本文廓清了财政政策与货币政策搭配动态调控宏观经济的机理,揭示了两者协调影响经济的“黑箱”机制及其在经济不同阶段的搭配方式;运用中国2004—2019年的经济季度数据,构建TVP SV VAR模型探究两类政策对宏观经济的调控效应。研究发现:财政政策与货币政策共同把控流动性“闸门”实现互动协调;财政政策搭配货币政策具有时变性,在整体上“同向发力”推动经济发展;两类政策对产出的影响并非始终如理论一致,在结构层面仍有优化靶向性操作的余地。  相似文献

新冠疫情冲击了世界经济增长和金融市场稳定。很多国家推出极度宽松货币政策应对危机。从经典货币政策国际协调的博弈理论来看,应对本次疫情冲击的各国货币政策协调性不足,“以邻为壑”的非合作均衡效果明显。为数不多的货币政策协调也存在执行力不足、深度与广度不够、新兴市场国家话语权低等问题。在世界经济紧密联系、货币政策溢出效应加强的背景下,为了应对疫情冲击,国际组织需要创设协议和合作剩余分配机制,寻找货币政策刺激效果和防止国际资产泡沫之间的平衡,加强政策沟通和信息共享,提高新兴市场国家话语权,建设有效的应对危机的货币政策国际协调机制。中国应在“一带一路”倡议的框架下建立长期货币政策协调机制,在现有的IMF和G20等平台上发挥发达国家与新兴市场国家之间的协调桥梁作用,通过持续开展央行间技术性合作等措施参与和推进协调进程。  相似文献

There has been a major shift within macroeconomic policy over the past two decades or so in terms of the relative importance given to monetary policy and to fiscal policy in both policy and theoretical terms. The former has gained considerably in importance, with the latter being rarely mentioned. Furthermore, the nature of monetary policy has shifted away from any attempt to control some monetary aggregate (prevalent in the first half of the 1980s), and instead monetary policy has focused on the setting of interest rates as the key policy instrument. There has also been a general shift towards the adoption of inflation targets and the use of monetary policy to target inflation. This paper considers the significance of this shift in the nature of monetary policy. This enables us to question the effectiveness of monetary policy, and to explore the role of fiscal policy. We examine these questions from the point of view of the "new consensus" in monetary economics and suggest that it is rather limited in its analysis. When the analysis is broadened out to embrace empirical issues and evidence the clear conclusion emerges that monetary policy is relatively impotent. The role of fiscal policy is also considered, and we argue that fiscal policy (under specified conditions) remains a powerful tool for macroeconomic policy. This is particularly an apt conclusion under current economic conditions.  相似文献

One aspect of reforming the world monetary system is the issue of designing a set of ‘rules of the game’ within which countries can pursue their own national objectives and yet which still leads to some form of global coordination of macroeconomic policies. The issue of strategic interactions between countries has recently received some analytical insights with the application of game theory to the economics literature on interdependence between countries. The purpose of this paper is to survey these recent applications of static and dynamic game theory to the question of international policy coordination. It also surveys the results of the few empirical attempts to measure the potential gains to coordination.  相似文献

We analyse the effect of product market integration on environmental policy incentives in an international duopoly, where national policy makers act strategically. If traditional trade policy instruments are not available, environmental policies will typically be determined by the interaction of conflicting policy incentives. Contrary to popular belief, we find that international product market integration, in this particular setting, might reduce the need for transnational policy coordination, both from a purely environmental and from a social welfare perspective.  相似文献

流动性过剩是当前中国宏观经济中的突出矛盾,影响了中国经济健康有序的发展。要解决流动性膨胀问题,不应该仅仅从银行体系这个角度来考虑,而应该从整个宏观经济平衡这个更为广泛的视角去分析和研究。这意味着仅仅依靠货币当局,沿用提高存款准备金率和存贷款利率、向市场发行央行票据等现有的货币政策手段来应对流动性膨胀,难以根治问题。应在运用货币政策的同时,配合财政政策,通过两大政策的协调配合,建立起消费主导的良性经济发展模式和合理的国民收入分配格局,才是应对流动性膨胀的治本之策。  相似文献

The paper analyzes monetary and fiscal stabilization and coordination in a multi‐sector stochastic new open economy macroeconomics (NOEM) model. It first aims to assess the capacity of fiscal and monetary policy to reduce or eliminate the negative welfare effects of an unanticipated productivity shock affecting some or all of the sectors in each country. Second, it evaluates the possible gains from international monetary cooperation as well as the impact of active fiscal policy on the welfare performance of monetary policy. The setup also allows for international asymmetry concerning the uncertainty over the shocks. The results show that monetary and fiscal policies are efficient tools of stabilization and under several conditions they can replicate the flexible‐price equilibrium. However, their welfare performance is not necessarily increased when both monetary and fiscal policies react to shocks at the national level. The existence of bilateral gains from monetary cooperation depends on the degree of asymmetry concerning the uncertainty over the shocks.  相似文献

Financial frictions differ across countries and thus cause international differences in the transmission of shocks. This paper shows how the optimal mix of monetary and fiscal policy depends on these country-specific financial frictions. To this end, we build a two-country DSGE-model of a monetary union. Financial frictions are captured by the cost channel approach. We show that the traditional solution to the assignment problem – the common central bank stabilizes the inflation rate at the union level and the national fiscal authorities stabilize the national economies – does not hold in a world with financial frictions. The cost channel decreases the efficiency of monetary policy and increases the need for fiscal stabilization even at the union level. Moreover, the more heterogeneous the union, the more important is fiscal policy in stabilizing shocks. Finally, we evaluate the scenarios in terms of welfare of the representative household.  相似文献

This paper examines the interactions between multiple national fiscal policymakers and a single monetary policy maker in response to shocks to government debt in some or all of the countries of a monetary union. We assume that national governments respond to excess debt in an optimal manner, but that they do not have access to a commitment technology. This implies that national fiscal policy gradually reduces debt: the lack of a commitment technology precludes a random walk in steady-state debt, but the need to maintain national competitiveness avoids excessively rapid debt reduction. If the central bank can commit, it adjusts its policies only slightly in response to higher debt, allowing national fiscal policy to undertake most of the adjustment. However, if it cannot commit, then optimal monetary policy involves using interest rates to rapidly reduce debt, with significant welfare costs. We show that in these circumstances the central bank would do better to ignore national fiscal policies in formulating its policy.  相似文献

通过对 5年多来我国“积极”货币政策效果不尽如人意原因的研究 ,本文认为 :货币政策传导过程中有大量货币不是被传导并作用于生产、流通和消费等实体经济环节 ,而是“渗漏”到股票市场“漏斗”和银行体系“黑洞” ,其效应构成了实现货币政策目标的反制力量。公众心理预期变化、收入分配差距拉大和区域经济发展不平衡是“渗漏”效应产生的最直接、甚至是最重要的原因 ,它们交织在一起 ,共同驱动货币在货币政策传导过程中大量“渗漏” ,导致严重的“渗漏”效应。为提高我国货币政策的有效性 ,必须有效抑制“渗漏”效应。  相似文献

The performance of the Indian economy in recent years has attracted increasing international interest. This paper focuses on the role of fiscal and monetary policies in the evolution of the Indian economy over the years, with particular attention being given to the reforms undertaken in these policies since the early 1990s. The coordination of fiscal and monetary policies has been crucial in the sequencing of the economic reform process carried out since the early 1990s. Monetary policy aims to maintain a judicious balance between price stability and economic growth. With the opening up of the Indian economy and the spread of financial sector reforms aimed at functional autonomy, prudential strengthening, operational efficiency, and competitiveness of banks, considerations of financial stability have assumed greater importance in recent years alongside the increasing openness of the Indian economy. The biggest challenge facing the conduct of fiscal and monetary policy in India is to continue the accelerated growth process while maintaining price and financial stability. Therefore, the self‐imposed rule‐based fiscal correction at both the national and subnational levels has to be consolidated and carried forward. The existence of a high level of fiscal deficit also contributes to the persistence of an interest rate differential with the rest of the world, which then also constrains progress toward full capital account convertibility. The success achieved in revenue buoyancy through tax rationalization and compliance has to be strengthened further.  相似文献

This paper provides a comprehensive analysis of the interest rate pass-through of euro area monetary policy to retail rates outside the euro area, contributing to the literature on the consequences of unofficial financial euroization and on the transmission channels of monetary policy spillovers. The results suggest that in the long run, more than the one-third of all euro retail rates in euroized countries of central, eastern, and south-eastern Europe is linked to the euro area shadow rate. Compared with euro area monetary policy, the share of cointegration of the domestic monetary policy rate is on average lower, suggesting that domestic central banks in euroized countries with independent monetary policy can only partially control the “euro part” of the interest rate channel. Furthermore, euro area monetary policy shocks are fast and persistently transmitted into euro retail rates outside the euro area, which constitutes an additional channel of international shock transmission.  相似文献

Using two unique confidential datasets summarizing the cross‐border lending of banks in France and the UK, we examine whether recipient‐country prudential policies can help to reduce the spillover effects of euro‐area (EA) monetary policy. We address this question from a novel angle, focused on the role of international financial centres, by considering differences in bank size and location (lending from French headquarters vs. from French affiliates located in the UK). For small French banks that lack a presence in international financial centres, the response of direct cross‐border lending from France to EA monetary policy is partially offset by recipient‐country prudential policy. For larger banks, however, the offsetting effect applies only to lending that passes through foreign affiliates located in London. This suggests the existence of a “London Bridge”: banks adapt their flows to the UK conditional on EA monetary policy and global prudential policies; and from their UK affiliates to third‐party countries in a manner that depends on local prudential settings.  相似文献

Specifically, the paper determines piecemeal policy rules on strictly Pareto-improving bilateral reforms of public debts and provides answers to two interesting questions: In circumstances where reforms of public debts and international transfers are strictly Pareto-improving, could reforms of international transfers without reforms of public debts be relied upon to achieve strict Pareto improvement? Six years into the successful operation of European economic and monetary union (EMU), the conduct of the single monetary policy and of national economic policies and the interaction between them continue to be debated by both academics and policy-makers. This paper approaches the debate by assessing the role that strategies, rules and discretion play in the conduct of economic policies in the euro area. From this perspective, it discusses in particular the monetary policy strategy of the European Central Bank (ECB), the rules-based framework for national fiscal policies as laid down in the Stability and Growth Pact and the structural reform efforts under the umbrella of the Lisbon Strategy. It concludes that the current policy framework - with its combination of strategies, rules and constrained discretion - is well suited to deliver stability and growth in Europe, provided it is implemented effectively.  相似文献

ABSTRACT

The paper intervenes in the debate on macroeconomics, money, gender, and financialization. Generally, there is an omission in gender studies on gender-specific effects of monetary policy. Not only is there a blind-spot about the role of monetary policy in feminist political economy, there is equally a blind-spot in meso-level analysis which focus on the social construction of institutional mechanisms and the predatory market power of oligopolistic banks. Yet, monetary policy is neither neutral in the short-term nor long-term. Such policies have gender-differentiated effects on employment, income, consumption, savings which in turn have feed-back effects on economic growth. My intent is to focus on the changing role of monetary policy and highlight the omission in gender studies on financialization, as well as argue that the shift of the credit cycle to fictitious capital (future revenue) is one of the central explanatory variables in the predatory banking model of subprime lending. Yet, the financial crisis of 2007 did not usher in a normalisation of the credit and finance system. Exactly the opposite happened. Unconventional monetary policy continues to facilitate a credit system based on future claims which has gendered distributional effects, in the process increasing the wealth inequality on a global scale.  相似文献

In recent years, the rules-versus-discretion debate over monetary policy has taken on new life. In the 1960s, this debate focused on the relative merits of nonactivist policies versus activist stabilization policies. When rational expectations arguments emerged in the 1970s, the debate broadened into three categories: activist policies characterized by rules, activist policies characterized by discretion, and nonactivist policies characterized by rules. This paper presents arguments for a particular example of the latter of these policies…specifically, a monetary policy which accords preeminence to achieving price-level stability. Central to these arguments is a comparison of this hypothetical policy with the actual monetary policy pursued by the Federal Reserve System, which is a type of activist policy characterized by discretion. The comparison suggests that actual monetary policy is more constrained than is generally realized. A rule mandating that the Federal Reserve accord preeminence to achieving price-level stability, then, should not be regarded as a policy which would significantly increase constraints on monetary policy. Instead, such a rule should be regarded as replacing implicit, poorly understood constraints with explicit constraints.  相似文献

In this article, the authors illustrate the use of Bloomberg for analyzing topics in macroeconomics and monetary policy in economics and finance courses. The hands-on experience that students gain from such a course has many benefits, including deeper learning and clearer understanding of data. The authors describe goals and learning objectives, then compare Bloomberg with Federal Reserve Economic Data (FRED). In addition, they provide examples of how to use Bloomberg in the classroom, describe how to have students perform sector analysis, show how Bloomberg tools are useful for analyzing monetary policy, discuss how to use Bloomberg to analyze the financial sector, and illustrate the platform’s use in a case study.  相似文献

In this paper we study asymmetries in the Taylor rule for the United States during the 1970–2012 period. We show that monetary authorities have been constantly concerned with excess demand in overheated periods – when the output gap is positive or the unemployment rate falls below 7% or 7.5% – raising the interest rate aggressively in that case. However, the Fed seems more reluctant to decrease the fund’s rate during recessions. On the contrary, monetary authorities react symmetrically and forcefully to inflation in booms and busts. Finally, we provide evidence that an expansionary fiscal policy does not lead to an increase in interest rates, and thus there is not necessary a “crowding-out” effect in recessions.  相似文献

利率规则理论是以短期利率作为货币政策工具而发展起来的一套新的理论,它体现了货币经济学家在货币政策领域内的新的尝试和努力。在利率规则理论中,货币经济学家试图解决两个问题:利率规则冲击对非政策经济变量的短期影响是什么,以及一个好的利率规则应当具有怎样的性质。利率规则将短期利率作为非政策经济变量的内生反应函数,使得货币经济学家可以在一般均衡模型中探讨这两个问题。然而,由于利率规则从一开始就是出于一种偏好的设定,因此,讨论的结果并不符合稳健性和科学性的要求,这就削弱了理论预言的可靠性。在某种意义上,利率规则理论若想成为一门真正的"科学的艺术",它就必须为内生利率规则寻找到一个坚固的微观基础。本文梳理评述了利率规则理论在经验上和理论上的成就和不足。  相似文献
