In 2003, the International Federation of Accountants (IFAC) issued a set of International Education Standards (IES). IES 4 Professional Values, Ethics and Attitudes aims to equip candidates for membership of an IFAC member body with the appropriate professional values, ethics and attitudes to function as professional accountants. This paper explores the implications of IES 4 and analyses some of the challenges arising from an international professional accounting body prescribing ethics education. It concludes with an overview of considerations to be addressed to ensure that the implementation of IES 4 is successful .  相似文献

The introduction of International Education Standards (IES) signals a clear move by the International Accounting Education Standards Board (IAESB) to ensure high quality standards in professional accounting education at a global level. This study investigated how IES are perceived and valued by member bodies and academics in three counties: Australia, Japan, and Sri Lanka. It examined: (1) levels of awareness of IES; (2) drivers of compliance and convergence and non-compliance and non-convergence with IES; and (3) key factors influencing IES adoption. Both quantitative and qualitative data have been collected from interviews and questionnaire surveys to report on these findings. Further, as part of the study, comprehensive case studies of the accounting education systems of Australia, Japan, and Sri Lanka were developed. These case studies not only provided an insight into issues of diversity, culture, and language as they relate to IES, but also preceded the development of a global model of accounting education.11 In this paper, accounting education refers to education that is provided at both university level (or equivalent) and that offered by member bodies. This model is proposed as a way to assist interested parties in any country to readily identify their own unique system of professional accounting education.  相似文献

This paper describes, analyses and critiques accounting education research over the period 2005–2009. In doing so, it compares and contrasts the distinctive North American research tradition with that of Europe and the rest of the world. Six journals and 446 publications by 963 authors were included in the sample frame, along with a further 70 publications in other journals. The findings identify distinguishing characteristics among these publications that range from the composition of their editorial teams to the nature and type of output they publish. Evidence was found of geographic dominance and divergent research traditions which has mitigated against the development of a genuinely international accounting education research community. Possibilities for further research are identified and guidance for researchers publishing in this field is presented.  相似文献

This paper reviews the last 24 years of academic accounting in the UK, using survey data collected every 2 years by the British Accounting Association (BAA). Over this period, the number of academic accountants more than doubled, the number of full professors rose from 42 to 247, the proportion of staff with a Ph.D. rose from 9% to 39%, the proportion with a professional qualification fell from 73% to 50%, the proportion of academics with no publications fell and the proportion publishing in refereed journals rose. The analysis of the BAA data produces several other findings. First, the overall level of publications reached a peak in 2000 and declined thereafter. Since 1982–1983 there has been a distinct downward trend in the number of journal articles published each period per head, although from year to year the changes are more uneven. Second, very few UK academics publish in the journals, which are identified (by published ranking surveys) as being top international journals, with the exception of Accounting, Organizations and Society. Third, very few UK academics publish in the set of journals which they themselves rate the most highly in terms of quality and which are published primarily in the US. Fourth, the contribution made by UK academics to the international literature also increased, in terms of volume, up to the year 2000 and declined thereafter. Fifth, there has been a move away from publishing in mainstream accounting journals and professional journals. The paper considers some of the implications of these trends for the future of research, for teaching, for the individual progress of UK accounting academics, for the development of the discipline and for the international competitiveness of UK accounting research.  相似文献

This research considers the organisational legitimacy of the International Accounting Education Standards Board (IAESB), and whether it is perceived or accepted as the appropriate standard setter for professional accountancy education across the globe. We define the organisational field in which the IAESB operates to influence education practice, and frame the research through the lens of both strategic and institutional traditions of organisational legitimacy. In this context, we examine the extent to which 21 selected professional accountancy bodies, operating in diverse jurisdictions across the globe, disclose compliance with IAESB pronouncements. Our results show that disclosed compliance does not always indicate conformity of practice amongst the professional bodies which have obligated themselves to comply with International Education Standards (IES). We discuss reasons for this varied immunity to IES practice and the impact this has on the IAESB achieving its self-declared objective of developing and influencing globally acceptable and implementable standards for professional accountancy education. This research should be useful to professional accountancy educationalists, and to the IAESB in pursuit of its objective.  相似文献

In June 2004, the International Association for Accounting Education and Research (IAAER) in cooperation with the Southern African Accounting Association (SAAA) and the International Federation of Accountants (IFAC) hosted a Globalization Roundtable in Durban, South Africa, on the theme of Implementing International Education Standards: The Global Challenges. This was supported by the KPMG Foundation. The Roundtable was held to familiarize members of the international academic community with the International Education Standards (IES) developed and released by IFAC to provide quality and consistency in global accounting education. Attendees at the Roundtable were asked to discuss the IES, identify implementation challenges, particularly in emerging countries, and resources to meet those challenges, including any additional implementation guidance or assistance. The reputation of the accounting community is an important intangible asset. The community persistently builds its reputation through disclosure of reputation signals that crystallize its status with the commercial social system [Riahi-Belkaoui and Pavlik, 1992; Raar J. Beyond ethics: a community platform to secure moral integrity. Australian Accounting Review 2006;16(1):41–50]. Therefore, as a community in the global village, it is an institution of accountability, which in turn is dependent on honesty and trust (Lee, 1995). The intention of this conceptual paper is to provide discourse that induces questions for reflection in the call for values underpinning the integrity and ethical stance of the profession. To an extent ethical codes assist, however in an international professional community the self-governance procedures and investigations of a local professional body may now be outside its geographical jurisdiction. The aim of this article is to explore the impact of Australian accounting education on the career development of Chinese self‐initiated repatriates (SIRs) in different business settings. It is acknowledged in the literature that international education has an impact on the career development of SIRs. However, in this study, we explore the impact in terms of professional knowledge, qualifications and international exposure. A multi‐case study was conducted with Chinese SIRs in different industries in an effort to understand the specific impacts and potential adverse effects across different types of enterprises in China. Our research found that international accounting knowledge has a positive influence on individuals’ careers, especially in foreign enterprises. Skills obtained from international experience are highly valued in the foreign financial industry, while the CPA qualification is highly valued in accounting firms. Readjustment, competition from local counterparts and employers’ unreasonable expectations do have adverse effects. By analysing how SIRs’ professional knowledge in accounting disciplines has impacted their job performance in different industries, this article not only contributes to contemporary literature from a direct perspective but also presents practical recommendations regarding Chinese and Australian professional education.  相似文献

研究表明 ,没有足够的证据支持国外准则或者国际准则优于本土准则 ,规则本身的国际间协调也并不意味着执行结果就能够保持一致。无论怎样强调会计准则的国际协调 ,由于文化、法律、经济环境的影响 ,国家之间、公司之间在会计信息上的差异始终存在 ,而且显著 ,发达国家尤其如此。对于许多发展中国家 ,借鉴国际惯例或者国际会计准则不难 ,但由于公司治理、审计、法律制度、资本市场等支撑系统不够强大 ,加上文化传统等因素影响 ,执行起来就不那么容易了。因此 ,会计准则的优劣还是应该与其所处的经济环境联系起来考虑  相似文献

The paper examines whether international regulatory harmonization increases cross‐border labor migration. To study this question, we analyze European Union initiatives that harmonized accounting and auditing standards. Regulatory harmonization should reduce economic mobility barriers, essentially making it easier for accounting professionals to move across countries. Our research design compares the cross‐border migration of accounting professionals relative to tightly matched other professionals before and after regulatory harmonization. We find that international labor migration in the accounting profession increases significantly relative to other professions. We provide evidence that this effect is due to harmonization, rather than increases in the demand for accounting services during the implementation of the rule changes. The findings illustrate that diversity in rules constitutes an economic barrier to cross‐border labor mobility and, more specifically, that accounting harmonization can have a meaningful effect on cross‐border migration.  相似文献

The paper attempts to assess the potential value of generic standards of competence to the future education and training of accountants and the implications for education, training and assessment practices. It identifies some problems in applying the technique of functional analysis to the definition of professional standards in general before looking at the specific problems of setting standards for accountants. Eraut's classification of types of knowledge which underpin professional performance is applied to the case of accounting. This paper presents the results of a postal survey designed to examine the teaching of taxation in UK universities. The project looks at taxation in undergraduate accounting degree programmes and adopts an objective centred focus. The principal aim of the survey was to examine the relationships between some characteristics of individual tax courses, including the course objectives and coverage, staffing, teaching and assessment methods, in an attempt to draw some conclusions on the nature of tax education in UK accounting degrees. The results of the survey and consequent analysis may provide taxation and accounting educators, professional bodies and researchers into accounting education with an insight into approaches to, and methods used in, taxation teaching. It may also present a framework for comparative international research in tax education.  相似文献

The interest in accounting disclosure and audit quality by academics, practitioners, and regulators heightened following the various financial reporting scandals, and subsequent legislative and professional response to these scandals. An important question is whether the implementation of stricter auditing standards such as those mandated by the US Sarbanes-Oxley Act would improve the information environment of firms whose shares are publicly traded. In this paper, I investigate the link between information asymmetry, measured by bid-ask spread, and increased accounting disclosures following the adoption of new auditing standards in China—an environment in which disclosure hitherto was relatively low. I report the following primary results of the statistical analyses. First, information asymmetry cost is substantial in the Chinese order-driven emerging markets. Second, the firms in the sample experienced significant reductions in their bid-ask spreads subsequent to the adoption of the new auditing standards. Third, the reductions in the bid-ask spreads were abrupt and permanent. However, no significant result is found for firms in the control group with foreign ownership, whose financial statements were prepared in accordance with international accounting standards and were audited with international auditing standards. The results have implications for policy makers and regulators in general, and those in emerging markets in particular.  相似文献

The purpose of this paper is to examine whether changes in accounting standards improve value relevance of financial information on listed companies in Mexico. The research was conducted for the period 2000-2013 using a sample of 141 companies that report to the Mexican stock exchange using the methodology of panel data. Our findings show that changes in local regulations (generally accepted accounting principles) to internationally approved standards (financial reporting standards and international financial reporting standards) increase the value relevance and therefore the quality of information. The study shows that the accounting information with international financial reporting standards is more trustworthy for foreign and national investors.  相似文献

International harmonization of financial accounting standards has been the goal of many professional and academic accountants during the last 40 years. As of January 1, 2005, international accounting harmonization entered a new and perhaps decisive phase. From that date, all companies domiciled in the European Union with shares listed on securities exchanges are required to prepare their consolidated accounts in accordance with International Financial Reporting Standards (IFRS). This landmark event presents an opportunity for accounting researchers to assess the status of research on international accounting harmonization. In this paper, we review articles published in major English language accounting journals during the period from 1965 through 2004 in order to trace thematic and methodological trends in this line of research and to assess where the research may evolve from here.  相似文献

This study focuses on accounting education in the Syrian transition context and in the international context of globalization. It offers insights into accounting education and into the interrelationship in this respect between the accountancy profession and academia in this context. We elaborate an historical and contextual analysis of the Syrian context in relation to accounting education. We report on a series of interviews (conducted in 2002 and 2005) of professional accountants and accounting academics in Syria that elaborates the views of these key parties on a number of interrelated matters: the current limitations of tertiary accounting education in Syria; the role of the accountancy profession in providing education and training; and the developing interrelationship between the profession and academia. In concluding, we summarize some key insights and elaborate on the relevance of the study and the future research it suggests.  相似文献

This study extends prior research on accounting judgment and decision making research by examining the effects of ‘new’ and ‘complex’ accounting standards on judgments of professional accountants. It examines whether there are differences in judgments of professional accountants in Fiji when interpreting and applying selected International Financial Reporting Standards (IFRSs). A significant within-country difference in judgments of professional accountants has serious implications for convergence of accounting standards. The results show that interpretation and application of accounting standards are affected by complexity of the accounting standard and professional accountant's familiarity with the standard. The study also finds strong support for an interactive effect of familiarity with the accounting standards and complexity in accounting standards on judgments of professional accountants. Furthermore, the results show that differences in judgments exist between the Big 4 and non-Big 4 professional accountants when provided with new accounting standards that require complex judgments. The results of this study are of interest to stakeholders at a time when IFRSs are increasingly being adopted throughout the world and standard setters are struggling to promote compliance with those standards.  相似文献

This paper explores the relative influence of the accounting academy and accountancy professional associations in the debate concerning the profile and quality of accounting education research. This research analyses 13 semi-structured interviews undertaken with members of key accounting professional associations in Australia, New Zealand (ANZ) and the United Kingdom and Ireland (UKI). The paper makes a theoretical contribution by the novel application of the institutional logics theory to the literature concerning professional accounting associations (PAAs) demonstrating the dominant commercial logic of the education function and the more traditional fiduciary logic of the technical function. The research finds that the primary stakeholders in the professional accounting curriculum development model are the PAAs and employers, whilst the accounting academy is relatively absent. The relative independence of the education and research and technical functions within PAAs is also identified: academic research and technical activity has little influence on professional education and vice versa. However, PAAs’ funding of academic research is common across all four countries for brand recognition and in some instances to influence policy rather than informing the professional curriculum.  相似文献
