Subsidy programs are sponsored by government and international agencies to improve affordability and accessibility of food and health products for socially deprived community. Although the donors in such programs allocate substantial resources to fund subsidies, a lot of it is wasted due to the inefficiency in the system arising out of product shrinkage and misplacement. This study analyzes the impact of private participation and advanced technology like RFID adoption on the donor subsidy under target consumption level. We formulate the problem as a donor funding the subsidy program through for-profit/not-for-profit newsvendor and compare the equivalent subsidy per consumption with and without RFID. We perform numerical analysis, collecting data from the public distribution system of India, and the results indicate that, unless the for-profit firm operates under a substantially reduced level of shrinkage and misplacement, the donor should always prefer a not-for-profit firm for program implementation. We also observe that among all the scenarios, a not-for-profit firm with advanced technology like RFID requires minimum donor subsidy to generate the target expected consumption.  相似文献

This paper presents a theoretical and preliminary empirical examination of various local real estate subsidies to business. Local governments can subsidize the structure capital, land, or both at a particular urban site. Standard microeconomic theory is used to investigate the effects of subsidy programs on the structure-land ratio, the employment-land ratio, and the amount of real estate taxes collected at the site in question. It is concluded that municipalities may benefit from subsidies to businesses even if those businesses would have located in the municipality without the subsidy.  相似文献

In this paper, I show that in-kind benefit such as a housing benefit program may have a significant impact on the price of the subsidized good. I use a French housing benefit reform to evaluate the impact of the subsidy on the level of rents. The results indicate that one additional euro of housing benefit leads to an increase of 78 cents in the rent paid by new benefit claimants, leaving only 22 cents available to reduce their net rent and increase their consumption. This large impact of housing benefit on rents appears to be the result of a very low housing supply elasticity. I show that the housing benefit reform induced additional demand, not only from low income households but also from students who used the benefit to become independent. Unfortunately, this increase in demand was unmatched by increasing housing supply in the short and middle term. The only possible effect of the reform is a small increase in housing quality. These results raise questions about the use of such in-kind transfers when the supply of the subsidized good is almost inelastic. It is therefore very important to estimate the incidence of the subsidy when assessing the efficiency of such welfare programs.  相似文献

This paper is a systematic review of the threat effect of active labor market programs for unemployed individuals. The threat effect is the induced change in the hazard rate of leaving unemployment prior to program participation. Studies included in the review all estimated a threat effect, with the participants in all cases being unemployed individuals in receipt of benefit of some kind during their tenure of unemployment. Eight of these studies have been included in a meta-analysis: The meta-analysis, which has been carried out using a random effects model to account for heterogeneity, indicated a hazard ratio of 1.25 for the pooled estimate. We conclude that active labor market programs constitute a statistically significant threat effect, although it is modest.  相似文献

We analyse the effect of active labour-market programmes on the hazard rate into regular employment for newly arrived immigrants using the timing-of-events duration model. We take account of language course participation and progression in destination country language skills. We use rich administrative data from Denmark. We find substantial lock-in effects of participation in active labour-market programmes. Post programme effects on the hazard rate to regular employment are significantly positive for wage subsidy programmes, but not for other types of programmes. For language course participants, improvement in language proficiency has significant and substantial positive effects on the hazard rate to employment.  相似文献

We study endogenous-participation auctions where bidders only know the number of potential participants. After seeing their values for the object, potential participants decide whether or not to enter the auction. They may not want to enter the auction since they have to pay participation costs. We characterize equilibrium bidding strategies and entry decisions for both first- and second-price sealed-bid auctions when participation is endogenous. We show that there is a pure strategy entry equilibrium where only bidders with values greater than a certain cut-off point actually bid. In this context, both types of auctions generate the same expected revenue. We also show that, contrary to the predictions of the fixed number of bidders literature, the seller's expected revenue may decrease when the number of potential participants increases. In addition, we show that it is optimal for the seller to charge an entry fee, which contrasts with results from the existing literature on auctions with entry. As in the fixed-n literature, we show that first-price auctions generate more expected revenue than second-price auctions when buyers are risk-averse. Finally, we characterize the optimal auction – the auction that maximizes the seller's expected revenue – by using a direct revelation mechanism. The optimal auction involves a reserve price larger than the optimal reserve price in the fixed-n literature. Government locational development programs often reward businesses for decisions they would have made or that are going to be quickly reversed. This paper presents a model to determine the amount and structure of government locational subsidies that minimize this problem. We model the firm's decision to switch locations as an option whose value depends on stochastic operating costs, the costs to switch locations and subsidies offered by the government. The government maximizes the expected benefit from the operation of the firm within its preferred location by choosing a subsidy package that explicitly and endogenously recognizes the firm's switching option.  相似文献

This paper describes how the standard economic constrained maximization model can be applied to improve the efficiency of allocation of subsidies to college students. After a general discussion the model is applied to the allocation of a subsidy to freshman students at the University of California according to equity objectives. This model suggests that student subsidy programs should be based on explicit consideration of student willingness to pay for college in relation to carefully specified enrollment objectives. The administration of such a program would require changes in the currently used financial “need” approach to student subsidy programs. Does voluntary participation in eco‐certification become more substantive over time, or less? Although past research on voluntary programs suggests that later participants are more likely to greenwash by only symbolically adopting voluntary standards, theories of regulatory competition suggest a possible “race to the top.” We argue that participation in voluntary programs can facilitate competition that enables a race, and we advance a theory of self‐regulatory competition to explain dynamics of participation in voluntary environmental programs. Under this perspective, environmental self‐regulation may facilitate a race to the top, despite possibilities for purely symbolic adoption. Analyzing data from a voluntary green building certification program in the United States, we introduce a methodology to distinguish propensities for symbolic certification from more substantive environmental performance. Data demonstrate that later adopters invest additional resources to attain higher certification, becoming greener and suggesting a race to the top in a voluntary greenbuilding certification program.  相似文献

Survey topic as a factor influencing participation rates is becoming increasingly important, as there is a growing trend in social science research for surveying specific populations about specific topics. Previous research has shown that respondents with high topic interest (often referred to as salience) are more likely to participate in surveys. However, the identification of mechanisms that affect respondents’ interest in a survey topic has been largely neglected in research literature. We present an explanatory model of participation that conceptualizes topic interest as a function of an actor’s relational position in a particular social setting. To illustrate the relationship between survey topic and participation behavior, we use an online survey on mating conducted on the user population of an online dating site. For our nonresponse analysis we use web-generated process data, consisting of profile and interaction data, which describe all units of the sample frame. Thus, comprehensive information is available for both participants and non-participants of the online survey on an individual level, enabling a particularly accurate analysis of nonresponse. Results show that the probability of participation varies according to a user’s chances of success on the mating market. Users who can be described as less attractive (e.g. older people, less educated men, overweight women) show a higher probability of participation, which we explain with the mechanism of topic salience. We conclude with general implications regarding (1) the relationship between survey topic and survey participation and (2) the potential of web-generated process data for (online) survey research.  相似文献

This paper estimates treatment effects of two active labor market policies – a training program and a wage subsidy scheme – on participants' employment probabilities. The analysis is based on unique data from the 18th wave of the Polish Labor Force Survey containing detailed and extensive individual labor force status histories. We discuss two variants of an exact covariate matching procedure adapted to the specific nature of the data. Our study confirms and reinforces a point raised in recent research [Heckman, J.J., Smith, J.A. The Pre-programme Earnings Dip and the Determinants of Participation in a Social Programme: Implications for Simple Programme Evaluation Strategies. The Economic Journal 1999; 109; 313-348., Heckman, J.J., Smith, J.A. The Determinants of Participation in a Social Program: Evidence from a Prototypical Job Training Program. Journal of Labor Economics 2004; 22; 243-298.], that pre-treatment labor force status dynamics play a decisive role in determining program participation. We implement a conditional difference-in-differences estimator of treatment effects based on these individual trinomial sequences of pre-treatment labor market status. The estimator employs a “moving window” technique that nicely controls for changes in the macroeconomic environment over time. Our findings suggest that training raises individual employment probability, while wage subsidies display negative treatment effects for participants in the Polish case.  相似文献

The demand for rental housing using the Annual Housing Survey SMSA sample for 1977 is estimated. The principal determinants of rental housing demand, namely housing price and permanent/transitory income, are computed through spatially varying hedonic price techniques and instrumental variables methods (relating to human and nonhuman capital), respectively. Based on the demand estimation results, impacts of hypothetical cash and rent subsidy programs are analyzed in terms of “housing” and “welfare” effects. It is found that a rent subsidy achieves considerably larger effects than does a cash subsidy.  相似文献

This paper addresses the problems of defining and measuring government subsidies, examines why and how government subsidies are used as a fiscal policy tool, discusses their general economic effects in terms of real welfare costs and distributional implications, appraises international empirical evidence on government subsidies, and offers options for their reform. Recent international trends in government subsidy expenditure are analyzed for the 16‐year period from 1975 to 1990, using general government subsidy data for 60 countries from the United Nations' System of National Accounts (SNA). The paper reviews major policy options for subsidy reform, focusing on ways to improve the cost‐effectiveness of subsidy programs.  相似文献

Using administrative panel data on individuals, we evaluate the effect of compulsory work-focused interviews (CWFI) on the probability of leaving social security benefit for the two main recipient groups of out-of-work benefits outside the unemployed: lone parents and the sick or disabled. CWFI for these groups were first introduced for new benefit claimants in Britain under the ONE programme in a limited number of benefit districts, enabling us to identify the policy effect. Using a difference-in-differences procedure, we find little evidence to suggest that CWFI increases labour market participation amongst inactive benefit claimants.  相似文献

During the last two decades, policy-makers have included employment subsidies among the tools of stabilization policy. Employment subsidy programs have been introduced in Japan, Great Britain, Europe and the United States. There has been some concern, however, about the effectiveness of such programs. In this paper, we analyze how a profit-maximizing firm will respond to a marginal subsidy program with a fixed threshold, focusing on the role of inventories. We show that, in some cases, the firm may have an incentive to manipulate inventories in a way that increases its profits but lowers the cost effectiveness of the program.  相似文献

Leadership development programs (LDPs) have proliferated and diversified but still usually share the ambition of involving the participants’ on-the-job experiences. Yet, the dominant view hereof is crude, not acknowledging the variety of ways used to accomplish it. The Scandinavian context is illustrative for reviewing what we term ‘customization devices’ because of its tradition for LDPs with collective reflection, practice orientation, and broad participation. This review curates and synthesizes 31 studies evaluating empirical experiences with customization devices in Scandinavian university-based LDPs from no earlier than 2010. Such devices fall within three key categories, namely theories, cases, and relationships, and have three key effects: distancing from practice, dedicating to the program, and devising future action. Based on our findings, we challenge the dominant view that open enrollment programs cannot adequately mobilize participants’ experiences by theorizing the distinction between open and closed customization. The review further serves as a resource for LDP designers and instructors to carefully choose and mix customization devices that are complementary in their effects.  相似文献

In the Self Sufficiency Project Applicant Experiment, new welfare entrants were informed that if they remained on public assistance for a year they would become eligible to receive a generous earnings subsidy offer. Those who satisfied the waiting period, and then left welfare and began working full time within the following year, were entitled to receive payments for up to 36 months whenever they were off welfare and working full time. A simple optimizing model suggests that the program rules created an unusual sequence of incentives: (1) to prolong the initial spell on welfare for at least 12 months to become eligible for the subsidy offer; (2) to lock in subsidy entitlement by finding full time work and leaving welfare in the 12–24 month period after initial entry; and (3) to choose work over welfare during the three years that subsidies were available. Consistent with these implications, comparisons between the experimental treatment group and a randomly assigned control group show that the program increased welfare participation in the first year after initial entry and lowered it over the following 5 years. We develop an econometric model of welfare participation and program eligibility status that allows us to separately identify the behavioral effects associated with the program rules. We find important responses to all three incentives, and that the program impact persisted after subsidy payments ended, although the effect decayed over time.  相似文献

Voluntary environmental programs (VEPs) are designed based on a win–win approach to environmental protection that reconciles environmental protection and economic performance. Despite the claims about VEPs, there has been an ongoing debate over their efficacy with regard to whether environmental goals are balanced by economic interests on both theoretical and empirical grounds. To resolve this controversy, this paper empirically investigates a public VEP by the US Environmental Protection Agency: Green Lights (GL). For this, the paper constructs a treatment effects regression model to account for the effects of non‐random assignment for GL participants and non‐participants. The proposed model can simultaneously estimate probit models that predict corporate participation in the GL program and linear models that test the extent to which this participation contributes to economic performance. The results indicate significant positive effects of corporate participation in the GL program on economic performance, providing support for the win–win perspective. Discussions to aid the housing industry raise several questions. First, does stimulation of housing demand require new direct subsidy programs? And, second, are any programs to increase demand worth their costs to society? The results in this paper indicate that the answer to both questions is no: the existing subsidy to homeownership in the tax code is, when combined with mortgage instruments that offset cash flow problems, fully capable of generating large increases in demand at the cost of significant tax expenditures; and the social benefits of increased housing demand are shown to be worth only about 60% of their costs. Consequently, increasing housing demand can be readily achieved, but doing so will be costly to the government and inefficient for society.  相似文献

The purpose of this paper is to illustrate the usefulness of the Tobit model in program planning. The avenue of display is the U.S. Food Stamp Program. Special analytical problems are encountered when the number of eligible nonparticipants of government programs is substantial. Under such circumstances difficulties arise with the use of ordinary regression techniques. The Tobit model is designed to reliably estimate relations from data encumbered with obstacles of this kind. Applications shown herein include program participation prediction and elasticities and probability changes associated with isolated exogenous variable changes.  相似文献
