This paper takes as a starting point the proposition that social protection interventions involving food can be used to promote transformational change in family farming systems in sub-Saharan Africa. The purpose is to highlight the complexity of pathways to agricultural transformation associated with the seemingly simple idea of home-grown school feeding (HGSF), an idea that is increasingly held up as “win–win”. By reviewing the HGSF literature and the main theories underpinning it – structured demand, localism, family farmer development – we expose areas of inconsistency across the literature and programmes as well as possible tensions that may arise in attempting to pursue both market and social objectives in the same initiative. The arguments presented herein aim to provide a basis for moving towards clarity on (1) a theory of change for HGSF programmes; (2) the conditions under which HGSF programmes are more able to yield positive agricultural development outcomes and; (3) an agenda for moving forward on research and impact evaluation. This research agenda also speaks more broadly to important under-researched areas within the general social protection and agricultural development discourse.  相似文献

The development of technological capabilities results from an extended learning process and external policy agents can play an important role in its development. This paper outlines trends in governmental and non-governmental policy initiatives and the use of concepts such as capability and absorptive capacity, which are positioned within generic-staged models of capability maturity. This paper describes the development of a technology capability assessment/audit tool that has been designed to help locate firms within four archetypes based upon their level of maturity on nine key dimensions of the management of technology. The tool is intended to help bridge the gap between our theoretical understanding of the principles of technology management and policy practice – allowing policy makers to design mechanisms that focus resources in areas of greatest need through the appropriate selection of policy mechanisms and the targeted design of policy. The use of this tool in field experiments is described along with the implications for policy making.  相似文献

This paper analyzes the reserve army effect from a perspective which integrates propositions from the social structures of accumulation and regulation approaches. The magnitude of the reserve army effect on nominal wage growth ought to vary according to the subperiods 1958–1970, 1970–1980, and 1980–1987, and also according to subsectors with different unionization rates. This hypothesis is tested empirically by estimating the effect of demand pressure variables on nominal wage growth for heavily, moderately, and lightly unionized sectors. The results generally confirm the hypothesis, while at the same time showing clear differences in the impact of collective bargaining on the reserve army effect between 1958–1970 and 1980–1987.  相似文献

This paper identifies several positive synergies between social protection programmes and enhanced entitlements to food. One function of social protection is to manage or reduce vulnerability. Several instruments are reviewed – weather-indexed insurance, public works programmes, emergency food aid and buffer stock management – which aim to stabilise income and access to food across good and bad years, or between the harvest and the hungry season. Other social protection instruments aim to raise household income and crop production, for instance agricultural input subsidies or input trade fairs, as well as public works projects that construct or maintain physical infrastructure such as rural feeder roads. This paper also argues that entitlements to food can be strengthened if social justice principles are introduced to the design and delivery of social protection programmes. Examples reviewed include rights-based approaches such as employment guarantee schemes, community-based targeting and demand-driven accountability mechanisms. The paper concludes by arguing for a comprehensive approach to social protection that will achieve sustainable food security, by combining interventions that stabilise income or food production with those that raise income or food production, and are designed and delivered in ways that enhance social justice.  相似文献

Innovation is a prerequisite for every nation and business facing the emergence of a knowledge–based economy and globalization. For small and medium firms in developing countries with limited resources and relatively low national advantage innovation is much more difficult. Government innovation policy, stemming from three sides – supply, demand, and environment, has been shown to play a major role in assisting firms to conduct innovation activities, especially in developing countries. This paper first summarizes recent tends and issues relevant to Taiwan's innovation structure and policy. Then, considering the present situation of Taiwan, analyzes the effect of government policy and current problems. Recommendations are presented systematically, based upon innovation policy.  相似文献

The establishment of a role in workplace learning has been perceived as one of the achievements of trade unions under New Labour. This article analyses the part the Trades Union Congress (TUC) has played in public policy since 1997. It examines its attempts to influence government and develop social partnership and statutory backing for vocational training. It assesses its degree of success and considers whether the TUC's role is best characterized in terms of social partnership or as a rediscovery of the unions' public administration function. It reviews the literature which suggests that involvement in learning stimulates union revitalization. The article concludes that the TUC has failed to attain significant influence over public policy. Rather it has delivered policy determined by government with priority accorded to employer predilections. A public administration role focused on the Union Learning Fund has provided the TUC with a new, secondary function, which provides some compensation for the failure of its primary agenda. Nonetheless, on the evidence, involvement in workplace learning appears an implausible path to union revitalization.  相似文献

This paper studies obfuscation decisions by firms. We show that more prominent firms are more likely to obfuscate. While prominent firms always choose maximum obfuscation, the obfuscation by less prominent firms depends on the degree of asymmetry in prominence and consumer protection policy. We evaluate the impact of a consumer protection policy that limits the scope of obfuscation. We show that such a policy may not be effective as less prominent firms may increase their obfuscation practice.  相似文献

The concept of open access (OA) plays a central role in the ongoing academic and political debate on the appropriate regulatory framework for next-generation access networks in Europe. However, clear policy conclusions on the effect of OA regulation were usually precluded by a fundamental lack in common understanding what actually defines an OA policy and along which dimensions of OA regulation can be structured. This paper attempts to reconcile these diverse views by offering a definition and a conceptual framework by which OA endeavors can be identified and uniquely classified. The framework encompasses, among others, mandated OA regulation of vertically integrated firms, public-sector participation, co-investments, and OA in the context of vertical separation. Along this framework, the extant economic literature is surveyed with regard to aspects of competition and social welfare, investment and innovation, as well as practical and legal issues. Based on these insights, a policy guideline is developed that shall assist policy makers in identifying the appropriate OA scenario for the regulation of telecommunications infrastructure.  相似文献

Competition and consumer search costs can lead to price dispersion in an oligopoly. IO research has long identified the existence of search costs and estimated their distribution and is now beginning to study which consumers sit where in the distribution. This paper argues for a view of consumer protection and competition policy that considers distributional outcomes along with efficiency. We discuss the evidence on how consumer search varies over the income distribution and provide a literature review that summarizes research on (i) the search-income gradient; (ii) mechanisms for the gradient; and (iii) how search-based price discrimination can give rise to regressive price dispersion. Through our review, we collect evidence from a wide range of industries that shows that low-income consumers tend not to search. We then draw on research from IO, marketing, finance, urban, and behavioral economics for explanations as to why this pattern persists. Finally, we conclude that IO researchers have much to offer in identifying and quantifying the distributional impacts of market power, thereby contributing to current academic and policy debates on efficiency-equity trade-offs in policy design.  相似文献

This paper studies the use of product development management models. Through an interpretive research approach based on in-depth interviews with 22 middle managers in two product development organizations, five ways of conceiving projects, project management and the role of models are identified – administrative, organizing, sense giving, team building and engineering – all representing different perspectives on – and ways of using models. The findings question essentialist views of models, common in the literature, as either normative guides for action or symbolic tools decoupled from action. Instead, the study indicates a large variety in the use of models mediated by the user's conception of the situation and the model. The study highlights the communicative role of models as boundary objects, enabling coordination of and communication about different conceptions of the development task. Rather than contributing to behavioral standardization (an implicit assumption that underlies most formal models), this study suggests that models support cognitive standardization by providing a common set of concepts and a framework that may be drawn upon in making sense of complex product development projects.  相似文献

With a shift in the political debate to more market‐driven social policy approaches during the past decade, politicians in a number of European countries have argued that employers should take on greater responsibilities in the provision of social policy. But why should employers get involved? After reviewing the relevant literature on firm‐level social policy, we analyse the conditions and causal pathways that lead to their provision. Our findings show that (i) the skill structure and level of the workforce are important conditions for firm‐level engagement; (ii) employers have usually been the ‘protagonists’; (iii) the role of unions has been more limited — in Germany they can largely be characterized as ‘consenters’, whereas in Britain, their impact is negligible; (iv) in accordance with the specific systems of industrial relations, the design in Germany very much follows the concept of social partnership; in Britain the design is usually based on unilateral management decisions; and (v) based on these conditions and causal pathways, ‘enclave social policy’ is the likely result of the expansionary policy development, although in Germany, these policies have the potential of becoming an element of ‘industrial citizenship’.  相似文献

A new food policy coherent with the goal of achieving sustainable food systems implies changing visions and radically revising the understanding of the system on which agricultural and food-related policies act. This paper identifies and discusses policy processes that contribute to sustainable food systems in Europe. Based on a conceptual framework that links the policy cycle approach to transition theories, we (i) assess the evolution of policy cycles of the Common Agricultural Policy (CAP) to highlight how the food and nutrition concepts have evolved and been reframed throughout the five phases of the CAP, (ii) map and classify available policy instruments to assess potential synergies and gaps in view of their reorganization and (iii) indicate and discuss strategic tools for sustainable food policies. This contribution goes beyond the current literature highlighting the obstacles which hinder the transition to a policy regime that embodies the nexus among food and nutrition security, natural capital preservation and climatic and social justice, and proposing new avenues for food policy studies.  相似文献

In the present paper we examine the effect of emissions permit price manipulation within an oligopolistic model. We examine the effect that positioning strategies in permits markets have on the degree of competition in the product market as well as on social welfare. The analysis is based on the concept of raising rivals' cost strategies. We find that competition in the product market can be lessened substantially. The welfare effect is ambiguous. If the leader expands its market share at the expense of a less efficient rival, or if it excludes a less efficient entrant, overall efficiency may increase despite the decrease in the industry's output. When efficiency decreases, or when consumers' protection is a policy priority, the initial distribution of permits can be used to control power in the permits market. Such interventions though, improve efficiency only when policy makers have substantial information on the technological structure of the industry, and thus, should be used with caution. Given the importance of information, sharing of information and coordination of actions between policy makers is very important.  相似文献

This paper develops a model of the market for commercial real estate loans based on the variables used by investors and lenders in property decision-making: the income capitalization (cap) rate, the debt-coverage ratio and the loan-to-value ratio. Empirical results for aggregate United States real estate originations and commitments for 1970–93 indicate that loan demand is sensitive to the cap rate and to building permit issuance. The dominant criterion used by lenders is the debt-coverage ratio as opposed to the loan-to-value ratio, a finding which may have implications for underwriting standards and credit policy.  相似文献

In Australia, the federal (central) and State (regional) governments share constitutional responsibility for aspects of science and innovation policy. In practice, the federal government has tended to overshadow the States both in funding and policy for research and innovation. It can be argued that we are now seeing the strong rebirth of regionalism (at least at the State level) as far as government support for science, technology and knowledge-based industries is concerned. The paper traces the growth of regional innovation policies through examples of initiatives from South Australia and other regions and examines the respective contributions of the State and federal governments. The character of State government support has evolved over the last 15 years, from sponsoring grand 'technology citadels' to today's strategies that take a more bottom-up approach to building intense innovation environments, local clusters and knowledge hubs. Some of these trends reflect the influence of the global knowledge economy on regional industries, while others (notably the relative decline of the federal government as an R&D performer) are peculiarities of the Australian innovation system. The outcome is a significant evolution in Australia's innovation system, one which parallels responses to globalisation in other countries and suggests a different – but not diminished – role for public sector innovation policy.  相似文献

This paper is a report on selected aspects of antitrust policy in the Reagan administration. It was written while the author was Director of the Bureau of Economics at the Federal Trade Commission. The topics covered include: merger guidelines, the general drift of antitrust policy, deregulatory initiatives, consumer protection policy, and the stronger emphasis on economic analysis in the conduct of antitrust policy. The conclusions drawn are not very sanguine in a normative sense. perhaps our solace lies in the positive study of why the antitrust bureaucracies behave as they do.  相似文献

An important branch of the literature on research and development expenditures has focused on the timing of innovation under different assumptions about the degree of inventive railway. This paper examines the timing decision under conditions of growing technological opportunities. Unlike earlier work, we explicitly treat social welfare in a second-best world where patent protection is used to spur innovation. We find that, given reasonable parameters, the orderings of private introduction times vis-á-vis the socially optimal time are ambiguous. We conclude that any welfare ranking would require a complete specification of all parameters (technical, behavioral and structural) surrounding each specific technological opportunity.  相似文献

An ongoing and highly politicised debate concerns the relative efficacy of cash transfers versus food aid. This paper aims to shed light on this debate, drawing on new empirical evidence from Ethiopia’s Productive Safety Net Programme (PSNP). Our data derive from a two-wave panel survey conducted in 2006 and 2008. Ethiopia has experienced unprecedented rates of inflation since 2007, which have reduced the real purchasing power of PSNP cash payments. Our regression findings confirm that food transfers or ‘cash plus food’ packages are superior to cash transfers alone – they enable higher levels of income growth, livestock accumulation and self-reported food security. These results raise questions of fundamental importance to global humanitarian response and social protection policy. We draw out some implications for the design of social transfer programmes and describe some steps that could be taken to enable ‘predictable transfers to meet predictable needs’.  相似文献
