我国货币政策正在向价格型调控方式转型,有必要探索符合我国实际的泰勒规则以确定政策利率目标水平,而如何科学合理地估算潜在产出和自然利率是关键。本文对构建多目标下的中国化泰勒规则时应考虑的因素作了深入探讨,并将金融周期信息纳入我国潜在产出的测算,同时采用基于潜在产出的方法对自然利率进行估算,进而分不同情形尝试估算我国的规则利率水平。结果表明,考虑金融周期信息后的潜在产出在金融扩张期将低于传统方法的估计结果,可为政策制定者有效应对经济运行的过热现象或泡沫化状态提供参考;无论是基于何种潜在产出和自然利率的测算组合,将国内外利差、房价涨幅偏离经济增长程度纳入中国化泰勒规则的构建均是合理的;不同情形下估算的规则利率走势,自2004年以来与货币市场利率走势均较为相近,且2013年后随着利率市场化改革的快速推进,差距呈明显缩小态势,但2017年下半年至2018年期间,受国际宏观形势和国内因素影响,估算的规则利率均快速上扬,与货币市场利率走低形成反差。  相似文献

We examine the performance and robustness properties of monetary policy rules in an estimated macroeconomic model in which the economy undergoes structural change and where private agents and the central bank possess imperfect knowledge about the true structure of the economy. Policymakers follow an interest rate rule aiming to maintain price stability and to minimize fluctuations of unemployment around its natural rate but are uncertain about the economy's natural rates of interest and unemployment and how private agents form expectations. In particular, we consider two models of expectations formation: rational expectations (RE) and learning. We show that in this environment the ability to stabilize the real side of the economy is significantly reduced relative to an economy under RE with perfect knowledge. Furthermore, policies that would be optimal under perfect knowledge can perform very poorly if knowledge is imperfect. Efficient policies that take account of private learning and misperceptions of natural rates call for greater policy inertia, a more aggressive response to inflation, and a smaller response to the perceived unemployment gap than would be optimal if everyone had perfect knowledge of the economy. We show that such policies are quite robust to potential misspecification of private sector learning and the magnitude of variation in natural rates.  相似文献

The policy implications of combining rational expectations with the natural rate of unemployment hypothesis are reviewed. A monetary policy feedback rule is estimated on Canadian data for the period 1927–1972. The residuals from the regression serve as the unanticipated components of monetary policy while predicted values serve as expected monetary growth. An unemployment equation is then developed in which the unemployment rate is allowed to be influenced by expected and unexpected monetary policy and fiscal and foreign spending. The evidence confirms the hypothesis that it is unanticipated monetary policy that affects unemployment and that anticipated monetary growth plays no significant role.  相似文献

We examine how cross-firm and cross-country heterogeneity shapes the responses of corporate investment in emerging markets to changes in U.S. monetary policy and financial-market volatility, the latter proxying for uncertainty. We find that in response to increases in U.S monetary policy rates or financial-market volatility, financially weaker firms reduce investment by more than financially strong firms. We also show that firms with stronger balance sheets delay investment voluntarily when faced with higher uncertainty. Finally, we find that stronger macroeconomic fundamentals (lower public debt or higher international reserves) help to buffer corporate investment from increases in U.S. monetary policy rates.  相似文献

This paper studies the nonlinear response of the term structure of interest rates to monetary policy shocks and presents a new stylized fact. We show that uncertainty about monetary policy changes the way the term structure responds to monetary policy. A policy tightening leads to a significantly smaller increase in long-term bond yields if policy uncertainty is high at the time of the shock. We also look at the decomposition of bond yields into expectations about future policy and the term premium. The weaker response of yields is driven by the fall in term premia, which fall more strongly if uncertainty about policy is high. Conditional on a monetary policy shock, higher uncertainty about monetary policy tends to make securities with longer maturities relatively more attractive to investors. As a consequence, investors demand even lower term premia. These findings are robust to the measurement of monetary policy uncertainty, the definition of the monetary policy shock, and to changing the model specification.  相似文献

央行的货币政策实施受货币政策环境制约,特别是实施价格型货币政策时,在不同的利率环境下央行可能选择不同的利率调控模式。为此,通过构建门限回归模型对货币政策调控模式与利率区制的相依性进行实证检验,结果发现:在不同的利率区制内中央银行的政策偏好和利率调控模式存在显著差异。在高利率区制,中央银行存在针对产出缺口调整名义利率的政策偏好;在低利率区制,中央银行则不存在这种政策偏好,低利率环境下货币政策效应弱化甚至失效是导致此区制中央银行不针对产出缺口调整利率的主要原因。  相似文献

本文构建包含国际投资者、外资企业和银行流动性冲击的DSGE模型来探究美联储货币政策变动和政策不确定性对我国宏观经济的影响和作用机制。研究发现:(1) 美联储加息会导致我国产出、投资和通货膨胀的下降、汇率贬值、国际资本外流和银行系统流动性紧张。随着金融摩擦程度的增加和银行杠杆率的上升,美联储加息对我国产出、投资和资产价格的负面影响会进一步增强。(2) 美联储货币政策不确定性的增加会直接导致外资企业的投资、劳动需求和产出的下降,并对我国总产出、总投资和资产价格产生明显的负向外溢效应,进一步加剧我国宏观经济的波动。(3)为应对美联储的利率变动,适当限制国际资本流动能有效稳定我国经济波动和改善社会福利,而实施固定汇率和央行盯住美国利率的政策会加大宏观经济的波动,并导致社会福利下降。  相似文献

It is most important for monetary policy to track the natural rate of interest when interest rates take large and sustained swings away from their long‐run equilibrium values. Here, we study two models: a standard New Keynesian model and one in which government bonds provide liquidity. Policy rules that cannot track the natural rate perform poorly in both models, but are especially bad in the second because of sustained movements in the natural rate induced by fiscal shocks. First difference rules, on the other hand, do surprisingly well. When model uncertainty is taken into account, the dominance of the first difference rule is even more pronounced.  相似文献

This study examines the dynamic causal links and volatility spillovers of inflation, output growth and their uncertainties in four South Asian countries, namely, Pakistan, India, Bangladesh and Sri Lanka by utilizing asymmetric GARCH family models. Our empirical evidence supports a number of important conclusions. There is an overwhelming support for Friedman-Ball hypothesis of positive inflation-uncertainty trade-off for all countries excluding India and Sri Lanka. The Cukierman-Meltzer’s idea that inflation uncertainty generates inflation, hold for Bangladesh and Sri Lanka only and the Holland’s hypothesis of negative influence of inflation uncertainty on level inflation is supported by India only. The positive influence of output uncertainty on inflation (Devereux (1989) hypothesis) is supported by all countries excluding Bangladesh while nominal uncertainty (real uncertainty) has negative (positive) effect on output growth in Pakistan (Bangladesh). Output growth is reducing real uncertainty in all countries excluding Sri Lanka and nominal uncertainty in Pakistan only. There is significant negative relationship between inflation and output growth for Pakistan only while real uncertainty is positively (negatively) related with nominal uncertainty in India (Bangladesh). The estimated results are almost robust with the simultaneous estimation procedure for testing the main hypotheses. In general, there is asymmetric effect and persistence of the GARCH parameters for all countries. The study suggests that the concerned central banks should pay more attention to the effects of macroeconomic uncertainty and should focus their monetary policy strategy on stabilizing both output growth and inflation.  相似文献

This paper provides compelling evidence that cyclical factors account for the bulk of the post‐2007 decline in the U.S. labor force participation rate (LFPR). We then formulate a stylized New Keynesian model in which the LFPR is practically acyclical during “normal times” but drops markedly following a large and persistent aggregate demand shock. These considerations have potentially crucial implications for the design of monetary policy, especially when interest rate adjustments are constrained by the zero lower bound; specifically, monetary policy can induce a more rapid recovery of the LFPR by allowing the unemployment rate to fall below its natural rate.  相似文献

本文将传统泰勒规则发展为具有时变转换概率的马尔科夫区制转换泰勒规则,基于Kim(2004)以两步MLE方法估计了该货币政策规则,并证明了其稳定器作用。研究发现:(1)货币政策中规则性成分的稳定器作用存在非对称性,在区制一内,规则性成分不存在稳定器作用,在区制二内,规则性成分有较强稳定器作用;(2)货币政策中相机抉择成分可以影响各区制的自我演化概率,在进行相机抉择逆周期调控的同时,又可以引导经济系统转向规则性成分有稳定器作用的区制。文章最后根据该货币政策规则的稳定器作用机制给出货币政策操作模式,在经济增长放缓时期,中央银行应该以增大基础货币增长和宽松型窗口指导为直接操作工具,以短期名义利率为中间目标;在经济高涨时期,中央银行应该以提高直接标价法的中美汇率水平和上调存款准备金率为直接操作工具,以短期名义利率为中间目标。  相似文献

We show that dispersion‐based uncertainty about the future course of monetary policy is the single most important determinant of Treasury bond volatility across all maturities. The link between Treasury bond volatility and uncertainty about macroeconomic variables is much stronger than for the more traditional time series measures of macroeconomic volatility and adds beyond the information contained in lagged bond market volatility. Uncertainty about monetary policy subsumes the uncertainty about future inflation (consumer price index and the deflator) and economic activity (unemployment, real and nominal gross domestic product and industrial production). In addition, causality clearly runs one way: from monetary policy uncertainty to Treasury bond volatility.  相似文献

In an economy with nominal rigidities in both an intermediate good sector and a finished good sector, and thus with a natural distinction between CPI and PPI inflation rates, a benevolent central bank faces a tradeoff between stabilizing the two measures of inflation, a final output gap and, unique to our model, a real marginal cost gap in the intermediate sector, so that optimal monetary policy is second-best. We discuss how to implement the optimal policy with minimal information requirement and evaluate the robustness of these simple rules when the central bank may not know the exact sources of shocks or nominal rigidities. A main finding is that a simple hybrid rule under which the short-term interest rate responds to CPI inflation and PPI inflation results in a welfare level close to the optimum, whereas policy rules that ignore PPI inflation or PPI sector shocks can result in significant welfare losses.  相似文献

This paper provides a baseline general equilibrium model of optimal monetary policy among interdependent economies with monopolistic firms and nominal rigidities. An inward-looking policy of domestic price stabilization is not optimal when firms’ markups are exposed to currency fluctuations. Such a policy raises exchange rate volatility, leading foreign exporters to charge higher prices vis-à-vis increased uncertainty in the export market. As higher import prices reduce the purchasing power of domestic consumers, optimal monetary rules trade off a larger domestic output gap against lower consumer prices. Optimal rules in a world Nash equilibrium lead to less exchange rate volatility relative to both inward-looking rules and discretionary policies, even when the latter do not suffer from any inflationary (or deflationary) bias. Gains from international monetary cooperation are related in a non-monotonic way to the degree of exchange rate pass-through.  相似文献

A money supply-reaction function is developed and estimated within the context of an IS-LM framework to test the responsiveness of the Federal Reserve to the government budget restraint and certain parameters of the model. The results reveal that a large portion of the recent expansion of the monetary base may be attributed to increases in government debt and provide an essential first step in quantifying the inflationary impact of deficits. The monetary base is also expanded in response to increases in inflationary expectations and previous increases in the monetary base, but is not statistically correlated to changes in the unemployment rate or potential national income, or to rises in interest rates caused by sources other than higher inflationary expectations, previous monetary policy, or the Treasury borrowing requirement.  相似文献

We introduce a macro-finance model in which monetary authorities adjust the money supply by targeting not only output and inflation but also the slope of the yield curve. We study the impact of McCallum-type rules on capital growth, the volatility of interest rates, the spread between long- and short-term rates, and the persistence of monetary shocks. Our model supports the Federal Reserve's choice to incorporate financial data in their policy decisions and expand the monetary base to decrease the nominal interest rate spread at the cost of lower expected long-term growth.  相似文献

The article estimates the impact of monetary policy on income inequality in China. The empirical time series analysis finds that a battery of monetary indicators and the change in the unemployment rate lead to increases in the Gini coefficient. But only unemployment is statistically significant. The lack of significance of the monetary indicators is robust to running different econometric models using nominal output as an alternative to unemployment. Unemployment’s impact on income inequality is robust to considering a fiscal policy proxy alongside inflation in the benchmark equation.  相似文献
