Since 1990, technology foresight has spread rapidly. We begin by analyzing the reasons for this before examining the specific political background to technology foresight in the United Kingdom, Australia, and New Zealand. The article analyzes and compares the approaches to foresight in these countries, identifying the strengths and weaknesses of each approach. We then propose a new rationale for technology foresight, which centers on its role in “wiring up” and thereby strengthening the national innovation system, before arriving at a number of conclusions.  相似文献

The paper shows how international foresight exercises, through online and offline tools, can make policy-making in developing countries more participatory, fostering transparency and accountability of public decision-making. A five-round Delphi exercise (with 1454 contributions), based on the priorities of the 2005-2007 Latin American and Caribbean Action Plan for the Information Society (eLAC2007), was implemented. This exercise aimed at identifying future priorities that offered input into the inter-governmental negotiation of a 2008-2010 Action Plan (eLAC2010). It is believed to be the most extensive online participatory policy-making foresight exercise in the history of intergovernmental processes in the developing world to date. In addition to the specific policy guidance provided, the major lessons learned include (1) the potential of Policy Delphi methods to introduce transparency and accountability into public decision-making, especially in developing countries; (2) the utility of foresight exercises to foster multi-agency networking in the development community; (3) the usefulness of embedding foresight exercises into established mechanisms of representative democracy and international multilateralism, such as the United Nations; (4) the potential of online tools to facilitate participation in resource-scarce developing countries; and (5) the resource-efficiency stemming from the scale of international foresight exercises, and therefore its adequacy for resource-scarce regions. Two different types of practical implications have been observed. One is the governments' acknowledgement of the value of collective intelligence from civil society, academic and private sector participants of the Delphi and the ensuing appreciation of participative policy-making. The other is the demonstration of the role that can be played by the United Nations (and potentially by other inter-governmental agencies) in international participatory policy-making in the digital age, especially if they modernize the way they assist member countries in developing public policy agendas.  相似文献

This paper investigates the possibility of Granger causality between the logarithms of real exports and real GDP in twenty-four OECD countries from 1960 to 1997. A new panel data approach is applied which is based on SUR systems and Wald tests with country specific bootstrap critical values. Two different models are used. A bivariate (GDP–exports) model and a trivariate (GDP–exports–openness) model, both without and with a linear time trend. In each case the analysis focusses on direct, one-period-ahead causality between exports and GDP. The results indicate one-way causality from exports to GDP in Belgium, Denmark, Iceland, Ireland, Italy, New Zealand, Spain and Sweden, one-way causality from GDP to exports in Austria, France, Greece, Japan, Mexico, Norway and Portugal, two-way causality between exports and growth in Canada, Finland and the Netherlands, while in the case of Australia, Korea, Luxembourg, Switzerland, the UK and the USA there is no evidence of causality in either direction.  相似文献

The methodology known as strategic foresight is an important tool to be used in long-term strategic planning activities and in support of the decision making process in public as well as private sectors. This article addresses the use of strategic foresight applied to the strategic management plan for an agency that deals with the funding and promotion for the development of science, technology and innovation in Brazil, and the logic that permeated its construction, promoting an alliance of the concepts of strategy and foresight. It has as key elements the long-term vision and the adoption of participatory approach and qualitative and quantitative methods. The methodological framework involved the use of different techniques, methods and tools, including, among others, web survey, diagnosis, SWOT, future timeline, interviews, workshops and strategic roadmap.  相似文献

Most analyses of social protection are focussed on public arrangements. However, social effort is not restricted to the public domain; all kinds of private arrangements can be substitutes to public programs. OECD data indicate that accounting for private social benefits has an equalising effect on levels of social effort across a number of countries. This suggests complementarity between public and private social expenditures. But their distributional effects differ. Using cross-country data, we find a negative relationship between net public social expenditures and income inequality, but a positive relationship between net private social expenditures and income inequality. We conclude that changes in the public/private mix in the provision of social protection may affect the redistributive impact of the welfare state.Part of Leiden Social Security Incidence Project. This article discusses technology foresight in selected countries which were politically dependent (colonial) before World War II and considered as “under-developed” in the post-war period. Most of them show considerable economic dynamism in the 1990s, which is not always based on their own scientific and technological capability. For this group of countries, national exercises in technology foresight are likely to be an important tool in planning the strategic direction for science and technology development in order to catch up economically as well as socially. In Korea, which has recently become an OECD member, comparative advantage based on factors such as low wages and protected industries are no longer effective as the economy is now wide open to the world. Foresight is being used to look at comparative advantages based on Korea’s own knowledge-creating activities. In southeast Asian countries, foresight is still in an infant stage, but most of these have medium-term planning cycles and have undertaken longer-term vision studies. In South Africa, a national foresight project is running, as is an adapting foresight process to make the large national research organization fit. In Latin America, an agenda has been set up which indicates the desire of several countries to engage in foresight activities using different approaches.  相似文献

This paper studies the nature of youth poverty dynamics in Europe. First, it analyzes to what extent experiencing poverty in a given period is in itself positively related to the probability of living below the poverty line again in the future. That is, we assess the degree of poverty genuine state dependence among young people. Second, we study the interrelationships between poverty, employment, and residential emancipation. The results show that youth poverty genuine state dependence is positive and highly significant, but this scarring effect is short‐lived in Scandinavia compared to Southern or Continental Europe. Moreover, although we find a strong association between poverty and leaving home in Nordic countries, time spent in economic hardship does not last long. On the contrary, in Spain and Italy, young adults tend to leave their parental home much later in order to avoid falling into a poverty state that is more persistent.  相似文献

The relationship between environmental concerns and innovation is analyzed in the context of Portuguese manufacturing firms, with the ultimate goal to foster measures of environmental foresight.Based on data from the Community Innovation Survey in Portugal, simple statistical tests, including Chi2, t, and Levene's tests and contingency tables (adjusted standardized residuals), were used to study the relationship between firms' characteristics and the introduction of innovation aiming to reduce environmental damage. Environmental foresight is discussed based on three groups of variables that allow considering the industrial context that frames firm's actions, the economic performance of the firm and its innovation patterns.Results show that the development of innovation due to environmental concerns is positively associated with the firm's size and exports share, and negatively associated with its technological content. Moreover, it is shown that the firms that introduced innovations due to environmental concerns are likely to belong to an economic group, to have performed continuous R&D, or received public support. It is also shown that “lack of organizational flexibility” and “lack of receptivity by customers” are the two most relevant innovation barriers for these firms.  相似文献

Technology foresight has received growing attention among those involved in the shaping and implementation of science and technology (S&T) policies. However, although evaluative analyses of foresight exercises have supplied evidence on acclaimed benefits—such as the generation of future-oriented knowledge and strengthening of collaborative networks—they also point to challenges in translating foresight results into actions within research and technology development (RTD) organizations. In this article, we address these challenges by considering the work of the Wireless World Research Forum (WWRF), which has sought to promote the conception, development, and diffusion of wireless communication technologies. Specifically, by contrasting this work with well-known government-initiated foresight exercises, we typify so-called explicit, emergent, and embedded foresight activities and explore their interrelationships. Our comparative analysis points to conditions under which policy interventions may not be needed for the emergence of foresight activities that exert a major influence on RTD agendas. It also suggests several context-dependent roles for public policy, among which government-driven foresight exercises and the catalysis of more narrowly focused activities are but two examples.  相似文献

The euro crisis has been typically presented as excessive fiscal deficits leading to the accumulation of unsustainable public debts. This debt and deficit diagnosis applied most notably in Greece and Italy, but also in Portugal and Spain (the ‘PIGS’). Implicit in much of the analysis, and occasionally explicit, is the suggestion that these were not only profligate but also lazy PIGS that spent beyond their means and abandoned a commitment to international competitiveness. This article demonstrates that the German export-led growth strategy generated large trade and current account deficits throughout the eurozone in the 2000s. When the global financial crisis struck the continent in 2008, these trade-based deficits proved unsustainable. With the exception of Greece, neither public debts nor fiscal deficits represented a major problem among eurozone countries prior to 2008. The analysis leads to measures that could have avoided the crisis of sovereign debt entirely, as well as corrected the unsustainable trade balances in the euro zone. These policies were not seriously considered, with the result that in the second decade of the 21st century the future of the common currency is in doubt.  相似文献

Rapid developments in and the controversial nature of biotechnology call for communication, networks, partnerships, and collaboration in research, not just among researchers, but also between researchers and research “users” in industry, government, and elsewhere. Technological foresight appears to offer a coordinating method for developing and strengthening those linkages. To test this, a technological foresight study was performed on genetically modified (GM) crop technology in the Danish context. The background of the study was the conflict and intense debate in Denmark over applications of gene technology, especially over the deliberate release of genetically modified (GM) crops. However, the current debate characteristically involves sharply opposed fronts, lacking willingness and courage to engage in a free-flowing and open-minded debate on both rational and normative components of biosafety. In it, stakeholders and experts on both side of the conflict advocate widely differing opinions. Without a proper generally intelligible dialogue, the broader public audience finds it hard to comprehend this type of debate. The study pursues the notion that public dialogue can act as a driver of future applications in the technological domain, specifically GM crops. The study concluded with a stakeholder workshop that revealed three key issues that might provide helpful starting points for a more free-flowing and open-minded debate about the future of GM crops. The issues were those arising from the following statements: a broad perspective on risk is crucial; international regulation must make allowance for developing countries; a better configuration of the risk debate is needed. This paper analyses the link between employment and capital accumulation in unionised labour markets by using a dynamic monopoly union model. The role of wage setting is also explored within the above context. The empirical analysis is based on annual data from the manufacturing sector of five European countries (France, Greece, Italy, Portugal and Spain). It verifies that capital accumulation has a positive influence on employment. Concerning wages, there is evidence that, in most countries, income opportunities in the public sector play an important role in wage determination. A larger public sector crowds out private investment and employment by serving as a safety net that allows wage setters to push for higher wage demands.  相似文献

This paper investigates the determinants of university-industry links in five European countries (France, Germany, Italy, Spain and the UK), using internationally comparable firm-level data for the period 2007–2009. Besides the usual firm-specific variables, it examines the role of meritocratic management practices in firms’ decisions to collaborate in R&D. Firm innovative efforts, the export status and the R&D government support are positively related to business-university links in almost all countries, human capital and firms’ size in two out of five countries under scrutiny, while belonging to science-based sectors does not seem to play a significant role in all countries but Italy. Importantly, we find that meritocratic managerial practices positively affect the firm-university nexus in Germany, France and the UK, while meritocracy does not appear to enhance businesses’ R&D collaboration in Italy and in Spain.  相似文献

The revival of geopolitics in post-1989 Italy is at once a rather straightforward and perplexing matter. On the one hand, the renewed appeal that geopolitical thinking has enjoyed in International Relations (IR) circles has been well documented and could hardly be downplayed. On the other hand, however, the recourse to geopolitics has often boiled down to an undifferentiated and often convoluted use of its terms, approaches and theories. In this article we argue that the rationale of such a revival has been less to import geopolitical knowledge into IR and more to confer legitimacy and respectability to the analyses put forward by scholars and practitioners. It is no chance, in fact, that the geopolitics-inspired academic discourse has been progressively recognised as a way, if not the way, to discuss international affairs in post-1989 Italy. The central puzzle to be investigated behind the revival of geopolitics in Italy is thus how such a discourse has managed to gain and retain a powerful status in Italian IR academia and, most importantly, why.  相似文献

This contribution summarizes recent experiences in government or national technology forecasting which are now often termed “foresight.” While the methodological tool kit changed from mathematical models to more qualitative scenarios or visions, the Delphi method has become the backbone of foresight projects. Recent national activities, being dealt with in this special issue, are compared in terms of their comprehensiveness, their science versus industry orientation, and their analytic versus action-oriented targets. Although some of these are ongoing, we can discern several new foresight paradigms. From the perspectives of sociology and political sciences, foresight elements seem to be the means of communication (or the “wiring up”) for the negotiating systems of the society. From an economics and management point of view, foresight is helpful for benchmarking and for initiating feedback processes between future demand and present day investment in research and development. From a cultural point of view, the resurrection of foresight in the 1990s seems to be related to growing globalization and at the same time the recognition of national or regional innovation systems. Finally, in terms of international affairs supranational foresight seems to become a new venture.  相似文献

In this article the authors anticipate some results of a study carried out in France and in Italy, in the framework of a wider research project aiming at analysing in some depth and at comparing the recent trends and patterns of total household consumption in some capitalist and socialist countries. 1
The accounting scheme used to arrive at a comprehensive definition of household consumption, inclusive of the "non-market" divisible services produced by public administrations, and to identify the share of this new aggregate which is financed by collective resources, isoutlined in the first section. In the second section, the article shows the growing relative importance of publicly-supported consumption, but it also shows that during the sixties, the overall cost of divisible public services and of social benefits provided in kind or in cash was, in both countries, almost entirely auto-financed by the household sector, via social security contributions and taxes levied on that sector's income and consumption. In the third section, comparative analysis of the recent structural evolution of the "market" and the "non-market" shares of total household consumption points out the similarities and dissimilarities between the patterns and forms of private and public spending in the two countries.
The results of this analysis seem to support the thesis that unless a better integration of social policies with economic growth policies is achieved, it will not be possible to implement rational choices between the "market" and the "non-market" ways of satisfying specific population needs. The authors' conclusion is that under present circumstances, public civil expenditures will continue to rise, both in France and in Italy, more rapidly than total national resources and it will become difficult to balance total receipts and total outlays of the public sector.  相似文献

Multilateral indices of total factor productivity (TFP) allow efficiency comparisons between ten European Union countries and the United States from 1973 to 1993. Differences in TFP levels are then explained by land quality differences, public research and development (R&D) expenditures, education levels, private-sector patents, international spillovers of public R&D, and private-sector technology transfer. There is evidence that public R&D results in limited knowledge spillovers between the European countries and the United States. However, the use of international patent data from the Yale Technology Concordance shows not only that patents matter, but also that private sector technology transfer may be the dominant force in explaining TFP trends. The United States and the European Union countries with more advanced research systems (Netherlands, Denmark, France, and Belgium) converge in a high-growth club, while Germany, Luxembourg, Greece, Italy, Ireland, and the United Kingdom form the slow-growth group. Ignoring knowledge spillovers and technology transfer leads to biased estimates of R&D elasticities, which is hardly surprising since the private sector is now spending more than the public in some of these countries. Thus, the estimated rate of return to public agricultural R&D falls from over 60% in the closed economy model to 10% in the model that takes account of international spillovers. (JEL Q16)  相似文献

This paper discusses how to bridge the gap between foresight research oriented to the long-term, and traditional market research oriented to the medium to short term, when applied to an early stage of a technology's life cycle. It proposes using an integrating approach, i.e. a combination of methods and both foresight and traditional market research. A mix of complementary methods for the acquisition and analysis of data is presented in a case study. This helps to overcome the deficits of some qualitative foresight methods and quantitative methods often used in traditional market research and allows us to examine research results from the different methods applied both on their own and as a group. In the absence of a single fully-fledged and accepted economic approach, this paper argues that combined market research and foresight modules are the best possible approach for analyzing the economic potential of emerging technologies like nanotechnology. In the future, similar applications of such market foresight modules may be useful, for example, as elements of foresight. They will also be useful in studies of emerging technologies (e.g. converging technologies, cognitive science and Web 2.0) where traditional market research does not produce a realistic market assessment.  相似文献

We investigate public–private pay determination using French, British and Italian microdata. While traditional methods focus on parametric methods to estimate the public sector pay gap, in this paper, we use both non-parametric (kernel) and quantile regression methods to analyze the distribution of wages across sectors. We show that the public–private (hourly) wage differential is sensitive to the choice of quantile and that the pattern of premia varies with both gender and skill. In all countries the public sector is found to pay more to low skilled workers with respect to the private sector, whilst the reverse is true for high skilled workers. When comparing results across countries, we find that where pay formation is more regulated (i.e. as in France and Italy) the public sector pay gap is smaller; whilst where market factors play a larger role in pay determination (i.e. as in Great Britain) the public sector pay gap is larger—particularly in the lower part of the wage distribution—and females are much better off in the public sector as compared to the private sector.  相似文献

Japan started its development in science and technology later than other countries but was nevertheless quite successful. Many factors contributed to this success—and one of them was the adaptation of large foresight studies at the end of the 1960s. In Japan, the Science and Technology Agency (STA), among others, in 1971 started to conduct a large study on the future of science and technology. The Delphi method was one technique used for foresight activities. This was not considered a tool of prediction but an instrument to systematically look into the long-term future. Among the aims of this type of national activity is the identification of areas of strategic research and of generic technologies most likely to yield the greatest economic and social benefits. Although many countries stopped their national foresight activities in the 1970s, the Japanese Delphi process continued and was applied every five years. In 1997, the sixth study was finished. Yet, Japanese technology policies are less consistent than is commonly believed and involve an assortment of policy measures and actors/agencies pragmatically devised to address diverse, ever-changing, and sometimes conflicting needs embedded in a broad range of issues. Forecasting results provide the “language” to communicate among Japanese actors in science, technology, and society.  相似文献
