If trade unions are to reverse the membership decline sustained since 1979, more young workers must be recruited. This paper examines the views of young workers towards trade unions by reference to survey data. It argues that there is little evidence of a ‘Thatcher’s children’ effect in which principled opposition to trade unionism is widespread. Instead the paper shows that shifts in the labour market, the effects of employer resistance to trade unionism and union inefficiencies have a marked effect on the unionisation of young workers.  相似文献

The increase in ‘atypical’ or precarious forms of work, including part‐time, temporary or agency, contracted‐out, posted, dependent self‐employed and undocumented work, has created one of the major challenges facing trade unions in Europe today. Indeed, the ‘atypical’ has become more and more ‘typical’ in a number of European countries, particularly among women and younger workers. The rise in atypical forms of work calls for changes in the way trade unions develop strategies, policies and structures and presents a challenge to their traditional ways of thinking and organising. This article begins with the definition of atypical work and a general overview of the literature on the subject before moving on to the nature of the challenge it creates for trade unions in Europe and an overview of their responses, drawing on preliminary findings from a three‐year research project in unions in 10 European countries. The article concludes that while unions have made a great deal of progress in addressing the concerns of atypical workers, they will have to make substantial changes to their structures, thinking and way of operating in order to be fully able to respond to the challenge of this growing form of work.  相似文献

This paper considers positive action strategies amongst UK trade unions, aimed at increasing membership and levels of participation and representation among women and black workers. It provides an overview of women’s, black members’ and race structures within large Trades Union Congress unions and a detailed case study of one large UK trade union. We find that there are salient differences in the way that unions approach issues of gender equality, compared with the approach adopted towards race equality. The paper explores possible explanations, justifications and implications of these differences.  相似文献

The challenge facing unions in recruiting younger workers is a comparatively recent concern, prompted by years of decline. As such, there is very little comparable discussion prior to the 1980s. This article takes a longer view. Using previously unpublished survey data from the early 1960s, we show that patterns of membership and attitudes to unions were more complex than headline figures might suggest. Specifically, we highlight areas of weakness associated with organising strategy at the time, and suggest some implications with subsequent trends. More generally, the data presents a unique insight into the lives of young workers in the early 1960s and their relationship with their trade unions.  相似文献

Many commentators have argued that a shift towards post‐industrial modes of production and employment has progressively undermined the conditions for collective labour organisation and regulation. The capacity of trade unions to respond to these changes and represent the interests of contingent workers has become a key issue in many industries in which employment has become increasingly fragmented. This article examines patterns of interest representation pursued by freelance workers in the UK audio‐visual sector. In particular, it examines three critical cases to explore the potential of networks of freelance workers for representing their interests and to consider the implications for trade unions as traditional collective actors. We conclude that networks can provide forums through which interests can be articulated, but their limitations in representing freelance workers offer trade unions a crucial opportunity to extend collective regulation.  相似文献

The contraction of union representation in Britain raises the question of whether or not unions still achieve a wage premium. Analysis of matched employer–employee data from the 1998 Workplace Employee Relations Survey shows that there is now no demonstrable premium for private sector workers in general. However, unions do achieve a wage premium of around 9% for about half of employees covered by collective bargaining arrangements. The effect of union bargaining spills over to other employees in the same workplaces. The paper identifies circumstances where union effects are strongest—employer endorsement of union membership, high collective bargaining coverage and multi-unionism.  相似文献

This article explores the organisational dynamics of the ‘Association of Call Centre Workers’ and aims to discover the effectiveness and sustainability of it as a new actor for representing the interests of call centre workers in Turkey. While traditional trade unions have fundamental problems such as efficacy and representation of various worker groups in changing workplaces, in the Turkish context, they have additional difficulties based on structural and legal constraints. Call centre workers seldom utilise the formal representation channels because of these and some other individual reasons such as a lack of information about their rights and labour movements. Moving from the importance of analysing the informal worker organisational dynamics in the case of a new trade union for call centre workers, the emphasis of the research is on the ability of the Association to develop a form of resistance and representation for the previously unrepresented.  相似文献

Interest has grown in the methods that trade unions can use to organise and represent the substantial proportion of the workforce engaged in ‘contingent work’. This article examines trade union representation of self‐employed freelances in the UK. Empirical material is presented from case studies of the media and entertainment unions, with their long history of representing freelances, and more recently established unions representing freelance tour guides, interpreters and translators. The analysis indicates that there is a distinctive form of freelance unionism in the UK which is distinguished by its emphasis on organising and representing workers in the external labour market where they seek work and develop a mobile career. This orientation ‘beyond the enterprise’ distinguishes freelance unionism from the dominant form of unionism in Britain.  相似文献

Combining ethnographic inquiries with questionnaires, this article rectifies the dearth of systematic research on core employees in Turkey's shipyards. In doing so, it revises conventional associations of precarity with the peripheral jobs both exclusively and predominantly. In particular, we point to the rise of a peculiar model, ‘paradoxical precarity’, as the core jobs have become more identifiable with precarity than the rest. Paradoxical precarity has four distinguishable contours: (i) The masses of core employees lost their jobs to precarious workers. (ii) Even so, a substantial proportion of employees remain at the core. (iii) This, however, came at a cost: they became more dissatisfied than others with remuneration, job security, employee involvement and job intensity whilst frustrated with unions and (iv) paradoxical precarity has faced political and economic challenges but it is reproduced by a managerial short‐termism under competitive pressures to save on high skills thanks to an ever‐increasing number of graduates.  相似文献

Is adopting a social movement role the most effective organisational strategy for organised labour or is it little more than an ideal, in an age of austerity and union defensiveness? This article draws on a national survey of Congress of South African Trade Union (COSATU) members to test perceptions of union activities and finds that COSATU unions largely embrace a social movement role. However, in the context of insecurity, unions need to address the central challenge of declining formal sector employment and precarious jobs.  相似文献

This paper argues that trade union activism within the new era of information and communication technologies (ICTs) offers the potential for unions to become more inclusive of under‐represented groups. Traditional conceptions of activism, participation and democracy within trade unions require physical presence at meetings at times and in spaces incompatible with caring responsibilities and atypical hours of work. This restricts the participation of women and other ‘atypical’ workers in trade unions. The paper explores the complexities of electronic forms of union activism in practice, indicating that while some positive features are experienced, there are also a range of obstacles, barriers and possible negative consequences.  相似文献

In this article, I explore the development of women‐only unions in Japan and Korea. Women‐only unions, which organise women workers across enterprises and employment status boundaries in both countries, have appeared only recently and are new areas of research. While the strategy to form autonomous women‐only unions in Japan and Korea is a recent phenomenon, women workers in both countries are continuing a tradition of women's activism that has challenged both management and the male domination of the union movement. By taking a broad scope and by organising the growing non‐full‐time workforce and women employed in small workplaces, the formation of women‐only unions in Japan and Korea is a positive development for both non‐unionised women workers and for the broader workers' movement in general.  相似文献

In an environment of what would appear to be a widening ‘representation gap’ developing in many organisations, there has been considerable discussion on the effectiveness of non–union employee representation (NER) structures as communication devices and mechanisms for employee involvement, or as a substitute for unions in the collective bargaining process. The underlying debate centres on whether NER forms make trade unions unnecessary, or whether NER forms have a role different from, but complementary to, that of unions at the workplace. The findings of this study suggest that a ‘substitute’ or union avoidance strategy as used at News International Newspapers could have limitations. The implications of not recognising these limitations could result in greater indirect union influence in workplace issues and greater employee dissatisfaction at the workplace.  相似文献

This article considers the attitudes and experiences of female full‐ and part‐time workers towards trade unions. Expanding upon previous research it suggests that while the attitudes of full‐ and part‐time workers towards trade unions are similar, experiences of trade unions are not: they depend upon the employment context and work history. A life course perspective is advanced, which examines women's employment contexts and transitions between full‐ and part‐time work in order to further explain female part‐timers’ lower likelihood of unionising.  相似文献

This article analyses workers’ attitudes to trade unions by comparing the survey responses of Unison members with public sector workers who have left or never joined a union. It examines whether differences between these groups can help to explain union‐joining behaviour and membership patterns. The findings demonstrate that there are few differences in attitudes between Unison members, ex‐unionists and never‐members on the issue of ‘union effectiveness’. However, ex‐unionists were more reluctant to re‐join unions than never‐members. The evidence concludes that if public service unions are to recruit new members, they need to adopt differentiated strategies and representatives have to target ex‐unionists and never‐members in the workplace.  相似文献

In the German manufacturing sector, white‐collar workers have outpaced blue‐collar workers in numbers. Therefore, unions and works councils have launched initiatives to attract, mobilise and organise white‐collar workers. This paper extends the assessment of the impact of globalisation and technological change on the bargaining power and preferences of employees, by taking worker heterogeneity into account. In contrast with previous studies, two separate unions – representing low-skilled and high-skilled workers respectively – are considered. Using Belgian firm-level data, labour bargaining power and relative wage preference have been estimated by skill level. When these estimates are subsequently regressed on a set of potential determinants, the bargaining power of low-skilled workers appears to fall with imports and offshoring, whereas the bargaining power of high-skilled workers is only positively affected by R&D activities. In addition, a significant effect of globalisation is found on the relative preference of unions for wages over employment, indicating that the effect of globalisation on the behaviour of labour unions is more encompassing than frequently assumed.  相似文献

Official Russian trade unions seek to maintain their traditional privileges and resources, while alternative unions have remained marginal and relatively ineffectual. The result is that workers are not effectively represented by either type of union. The issue of work-life rights is increasingly present in trade unions, who advocate for improved working conditions and living standards of workers. Indeed, unions have adopted numerous resolutions on the subject of work-family balance over the years and they have been negotiating with companies and public organizations in this field, and started to look at the situation within their own organization. However, while unions have negotiated work-life rights for their members, this appears to apply more to the workplaces unions represent than to unions themselves, as employers, and the situation of their own employees. Our research shows that a culture of long hours and strong commitment to the cause sometimes makes it difficult to balance work and family for union employees. Also, the younger generation appears to question the culture of long hours as a signal for performance.  相似文献
