天津地区变电工程典型造价研究

正由于不同地区的建设环境、技术条件、建场费、人工费等存在差异,造成不同地区变电工程造价存在显著差异,现有的国网统一的通用造价无法及时反应市场价格和政策因素的变动,难以满足天津地区差异化的需求。国网天津市电力公司经济技术研究院在国网通用设计和通用造价的基础上,综合考虑智能变电站模块化建设方案,研究适合天津地区变电工程典型造价,并根据政策因素、价格因素等对典型造价进行动态管理。

国家电监会于2012年2月17日公布了“十一五”时期投产电力工程项目造价情况。 报告显示，电源建设方面，除水电工程造价总体呈上涨趋势外，火电、风电工程均呈下降趋势；而电网工程方面，交流变电工程造价总体呈下降趋势，交流输电线路工程造价总体呈上涨趋势。在“十一五”投产的电源工程中，火电工程的造价下降最为明显，项目决算单位造价从2006年的3815元，

Algorithmic management in food-delivery platform economy in China

This article investigates the organisation of work under algorithmic control in the platform economy. Based on a 1-year ethnographic study conducted at top food-delivery platforms in China, this study finds two main mechanisms for organising labour under algorithmic management: the virtual organisation of labour and algorithm-driven labour process control. First, platform drivers are reorganised in an outsourced labour force, placed in application-based virtual-networked production under sophisticated technological infrastructure. Second, to habituate drivers to the virtual mode of production, food-delivery platforms utilise four algorithm-driven control techniques, which are identified as: smart machinery control, information monopoly, management by multi-stakeholders, and ‘carrots and sticks’. The findings highlight the process of algorithmic design in configuring a digital managerial ecosystem for platform governance and contribute to emerging debates on algorithmic management.

Summary A portfolio assessment scheme, introduced for one course in 1990 in the School of Engineering, Sheffield Hallam University is proving to be both a stimulus and support for change. The scheme is described and its impact discussed in terms of staff development, the student experience and curriculum development.     

Nutrition in socioeconomic planning in LDCs

Nutrition should be seen as an integral part of the national planning effort. The author examines longterm determinants of food consumption in developing countries and shows that progress in improving nutrition is closely related to raising productivity and efficiency in the national economy. Optimum programmes in nutrition should be part of the design of appropriate social and economic development. This should be done at national and regional levels, with particular emphasis on the regional level.     

十年巨变看舞阳

1997年5月，笔者受当时的冶金部部长刘淇的委托，带领扭亏调查组到舞阳钢铁公司（以下简称舞阳），参加企业扭亏工作。当时，舞阳已经连续4年严重亏损，虽然1995年6月，冶金部调整了舞阳的领导班子，生产经营形势有了一定好转，但并没能扭转亏损局面。1996年，全国工业企业超亿元的亏损大户共14个，冶金系统占了6个，舞阳就是其中之一。在调查工作的后期，刘淇部长也来到舞阳，听取了调查组的汇报，对舞阳下一步的工作提出了明确要求，并且宣布了部党组的决定，调邯钢总经理助理顾强圻为舞阳钢铁公司的副总经理，协助林承模总经理负责全面工作。同年9月，舞阳实行改制，并入邯钢集团，顾强圻出任舞阳的总经理。目前，顾强圻担任舞阳代理董事长、党委书记。     

Changes in food purchases at retirement in France

We estimate the impact of retirement on food expenditure and food quantities purchased, using detailed home-scan panel data on food purchases and household characteristics in France. We identify a causal relationship by exploiting the French legal minimum age for retirement as an exogenous shock to retirement behavior. Upon retirement, households significantly decrease their expenditure on food and the amount of food purchased. Households with lower pre-retirement income appear to be more severely affected. Our results indicate that the decrease in food quantities purchased at the aggregate level is driven by a decline in purchases of food from animal origins. A reduced consumption of animal based food products is likely to undermine the diet balance of retirees.     

Relating in business networks: Innovation in practice

Few studies have looked at the innovation process in the early stages of new business ventures in the context of business networks. Reporting on eight years of development of a new venture, we examine how the development of initial business relationships in an ever-changing business network affects technological innovation. We conclude that technological innovation is contingent on the development of business relationships that are a critical mechanism permitting a new venture not only to access but also to produce knowledge essential for innovating. For management this implies the need to strike a judicious balance between internal focus and closure to produce novel solutions and external focus and openness to experiment in business relationships.
