Policymakers across OECD countries have become increasingly concerned with the national and international debate about brain drain and have launched appraisal processes of the situations in their respective countries. The debates took different turns in different countries, but nevertheless, some common issues cut across a number of countries. The issues of academic structures and traditions, legislation and management, and reputation and image have surfaced as critical factors for brain drain and brain gain. In this paper I provide a systematic analysis of the international policy debates surrounding the issue of brain drain and brain gain and make an attempt to distinguish between them by classifying them into different categories.  相似文献

This paper empirically investigates whether labour mobility can transfer technology across borders based on the panel cointegration method. Estimates of specifications on a cross‐section of 19 OECD countries during 1980–1990 lend strong support to this thesis. Data indicate that international labour movement may help transfer technology across borders in both directions: from donor countries to host countries and vice versa. This suggests that migration may more likely create a ‘brain circulation’ rather than a ‘brain drain’. In addition, human capital has a significant impact on the research and development (R&D) diffusion process as it enhances a country's capacity to learn from a foreign technology base.  相似文献

EARNINGS MOBILITY: AN INTERNATIONAL COMPARISON OF ITALY AND FRANCE   总被引:1,自引:0,他引:1  
In this study we consider two panels of wage-earners, from 1974 to 1988, for Italy and France respectively. The international perspective and the availability of micro-data are particularly interesting for they allow us to address individual characteristics as well as national specificities. In the empirical analysis a partitioning of the earnings distribution by deciles is used and the overall hierarchical mobility of individuals is investigated. Transition matrices are computed in order to compare wage formation and mobility processes across countries, in the period under investigation. A rich battery of mobility indices is presented and the relations between them are studied.
The paper addresses several different issues and compares the results across countries. First, the evolution of earnings and the relative wage profiles are compared across countries. Second, the heterogeneity issue is addressed and some structural characteristics of the sample are studied, namely: cohort and gender differences in earnings.  相似文献

Extending both the ‘harmful brain drain’ literature and the ‘beneficial brain gain’ literature, this paper analyzes both the negative and the positive impact of migration by skilled individuals in a unified framework. The paper extends the received literature on the ‘harmful brain drain’ by showing that in the short run, international migration can result in ‘educated unemployment’ and overeducation in developing countries, as well as a brain drain from these countries. A simulation suggests that the costs of ‘educated unemployment’ and overeducation can amount to significant losses for the individuals concerned, who may constitute a substantial proportion of the educated individuals. Adopting a dynamic framework, it is then shown that due to the positive externality effect of the prevailing, economy‐wide endowment of human capital on the formation of human capital, a relaxation in migration policy in both the current period and the preceding period can facilitate ‘take‐off’ of a developing country in the current period. Thus, it is suggested that while the migration of some educated individuals may reduce the social welfare of those who stay behind in the short run, it improves it in the long run.  相似文献

In a context in which increased income inequality has raised much concern, and skilled workers move easily across countries, an important question arises: how does the brain drain affect income distribution in the source economy? We address this question and introduce two contributions to the literature on brain drain. First, we present and solve a simple stylized model to study whether and, if so, how the brain drain affects the distribution of income, in a context in which higher education is publicly financed with general taxes. Second, we explore empirically the effect of an increase in skilled emigration on income distribution. A key prediction of our theoretical model is the existence of a non-monotonic relationship between income inequality and emigration of skilled workers. Our empirical data confirm this result, showing a statistically significant inverse U-shaped form.  相似文献

Skilled emigration (or brain drain) from developing to developed countries is becoming the dominant pattern of international migration today. Such migration is likely to affect the world distribution of income both directly, through the mobility of people, and indirectly, as the prospect of migration affects the rate of return to education in both the sending and receiving economies. This migration pattern will therefore affect human capital accumulation and fertility decisions in both the sending and receiving economies. This paper analyzes these effects in a dynamic two country model of the world economy where agents in both countries make optimal fertility and human capital decisions. The implications of the analysis for the world distribution of income are derived in the light of recent empirical findings of the brain drain literature. The analysis shows that the current trend towards predominantly skilled emigration from poor to rich countries may in the long run increase inequality in the world distribution of income as relatively poor countries grow large in terms of population. In the short run however, it is possible for world inequality to fall due to rises in GDP per capita in large developing economies with sufficiently low skilled emigration rates.  相似文献

This paper provides a novel explanation of “educated unemployment”, which is a salient feature of the labor markets in a number of developing countries. In a simple job-search framework we show that “educated unemployment” is caused by the prospect of international migration, that is, by the possibility of a “brain drain”. In addition, the analysis shows that a developing country may end up with more educated workers despite the brain drain and educated unemployment.  相似文献

The economic effects of international brain drain migration in the presence of trans‐boundary pollution are analyzed. In autarky, both skilled and unskilled workers are expected to migrate from the less developed foreign country to the developed home country, if permitted. Surprisingly, under certain conditions, all workers, apart from skilled foreign ones, will gain (lose) from the migration of unskilled (skilled) foreign workers. Moreover, if skilled foreign workers are employed as unskilled domestic workers, then skilled foreign workers will gain but unskilled workers in both countries will lose. Whether or not skilled domestic workers will gain depends on the magnitude of the pollution spillover parameter. Brain drain migration persists under free trade if the demand for manufactured goods is strong.  相似文献

The bidirectional causal links between high-skilled emigration and poverty can give rise to multiple equilibria and coordination failures. Two countries sharing identical characteristics may end up in either a “low poverty-low brain drain” equilibrium or in a “high poverty-high brain drain” equilibrium. In this paper, we build a model which endogenizes high-skilled emigration and economic performances in order to derive the conditions under which multiplicity occurs. After identifying country-specific parameters, we find that in the majority of developing countries, the best equilibrium is selected and that the observed brain drain is inevitable. In 22 small developing countries however, the worse equilibrium prevails, implying that poverty and brain drain are increased by coordination failure. These countries require appropriate development policies, such as a temporary subsidization of the repatriation of their high-skilled expatriates. Our results are robust to the inclusion of a brain gain mechanism.  相似文献

In this paper we present a model that explains migrations as decisions that respond to where human capital can be acquired more efficiently, and where the return to human capital is highest. The basic framework is a dynamic Roy model in which a worker possesses two distinct skills that can be augmented by learning by doing. There are different implicit prices, in different countries and different rates of skill accumulation. Our analysis contributes to the literature on the selection of immigrants and return migrants by offering a richer framework that may help to accommodate selection of emigrants and return migrants that are not immediately compatible with the one-dimensional skill model. Our analysis also has implications for the debate on brain drain and brain gain. In the two skills model presented here, return migration can lead to a mitigation of the brain drain, or even the creation of a “brain gain”, where those who return bring the home country augmented local skills.  相似文献

This study is concerned with the implications of the brain drain. "The brain drain alters both the endowments of educated labor and the cost of increasing the endowment of such labor in both countries of immigration and emigration." It thus affects government subsidies for education both directly and indirectly. "This has implications for the burden of education expenditures and net supplies of educated labor in a world with a brain drain. This paper examines policies to tax international private capital flows and securities transactions in developing countries. Many recent studies focus on the macroeconomic dividends associated with these policies (namely, their contribution to macroeconomic and financial stability and lengthened investor time horizons). In this paper I explore whether the potential of these policies to raise much‐needed tax revenues in developing countries augments their well‐known macroeconomic benefits. To my knowledge, there has been no effort to examine systematically the public finance issues related to the taxation of international private capital flows or securities transactions in the developing country context. I conclude that the public finance implications of these policies in middle‐income developing countries offers additional support to the macroeconomic case for them. To different degrees, taxation of international private capital flows and securities transactions has the potential to raise modest revenues in middle‐income countries. However, far more important is the potential of these policies to offer valuable macroeconomic dividends on the national level. These national macroeconomic dividends have the potential to bear fruit globally. This is because experiences with financial contagion over the last decade suggest that global financial stability can be enhanced via the promotion of domestic financial stability in developing countries.  相似文献

Numerous studies have attempted to assess the influence of market structure on performance in domestic markets of industrial countries. With few exceptions, these investigations have shown that prices and profits are higher, and a less efficient allocation of resources prevails, in markets where agressive competition is absent. Using techniques similar to there applied in the industrial market studies, this analysis examines the pattern of iron steel prices in international trade. The findings parallel those for the industrial organization investigations. Typically, international markets which are more concentrated, or which rely on a smaller number of trade contacts, bear higher prices. Also, the magnitudes of these excess price margins are such as to have important policy implications since they constitute a serious drain on the foreign exchange reserves of some developing countries.  相似文献

Gender pay issues in the US labour market are examined using 1990 and 2000 US Census data for three groups: the native born, immigrants from English-speaking countries and immigrants from non-English-speaking countries. Quantile regression estimates reveal different patterns of wage effects across the wage distribution. Females have lower rates of pay across the entire wage scale. There is minimal evidence of glass ceiling effects. Immigrant women from non-English-speaking countries are argued to experience a double disadvantage effect.  相似文献

在全球化背景下,伴随着国际间的要素流动,环境问题越来越多地被赋予了全球化的内容。本文将环境与增长、环境与贸易、环境与就业、环境与人口迁移等研究文献纳入到一个开放宏观分析框架中,通过文献研究发现,国际分工使"南—北"之间存在了多纬度的"环境不平等":首先,环境与经济增长问题先后经历了三个发展阶段,即罗马俱乐部提出的"增长极限说"、环境库兹涅茨曲线假说、贸易与环境库兹涅茨曲线假说相关性的争论。随着研究的推进,环境与增长问题越来越类似于一枚硬币的两面,难以同时兼得,但是,由于国际分工模式的差异,发展中国家却为发达国家提供了"污染储藏地"。其次,虽然环境规制使企业损失了部分"棕色"就业,但是环境保护同样能够创造"绿色"就业,然而,在国际分工背景下,环境保护是否有利于发展中国家的整体就业还存在着争议。最后,环境恶化已经导致一些国家出现了"环境难民"以及随之而来的人口迁移。到2050年,全世界由气候变化引起的人口迁移很可能达到5千万至7亿。然而,穷国和富国的环境压力和迁移能力却不尽相同,从某种程度上,这也是国际分工产生的间接影响,但是,关于这一问题的研究还十分有限。  相似文献

This paper presents a stylized model of international trade and asset price bubbles. Its central insight is that bubbles tend to appear and expand in countries where productivity is low relative to the rest of the world. These bubbles absorb local savings, eliminating inefficient investments and liberating resources that are in part used to invest in high-productivity countries. Through this channel, bubbles act as a substitute for international capital flows, improving the international allocation of investment and reducing rate-of-return differentials across countries. This view of asset price bubbles could eventually provide a simple account of some real world phenomena that have been difficult to model before, such as the recurrence and depth of financial crises or their puzzling tendency to propagate across countries.  相似文献

The flows of traded goods across countries are known to follow a gravity pattern: Their volumes are greater between countries that are larger in size and closer to each other. We find a similar pattern in the flows of territories across countries between 1870 and 2008. During this period, countries experienced inflows and outflows of territories, mirroring the international flows of goods. We find three other pieces of critical evidence supporting that the two flows interact through similar economic motives. Our findings illustrate the usefulness of international trade models for understanding international politics.  相似文献

国际技术转移是创新要素在国家间流动的重要方式,事关国家创新发展与安全。有别于一般市场交易活动,国际技术转移受各类制度因素的影响更为显著。基于制度逻辑,从国家竞争、科技发展、社会进步和市场主体方面构建国际技术转移多维分析框架,发现国际技术转移呈现出一些新特征:越来越受国际政治与经济局势影响,国家安全成为影响国际技术转移的重要因素;各类国际科技竞争使国际技术转移复杂化,而科技合作则有效促进国际技术转移;气候、能源和健康领域的技术转移受到广泛关注;产业升级给国际技术转移带来新需求。进一步分析我国国际技术转移的制度进展,以期为我国更好地开展国际技术转移活动提供有益参考。  相似文献
