support those working to reduce food waste in the developed world, providing knowledge of what interventions are specifically effective at preventing food waste.This paper fills this gap, identifying and summarizing food-waste prevention interventions at the consumption/consumer stage of the supply chain via a rapid review of global academic literature from 2006 to 2017.We identify 17 applied interventions that claim to have achieved food waste reductions. Of these, 13 quantified food waste reductions. Interventions that changed the size or type of plates were shown to be effective (up to 57% food waste reduction) in hospitality environments. Changing nutritional guidelines in schools were reported to reduce vegetable waste by up to 28%, indicating that healthy diets can be part of food waste reduction strategies. Information campaigns were also shown to be effective with up to 28% food waste reduction in a small sample size intervention.Cooking classes, fridge cameras, food sharing apps, advertising and information sharing were all reported as being effective but with little or no robust evidence provided. This is worrying as all these methods are now being proposed as approaches to reduce food waste and, except for a few studies, there is no reproducible quantified evidence to assure credibility or success. To strengthen current results, a greater number of longitudinal and larger sample size intervention studies are required. To inform future intervention studies, this paper proposes a standardised guideline, which consists of: (1) intervention design; (2) monitoring and measurement; (3) moderation and mediation; (4) reporting; (5) systemic effects.Given the importance of food-waste reduction, the findings of this review highlight a significant evidence gap, meaning that it is difficult to make evidence-based decisions to prevent or reduce consumption-stage food waste in a cost-effective manner.  相似文献

Surplus food management plays a key role in food waste reduction. This paper addresses the multifaceted concept of food supply chain sustainability by presenting a model of surplus food generation and management (called ASRW, Availability-Surplus-Recoverability-Waste), which encompasses the integrated food supply chain (i.e. business, environmental and social players). The model was developed using a bottom-up approach, by conducting 30 exploratory case studies and iterating theory development and data analysis. Three confirmatory case studies, from different food supply chain stages, are also presented to demonstrate how the model can be used to identify food waste reduction strategies.  相似文献

This paper places the modern spread of diet-related chronic disease in the United States within the context of more than a century of innovation in food processing technology, discovery in nutrition science, and corrective policy measures aimed at improving public health. We ask whether the current state of affairs represents a market failure, and—if so—what might be done about it. We argue that while today’s industrial food system has its advantages, the asymmetric information problems inherent to this system have resulted in a “lemons-style” breakdown in the market for processed foods. The appropriate policy response to such situations (namely, verifiable quality standards) is well known, but such policies are likely (in the short run) to reduce profits for existing large industrial producers of food. In light of the food industry’s long history of success at regulatory capture, we propose the formation of a new independent food standards agency devoted to protecting the interests of the American consumer.  相似文献

This article is concerned with a new nutritional intervention strategy, which is based on the belief that malnourished people eat different types of food to the well-nourished. The calculation of disaggregated food consumption parameters can identify ‘inferior’ food commodities; and the subsidization of these commodities will target intervention to those most in need. The effectiveness of this policy depends on the understanding of its theoretical basis. The author introduces the policy maker to this by reviewing the theoretical basis for consumption analysis, and then several key studies.  相似文献

Although food is an emerging topic on municipal policy and planning agendas, a systematic examination of policy development, its implementation and the instruments used at the urban level is lacking. This study was carried out with the aim of gaining new insights into the prevalence of certain food policy instruments and capacity of policy action. In order to do so, we developed an analytical framework to investigate urban policy and planning approaches related to food issues and applied it in ten large German cities. First, we identified different actor groups and analysed their role in urban food policy (level of involvement in municipal food projects). We then studied the variety of policy and planning instruments and their application for different elements in the food system. For the empirical study, we employed a case study approach and utilised data gathering methods of qualitative research, i.e. expert interviews and document analysis. Our empirical findings in the studied cities reveal that urban food policy activities are still very fragmented and often based on individual initiatives within the administration. Integrated urban food policies and their implementation through urban food strategies are still an exception in major cities in Germany. We found that municipal actors follow mainly sectoral approaches, using a wide array of steering instruments, i.e. informational instruments and public procurement policies. However, their capacities for policy implementation remain limited due to missing financial and staffing resources. Accordingly, the potential the urban food system offers for sustainable development through multifunctionality and sectoral integration, is still underexploited.The systematic approach developed in this study may contribute to a better understanding of different policy approaches taken. The applied typology of policy instruments might also be useful for identifying effective ways to implement urban food strategies, to understand mismatches between instruments and different policy domains, levels and administrative units, e.g. at the urban-rural interface, and to design of new policy instruments.  相似文献

Little is known about the amount of food wasted in the retail sector. This study aimed to quantify retail food waste in New Zealand (NZ) and identify key drivers for food waste reduction, using a mixed-methods, observational study design that consisted of three parts: onsite food waste audits undertaken in 16 selected stores (complete data from 11 stores); semi-structured interviews with key retail staff from each store; and obtaining existing data from retailers. Retail food waste in NZ was estimated at 13 kg/capita/year for all food waste and diverted product (i.e. all food not sold or utilised at a retail level), which included 5 kg/capita/year designated as food waste (i.e. food directed to landfill, protein reprocessing and compost), with 3 kg/capita/year of this sent to landfill. Fresh vegetables (27%), bakery (23%), meat and fish (19%) and fresh fruit (17%) contributed the most to discarded product. The motivators for encouraging food waste reduction were: concern for the environment; making profit; caring for the community; and doing the ‘right’ thing. The barriers to food waste reduction were: training and educating staff; food safety concerns; quality standards; availability and capacity of waste diversion avenues; and lack of available resources. Audit data and food waste data recorded by retailers were similar. NZ has a number of policies and practices that successfully divert retail food waste away from landfill, in particular, retailers have established relationships with various groups that use their waste as a resource including protein reprocessors, local farmers, and food rescue charities.  相似文献

The mandate and competence of the International Monetary Fund (IMF) does not cover food and agriculture policies. While there is anecdotal evidence that the IMF engages in these policies regardless, the state-of-the-art lacks a systematic empirical foundation to identify the extent of its mission creep into these sectors. Based on a combination of machine and human coding, we present a comprehensive database on the IMF’s policy interventions in food and agriculture. Using new data on ‘conditionalities’—policies that governments must implement to access IMF credit—we assess to what extent the IMF has targeted these sectors for the period 1980 to 2014. Our analysis evaluates the agricultural content and ideological orientation of conditions according to whether they promote a developmental state, a night-watchman state, or neither. We find about 2% of all IMF conditions (1105 of 58,406) directly target food and agriculture issues. These are present in 43% of all IMF programs (332 of 781); and affect 100 countries (of the 131 countries that have had an IMF agreement). In addition, our analysis reveals that 59.2% of these conditions embody policy measures in line with night-watchman state policy preferences, 40.1% are model-neutral, and 0.7% developmental. Within the model-neutral category, 23.9% are conditions oriented towards building state capacity; 2.7% have a poverty reduction content; and 2.9% contain pro-environment policies. The IMF’s primary reason for targeting food and agriculture is to enforce fiscal discipline by removing subsidies, yet our analysis identifies that only 8% of these policies abolish subsidies. A more consistent explanation of the IMF’s interest in food and agriculture is its broader mission creep into development policy, and its deep-rooted pro-market ideology.  相似文献

Micronutrients are defined as substances in foods that are essential for human health and are required in small amounts. They include all of the known vitamins and essential trace minerals. Micronutrient malnutrition affects ⅓–½ of the global population. It causes untold human suffering and levies huge costs on society in terms of unrealized human potential and lost economic productivity. The goal of this paper is to identify deficiencies in the food system that lead to micronutrient malnutrition and explore and evaluate strategies for its prevention. We examine the impact of agricultural practices on micronutrients in the food supply, including cropping systems, soil fertility and animal agriculture. We then discuss the potential of biofortification – i.e. increasing the concentration of micronutrients in staple food crops through conventional plant breeding or genetic engineering– as a means to reduce micronutrient deficiency. In addition, we discuss the impact of food losses and food waste on micronutrients in the food supply, and we explore successful strategies to preserve micronutrients from farm to plate, including food fortification. Our review of the literature sheds light on the advantages and limitations of alternative interventions to reduce micronutrient deficiencies along the supply chain. We end with recommendations for actions that will reduce the prevalence of micronutrient malnutrition.  相似文献

China is observing a rapid increase of food-away-from-home (FAFH) plate waste along with economic growth. Food waste reduces food use efficiency, exerts pressure on environment and resources, and threatens national food security. This study analyzes the impact of consumers’ preference for variety and restaurants’ dish portions on FAFH plate waste using a survey data from 170 restaurants in Beijing and Lhasa. The primary findings are that higher food variety leads to less plate waste and bigger portion size results in more plate waste. We also observe that increases in consumers’ income lead to more plate waste. Moreover, the Chinese Face-culture plays a significant role on consumers’ plate waste. Serving dishes with suitable portions in restaurants should be incentivized to help reduce both the amount and rate of plate waste. Our results can suggest relevant policy tools to nudge people in forming sustainable consumption behavior and provide valuable implications for reducing food waste and improving food security in China.  相似文献

The complexity of the operational concept and definition of food insecurity has complicated the study of the ‘food insecure’ and efforts to determine clear policy directions. Previous findings on the prevalence and severity of food insecurity are inconsistent and often depend on the measure used. To overcome limitations in food security measurement, the Food and Agriculture Organization of the United Nations developed the Food Insecurity Experience Scale, which is the first survey protocol to measure people’s direct experience of food insecurity on a global scale. Using this new measure, our study contributes to the understanding of the food insecure by examining the determinants of food insecurity within and across countries in Latin America and the Caribbean (LAC). Using a series of multilevel linear models, we find the three determinants associated with the largest increase in the likelihood of experiencing food insecurity in LAC are: low levels of education, limited social capital, and living in a country with low GDP per capita. Results suggest the need to promote education of the most vulnerable, encourage social interactions that help build individuals’ social capital, and adopt gender-sensitive programs. The results also suggest the need for a shift in policy from short-term strategies to long-term efforts that sustain household productive capacity and employment to promote sustained economic growth.  相似文献

Food security in an important public policy issue. In 2015, approximately 1 in 8 U.S. households experienced food insecurity at some point in the year. Low-income families are at higher risk for food insecurity than other families, and these families may also face higher levels of disruption (e.g., moves, loss of income, or individuals entering or leaving the household) than other families. I use data from the Survey of Income and Program Participation to explore the relationship between food insecurity, the household’s history during the previous year, and SNAP participation. The results indicate that a number of aspects of the household’s recent experience including negative income shocks, moves, and both increases and decreases in household size increase the probability of being food insecure while SNAP participation is estimated to reduce the probability of being food insecure.  相似文献

The possible implications of global trends such as climate change and resource scarcity on food security are high on the political agendas. While the food sufficiency aspect of food security takes centre-stage, the future of food safety and nutritional quality of diets often seems to be taken for granted. This paper builds on the results of a foresight study on EU food safety and nutrition towards 2050 to discuss potential future points of tension for food policy. Increasing food production while using fewer resources and reducing food waste while ensuring food safety are just two examples. Innovation at different levels in the food system will be needed to address future challenges. Fast technology uptake and the launch of new food-related products can put pressure on the ability to deliver timely risk assessments, the scope of which might also need to cover other legitimate factors. Future food policies need to be more sensitive to impacts on food safety and nutrition and health aspects. A holistic food systems approach must be taken to identify and discuss in advance possible tensions and trade-offs and to address them upfront in a systematic and transparent manner.  相似文献

In a recent paper Garnett (2011) examines the greenhouse gas emissions arising from the global food system. This paper builds on Garnett’s contribution by considering how high levels of food waste contribute to the food chain’s greenhouse emissions and how they can be reduced, something Garnett generally overlooks. The emissions that arise from food waste represent the emissions embedded in the production of food that is then wasted and the emissions that arise from the process of waste disposal. Food waste can also be split into pre-consumer and consumer waste. These distinctions give rise to four categories of food waste related emissions: pre-consumer embedded, pre-consumer waste disposal, consumer embedded and consumer waste disposal emissions. The levels of food waste in each category differ between economies, as do the causes of wastage. Policies to address food waste and the associated emissions need to promote a mixture of technological and behavioural change and be tailored to the economic, cultural and technological conditions in each country.  相似文献

Food subsidy is one of the policies considered to protect consumer welfare against food price increases, in particular when the insufficient local production has to be complemented by food imports with volatile prices. Egypt has experienced several “food crises” (the latest in 2008), which put an halt to attempts to reform in depth the system of food subsidies because of social unrest. In this paper, we use a Mixed Demand approach to analyze the consumption structure of Egyptian households. Our model specification takes into consideration the characteristics of the Egyptian food subsidy system, where some food items have predetermined quotas while others are associated with predetermined (subsidized) prices. Price, income and quota elasticities are estimated from the Egyptian family expenditure survey, and welfare change measures are derived by income class. Simulations of various options to eliminate subsidies on selected food items are conducted. We estimate the negative welfare impact of the reforms, especially in the context of increasing food prices, by comparing welfare effects of policy options by income quartiles and by household category (rural, urban).  相似文献

The Supplemental Nutrition Assistance Program (SNAP) provides resources to supplement household food expenditures in order to achieve a nutritious diet. Determining the amount of support required - or extent of food expenditure poverty -- entails comparing available resources for food to a nutrition-determined threshold. Clearly the value of the threshold will affect the degree of food expenditure poverty. If the threshold value is inaccurate, the calculated degree of poverty will be inaccurate. USDA uses a threshold for setting SNAP benefits that does not vary geographically or temporally, so consequently (food expenditure) poverty may be understated or overstated in different regions and time periods. This article compares food expenditure poverty estimates for SNAP participants when geographical differences in the threshold are ignored versus not ignored. In addition, the article decomposes household food expenditures into Food-Away-From-Home (FAFH), Food-at-Home (FAH), personal funded FAH, and SNAP funded FAH in order to assess the degree to which each of these contribute to reducing food expenditure poverty. The general findings are that all food expenditure poverty measures are worse when geographical differences are taken into account. In addition, the analysis shows that FAH expenditures, and in particular SNAP FAH expenditures, contribute the most to reducing food expenditure poverty in SNAP households. The policy implications are that food expenditure poverty is currently underestimated in the US by ignoring geographical differences in thresholds, but the food expenditure poverty would be even worse without SNAP benefits. Geographical adjustments to the national threshold could help reduce food expenditure poverty across regions.  相似文献
