文章首次从教育选择的角度出发,探讨了人力资本投资与收入差距之间的关系,作者首先建立了教育回报的代际交迭模型,推断出富裕家庭教育回报率高这个事实会拉大社会的贫富差距。作者使用1992年至2009年的中国城镇住户调查数据对理论推论进行了论证,实证结果表明出身"寒门"的子女期望教育回报率更低,这拉大了与富裕家庭群体的收入差距,也是"寒门难出贵子"的原因。自2001年来,家庭因素带来的教育回报差异能够解释19.1%的城镇居民收入差距,引入工具变量的结果表明,真实的情况可能更加严重。作者进一步模拟了"新常态"下的贫富差距状况,结果表明,经济潜在增速下降会使得基尼系数扩大6.1%。  相似文献

ABSTRACT

This study proposes a new approach to analyse the effects of an overlap term on the calculation of the overall Gini coefficient and estimates China’s Gini ratios since the adoption of the economic reform and open-door policies. A decomposition of the Chinese Gini coefficient for 1978–2010 reveals that the key factor contributing to income inequalities is the income disparity between rural and urban inhabitants. We further investigate the features of this income inequality between rural and urban areas and employ statistical approaches to evaluate the effects of urbanisation and rural-to-urban average income on nationwide income inequality. The results show that accelerating the pace of urbanisation is mainly responsible for decreasing China’s income disparity. Drawing on these results, we conclude with suggestions for related policies.  相似文献

文章运用1995-2014年中国省际面板数据,从部门内和部门间两个视角,考察总体创新和产业创新水平对收入不平等的影响。实证结果表明不同类型的创新活动对收入不平等产生了不同影响:对于城镇居民收入不平等,总体创新水平和高新技术创新水平具有显著的扩大作用,创新带来了不同收入阶层内部的分化;对于农村居民收入不平等,农业创新水平具有显著的缩小作用,显示出农业创新对农民增收的积极作用;对于城乡收入差距,总体创新水平和农业创新水平具有缩小作用,而高新技术产业创新水平具有显著扩大作用。不仅如此,由于城乡收入差距存在显著的正向空间自相关,总体创新和高新技术产业创新对相邻地区城乡收入差距有显著的扩大作用。  相似文献

Using four waves of longitudinal data from the China Family Panel Studies (CFPS), we examine the effects of income inequality on subjective wellbeing (SWB). We take a dual approach in measuring income inequality, and thus, we examine the effects of inequality using province-level Gini coefficient as well as between-group inequality or identity-related inequality defined as the income gap between migrants without urban household registration identity (hukou) and urban residents. We find negative effects of both province-level income inequality and between-group income inequality on SWB, measured by life satisfaction. Our results also show that the effects of income inequality on SWB is stronger for rural hukou residents compared to urban hukou residents. These findings are robust to alternative ways of measuring SWB and income inequality. In addition, we find evidence suggesting that neighbourhood trust is an important channel through which income inequality operates to reduce SWB. We suggest policies that promote trust in communities with high inequality with a view of addressing the negative effects of inequality on SWB.  相似文献

ABSTRACT

Unreported income is an important factor that distorts China’s household income accounting and Gini coefficient calculation. On the basis of comparing NBS household survey data and data from China’s Cash Flow Statement, this paper estimates the size and structure of unreported income in China over recent years. Our study found that about 20% of household disposable income has not been covered by existing household surveys in recent years. In 2015, the omission rate was 19.5%. Operating income and property income have the highest omission rates. Considering that unreported income is primarily owned by high-income people, China’s falling Gini coefficient since 2009 may have resulted from the statistical omission of partial incomes of high-income group. If unreported income is re-included, China’s Gini coefficient would increase by 10 percentage points rather than decrease.  相似文献

This paper discusses the issue of informal employment and its effect on the income distribution in China using datasets from the China Urban Labour Surveys of 2005 and 2010. Based on a new definition of informal employment, we estimated the proportion of informal employment relative to total non-agricultural employment in urban China and found it to be 49.7% in 2005 and 40.3% in 2010. Meanwhile, our study illustrated that informal employees' earnings were 67% that of formal employees, and this large earnings gap raised the Gini coefficient to 0.42 in 2005. The Blinder–Oaxaca decomposition result shows that the earnings gap explains more than half of the overall personal income inequality in urban China. These results indicate that informal employment has a significant effect on the income distribution in urban China. Consequently, regulating the labour market, eliminating job discriminations and legislating the informal employment should be considered as alternative means of reducing inequality in China.  相似文献

论文利用2003-2008年CGSS的微观个体调查数据,运用回归分解方法对中国农村收入不平等进行分解。首先对收入不平等进行测算,研究发现农村收入极端不平等,并且呈上升趋势。回归分解结果表明,年龄、教育、性别、东部地区虚拟变量、政治地位、婚姻、健康和幸福感是对农村收入不平等的决定要素。其中教育、年龄、性别、东部地区虚拟变量和健康对农村收入不平等的贡献显著。其余变量对农村收入不平等的贡献相对较小,但其对农村收入不平等的影响也不能被忽视。研究结论对政府制定科学合理的收入分配政策和有效调控收入差距具有借鉴作用。  相似文献

This paper demonstrates that poverty and inequality trends can diverge. It then discusses inequality trends and shows that, despite measurement issues, there is consensus that inequality is very high and has been rising over much of the post-transition period. Due to rising inequality within all groups, and particularly the black population, and lower inequality between race groups, within-group inequality has become the dominant form of inequality. That does not, however, detract from the fact that inequality between groups is still very large. High income inequality largely stems from inequality in access to wage income, due more to wage inequality than to unemployment. A Gini coefficient for wage income amongst the employed of above 0.60 effectively sets a floor to overall income inequality. The high wage premium to educated workers derives from a combination of a skills shortage at the top end of the educational spectrum, driving up their wages, and a surfeit of poorly-educated workers competing for scarce unskilled jobs dampening unskilled wages; if the unemployed were to find jobs, it would be in this bottom part of the wage distribution, and consequently this would not much reduce wage inequality. A continuation of the historical pattern whereby only a small segment of the population obtained good schooling would leave the structures underlying the large wage premium unaltered. The time frame for substantial inequality reduction is thus necessarily a long one, while poverty reduction efforts should not wait for this to occur.  相似文献

While increasing income inequality in China has been commented on and studied extensively, relatively little analysis is available on inequality in other dimensions of human development. Using data from different sources, this paper presents some basic facts on the evolution of spatial inequalities in education and healthcare in China over the long run. In the era of economic reforms, as the foundations of education and healthcare provision have changed, so has the distribution of illiteracy and infant mortality. Across provinces and within provinces, between rural and urban areas and within rural and urban areas, social inequalities have increased substantially since the reforms began.  相似文献

In this study, we examine the effects of four demographic factors, namely, birth, death, natural aging, and net migration, on population aging and income inequality in China. We use the official Chinese data and the China Household Income Project Survey data for the 2007–2013 period and apply a decomposition model based on the Shapley method. Unlike previous studies, we include migration in our decomposition model and find that natural aging is the primary factor contributing to population aging in both urban and rural areas. Further, migration may accelerate population aging in rural areas. Moreover, migration contributes to reducing income inequality in urban areas, while widening income inequality in rural areas. The effect of migration is larger than those of birth, death, and natural aging on income inequality. The robustness checks confirm these conclusions.  相似文献

We analyse income and expenditure distribution in China in a comparative perspective with India. These countries represent extreme cases in the relationship of inequality to both wellbeing indicators. Income is more highly concentrated than expenditure in India, especially at the top of the distribution. Both types of inequality are similar in China, although expenditure is more unequally distributed than income in urban areas. China has a much stronger correlation in individual ranks and levels between the two wellbeing distributions. As a result, expenditure inequality is higher in China than in India, but income inequality much lower. This results partially from differences in population composition, such as China being more urbanized and having smaller households, but mostly from differences in conditional income distributions, especially by attained education of the household head. We show that hybrid measures of wellbeing combining income and expenditure can be useful for such cross-country comparison.  相似文献

The purpose of this paper is to evaluate the redistributive role of government social security transfers on inequality in China. We attempt to answer two questions. First, does inequality of after-transfer income narrow, compared to that of before-transfer income? Second, given the scale and distribution of existing government social security transfers, will a small percentage increase in the transfers narrow or widen the inequality of total income? By employing the methodologies of the Musgrave-Thin (MT) index and decomposition of the Gini coefficient of total income by its sources, we find a positive answer to the first question and a negative answer to the second question. Government social security transfers have a positive role on inequality in the sense that the Gini coefficient of after-transfer income is smaller than that of before-transfer income. However, government social security transfers have a negative role on inequality, as current inequality will go up if there is a universal increase in government social security transfers for all recipients. Of all the components of government social security transfers, formal sector pensions are most unequalizing, whereas dibao and rural pension benefits have equalizing effects on the income distribution in China.  相似文献

近年来,在我国经济保持持续高速增长的同时,我国居民的收入分配不平等现象也在加剧。税收政策历来都是各国调节收入分配的重要政策杠杆。根据1994~2009年我国的基尼系数、税收收入占GDP比重的时间序列数据,所建立的多元线性回归模型表明,我国现行的以间接税为主体的税制结构,整体上拉大了不同阶层的收入差距。增值税、营业税等税种与基尼系数呈正相关,个人所得税、财产税等直接税也由于征收规模过小、征管存在漏洞等原因,没有充分发挥出直接税应有的收入调节作用。  相似文献

Most analyses explain the increase in China's overall inequality during the reform period principally by means of the expansion of urban-rural income gap. This paper tries to state a relationship between functional distribution of income and China's Gini index. After presenting the main theoretical contributions that clarify the general relationship among those variables, we describe the mechanism that has connected them during the last decades in the Chinese economy. There exists a link between falling wage share, rising urban households' top incomes, urban-rural income gap and the Gini coefficient. These relationships are analysed for both the pre and post-crisis periods. After estimating the main relationships, the paper ends with a discussion on the ability of potential redistributive policies to reverse this pattern of inequality.  相似文献

Based on the 2008–2010 Susenas panel data, this study examines expenditure inequality from spatial perspectives in Indonesia, using three decomposition methods: (i) a conventional Theil index decomposition; (ii) an alternative Theil index decomposition proposed by Elbers et al. (2008); and (iii) the Blinder?Oaxaca decomposition. Our results show that overall inequality in per capita expenditure increases between 2008 and 2010, which coincides with a rising trend in the official Gini coefficient. The contribution of inequality within urban and rural areas to total inequality is larger than that of inequality between urban and rural areas. Looking within urban and rural areas, urban inequality is significantly higher than rural inequality. Java‐Bali in particular records very high urban inequality. Overall, urban inequality increases, urban–rural inequality remains stable, rural inequality decreases, and inequality at the national level increases. Although urban–rural inequality has a relatively low share in overall inequality, the share is not small enough to ignore its impact. Furthermore, when using the alternative decomposition method, the contribution of urban–rural inequality increases substantially. The present study also found that educational differences appear to have played an important role in expenditure inequality within urban areas and between urban and rural areas.  相似文献

The level of income inequality in a country is usually a contentious and politically divisive issue. How the tax structure affects this inequality is of crucial concern to policymakers. In this paper, we examine the income tax experiences of five European Union countries: Belgium, Bulgaria, Germany, Lithuania, and Poland. This paper focuses on the comparison between flat and graduated personal income tax rate structures. Various methods were used to measure the progressivity of income taxes across these countries such as the average tax rate, cumulative shares of income, and the Gini and other indices. The findings show that the graduated rate income tax structure of Germany and Belgium are the most effective at reducing inequality. On the other hand, Lithuania’s proportional income tax structure is much more effective at reducing income inequality when compared to the graduated rate structure of Poland. Also, an appropriately-sized income tax threshold can transform a flat structure to a redistributive one that compares favorably with some graduated rate structures. In the case of Bulgaria, introducing an income tax threshold that is roughly the size of average income would reduce inequality by about 4 %.

Summary This paper attempts a new specification of the education variable in accounting for differences in income distribution in a cross-sectional analysis of 49 countries. The specification refers to the steepness of the educational pyramid, as measured by the coefficient of variation of enrolments within a given country. This variable alone explains 23 per cent of income inequality across countries (as measured by the Gini coefficient), while in the presence of it the traditional (catch-all) per capita income variable becomes insignificant.This finding indicates the importance of the supply side in relative income determination. "The U.S. economy experienced significant increases in the degree of income inequality over the past two decades.... In this paper we consider the effects of race, age, female headship, and college education on the distribution of family income by developing a multivariate methodology that allows us to gauge the influence of one factor while holding other determinants of family incomes constant. Over the period studied we find that race had only a minor effect on the overall size distribution of income. Age had a somewhat greater effect than race. In contrast, the impact of female heads and college education were quite substantial. The multivariate estimates reveal that the effects of female heads and college education both increase the Gini to a much greater extent than the progressivity of federal income taxes decreases it. The effects of college education and female headed families on inequality have grown larger across time, while the influence of age has declined. We find that the effects of race on inequality have changed little over the 1976 to 1989 period."  相似文献

理论分析表明,二元经济结构下人口老龄化能够通过要素禀赋结构调整和社会福利改善对城乡居民收入产生不同的收入效应和替代效应,进而影响城乡收入不平等。利用中国2000-2014年省际面板数据进行实证检验发现:中国人口老龄化显著的扩大了城乡收入不平等,但要素禀赋结构和社会福利水平对老龄化条件下的城乡收入不平等影响效应不同;随着对老年人口供养负担的加重,社会福利支出对老龄化条件下的城乡收入不平等主要表现为替代效应,城市偏向的社会福利支出使得农村因照料老人引起的劳动力供给减少扩大了城乡收入不平等;而要素禀赋结构的转变则使得老龄化主要表现为收入效应,劳动力相对资本的稀缺性导致转移劳动力工资上涨,从而缩小了城乡收入不平等;随着老龄化深化,通过社会福利改善和要素禀赋结构调整能够有效抵消老龄化对城乡收入不平等的负面影响;研究也证实了二元经济结构的优化和农业规模化经营对城乡收入不平等的缩小作用,而失业率上升和城乡投资差距却会加剧城乡收入不平等。  相似文献
