This article discusses technology foresight in selected countries which were politically dependent (colonial) before World War II and considered as “under-developed” in the post-war period. Most of them show considerable economic dynamism in the 1990s, which is not always based on their own scientific and technological capability. For this group of countries, national exercises in technology foresight are likely to be an important tool in planning the strategic direction for science and technology development in order to catch up economically as well as socially. In Korea, which has recently become an OECD member, comparative advantage based on factors such as low wages and protected industries are no longer effective as the economy is now wide open to the world. Foresight is being used to look at comparative advantages based on Korea’s own knowledge-creating activities. In southeast Asian countries, foresight is still in an infant stage, but most of these have medium-term planning cycles and have undertaken longer-term vision studies. In South Africa, a national foresight project is running, as is an adapting foresight process to make the large national research organization fit. In Latin America, an agenda has been set up which indicates the desire of several countries to engage in foresight activities using different approaches.  相似文献

This contribution summarizes recent experiences in government or national technology forecasting which are now often termed “foresight.” While the methodological tool kit changed from mathematical models to more qualitative scenarios or visions, the Delphi method has become the backbone of foresight projects. Recent national activities, being dealt with in this special issue, are compared in terms of their comprehensiveness, their science versus industry orientation, and their analytic versus action-oriented targets. Although some of these are ongoing, we can discern several new foresight paradigms. From the perspectives of sociology and political sciences, foresight elements seem to be the means of communication (or the “wiring up”) for the negotiating systems of the society. From an economics and management point of view, foresight is helpful for benchmarking and for initiating feedback processes between future demand and present day investment in research and development. From a cultural point of view, the resurrection of foresight in the 1990s seems to be related to growing globalization and at the same time the recognition of national or regional innovation systems. Finally, in terms of international affairs supranational foresight seems to become a new venture.  相似文献

Recent national technology foresight studies as well as the Millennium Project of the American Council for the United Nations University are very much based on “nodes of discussion.” These short statements are called, e.g., topics, issues, or developments. This article provides a framework for the classification and analysis of nodes related to future technological development. Key concepts of the article are “technological generalization” and “leitbild.” The topics in the technology foresight Delphi studies can be seen as different kinds of generalizations from already realized technological developments. Leitbild is a German word. Its most general meaning is a guiding image. Like a common vision, a leitbild creates a shared overall goal, offers orientation toward one long-term overall goal, and provides a basis for different professions and disciplines to work in the same direction. The analysis of leitbilder and emerging technological paradigms might contribute to the construction of topics and issues and to the argumentation processes related to them.  相似文献

Japan started its development in science and technology later than other countries but was nevertheless quite successful. Many factors contributed to this success—and one of them was the adaptation of large foresight studies at the end of the 1960s. In Japan, the Science and Technology Agency (STA), among others, in 1971 started to conduct a large study on the future of science and technology. The Delphi method was one technique used for foresight activities. This was not considered a tool of prediction but an instrument to systematically look into the long-term future. Among the aims of this type of national activity is the identification of areas of strategic research and of generic technologies most likely to yield the greatest economic and social benefits. Although many countries stopped their national foresight activities in the 1970s, the Japanese Delphi process continued and was applied every five years. In 1997, the sixth study was finished. Yet, Japanese technology policies are less consistent than is commonly believed and involve an assortment of policy measures and actors/agencies pragmatically devised to address diverse, ever-changing, and sometimes conflicting needs embedded in a broad range of issues. Forecasting results provide the “language” to communicate among Japanese actors in science, technology, and society.  相似文献

Short term forecasting was applied to 20 emerging technologies under the “Machine and Materials” category based on the Vision 2023 foresight study previously conducted for Turkey. This scientometric approach uses the most suitable keywords linked to the technology in question and determines the number of publications and patents in those fields for a given year. Database analysis of publications and patents in the previous 11 years indicates that while the majority of the top 20 technologies identified by the experts are indeed emerging (i.e. the number of research and/or patenting in these technologies is increasing), some of them have not actually attracted too much interest in the science and technology (S&T) community. Forecasts based on S-curves indicate steady growth in some of the selected technologies. There is a high correlation between the number of scientific publications and patents in most of the technologies investigated. The method is proposed as a simple and efficient tool to link national foresight efforts to international S&T activities and to obtain quantitative information for prioritized technologies that could be used for technology management and decision making for research funding and technology investment.  相似文献

This brief guide reviews the philosophical underpinnings of the prospective procedure then strives to explain the concepts and characteristics of this “intellectual undiscipline” which aims not to predict but rather to help shape the future. La prospective contributes to our efforts to gain foresight, an indispensable quality for anyone who wants to be an actor in a future yet to be created. The various stages of the procedure are presented, in particular the scenario method as applied by the author in local, national, and international futures projects for subjects as varied as aging populations, retirement in industrialized countries, and the impact of new technology on production.  相似文献

Recent years have brought a significant revival of public foresight activities in many European countries, including France, Spain, and Italy. The French context is rather specific in the sense that public planning and foresight (prospective) are an old tradition starting in the early post war period, but was progressively abandoned until its international revival during the 1990s. The recent experiences combine a mix of methods including the experimental reproduction of foreign experiences for long-term science and technology foresight (allowing comparisons of the experts’ opinions between countries) and the development of a specific study of critical technologies in the shorter term with the direct aim of orienting and improving the microeconomic strategies in the country.Spain and Italy started their own tests of foresight procedures later. The diffusion of foresight approaches and methods is certainly influenced by cultural proximities between countries of Roman civilization, but the different national settings led to relatively diverse experiences. International comparisons reveal the wide variety of methods and implementations that can be contemplated at present in Europe—a living laboratory of public foresight experiences.  相似文献

In this study, we propose a new model for systems analysis ‘of’ policy and systems analysis ‘for’ policy with the example of construction sector in the Turkish 5-year development plans.Our proposed model—integrated development management model (IDMM)—is conceptually based on the principles of systems thinking and integrated management approach.We present and discuss the results of our work in which we extracted all construction-related policies and strategies from eight 5-year development plans and analyzed them using the IDMM. In the light of the analyses, we give several answers to the question: “Why did the development plans fail to meet their targets in Turkey?” We propose that any development plan has to have claritasunitasintegritasconsonantia between the management levels (normative, strategic, and operational) and components (goals, structures, and behavior) of IDMM.The paper is the first work that brings the concepts of development planning and foresight together. The relationship between environmental concerns and innovation is analyzed in the context of Portuguese manufacturing firms, with the ultimate goal to foster measures of environmental foresight.Based on data from the Community Innovation Survey in Portugal, simple statistical tests, including Chi2, t, and Levene's tests and contingency tables (adjusted standardized residuals), were used to study the relationship between firms' characteristics and the introduction of innovation aiming to reduce environmental damage. Environmental foresight is discussed based on three groups of variables that allow considering the industrial context that frames firm's actions, the economic performance of the firm and its innovation patterns.Results show that the development of innovation due to environmental concerns is positively associated with the firm's size and exports share, and negatively associated with its technological content. Moreover, it is shown that the firms that introduced innovations due to environmental concerns are likely to belong to an economic group, to have performed continuous R&D, or received public support. It is also shown that “lack of organizational flexibility” and “lack of receptivity by customers” are the two most relevant innovation barriers for these firms.  相似文献

Rapid developments in and the controversial nature of biotechnology call for communication, networks, partnerships, and collaboration in research, not just among researchers, but also between researchers and research “users” in industry, government, and elsewhere. Technological foresight appears to offer a coordinating method for developing and strengthening those linkages. To test this, a technological foresight study was performed on genetically modified (GM) crop technology in the Danish context. The background of the study was the conflict and intense debate in Denmark over applications of gene technology, especially over the deliberate release of genetically modified (GM) crops. However, the current debate characteristically involves sharply opposed fronts, lacking willingness and courage to engage in a free-flowing and open-minded debate on both rational and normative components of biosafety. In it, stakeholders and experts on both side of the conflict advocate widely differing opinions. Without a proper generally intelligible dialogue, the broader public audience finds it hard to comprehend this type of debate. The study pursues the notion that public dialogue can act as a driver of future applications in the technological domain, specifically GM crops. The study concluded with a stakeholder workshop that revealed three key issues that might provide helpful starting points for a more free-flowing and open-minded debate about the future of GM crops. The issues were those arising from the following statements: a broad perspective on risk is crucial; international regulation must make allowance for developing countries; a better configuration of the risk debate is needed. Online Social Networks (OSNs) have gained unprecedented popularity in recent years. OSNs facilitate the interaction among members by providing a dynamic/multimodal platform which enables discussions, sharing of multimedia content, organisation of events, etc. These networks comprise millions of members from all continents and from all age groups — although the younger generation is more prominent. OSN dynamics and inherent patterns of operation are being investigated by academia as a means of studying, for instance, ICT-enhanced social change. Industry uses them to detect new commercial trends and establish marketing strategies.We believe that the huge size of OSNs, the broad and versatile thematic topics and the fact that most users are youngsters made these new modalities of large-scale interaction also worth investigating in regard to the study of the future or foresight. In this paper, we discuss the relevance of OSNs for three objectives of foresight methods, namely creativity, expertise and collective intelligence.First, we argue that OSNs can be regarded as a tool to enhance creativity through the unprecedented modalities of communication and interaction they offer.Second, we propose OSNs as an expert tool to detect emerging changes in social behaviour. We assume that the recorded exchanges of information and thoughts between participants in forums offers an under-exploited source of information for detecting new social trends. The value of this information may be amplified by evaluating it in conjunction with other OSN data, such as member profiles, behavioural patterns or list of contacts or friends. In this way, emerging social trends could be detected. Similar approaches are already used in market research and could be transferred to foresight.Third, we consider OSNs to be a means of aligning individual thinking and fostering collective or “collaborative” intelligence for a whole range of possible goals in the future.For each of these three objectives, the theoretical foundations are complemented with some case studies. Given the novelty of the OSN phenomenon and its unexplored potential in many fields, the authors aim to trigger thinking and discussion on the potential application of this emerging phenomenon within foresight, rather than to offer a vademecum on the use of OSNs for foresight activities.  相似文献

Technology foresight has received growing attention among those involved in the shaping and implementation of science and technology (S&T) policies. However, although evaluative analyses of foresight exercises have supplied evidence on acclaimed benefits—such as the generation of future-oriented knowledge and strengthening of collaborative networks—they also point to challenges in translating foresight results into actions within research and technology development (RTD) organizations. In this article, we address these challenges by considering the work of the Wireless World Research Forum (WWRF), which has sought to promote the conception, development, and diffusion of wireless communication technologies. Specifically, by contrasting this work with well-known government-initiated foresight exercises, we typify so-called explicit, emergent, and embedded foresight activities and explore their interrelationships. Our comparative analysis points to conditions under which policy interventions may not be needed for the emergence of foresight activities that exert a major influence on RTD agendas. It also suggests several context-dependent roles for public policy, among which government-driven foresight exercises and the catalysis of more narrowly focused activities are but two examples.  相似文献

We explore how firm capabilities affect the diffusion of technology brought with foreign direct investment (FDI). Using a panel dataset on Indonesian manufacturers from 1988 to 1996, we measure how the productivity of differing domestic firms responds to the entry of multinational competitors. We find that firms with investments in research and development and firms with highly educated employees adopt more technology from foreign entrants than others. In contrast, firms that have a small “technology gap,” meaning that they are close to the international best-practice frontier, benefit less than firms with weak prior technical competency. This finding suggests that the marginal return to new knowledge is greater for firms that have more room to “catch up” than it is for already competitive firms.  相似文献

This article presents a mathematical model relating to the technology transfer problem. The origin of the problem stems from the existing trade-offs between the strategies of “technological progressiveness” and “static efficiency” employed by firms or countries defined as “leaders” and “followers,” respectively. The formulation of the model is based on the assumption that the technological development of a firm or a country follows a logistic growth curve when related to a specific technology. During the process of a “coupled” technology transfer, the development of the follower changes and its behavior is described by a first order nonhomogenous deferential equation. Different scenarios of the “coupled” technology transfer between the leader and the follower are being discussed.  相似文献

The on-coming age of changing technology and knowledge intensification, and its interactions with human values are expected to bring forth fundamental shifts in socioeconomic environment. The paper presents an overview of the dynamics of technological change, a hypothesis on productivity dynamics, and likely shifts in organizational structure. To cope with changes, organizational productivity has to be increasingly governed by human creativity and managerial effectiveness. The structure will be flatter, action-oriented, entrepreneurial, and, above all, flexible. By being organically alive, it will be different from conventional mechanical setups. The future will witness more of flexible manufacturing and flexible management systems and a change of emphasis from “management of technology” to “management of change”, governed by a multiperspective vision. The paper also analyzes major problems likely to be faced by developing countries in getting prepared for the future. In addition to their current focus on technological aspects, the Third World countries have to be seriously concerned about people and organizational issues.  相似文献

Venture capital is a major source of financing for firms in their early stages of development. Such businesses, especially in the high technology industries, are characterized by a high degree of uncertainty and asymmetry of information. In this paper we analyze the relationship between a venture capital organization (“capitalist”) and the initial owner of an entrepreneurial entity in which it invests (“entrepreneur”). We focus on the agency problems and derive a compensation system. In our model the capitalist provides a combination of equity and debt financing while the owner provides equity financing which serves as a signal affecting the beliefs (“optimism”) of the capitalist. The interesting result is that since the capitalist is assumed to be more risk averse than the entrepreneur, he is made to be more optimistic than the entrepreneur at the optimum.  相似文献

For a market with an atomless continuum of assets, we formulate the intuitive idea of a “well-diversified” portfolio, and present a notion of “exact arbitrage”, strictly weaker than the more conventional notion of “asymptotic arbitrage”, and necessary and sufficient for the validity of an APT pricing formula. Our formula involves “essential” risk, one based on a specific index portfolio constructed from factors and factor loadings that are endogenously extracted to satisfy an optimality property involving a finite number of factors. We illustrate how our results can be translated to markets with a large but finite number of assets.  相似文献

This article explores the characteristics of venture business and entrepreneurs in Korea to (1) identify technology transfer activities, (2) analyze the differences between technology transfer in linear and nonlinear venture businesses, and (3) guide more effective venture business policy and strategy. This empirical assessment reveals that entrepreneurs have insightful evaluations about their resources and capacities as well as expectations with regard to functions and features of science parks and incubators. Respondents from “linear model”-based start-ups tend to be older and have higher education, employ more basic research and development (R&D) and have more R&D-oriented careers, and have more varied work experience than “nonlinear”-based start-ups. The functions and features of science parks and incubators were generally not considered a critical influence on start-ups nor on the growth of venture businesses. Accordingly, alternative venture-nurturing strategies are discussed as being key to accelerate venture businesses growth.  相似文献
