This paper examines the possibility of spatial spillover effects of transport infrastructure in Chinese regions. We estimate the regional spillovers of the transport infrastructure stock by applying a spatial Durbin Model for the time-period 1978–2009, and also three sub-periods, 1978–1990, 1991–2000 and 2001–2009. The results indicate that positive spillovers exist in each period due to the connectivity characteristic of transport infrastructure at the national level. At the regional level, transport infrastructure spillover effects vary considerably over time among China’s four macro-regions: the eastern region enjoyed positive spillovers all the time; the northeastern region had no significant spillover effects in 1978–1990, negative spillovers in 1991–2000, and positive spillovers in 2001–2009; the central region had negative spillovers for the three sub-periods; for the western region, negative spillovers can be observed after the 1990s. The analysis indicates that changes in spillovers among regions are closely associated with the migration of production factors in China during the last decades.  相似文献

We introduce a methodology to develop a geo-typology (geotype) that categorizes each location in the United States in terms of their main drivers of transportation demand and supply. We develop the first comprehensive set of geotypes for both urban and rural areas across the entire United States. This typology is designed to facilitate national level modeling of multi-modal transportation system's response to alternative investment strategies differentiated across different types of locations. We develop a two-stage clustering procedure to systematically and quantitatively characterize the ways in which locations across the nation are similar or different with respect to their potential response to investment strategies of interest. First, we cluster all 73,057 census tracts, using factor analysis and the CLARA clustering algorithm into “microtypes” based on their street network and economic characteristics. Then we cluster regions (core-basic statistical areas and counties) into “geotypes” using PAM clustering according to their commute configurations, polycentricity and density. The resulting set captures both local and regional variation. These microtypes and geotypes are comparable across all locations, enabling a national level perspective, while maintaining sufficient heterogeneity to support a variety of transportation analyses capturing critical geographic variation.  相似文献

This paper examines the existence of dynamic volatility spillovers within and between the dry-bulk and tanker freight markets by employing the multivariate DCC-GARCH model and the volatility spillover index developed by Diebold and Yilmaz (2012, 2009). This methodology is invariant to ordering the variables when estimating a VAR model and allows for the disaggregation of volatility spillovers in total, directional, net and net pairwise. Results reveal the existence of large time-varying volatility spillovers across shipping freight markets, which are more intense during and after the global financial crisis.  相似文献

Whether high-speed railway (HSR) can drive regional economic growth (REG) along the route is controversial, and the effectiveness of HSR connecting less developed and developed regions especially need to be further tested. The Guangdong-Guangxi-Guizhou High-Speed Railway (GGGHSR) has connected the most developed eastern region and the less developed western region in China, and it's a typical object to study the impact of HSR on less developed areas. This paper uses NPP-VIIRS remote sensing data from the period 2012–2017 to represent the level of regional economic growth along the route, and uses the PSM-DID method to analyze the impact of HSR in a quantitative way. The results show the following: Firstly, opening of the GGGHSR has led to an increase in light value along the route, but not produced a significant “corridor effect” along the route, with no significant REG in all counties along the route; Secondly, the effectiveness of the GGGHSR have spatial differences along the route, with a greater effect on less developed areas and areas far away from regional center city; Thirdly, the effectiveness of HSR driving less developed areas is mainly through “investment effect” and “industrial structure effect” these two mechanisms. The contribution of this study lies in the use of objective light data to study the relationship between HSR and REG, and select this typical GGGHSR project proving the driving role of HSR in the economic growth of less developed areas.  相似文献

This paper develops a methodology for calculating the European value added value (EVA) generated by transport infrastructure projects. This approach is particularly useful for evaluating projects in the framework of Trans-European Transport Networks (TEN-T), although it may also be used in trans-national projects in other geographical areas. The methodology is based on the appraisal of spatial spillovers generated by trans-national projects by using accessibility indicators (access to markets) and Geographical Information Systems (GIS). Projects are split into sections and spillover effects of each section are then computed. The sections that produce a high proportion of spillovers in relation to internal benefits generate a high EVA. Additionally, indicators are obtained of the effects of each section in terms of spatial concentration on the different countries affected, efficiency (general improvement in accessibility) and territorial cohesion (reduction in accessibility disparities between regions). The validity of this approach is verified by applying it to TEN-T priority project 25. This methodology does not seek to replace existing project appraisal methodologies (particularly the cost-benefit analysis); rather it provides complementary data for decision-making. Sections which are scarcely profitable from the cost-benefit analysis perspective but which have high European value added should receive more European funding than more profitable sections of markedly national interest.  相似文献

High-speed rail has developed both nationally and internationally in Europe as a successful alternative to both air and road over distances of 400–600 km. Inter-city traffic, especially between the major metropolitan areas in North-west Europe has benefitted greatly from the investment in this network. This paper explores two issues: the impact on the intermediate areas between these major metropolitan areas and the creation of potential cross-border inter-regional services. The evidence shows how both levels of service and potential economic impacts have been much less pronounced in these intermediate areas. Such areas have been affected both by a failure to see greatly improved direct access to major cities other than within their own countries and a lack of new cross-border inter-regional services. The paper argues that the creation of the high-speed rail TEN-T has not met the primary objectives of reducing regional disparities in accessibility or reducing the effect of national borders on regional integration. To achieve this requires not just infrastructure provision but an appropriate regulatory framework for service provision and accompanying measures at the local level.  相似文献

If sustainable transport is defined by emissions and energy, urban passenger transport in Chile could be considered “sustainable”, with two-thirds of trips made by walking, cycling or public transit. Recent studies, however, reveal that gender and equity issues are highly problematic, pointing to tensions between environmental and social sustainability.Given these tensions, a university-community collaboration, the Laboratory for Social Change, developed a pilot methodology to define and evaluate Transport Justice. We sought a relatively simple instrument, a Transport Justice report (Balance de Transporte Justo, BTJ) that could combine experiential and academic knowledge and thereby influence policy and decision-making more effectively.We used a participatory action research (PAR) approach to bring together community leaders and university researchers, and consider experiential and research data, through this “transport justice” lens. To start, we introduced the idea of “transport justice” with researchers in different disciplines and citizen organizations involved in relatively specific battles: fighting a highway, for better cycling facilities, or for reduced road speeds, for example.We focused on established issues, such as universal access, walkability, cycle-inclusion, but added children's freedom and autonomy, the wise city (older adults, heritage, identity), care and land use, and transport impacts on ecological services. Building on this collaboration, we also applied a transport justice survey in two contrasting Chilean cities, Santiago and Temuco.Our analysis reveals that, despite a planning system that favours high-income households whose members rely mainly on cars, the majority of pedestrians, cyclists, public transit and even car users would prefer a redistribution of road space and investment in favour of active transport. During the next phase of research (2020–2021), we will test how well these results are taken up by citizen organizations, politicians and senior government staff from all parties. This will allow us to evaluate its effectiveness as a policy and power distributing instrument.  相似文献

This paper investigates recent trends in the efficiency of the Belgian territorial structure in terms of commuting, at both the urban and regional scales. The minimum commute distance (MCD) and excess rate (ER) are used to compare observed home-to-work trip lengths with an “optimal” alternative commuter pattern in which the sum of the distance traveled by the working population is minimized. The MCD is a proximity indicator that measures the spatial match between the labor market and the housing stock, which can also be regarded as an interesting indicator of potential border effects on travel behavior, especially in the inter-regional context of Belgium. An MCD calculation requires an origin–destination (OD) matrix and a distance matrix. In our Belgian case study, we employ a recent OD matrix (2010) originating from Social Security (ONSS) data. We compare this matrix with data from the 2001 and 1991 census surveys. In addition to identifying trends in jobs-housing proximity, the article assesses methodological implications regarding geographical scale arising from the use of the two data sources mentioned. Based on the available data, it was found that average actual commuting distance increased over both periods studied, while in general, growth rates of MCD are considerably lower than growth rates of the actual commuting distance. This indicates that the spatial proximity between the labor market and the housing stock in Belgium has declined over all periods studied, although this loss of spatial proximity only explains a small part of the increase of the actual commuting distance. Furthermore, we found that the comparison of excess commuting metrics between regions and time periods sets high standards on data requirements, in which uniformity in data collection and spatial level of aggregation is of great importance. Finally, as the main contribution of this study, the results demonstrate, through a statistical approach, that municipalities that are experiencing a higher-than-average increase in MCD and ER in one of the considered time frames are more likely to continue to exhibit a higher-than-average increase in the subsequent period. Therefore, the observed trends appear to be consistent over time.  相似文献

The aim of this paper is to contribute to previous methodological studies of the approach to potential accessibility used in the evaluation of development of the road network. This is done by making a threefold analysis, which combines the overall improvement in the level of accessibility, territorial cohesion, and spatial spillovers. Moreover, we use different spatial dimensions (namely national and international) and different distance decay parameters to estimate both the short trips (e.g. commuting) and the long trips (e.g. business trips or tourism). The results are presented at a very detailed spatial scale (i.e. municipalities – LAU-2 units).The paper provides empirical evidence of improvement in accessibility, changes in the degree of territorial cohesion, and spatial spillovers resulting from the recent completion of two sections of motorway in Poland. The selected case studies differ according to their location (i.e. national and European, peripheral vs. central location), population density, and the settlement structure around the investment.The validity of the proposed multidimensional approach to the evaluation of road investments is verified as the combination of different accessibility dimensions and leads to results which differ respecting efficiency, equity and spillover effects. This paper provides arguments to strengthen the need for the tailor-made parameters of potential accessibility indicator and spatial dimension of analysis. They should be adjusted to the main aim of the particular evaluation.  相似文献

This paper encapsulates the Chinese Airline Network (CAN) into multi-layer infrastructures via the “k-core decomposition” method. The network is divided into three layers: Core layer, containing airports of provincial capital cities, is densely connected and sustains most flight flow; Bridge layer, consisting of airports in Tier 2 and Tier 3 cities, mainly connects two other layers; and Periphery layer, comprising airports of remote areas, sustains little flight flow. Moreover, it is unveiled that CAN stays the most robust when low-degree nodes or high flight flow links are removed, which is similar to the Worldwide Airline Network (WAN), albeit less redundant.  相似文献

ABSTRACT

In tourism, the phenomenon of spatial agglomeration (concentration of economic activity) spreads beyond the borders of the territorial units. It is referred to as geographic ‘spillovers’ that enhances spatial interdependence and functional relationship of neighbouring regions. Within the standard procedure of cluster-mapping, only concentration inside a territorial unit may be analysed which is a source of biased results in tourism studies. However, tourist agglomeration centres sometimes occur at the juncture of territorial units and the economic entities located in them form spatial clusters with a different degree of membership to several centres of agglomerations located in the neighbourhood. Therefore, we propose to measure ‘inter-regional’ agglomeration in tourism providing modification of spatial autocorrelation measures (regarding neighbourhood and distance). In order to measure neighbourhood more precisely, we use geostatistical information (global positioning system (GPS) coordinates of tourism entities) and geographically weighted fuzzy clustering approach (FGWC). We examine the method on the example of Polish districts (NUTS-4) using database of 131,338 firms registered in section I (accommodation and food services) of Polish Classification of Activity in 2015. The results proved that a novel method of cluster-mapping considering spatial dependency combined with geographic information system (GIS) and FGWC method increases the accuracy of the identification of tourism clusters (inter-regional agglomeration).  相似文献

In this article we assess the growth impact of London Heathrow’s development constraints on other airports in the UK. To test the relationship we use a two-stage methodology yielding an estimate of a congestion spillover effect. Our data are passenger traffic from 1990 to 2012 containing both intercontinental and European air traffic. For intercontinental air traffic, our results show high congestion spillover effect between Heathrow and Gatwick airports, and significant but lesser effect to Stansted airport. We also find significant congestion spillover effects from Heathrow to the spatially more distant Manchester and Birmingham airports, showing the extensive spatial impact of Heathrow’s development constraints. For European air traffic, controlling for low-cost air carrier growth, only two airports show significant congestion spillover effects: Gatwick and London City Airports. Illustrating that low-cost carriers do not operate from Heathrow, so its limitations cannot affect the predominant low-cost air traffic in other airports. The novel methodology we present in this paper can be applied to congestion research in general to assess regional and modal spills within networks.  相似文献

The role of spatial spillover associated with the infrastructure–economy relationship has received increasing attention in the literature. Surprisingly, in previous studies, the potential spatial spillover effect of transportation infrastructure on economic output in the U.S. agricultural sector has not been taken into account given the sector’s importance in the economy and dependence on transportation. The broader effects, including the direct effect and spatial spillover effect, of transportation infrastructure on agricultural output across 44 states in the United States from 1981 to 2004 are estimated in this study. A spatial Durbin panel data model that catches spatial dependence in both dependent and explanatory variables is used. The results suggest that road disbursement in a given state has positive direct effects on its own agricultural output. Also, the spillover effect of road infrastructure on agricultural output in neighboring states varies with respect to the spatial weight matrix used in the model. Moreover, our analysis shows that enhancement in road infrastructure in the states in the U.S. central region has a larger positive spillover effect on agricultural output when compared to coastal or border states.  相似文献

The regionalization of air traffic in Central New England since 1995, shifting traffic from Boston to regional airports, has come about as a response to factors unique to that region within the US. However, the results of regional cooperation between airport operators and the concomitant regionalization of air traffic are applicable to any region that is trying to increase metropolitan airport capacity by making greater use of smaller, regional airports. These results include benefits for travelers, “spreading the burden” of airport neighbors, and replicating the costs and benefits of air travel over a greater area.  相似文献

While equity has been an important consideration for transportation planning agencies in the U.S. following the passage of Civil Rights Act of 1964 (Title VI specifically) and the subsequent Department of Transportation directives, there is little guidance on how to assess the distribution of benefits generated by transport investment programs. As a result, the distribution of these benefits has received relatively little attention in transportation planning, compared to transport-related burdens. Drawing on philosophies of social justice, we present an equity assessment of the distribution of accessibility in order to define the rate of “access poverty” among the population. We then apply this analysis to regional transportation plan scenarios from the San Francisco Bay Area, focusing on measures of differences between public transit and automobile access. The analysis shows that virtually all neighborhoods suffer from substantial gaps between car and public transport-based accessibility, but that the two proposed transportation investment programs reduce access poverty compared to the “no project” scenario. We also investigate how access and access poverty rates vary by demographic groups and map low-income communities within access impoverished areas, which could be the subject of further focused investments.  相似文献

Large-scale transport infrastructure projects such as high-speed rail (HSR) produce significant effects on the spatial distribution of accessibility. These effects, commonly known as territorial cohesion effects, are receiving increasing attention in the research literature. However, there is little empirical research into the sensitivity of these cohesion results to methodological issues such as the definition of the limits of the study area or the zoning system. In a previous paper (Ortega et al., 2012), we investigated the influence of scale issues, comparing the cohesion results obtained at four different planning levels. This paper makes an additional contribution to our research with the investigation of the influence of zoning issues. We analyze the extent to which changes in the size of the units of analysis influence the measurement of spatial inequalities.The methodology is tested by application to the Galician (north-western) HSR corridor, with a length of nearly 670 km, included in the Spanish PEIT (Strategic Transport and Infrastructure Plan) 2005–2020. We calculated the accessibility indicators for the Galician HSR corridor and assessed their corresponding territorial distribution. We used five alternative zoning systems depending on the method of data representation used (vector or raster), and the level of detail (cartographic accuracy or cell size). Our results suggest that the choice between a vector-based and raster-based system has important implications. The vector system produces a higher mean accessibility value and a more polarized accessibility distribution than raster systems. The increased pixel size of raster-based systems tends to give rise to higher mean accessibility values and a more balanced accessibility distribution. Our findings strongly encourage spatial analysts to acknowledge that the results of their analyses may vary widely according to the definition of the units of analysis.  相似文献

In this article, a simplified version of the tourism area life cycle model is developed in order to identify different stages of tourism evolution among the regions of Southwest Europe (Italy, France, Spain and Portugal). This information has been included as a dummy variable in a panel data model which aims to explain regional tourism attractiveness, between 2003 and 2008, including other variables related to sustainability (regional natural and cultural resources), regional innovative efforts and other elements related to tourism infrastructures and economic conditions that influence regional tourism performance. The results obtained show that 50% of the inland regions and 56% of the west coast regions are in the exploration stage while 52% of the south coast regions are in stagnation. An important result from the application of the panel data model is the identification of a positive relation between the regional availability of natural and cultural assets, the regional efforts on innovation and the evolution of tourism demand, suggesting that these regions are generally incorporating these local specific resources in innovative ways to differentiate their tourism supply.  相似文献

Driven by business strategies, digital transformation (DT) facilitates dramatic change in air passenger behavior. This study aims to determine and analyze different DT strategies (DTSs) with the help of an integrated SWOT-based fuzzy AHP-MARCOS methodology that is proposed for the first time in the literature for this purpose. This methodology is validated with a case study concerning the airline industry in Turkey. The weights of the SWOT factors are determined with the fuzzy AHP method. The fuzzy MARCOS approach is used to select the most suitable DTS. The most appropriate strategy is obtained as “focusing on differentiated digital customer experience and service quality by the adaptation of business models to DT to provide benefits”.  相似文献

Walking remains the primary means of travel in informal settlements of the Global South because of the limited ability of municipal governments to provide formal transport infrastructure. To cope, residents create footpaths through a bottom-up approach. Using a case study of informal settlements in Quito, this paper offers the first study of the process through which people settled in these spaces shape footpaths as informal walking infrastructures to enable everyday mobility. The paper draws on data collected over an eighteen-month period from archives, field notes from participatory observations, records of in-depth interviews, and interviews “on the go” with pedestrians to show how this infrastructure enables informal settlements' residents to access everyday destinations in shorter times, less expensively, and (often) more safely than alternatives. We show how these informal infrastructures build on centuries old practices of collective footpath building that form an essential part of local culture, and how urban processes and infrastructural development in the core city shape the production, transformation and disappearance of footpaths in informal settlements. Significantly, these findings contribute to a fuller understanding of the value and vulnerability of informal infrastructures that can inform wider studies of walking and informal infrastructure. The paper concludes by identifying the challenges and opportunities to promote informal infrastructures as a mainstream element of mobility in the city and support a more sustainable path to urban development.  相似文献

China’s air transportation has experienced rapid growth and major reforms in the past three decades, some of which have been partially successful and are still ongoing today. The paper aims to analyze China’s air deregulation experience over the last two decades and its impact on airline competition from a geographical perspective. After the establishment of the “Big Three” in 2002, the paper reveals that there has been a trade-off between the extent of deregulation and airline competition in China because the central government has tended to strengthen the “Big Three” rather than totally open the market to private and locally owned airlines. The paper uses each airline group as the basic unit of analysis and reveals that (1) the air market has been more concentrated in the “Big Three” as a result of the process of air deregulation; (2) airline competition in over two thirds of the airports and one half of the routes has increased in the last 18 years, but the core airports and trunk routes are chiefly dominated by the “Big Three”. The peripheral airports and thin routes have been operated by private and locally owned airlines; and (3) regionally, airline competition has occurred in most airports of the eastern region, and it is more intense than in the central and western regions. But even here, competition in the eastern region has however decreased in 1994–2012. The three main contributions of the paper are: (1) the use of two measures of competition in the airline market; (2) the analysis of the historical evolution of competition; and (3) an understanding the role of the geography of competition in the Chinese airline market.  相似文献
