This article studies the effect of uncertainty on agents’ voluntary contributions to environmental quality. There is uncertainty in future environmental quality and we consider a heterogeneity in individuals’ risk perception. In this context, the social optimum can be decentralized by means of tax-financed government subsidies to private provision. We distinguish the case of a government that represents perfectly agents’ preferences from the case of a government with its own risk preferences. In the two cases, we show that neutrality still holds.  相似文献

This paper examines the impact of social heterogeneity on in-kind redistribution. We contribute to the previous literature in two ways: we consider (i) the provision of several public goods and (ii) agents different not only in income, but also in their preferences over the various goods provided by the public sector. In this setting, both the distribution and size of goods provision depend on the heterogeneity of preferences. Our main result is that preference heterogeneity tends to decrease in-kind redistribution, while income inequality tends to increase it. An empirical investigation based on United States Census Bureau data confirms these theoretical findings.  相似文献

We investigate the roles of social influence in the formation of consumer perceptions and preferences for pro-environmental technologies, using the example of battery electric vehicles (BEVs). The context was a technology-based workplace in the U.K. with around 500 members of staff, 57 of whom took part in a BEV experience project in 2010. Several months later, we recruited a diverse sample of 21 staff to complete semi-structured interviews. Following a multi-method approach, we elicited details about their perceptions and valuation of BEVs, experiences with BEVs, and social interactions relating to BEVs. Participants reported a wide variety of perceptions of BEV attributes, including environmental benefits and functional drawbacks. The majority of participants indicated that their BEV perceptions were “highly influenced” by at least one social interaction. We use the reflexive layers of influence conceptual framework to categorize social influence according to three processes: diffusion, the sharing of BEV-related information; translation, the discussion of uncertain BEV benefits and drawbacks; and reflexivity, the relating of BEV technology to self-concept. Findings suggest that participant perceptions change in part through social negotiation of meaning, lifestyle and identity. Neglect of social influence processes will underestimate the potential for shifts in consumer preferences regarding emerging pro-environmental technologies.  相似文献

Environmental economic and psychological studies often implicitly assume homogeneity of respondents' decision strategies in questionnaire-based surveys. However, social psychology and behavioural research suggest that there is a wide variety of approaches that individuals use to make such choices.We explore this heterogeneity against the backdrop of so-called ‘dual process models’, analysing participants' responses in a survey of public beliefs about and preferences for climate change adaptation policies. We find that the postulate of two different types of decision-making, the systematic-analytical and the heuristic-holistic, does indeed help us to understand patterns in respondent behaviour that are, in turn, underpinned by respondents' motivation and ability to process information. Participants who were motivated and able to process the information provided were more likely to express preferences in line with their beliefs about adaptation policies, whereas those less motivated and more confused were more likely to use generalised rules-of-thumb that were not specific to the policy issue at hand. Depending on the theoretical framework of a study, such heterogeneity in response consistency and use of generic rules-of-thumb might have implications for the usefulness of survey outcomes. We discuss the implications of our findings, and draw conclusions for survey-based environmental research.  相似文献

This paper introduces a qualitative valuation method to elicit stakeholders' intensities of preferences for a complex environmental issue and multiple social groups. Environmental valuation studies have shown that in any complex environment with a diversity of environmental services, stakeholders have difficulties using a monetary valuation to make trade-offs between different environmental services. Stated preference methods such as the Contingent Valuation Method (CVM) have been criticised for their individualistic format and assumptions of commensurability between environmental criteria. To alleviate both of these criticisms, we propose a qualitative valuation method. The method contains a discursive step to allow stakeholders to discuss and construct a list of environmental criteria and alternative plans. The list of criteria and plans is subsequently used by a group of experts to formulate an Impact Matrix (IM), which is to be used in the succeeding individualistic steps of the methodology. The first individualistic step consists of asking the stakeholders to rank Alternative Impacts (AIs) in the IM for each single criterion. The stakeholders are then asked to express intensities of their preferences through pairwise comparisons between the AIs of the constructed rank order on each single criterion. These intensities are expressed on a qualitative scale. Subsequently, to provide social intensities of preferences, a social preference (social rank order) is first determined for each single criterion. We propose to use the median value among the intensities of preferences as the social intensity of preference by assuming interpersonal comparability and taking into account stochastic monotonocity. This is a pre-processing step, which allows us to reach social intensities of preferences in the Lar rangeland (Iran), where several social groups have conflicting interests on rangeland services, leading to conflicting preferences on environmental criteria.  相似文献

Beyond a purely typological distinction between use, option and non-use values, these different environmental values are not treated differently within the concept of Total Economic Value. When expressed in monetary terms from individual preferences, these values are incorporated into a sole approach reasoning in terms of utility.In this paper, we argue that option and non-use values stem from more different levels of choice problems than use values and thus, must be apprehended in a multidimensional framework. We distinguish three levels of choice problem to which various rationality criteria of Social Cost-Benefit Analysis are attached. This allows us to make a distinction between the different components of the value of the environment according to the level of problems to which they're relevant. Thus, we propose to re-interpret the concept of Total Economic Value, particularly option and non-use values, within this multidimensional framework. We present an application of this framework for the selection of preferred highway route (highway A85 in France).  相似文献

The vote with the wallet is a new, emerging feature of economic participation and democracy in the globally integrated market economy. This expression identifies the pivotal role that responsible consumption and investment can play in addressing social and environmental emergencies which have been aggravated by the asymmetry of power between domestic institutions and global corporations. In this paper, we examine (both in general and by using examples drawn from the financial and non-financial sectors) how ??voting?? for producers which are at the forefront of a three-sided efficiency which reconciles the creation of economic value with social and environmental responsibility may generate contagion effects by triggering ethical imitation of traditional profit-maximizing actors, thereby enhancing the production of positive social and environmental externalities. Within this new framework, policies that reduce the search and information costs of voting with the wallet may help socioeconomic systems to exploit the bottom-up market forces of other-regarding preferences, thereby enhancing opportunities to achieve well-being with reduced top-down government intervention.  相似文献

Using discrete choice experiments we examine preferences for the spatial provision of local environmental improvements in the context of regeneration policies. Amenities we consider are: improvements to areas of open space, recreation facilities and other public spaces; street cleanliness; restoration of derelict properties; and the provision of paths dedicated to cycling and walking. We include the spatial scope of the policy as an attribute, making the trade-off between environmental amenity and its spatial provision explicit. We employ a novel estimator for average willingness to pay (WTP) for mixed logit models with a random cost coefficient, which is robust to the presence of price insensitive respondents and performs well relative to mixed logit estimation in WTP space. We find that the spatial scope of the policy affects both the intensity and heterogeneity of preferences, and that these effects are of statistical and economic significance.  相似文献

The economic valuation of complex environmental goods (composed of multiple attributes) is an expanding field of research in ecological and environmental economics. However, several issues are still subjects of debate. This paper focuses on three of them: the linearity of the valuation function in the attributes; aggregation criteria for obtaining social values; and the heterogeneity of individuals’ utility functions. A methodological approach based on Multi-attribute Utility Theory, which enables us to contrast the impact of these concerns on the valuation of environmental goods, is proposed. We employ the methodology to value a protected natural area and, from the results obtained, we can conclude that the non-linearity and the heterogeneity of the individual utility function are relevant aspects of environmental valuation that need to be taken into account when valuing environmental goods.  相似文献

In this paper, we study the production and dissemination of public knowledge goods, such as technological knowledge, generated by a network of voluntarily cooperating innovators. We develop a private-collective model of public knowledge production in networked innovation systems, where group-based social preferences have an impact on the coalition formation of developers. Our model builds on the large empirical literature on voluntary production of pooled public knowledge goods, including source code in communities of software developers or data provided to open access data repositories. Our analysis shows under which conditions social preferences, such as ‘group belonging’ or ‘peer approval’, influence the stable coalition size, as such rationalising several stylized facts emerging from large-scale surveys of open-source software developers, previously unaccounted for. Furthermore, heterogeneity of social preferences is added to the model to study the formation of stable but mixed coalitions.  相似文献

Environmental valuation methods, such as choice experiments, are increasingly being used to value complex and often unfamiliar environmental goods. A potential risk is that some survey respondents may not be capable of developing and expressing preferences for such goods. The noise from these individuals may then conceal the well-defined preferences of other respondents and affect valuation estimates. We address this problem by estimating a range of models that accounts for scale heterogeneity (which we interpret as a respondent's ability to choose: ATC) and taste heterogeneity. These models are applied to two case studies: amenity from coastal defence and biodiversity. In both case studies, model fit was improved in a scale-heterogeneity multinomial-logit (S-MNL) model (compared to a standard MNL model) suggesting the accounting for ATC (scale heterogeneity) improved preference revelation. A mixed multinomial-logit (MIXL) model outperformed the S-MNL model suggesting that accounting for taste heterogeneity was also important. However, a generalised multinomial-logit (G-MNL) model improved model fit over the MIXL model only for the biodiversity data suggesting that for these data both taste heterogeneity and ATC were important. We conclude that accounting for ATC can improve the reliability and robustness of the results when valuing complex or unfamiliar environmental goods.  相似文献

In this paper, we explore whether heterogeneity among union members could threaten the stability of the European Monetary Union. The types of heterogeneity we consider are (1) asymmetries in the transmission of monetary and fiscal policies, and (2) differences in national preferences for price stability, output growth, and income redistribution. Our results show that the costs of membership can be significant for countries whose transmissions, structure, or preferences deviate from those underlying the common monetary policy. In part, these costs arise because monetary policy imposed by an independent central bank automatically constrains the use of fiscal policy by national governments.  相似文献

Predictions of future land use areas are an important issue as land use patterns significantly impact environmental conditions (biodiversity, water pollution, soil erosion, and climate change) as well as economic and social welfare. In order to improve the prediction accuracy of aggregated land use share models, we propose in this paper a methodological contribution by controlling for both unobserved individual heterogeneity and spatial autocorrelation. Our model is a land use shares model applied to aggregated data in France. Our dataset is a panel which covers both time series observations from 1992 to 2003 and cross-sectional observations by Département (equivalent to NUTS3 regions). We consider four land use classes: (1) agriculture, (2) forest, (3) urban and (4) other use. We investigate the relation between the areas in land in different alternative uses and economic and demographic factors influencing land use decisions. Based on the comparison of prediction accuracy of different model specifications, our findings are threefold: First, controlling for both unobserved individual heterogeneity and spatial autocorrelation outperforms any other specification in which spatial autocorrelation and/or individual heterogeneity are ignored. Second, accounting for cross-equation correlations does not seem to improve the prediction performances and finally, ignoring individual heterogeneity introduces substantial loss in prediction accuracy.  相似文献

We take today's mobile marketing data landscape as a starting point and consider a duopoly model of third‐degree price discrimination in which firms can complement geo‐location information with data on consumer flexibility of varying quality. We show that, depending on consumer heterogeneity, higher‐quality flexibility data affect profits according to three different patterns. In equilibrium, both firms tend to acquire data if the data are of high quality, while only one acquires data if the data quality is low. Firms are likely to gain from additional data if consumers have similar preferences and/or when data are precise. Although social welfare (weakly) improves, consumers can be harmed.  相似文献

In this article, we study the welfare effects of unfunded social security in a general equilibrium model populated with overlapping generations of altruistic individuals that differ in lifetime expectancy and earnings ability. Contrary to previous research, our results indicate that steady‐state welfare increases with social security for most households, although by very different amounts. This result is mainly due to two factors. First, the presence of two‐sided altruism significantly mitigates the crowding out effect of unfunded social security. Second, ability shocks and uncertain lifetimes generate significant heterogeneity among households to yield different induced preferences for social security.  相似文献

利用2003—2010年我国29个省(自治区、直辖市)的面板数据,对教育支出、医疗卫生支出、科技支出、社会保障补助支出和环境保护支出五类非经济性公共物品支出需求函数进行了估计,实证检验了与公共支出需求相关的因素。结果显示:非经济性公共物品需求与人均收入、人口规模和城市化率正相关;在温饱问题解决后,随着居民收入的增加,即使居民的税收负担有所上升,居民对教育、医疗和科技的需求也会不断增加;失业率的上升会减少居民对教育、科技和医疗的需求,但会增加对社会保障的需求;环境保护关系到城市的可持续发展,产业结构调整可能有助于缓解环境保护支出与需求的矛盾。  相似文献

This paper seeks to explain within- and between-country variation in redistributive preferences in terms of self-interest concerns and an input-based concept of fairness, which we examine by looking at the effects of beliefs regarding the causes of income differences. Results of estimations based on data for 25 countries indicate that both factors are indeed important determinants of redistribution support, in line with hypothesised patterns. We find that while differences in beliefs on what causes income differences seem to be important for explaining within-country variation in redistributive preferences, they do little to explain between-country differences. Differences in the effects of holding certain beliefs, however, are important for explaining between-country variation in redistributive preferences, suggesting considerable heterogeneity across societies in what is considered as fair.  相似文献

Established environmental policy theory is based on the assumption of homo economicus. This means that people are seen as fully rational and acting in a self-regarding manner. In line with this, economics emphasizes efficient policy solutions and the associated advantages of price incentives. Behavioral economics offers alternative, more realistic views on individual behavior. In this paper we investigate opportunities to integrate bounded rationality and other-regarding preferences into environmental policy theory to arrive at recommendations for more effective policies. For this purpose, we will address decisions made under risk and uncertainty, intertemporal choice, decision heuristics, other-regarding preferences, heterogeneity, evolutionary selection of behaviors, and the role of happiness. Three aspects of environmental policy are considered in detail, namely sustainable consumption, environmental valuation and policy design. We pay special attention to the role of non-pecuniary, informative instruments and illustrate the implications for climate policy.  相似文献

In both experimental and natural settings, incentives sometimes underperform, generating smaller effects on the targeted behaviors than would be predicted for entirely self‐regarding agents. A parsimonious explanation is that incentives that appeal to self‐regarding economic motives may crowd out noneconomic motives such as altruism, reciprocity, intrinsic motivation, ethical values, and other social preferences, leading to disappointing and sometimes even counterproductive incentive effects. We present evidence from behavioral experiments that crowding may take two forms: categorical (the effect on preferences depends only on the presence or absence of the incentive) or marginal (the effect depends on the extent of the incentive). We extend an earlier contribution (Bowles and Hwang, 2008 ) to include categorical crowding, thus providing a more general framework for the study of optimal incentives and as a result, an expanded range of situations for which the sophisticated planner will (surprisingly) make greater use of incentives when incentives crowd out social preferences than when motivational crowding is absent.  相似文献
