河南艾滋病村驻村调查笔记

通过对艾滋病村和受艾滋病影响群体状况的直接观察和解释,揭示艾滋病疫情对当地社会经济发展、人民生活和社会稳定所造成的负面影响.政策建议:(1)为了避免更大的灾难,政府应当把遏止艾滋 病作为"科学发展观"和"人口与发展战略"的一个组成部分,以便进一步动员各方面资源参与艾滋病的防治工作.(2)国家人口和计划生育系统应当全面介入国家的艾滋病预防.     

缅怀马寅初先生，加强人口研究和人口政策的前瞻性

今年是马寅初先生的“新人口论”发表50周年。对于今天我们这些后人来说,缅怀马寅初先生,就是要学习他坚持真理的科学态度和为国家民族不计个人荣辱得失的高风亮节,也许更重要的是,要从“新人口论”发表后发生的事件中汲取重要的历史教训和经验,用以指导今天和未来的人口研究和人口政策实践。作为一名研究人口经济问题的学者,我想谈几点自己的一些不成熟的想法。首先,我们要学习马寅初先生远见卓识,努力提高人口研究和人口政策的前瞻性。人口增长率(出生率、死亡率)和人口年龄结构等重要的人口学变量对社会经济发展的影响具有较长时间的滞后…

对我国艾滋病预防的政策建议

艾滋病不仅是严重的公共卫生问题,而且还是社会问题,它的广泛流行对社会产生了极大的影响:如人口结构转化与期望寿命的降低,对社会经济带来巨大的损失,自杀率的升高,影响社会的稳定,对法律提出了新的挑战等。对艾滋病流行的成因进行了分析,认为不仅有生物原因,还有其政治、经济和文化因素,并对我国艾滋病防治提出了若干政策建议。     

生者与死者——艾滋病在中国的现实与未来

在2003年12月1日艾滋病日到来前夕,中国政府宣布,将承诺对经济困难的艾滋病患者免费提供治疗药物,同时建立艾滋病防治专业技术队伍,不断提高医疗服务水平。 1988年,当乔纳森·曼恩博士领导世界卫生组织成立“全球艾滋病规划”项目和设立世界艾滋病日的时候,中国正在设立自己的“艾滋病长城”。这也是曼恩博士当年来中国访问时对我国领导人与同行提出的问题:“你们要建立中国的‘艾滋病长城’吗?”中国惟一的“乔纳森·曼恩世界健康与人权奖”获得者高耀洁说,“要把艾滋病拒之国门之外,这个想法非常具有诱惑力,也非常天真。在我们的地区已经有许多人死于艾滋病,并留下许多孤儿。我们还是晚了,我们可能要遭受更大的痛苦才能知道我们面临问题的严重性。” 一语成谶。艾滋病已成我们新的国难。但是,我们的救治依然捉襟见肘,由政府主导并由地方行政部门完成的药品发放缺乏连续性,导致病人缺医少药,吃吃停停;生产抗艾药品的制药厂因为没有经济效益而步履缓慢;新药品和疫苗的研制同样没有真正的突破;面对艾滋病病人,我们的政府和社会依然存在不理性态度。 正如哈佛大学肯尼迪政治学院教授鲁杰11月6日在北京主持一个艾滋病研讨会上所说:“中国现在正处在十字路口。没有任何一个国家或者是政府能够单独打赢这场战     

上海市卢湾区人口和计划生育综合改革实施意见

2003年5月,上海市卢湾区被国家人口和计生委确定为全国人口与计划生育综合改革试点区。根据国家人口和计生委《关于开展人口与计划生育综合改革试点工作的指导意见》和国家人口和计生委办公厅《关于2003年人口与计划生育综合改革试点工作要点的通知》精神,围绕国家和人口计生委提出的关于建立和健全“依法管理、村(居)民自治、优质服务、政策推动、综合治理”的人口与计划生育工作管理机制的要求,结合我卢湾区实际情况,就人口和计划生育综合改革提出如下实施意见。     

流动人口艾滋病传播与流行危险因素文献分析综述

在艾滋病的流行与传播方面,全世界艾滋病预防和控制同仁们已共同认识到,流动人口数量和规模的日益增长是一个非常重要的促进因素,中国情况也不例外[1].相对固定人口而言,流动人口是一个特殊群体.人口流动的本身与艾滋病并无因果关系,而是其与HIV(人类免疫缺陷病毒,Human Im-munodeficiency Virus)传播因素相结合,才真正导致了艾滋病的加速传播[2].因此,掌握艾滋病在流动人口中流行的危险因素,可为开展最有效、针对性强的防治措施提供依据.本文对流动人口中艾滋病感染的相关研究文献进行了初步梳理,并作如下综述.     

“超低生育率”现象分析

引言目前,一种新的人口现象正在引起国际社会越来越深切的关注,这就是“超低生育率”(lowesl-low fer tility)现象。最近,联合国人口司在一份调查报告中预测,目前生育率处于中等水平的国家到2050年将出现人口下降。联合国人口司把妇女生育率分别列为高、中、低三种类别。高生育率主要出现在非洲许多国家以及亚洲的巴基斯坦和阿曼等国,这些国家的妇女平均生育5个以上的子女。中等生育率指的是妇女生育介于2.1到5个子女之间。据统计,目前全世界有74个国家处于这个行列,大约占全球国家总数的百分之四十。这些国家包括印度尼西亚、印度、埃及、巴西、孟加拉国、伊朗和菲律宾,它们占了世界人口的很大部分, 其生育率高低将直接影响到全球人口未来的走势。生育率较低国家的妇女平均生育不超过2.1个子女,具
