以新疆阿克苏地区为例,应用多元有序Logit模型,对比分析贫困农户与非贫困农户的退耕意愿及其影响因素,为强化新一轮退耕还林工程的精准扶贫效用提供信息支持。研究结果表明:第一,林业生产经营技能、退耕补偿满意度等是影响农户退耕意愿的重要因素,且不存在显著的贫困尺度差异;第二,亲戚中是否有乡(村)干部、同村人的退耕效果、退耕风险感知、退耕预期收入等对贫困农户与非贫困农户退耕意愿的影响存在较大差异。因此,应规范并强化乡(村)干部的引导作用,建立退耕还林的典型经验推介机制,提升退耕农户的林业生产能力与非农就业技能,以切实增强工程区贫困农户的退耕意愿,有效凸显退耕还林工程的扶贫减贫效用。  相似文献

The ‘high speed’ rotavator is used for shallow tillage to create a fine tilth and incorporate crop residues, often with a single tractor pass. Rotavator tillage has spread quickly in many parts of South Asia, despite short-term experimental trials suggesting deteriorating soil quality and crop yield penalties. Evidence of rotavator impacts on farmer fields across soil gradients and time is largely absent. From a farm household survey conducted among wheat farmers in Nepal, we estimate wheat yield and profitability outcomes for rotavator adopters and non-adopters using propensity score matching. We find that rotavator adoption leads to inferior outcomes, despite significant cost savings for land preparation (US$ 11–15 per hectare). With rotavator adoption, farmers lose about 284–309 kg of wheat grain and about US$ 93–101 of profits on average per hectare per season, and these penalties increase with longer-term use of the technology. Adoption of rotavator appears to be driven by the cost and time savings for land preparation. Against this backdrop, new policy and extension efforts are required that discourage rotavator use and favour more sustainable tillage technologies.  相似文献

Smallholder farmers in developing countries face numerous limitations that hinder them from embracing improved agricultural practices and innovations with great potential for meaningful transformations of livelihoods. Consequently, farmers continue living in vicious cycles of poverty despite decades of government and donor expenditures on poverty alleviation. In the last two decades, research and development organizations collaborated in testing and validating selected fodder shrub species as reliable sources of less expensive and easily available protein feeds. With minimal interventions, the research findings have great potential to improve productivity for many smallholder farmers. Tested species include Calliandra calothyrsus, Leucaena spp., Chamaecytisus palmensis, Sesbania sesban, Morus alba and Gliricidia sepium. Dissemination and adoption surveys estimated that 205,000 smallholder farmers (40–50 per cent being women) had planted fodder shrubs by 2005. Currently, fodder shrubs contribute US$3.8 million annually to farmers' incomes and estimated potential annual income is US$81 million. Factors associated with success in fodder scaling-up include deliberate involvement of fodder technology champions, collective action in community mobilization and project implementation, pluralistic extension approaches, sustainable germplasm supply systems, broader partnerships and civil society campaigns. Constraints and challenges include: ineffective delivery of extension and research services, inhibitive policies, political interferences, frequent droughts and inadequate monitoring and evaluation systems.  相似文献

In this article we assess the diversity of sources of advice identified by 678 adopters, 295 non-adopters and 107 droppers (or dis-adopters, who have ceased or reduced the use) of agricultural innovations across 13 European countries. For most innovations, the volume and composition of advisory supports (e.g. public advisory services, farm business organisations, NGOs, research and development sector, other farmers), at the whole farm level were similar between adopters, non-adopters and droppers. However, there were significant differences in relation to specific innovations. Farmers adopting digital technologies, soil-improving cropping systems, and common management of natural resources identified more diverse sources when assessing innovations, suggesting that more diverse advisory support supported successful implementation. For new on-farm activities, non-adopters had more varied sources of advice than adopters. This demonstrates that non-adoption can be a well-informed decision. Droppers typically identified fewer sources of advice on an innovation than adopters, particularly in the later stages of the innovation process, suggesting that lack of advice impeded successful implementation. The findings suggest that public funding for advisory services could usefully target emergent gaps: to support the provision of up-to-date advice on topics to farmers who have difficulty accessing advice, and to prevent unnecessary dropping by supporting the implementation of innovations.  相似文献

Drought tolerant (DT) maize varieties have received massive support in sub‐Saharan Africa because of their potential to protect smallholder farmers against drought‐related maize yield losses. Using four waves of household farm panel data from six districts in Malawi, we examine the impact heterogeneity of this technology on maize productivity using a continuous treatment approach. We find strong evidence of positive correlation between maize yield and adoption of DT maize varieties. On average, an increase by one hectare in the area allocated to DT varieties increases maize yield by 547 Kg/ha representing a 44% increase from the average maize yield of 1,254 Kg/ha for our sample. Our findings give evidence that DT maize technology has potential to protect smallholder farmers against drought‐related production losses. Policies that promote increased allocation of maize area to DT maize hold potential to enhance food security. Smallholder farmers especially in drought‐prone areas should be encouraged to allocate at least one‐third of the maize plot to DT varieties while breeders continue with the efforts of breeding a DT variety that is not only drought tolerant but also adapted to all weather conditions. More importantly, the government should ensure provision of timely ex ante weather information to guide farmers on decision‐making with respect to maize varietal choices.  相似文献

基于江西省700户用材林农户调查数据,采用回归模型定量分析林业社会化服务供给对不同贫困程度农户林地投入和产出的影响程度和影响方向,以验证林权配套改革中的社会化服务供给是否发挥应有的效果。结果表明:林木栽培技术服务对一般贫困农户林地投入和林地产出水平具有显著正向影响;金融服务对非贫困农户和重度贫困农户林地投入水平具有显著正向影响;病虫害防治等服务对非贫困农户和一般贫困农户林地投入有显著负向影响;林地面积对不同农户林地投入产出具有显著的负向影响;是否参加林地保险对重度贫困农户林地投入有显著正向影响;劳动力人数对非贫困农户林地投入有显著正向影响;家庭收入结构对不同农户林地投入产出具有显著正向影响;户主年龄对非贫困农户和一般贫困农户林地投入有显著正向影响。因此,提出针对贫困农户提供林业技术培训;加大对贫困农户林业金融扶贫力度;加大林业社会化服务体系建设的财政投入力度等对策建议。  相似文献

基于2016年福建省林权改革监测调研数据,利用二元Logistic模型,分析影响福建省欠发达山区林农参与碳汇林生产经营意愿的因素;贫困户与非贫困户对碳汇林项目经营意愿是否有差异及产生差异的原因。结果表明:贫困户与非贫困户对于碳汇林项目的响应程度有一定的区别,对于全体受访对象和非贫困户,是否参加过碳汇林生产培训、家庭林地面积、家庭林业总收入对提高其参与林业碳汇项目的意愿有显著的促进作用,而木材采伐销售收入反向影响其参与林业碳汇项目的意愿;对于贫困户,是否参加过碳汇林生产培训显著影响其参与林业碳汇项目经营的意愿。因此,提高贫困户和非贫困户的碳汇林经营意愿应各有侧重,在政策的制定上应给予贫困户一定的倾斜,调动贫困户的经营积极性,拓宽收入渠道,最终实现精准扶贫。  相似文献

Food and Agriculture Organization of the United Nations (FAO) conducted two projects in Cameroon on strengthening rice, and sorghum, maize and millet seed production by smallholder seed enterprises (SSEs). Farmer groups (respectively, 25 SSEs and 114 SSEs) were formed or strengthened and trained. Sixty-six selected lead farmers were trained on the administering and managing of revolving funds. The groups were then linked to the Extension Service (for continuous technical advice), Agriculture Research for Development Institution (continuous supply of needed seed), National Seed Service (seed certification) and to financial institutions (financial support). The results obtained showed that 60 and 59.6 per cent, respectively, of the groups sustained their activities two to three years after the projects ended. Total certified rice seed produced increased to 800 tonnes (t) against 267t at the beginning. For the other cereal project, the total certified seed produced was 719.2t against 497t at its beginning. The use of quality seed rice together with good agronomic practices increased yields (up to 8.0t/ha against a scant 2t/ha before). All interviewed farmers stressed that the seed business was profitable and helped achieve higher living standards and diversify their activities. Seasonal incomes were more than US$1,783.31. Finally, both FAO projects helped generate farmers' income to about US$2,114.871, produced 447,954t of cereal grain and thus improved food security and alleviated poverty. [目的]农民合作社具有“天然的”益贫特征,在精准扶贫时期发挥了重要作用,研究合作社减贫的农户收入效应及其异质性对于完善和优化合作社产业减贫政策,健全贫困治理长效机制,助力乡村振兴具有重要的现实意义。[方法]文章基于2018年云南、贵州、陕西和甘肃4省欠发达地区1 551份农户的调研数据,利用内生转换回归模型(ESRM),通过构建“反事实”分析框架,实证分析了合作社对农户所产生的收入效应及其异质性特征。[结果](1)与未入社的农户相比,入社为其家庭总收入带来了约32.26%的收入增幅。合作社对非贫困农户、高收入分位数农户、中青年农户的减贫增收作用最明显。(2)除了对贫困农户财政性收入影响不显著外,合作社对不同贫困属性农户其他不同来源的收入均有提高,对贫困农户的农业经营性收入影响最明显,对非贫困农户的财产性收入影响最明显。(3)土地面积、生产性资产值、人情往来支出、户主受教育年限、是否参加专业培训、建档立卡户、是否有合作社、主要地理环境均显著正向影响农户入社决策;学生数量显著负向影响农户入社决策。[结论]在积极培育和发展合作社,鼓励合作社由“重数量轻质量、重服务轻规范”向高质量发展转型的同...  相似文献

Agronomic analyses of new technologies are often conducted under carefully controlled research station programs or trials managed by self‐selected farmers. Oftentimes, the technologies are then scaled up with minimal evaluation under real‐world conditions. Yet, the interim step between agronomic trials and large‐scale promotion is crucial to generate evidence on the social and economic impact of technologies that is both internally valid and generalizable. The article focuses on a participatory action research program in Malawi designed to test and identify scalable technology options to intensify the smallholder sector and contribute to poverty reduction and food and nutrition security. We examine the socioeconomic characteristics of farmers testing technologies and find evidence of systematic targeting of better‐endowed farmers. After controlling for observable differences using matching and a doubly robust estimator, we find evidence of early positive effects on maize yield and harvest value, although placebo tests suggest possible selection on unobservables. We note that attention should be given to program design and household characterization to better define and improve targeting criteria, technology selection, and external validity.  相似文献

Crop diversity is a key principle of sustainable food production systems. Yet, inter and intra specific diversification is declining in many regions of the world. In Northern Malawi, a participatory action research project (Soils Food and Healthy Communities) has conducted agroecological co-learning with farmers for over a decade, providing an opportunity to explore farmer management, crop choice and variety selection practices. Farmers who participate receive seed for 0.10 ha of on-farm testing for one growing season and then decide whether to continue to grow the crop. Cropping system diversity, management practices and traits associated with crops grown and lost were assessed through interviews with 198 farm households (757 fields). We found an average of 1.3 species per field and 4.0 crops per farm. This is almost twice the level of diversity in other reports from Malawi smallholder farms. Farmers cited a wide range of preferred groundnut variety traits, as well as concerns (namely, high labour requirements). Both modern and local maize varieties are being grown and those retained were often associated with early maturity or preferred grain quality traits such as storability. Overall, farmers at this Northern Malawi agroecology education site are growing diverse crop mixtures that include traditional as well as modern varieties of maize and groundnut.  相似文献

We use DNA‐fingerprinting to estimate the poverty reduction effect of adoption of improved cassava varieties in Nigeria. We estimate the counterfactual household income distribution of cassava producers by combining farm‐level treatment effects with a market‐level model. Our results suggest that adoption of improved cassava varieties has led to a 4.6 percentage point reduction in poverty, though this is sensitive to the measurement of adoption status. Therefore, accurate measurement of adoption is crucial for a more credible estimate of the poverty reduction effect of adoption. Our analysis also suggests that farmers who are more likely to be adopters are also likely to face higher structural costs. Addressing structural barriers that make improved technologies less profitable for the poor would therefore be important to increase the poverty reduction effect of improved cassava varieties.  相似文献

目的 在脱贫攻坚视域中,农民合作社作为产业扶贫的重要载体,为乡村经济和社会发展提供动力,是农村地区反贫困合意、有效的组织化形态,对农民合作社减贫问题进行研究,具有重要的理论价值和现实意义。方法 文章利用2018年云南、贵州、陕西和甘肃4省7县1 393户农户的微观调研数据,采用分位数回归和倾向得分匹配法对农户参加农民合作社的增收效应进行了实证检验。结果 农民合作社可以有效改善农户家庭收入水平,参加农民合作社可以使农户家庭总收入平均提高38.04%;农民合作社对中高收入水平农户、非贫困农户、低学历农户的增收促进作用更为明显;另外,户主受教育年限、是否建档立卡、土地面积、村里面是否有农民合作社、人情往来支出对数、政府补贴津贴对数、是否参加专业培训等7个因素均提高了农户参加农民合作社的意愿,而户主年龄、学生数量、是否有外出务工人员等3个因素会降低农户参加农民合作社的意愿。结论 据此,应继续培育和发展农民合作社,提升农户参与农民合作社的意愿,强化农民合作社与贫困农户的利益联结,注重扶贫资源对于贫困农户获得的便利性。  相似文献

A component-omission experiment based on the principle of conservation agriculture (CA) was established on smallholder farms for three seasons in Murehwa and Hwedza districts, Zimbabwe; Barue district in Mozambique; Balaka district and Chitedze Research Station in Malawi, and Monze district in Zambia to identify strategies for improving crop productivity and livelihoods for smallholder farmers. The objective of the experiment was to evaluate the effect of tillage, residue retention, fertiliser application and weed control on maize yield. In addition, the study analysed possible combinations of these factors that could provide a sustainable entry point for intensification through CA. Results showed that fertilisation had the strongest effect on crop yield in both tillage systems; adequate fertilisation is therefore key to success in CA. Retention of crop harvest residues increased yield in no-tillage systems; no-tillage without residues depressed yield by 50% when compared with yields of conventional tillage. A step-wise integration of CA into the smallholder farming systems is proposed as a possible strategy to avoid new constraints on smallholder farms. If resources are limiting, farmers may apply all principles on small areas to overcome the initial demand in resources (labour, fertiliser and residues), and once productivity is raised, they can expand.  相似文献

Vulnerability and limited assets both constrain the options of poor people, especially smallholder farmers. But the poor often also possess a range of potentially valuable natural, physical, financial, human and social-capital assets. Development interventions requiring high levels of assets that poor people do not have are unlikely to reduce poverty, but those which build on what they do have can build assets and so improve their options. Producing and processing potatoes are important livelihood strategies for millions of the poor. A careful understanding of the context and strategies of the poor can help indicate how potatoes can also be used to reduce poverty. This paper employs the Sustainable Livelihoods Framework to examine these issues, using the Papa Andina case in the Andes as an example of new approaches to use potato diversity to improve livelihoods in a transforming development context. The Papa Andina regional initiative, together with its national partners, helps Andean farmers build new livelihood strategies using the genetic diversity of potatoes, local knowledge and social capital—assets that are often undervalued. But this does not occur in a vacuum; a range of policies and institutions are required, including, for example, collective action among farmers and interaction with outsiders such as market agents and agricultural service providers in order to foster market chain innovation and to access and build market opportunities. Accurate understanding of the changing context of producers, processors and consumers can help ensure that potatoes play a role in improving the welfare of the poor.  相似文献

We analyse yield effects of tissue culture (TC) banana technology in the Kenyan small farm sector, using recent survey data and an endogenous switching regression approach. TC banana plantlets, which are free from pests and diseases, have been introduced in East Africa since the late 1990s. Although field experiments show significant yield advantages over traditional banana suckers, a rigorous assessment of impacts in farmers’ fields is still outstanding. A comparison of mean yield levels between TC adopters and non‐adopters in our sample shows no significant difference. However, we find evidence of negative selection bias, indicating that farmers with lower than average yields are more likely to adopt TC. Controlling for this bias results in a positive and significant TC net yield gain of 7%. We also find that TC technology is more knowledge intensive and more responsive to irrigation than traditional bananas. Simulations show that improving access to irrigation could lift TC productivity gains to above 20%. The analytical approach developed and applied here and the finding of negative selection bias may also be relevant for the evaluation of other agricultural technologies.  相似文献

Irrigation expansion is critical to increase crop yields and mitigate effects from climate change in Sub‐Saharan Africa, but the low profitability has led to little irrigation investments in the region so far. Using an integrated modeling framework, we simultaneously evaluate the returns to irrigation arising from both economic and biophysical impact channels to understand what determines the profitability of irrigation in Malawi. Our results confirm that the returns to irrigation cannot cover the costs in Malawi. While labor‐intensive irrigation expansion leads to unfavorable structural change in the short‐run, the profitability hinges on low irrigated yields that fall far from expectations due to insufficient input use and crop management techniques. On the other hand, we find that the nonmonetary benefits of irrigation regarding higher food security, lower poverty, and reduced vulnerability to climate change make investments in irrigation worthwhile to improve the livelihoods of smallholders.  相似文献

Cash transfer programs are increasingly utilized to combat poverty and hunger while building the human capital of future generations; however, they have been faulted by some for failing to build the productive capacity of current generations. This article analyzes the impact of the Malawi Social Cash Transfer Scheme on agricultural production. The results show strong increases in ownership of productive agricultural assets, in time devoted to household farms, and in food types consumed from own production, coupled with a sharp decrease in ganyu labor, which is often used as a coping mechanism once food stores have been depleted. These results are most likely achieved by helping farmers overcome credit and liquidity constraints. This research shows that cash transfer programs can help the capacity of extremely poor farm households to expand agriculture production even if the goal of the program is focusing on other dimensions of poverty.  相似文献

The potential for integrating aquaculture with agriculture has been widely recognized as a means of improving the use of inputs, diversifying output and economic opportunity, and enabling smallholder producers to maintain and strengthen livelihoods. This paper describes the outcomes of this approach and explains the extent to which it has been taken up and has led to sustained and self-generated capacity. Based in particular on experience in Malawi, Ghana and Cameroon, it also considers implications more widely in the region. The overall picture is that this is a partial and still emerging success story, linked as much with the social and economic drivers surrounding smallholder farmers as with the development support approach adopted.  相似文献
