ABSTRACT

Despite significant potential for cultural tourism, the predominant form of tourism in Malta is sun and sea. This paper evaluates Malta’s potential for cultural tourism with a focus on Valletta, a fortified historic city that overlooks the Grand Harbour. Valletta’s rich urban heritage and historic narrative makes it ideal for the development of a more culture-oriented tourism. The paper explores how, over more than half a century of tourism activity in Malta, culture and heritage retained a secondary role. Since the mid-nineties, Malta’s tourism policy shifted with culture and heritage being given greater importance, even if the sun and sea tourism remained a priority. Public and private investment brought about changes in Valletta that made it more amenable to cultural activity and tourism. Although European Capital of Culture Valletta 2018 provides new opportunities for cultural tourism to Malta, it is unclear whether this will bring a lasting legacy for Malta’s tourism. This Valletta case study shows that, for destinations with an established form of tourism, the development of cultural tourism meets with difficulties, in spite the presence of a rich urban heritage.  相似文献

This paper examines two potentially contradictory trends in tourism planning in cities; the emphasis on partnership and public participation. Public–private sector partnerships are part of the post-Fordist planning orthodoxy in the UK and involve a coalition of local and non-local agents and particularly elite groups. These partnerships are often one step removed from urban government and raise issues about accountability and local democracy. The tourism literature on community tourism development and community involvement is underdeveloped in the context of urban tourism. Nonetheless, evidence suggests that local urban social movements can be influential in the development process and that planners and developers need to embrace these interests if sustainable tourism products are to be developed. The considerable growth in cultural and heritage tourism and recreational shopping has created tensions within tourist historic cities, which may be amenable to resolution through public participation. In York, heightened civic awareness of the role of tourism in the local economy and the intensification of competition for investment/consumption, demands a re-evaluation of its tourism strategy. These participatory policies are far removed from the more radical models of public participation but may be all that is achievable in a competitive climate dominated by entrepreneurial city management.  相似文献

This research examines issues concerning the collaborative approach towards tourism planning, with a focus on Cusco, Peru. The research begins with a review of key themes related to collaborative tourism planning, and then explores four issues in relation to collaborative tourism planning in Cusco. These are the vision of tourism development among tourism stakeholders; collaboration and coordination between the multiple parties involved in tourism; input from the tourism industry and other interest groups in tourism planning; and constraints to and facilitators of collaboration and coordination. The research indicates that despite an awareness of the benefits of collaboration in tourism planning generally, collaboration is not yet a major part of the tourism development process in Cusco. The main reasons for the lack of collaboration are outlined using the views of the main stakeholders, as well as suggestions for ways in which future collaboration can be developed.  相似文献

Involving a variety of stakeholders, heritage tourism management requires a collaborative multi-actor approach. Due to the current grid management system, shared management among multiple agencies is not rare in heritage sites in China; however limited research has addressed this situation. A multi-agency management model is thus proposed to highlight the roles of a coordination agency and a collaboration mechanism. Taking Wulingyuan Scenic and Historic Interest Area as an example, this paper compares the management status and assesses management collaboration between its two main management bodies. Semi-structured interviews with management staff are used as the primary research method. It is revealed that shared management has resulted in the inefficient use of human and financial resources, and inconsistency in the application of management measures and standards due to the lack of an efficient coordination agency and collaboration mechanism. Suggestions are made to facilitate collaboration and enhance management efficiency in this multi-agency management context.  相似文献

This research is an exploratory study that examines collaboration at the institutional level in the tourism sector of the Central Region, Ghana. The research begins with a review of the key issues related to collaboration in tourism planning and development followed by an extensive exploration of three main issues related to institutional collaboration in tourism in the Central Region. The three main issues are the vision of tourism development shared among stakeholders, collaboration and coordination within the public sector and between the public and private sectors and the factors that constrain and facilitate collaboration and coordination. Using extensive interviews with key stakeholders and reviewing policy documents, the research indicates low levels of collaboration between tourism institutions both within the public sector and across the public–private sectors. This is notwithstanding a shared awareness of the benefits of collaboration among all actors. The research thus contributes interesting insights into the politics of collaboration in tourism destinations. Given tourism's contribution to the Ghanaian economy, it is imperative that efforts are made towards improving the levels of collaboration and coordination between tourism agencies and institutions.  相似文献

Although tourism expenditure is determined by different factors, the literature has not analysed the extent to which trip cultural activities affect tourism expenditure in the destination. The focus of this paper is a microeconomic analysis performed in 14 emerging urban‐cultural destinations in Andalusia (Spain). The results confirm that there are activities related to cultural visits, attendance at events or gastronomic activities that determine tourism expenditure. These results guide the implementation of specific actions by the policy‐makers in these destinations aimed at increasing the economic impact of tourism, based on the creation of high value‐added tourism products to overcome their mere dependence on built heritage. Slow Food has gained considerable attention as a social movement trying to counteract increasing globalisation in eating habits and food production. Cittáslow, a network of towns, are working with qualitative local urban development, based on similar principles as Slow Food. The ‘slow’ movements could be expected to have influences on tourism development. This possible connection has been neglected in the scientific tourism literature. Based on a study in three Cittáslow towns in Northern Italy, this article concentrates on how destination development is conducted in a Cittáslow context, unveiling some contradictions between the commercial sides of tourism and the non-commercial ethos of the Cittáslow movement. The studied towns were involved in various efforts in the field of sustainable planning, thereby also improving destination specific resources and local identity. One example is their focus on ‘slow’ events, mainly based on local gastronomy. Tourism marketing was, however, only of secondary importance; which mirrors some scepticism towards mass tourism and commercialisation, and even against marketing as such. Despite this, the Cittáslow concept may have an indirect potential for tourism development by improving product development and increased visibility. Rural tourism has been a subject of study since the early days of tourism scholarship. Most of tourism's deleterious impacts were identified from studies conducted in rural settings. It is only recently, however, that rural tourism has become a special focus of study, dissimilar enough from urban tourism, to be a study subject unto itself. This paper reviews some of the history of rural tourism development in North America with most of the attention paid to the USA's experience, with some examples from Canada. The reason for this is the huge economic difference between the two countries with respect to tourism flows and impacts. In reviewing the history of rural development in the USA, the argument is made that most developments are unplanned and result from market and economic forces that have greatly transformed the American rural landscape. A review of these transformational forces is provided. It is also shown that rural destinations are used, primarily, by local tourists and do not, with few exceptions, cater to an international clientele. After the historical perspective is presented an argument is made that current rural tourism development practices rely on an old paradigm, which is to use local attributes as the primary basis for development and marketing strategies. This has led, in recent years, to a great deal of development attention being paid to the cultural/heritage attributes of a place. Using research conducted in the state of Minnesota on highway travellers and tourists to rural destinations, a new way to look at actual and potential visitors is offered. Instead of an attribute‐specific development approach, a benefits‐based model is suggested as a different way to position rural tourism destinations. Latest mobile technologies have revolutionized the way people experience their environment. Recent research explored the opportunities of using augmented reality (AR) in order to enhance user experience; however, there is only limited research on users’ acceptance of AR in the tourism context. The technology acceptance model is the predominant theory for researching technology acceptance. Previous researchers used the approach of proposing external dimensions based on the secondary literature; however, they missed the opportunity to integrate context-specific dimensions. This paper therefore aims to propose an AR acceptance model in the context of urban heritage tourism. Five focus groups, with young British female tourists visiting Dublin and experiencing a mobile AR application, were conducted. The data were analysed using thematic analysis and revealed seven dimensions that should be incorporated into AR acceptance research, including information quality, system quality, costs of use, recommendations, personal innovativeness and risk as well as facilitating conditions.  相似文献

In 1991 the Kyrgyz Republic secured its political autonomy from the USSR and set out on the road to cultural and economic independence. Tourism was high on the development agenda, not least because of the country's abundance of natural assets, its experience with health and recreational tourism during the Soviet period and its lack of viable alternatives. During the post-colonial period, tourist activity has been based mainly on the country's mountains and lakes. More recently attempts to develop a heritage tourism product have mirrored the resurgence of ethnic Kyrgyz nationalism and Turkic culture throughout Central Asia. The paper identifies ethnic diversity and nationalist revivalism as potential constraints to the development of heritage tourism in Kyrgyzstan. Moreover, the issue of dissonant interest groups in the protection of the heritage of Kyrgyzstan is addressed. Much of the international interest in Kyrgyz heritage has been directed at the epos of the nomads of the Steppes and it is their protection, rather than that of tangible heritage sites, that has attracted sponsorship from UNESCO and other bodies. Additionally, the tangible heritage sites that have been proposed by the Kyrgyz government for World Heritage status are of domestic and regional, rather than international interest. Implications for the strategic development of Kyrgyzstan's heritage tourism product are discussed, with specific reference to world heritage.  相似文献

The aim of this conceptual paper is to provide a critical assessment of Dubai's approach to tourism development, focusing on its cultural implications. The work initially observes ways in which the destination is building an image based on iconographic grandeur, monumental innovation and super-modernism. In doing so, the enquiry indicates that one fundamental sociological concern for destination Dubai is its perceived lack of cultural consistency, particularly in terms of the absorption of the old into the new. This position is evident through a paucity of heritage resources and institutions associated with the tourism market, as well as limited public knowledge concerning the ethnic and traditional elements of the indigenous society. Emphasising a more culturally focused tourism agenda could help to socially sustain and ground local communities (and identities) threatened by rapid urbanisation and Westernisation. However, one noted dilemma relates to the complexity of defining and deconstructing indigenous forms of ethnicity and identity. Nevertheless, the discussion claims that it is imperative not to lose sight of the possible opportunities for the productive advancement of localised forms of tourism and cultural capital. The paper concludes by highlighting the importance of examining the diversity of local perceptions of tourism, culture and development within an empirically informed framework.  相似文献

A natural link exists between tourism and cultural heritage management, yet little discourse and debate occurs between them on the sustainability of heritage tourism. What also is missing is a process whereby elements of both areas can be included in the identification and actualisation of the tourism potential of cultural heritage places. This paper presents a new model that is in the process of development, but which has the potential to assist in planning for sustainable cultural heritage tourism. Future testing of the model is likely to make a significant contribution to the advancement of both disciplines and also should help break down barriers between the two. The model is a matrix into which heritage places can be classified as falling into nine general areas of suitability for tourism in terms of their market appeal and ability to withstand the impacts of visitation likely to be associated with that appeal. Ali Sadr Cave is the world's largest water cave and is a protected national heritage of Iran. This paper examines the residents’ perceptions of tourism development. In total, 250 residents of Ali Sadr village were interviewed. To improve the economic outcomes of the exchange between individuals from various cultural backgrounds, it is important to resolve the conflicts between residents and international tourists. In the management of tourism in the region, the local people who strongly support tourism development are not involved much. This paper concludes with recommendations for tourism managers to improve the economic outcomes of local people through tourism development.  相似文献

Recognised as intangible cultural heritage, the tradition of the Viennese coffeehouse culture attracts tourists. This study examines how the intangible heritage tourism of the Viennese coffeehouse culture has been developed and mutually constructed through the relational network of social practice and how it has functioned as a significant legacy for the development of Viennese cultural tourism. The results reveal that five groups of significant actors/actants have impacted the development of the intangible heritage tourism of Viennese coffeehouses: celebrities, pastries, indoor settings, recommendations, and servicescapes. These actors/actants have become collectively embedded into the relational network of Viennese coffeehouse culture.  相似文献

An increasing number of local economic development agencies in the UK are turning to tourism as a means of urban regeneration and employment creation. Although initiatives vary, there is a nationally inspired emphasis on the development of employee skills as a core element of many regeneration strategies. This paper reports the findings of a qualitative study of the demand for and utilisation of skills by tourism firms in East London, an area that is the recipient of substantial urban aid funding, a proportion of which has an overt focus on skills enhancement designed to develop the tourism sector. It then examines the processes of skills supply within the locality. The paper concludes by identifying the key issues likely to be important if regeneration programmes are to be effective. Given the sheer complexity of effectively managing the web of potential stakeholders in any tourism development it is argued that for the future of Caribbean cruise tourism, the task is compounded by several key issues that warrant discussion. These include the economic dependency of the Caribbean region on tourism, the inequity of power relations between the various stakeholder groups and the lack of proven collaboration within this fragmented region of culturally diverse islands. This paper addresses these issues, discussing the importance of collaboration and planning for development, highlighting the disparate needs of the different stakeholders involved and drawing attention to the continuing paradox between maximising the opportunities presented by Caribbean cruise tourism whilst effectively managing its sustained development. The relationships between heritage, tourism and community are complex and inter-related. Although the heritage system was initially proposed and set up for conservation, the enthusiasm for heritage conservation derives from its potential as a resource providing economic benefits, such as through the tourism industry. Although tourism development brings incentives to the heritage owners and other stakeholders to preserve the heritage, it also changes the nature and universal value of the heritage. In addition, neither the conservation of heritage nor heritage tourism necessarily brings benefits to the community. Yet, the policies are often formulated from one particular approach and lack a systematic and dynamic view and often lead to counter-intuitive results in the long run. This study attempts to develop a holistic system dynamics model of the Xidi world heritage village and analyse the interaction of the social, economic and heritage sectors to examine policies to achieve the goals of development and conservation. The study shows that conservation alone is not enough, policies which attempt to target the needs of the local community, including providing economic opportunities, can be a better choice if the development is carefully planned and effectively controlled to avoid the over-consumption of resources.  相似文献

ABSTRACT

One of the important effects of the political transformation after 1989 in Eastern Europe is the development of tourism and increasing mobility of citizens from many countries, previously separated by the ‘Iron Curtain’. The process of economic and socio-cultural change justifies the debate regarding the future, but also on the legacy of the past. As for South-eastern Poland, tourism has been used as an important narrative tool for spreading, strengthening or weakening ethnic and national stereotypes by promoting cultural resources and performances that enable cooperation and mutual understanding. However, it can also be a source of potential fears or conflicts, for instance by creating controversial tourist attractions and stories about certain historical events. This paper discusses strategies of ‘past presencing’ of the heritage of South-eastern Poland border regions in public life, culture and tourism, drawing on a few examples which show different ways of restoring the memory of the former Eastern Borderlands. The theme village called ‘The Borderland Settlement’ and the historical reconstruction ‘Volyn 1943–2013’ relate to the main myths and the active memory concept that frame tourist narratives and contribute to the reinvention and reinterpretation of dissonant heritage.  相似文献

‘Red tourism’ is to exploit the historical heritage of the Chinese Communist Party for tourism development. Such tourism practice has been used by the nation state of China both to drive the country's economic growth and develop new patronage of the communist ideology among the young generation. From the broader context of China's economic and social changes since 1978 when the country started its open-door policy and economic reform, our paper attempts to examine ‘red tourism’ by analyzing how the nation state of China promotes the communist heritage through ‘red tourism’ in order to sustain the communist identity in a rapidly changing China. Research questions are raised to address the economic and social factors for the nation state involvement in ‘red tourism’: the specific roles of such involvement and the outcomes. Based on a case study, this paper presents how heritage is interpreted at a specific ‘red tourism’ site in order to portray a selective part of the communist heritage as a symbol of the Chinese nation. In so doing, ‘red tourism’ aims to serve the purpose of the nation state to sustain the communist identity in the continuing effort of developing a ‘socialist country of Chinese characteristics’.  相似文献
