Value-based partnering in health care

Many companies are beginning to focus on value in their health care purchasing decisions, and some are going beyond value-based purchasing to value-based partnering. Value-based partnering recognizes the interdependencies among stakeholder groups in the health care system and creates a strategic reason for them to exchange information and create long-term strategic alliances. This article discusses the principles of value-based partnering, impediments to practicing it and its future role in the health care system.     

The history of employment-based health insurance: the role of managed care

The author describes the history of how the employment-based health benefits system has evolved. Specifically, he examines how we got where we are today, the success of managed care, the shortcomings of the managed care system and challenges that the managed care system will face in the future. He concludes that, despite substantial improvements in the quality of medical services provided, employers have a long way to go before they are truly purchasing the highest quality health care at the most efficient prices.     

Purchaser Provider Relationships and Innovation: A Case Study of GP Purchasing in Glasgow

NHS reforms have been the subject of much debate in recent years. Evidence from the purchaser provider arrangements is fragmented and limited in its conclusions. This paper presents research focusing on the relationship which has developed, demonstrating how GP fundholders and NHS Trusts have been engaged in mutual education, partnerships, purchasing, and designing services. It identifies considerable scope for innovation and learning at the interface between primary and secondary care and concludes that policy developments need to recognize and build on the achievements which have been made during recent years so as to optimize future collaborative potential.     

两种购进固定资产退税政策的比较与选择

依法进行税收筹划,是企业降低纳税成本、提升利润空间的有效途径。在我国扩大增值税抵扣范围试点地区,涉及外商投资企业购进固定资产退税的政策有两种,这两种政策既有共性,也有区别。本文对两种政策进行系统地归纳、比较和分析,以期为"扩抵"试点地区的外商投资企业投资固定资产、正确选择税收政策提供借鉴和思路。     

商业银行集中采购管理模式探讨

商业银行集中采购管理模式成为近来国内各银行关注的热点话题之一,也引起了理论界的研究兴趣。本文首先对商业银行集中采购进行了必要的理论分析,对商业银行集中采购与政府采购的异同进行了比较。然后对当前我国商业银行集中采购的现状进行了描述,指出由于受传统采购模式的影响,存在的主要问题是资源配置权力分散化。因此,必须按照“职能分设、权限划分、专业管理、相互制衡”的设计思路,建立科学的集中采购组织体系。在此基础上,本文提出了建立采购物流管理部和采购中心的设想,并对配套的集中采购规章制度体系、采购权力制衡体系、信息技术体系进行了研究,提出了相应的实施步骤。     

经合组织国家医疗融资结构的收敛：经验与启示

摘要：医疗融资是医疗体制中的一个重要组成部分,具有募集资金、分担与降低风险、购买医疗服务等功能。文章基于17个OECD国家1972—2010年间的医疗融资数据,采用公共融资占医疗总融资的比例和人均公共融资作为收敛检验指标,利用盯收敛和p收敛两种判定收敛的方法,结果显示,总样本中这两项指标均发生了收敛现象,收敛的程度随医疗体制类型和时间段的不同而不同,且并非总是单调的。文章的结论虽只是初步的,但深入研究医疗融资结构收敛及其成因和效果,必将对我国医疗体制改革尤其是医疗融资政策设计具有重要意义。     

Price,output, and exchange rate movements in the open economy

Since the advent of managed floating it has come to be accepted as a stylized fact that short-run deviations from purchasing power parity are both substantial and persistent. Two explanations of these deviations have been advanced in the literature. One emphasizes the role of changes in non-traded goods prices while the other views deviations from purchasing power parity as being due to sticky goods prices and slow adjustment of goods markets. This paper presents yet a third possible explanation of deviations from purchasing power parity — they may be necessary in order to facilitate the relative price changes that are required to maintain equilibrium in the face of unanticipated shocks. In addition, the issue of exchange rate overshooting is addressed. Whereas the sticky price models view exchange rate overshooting and exchange rate volatility as symptoms of some fundamental disequilibrium, the perspective taken here is that these events are, in principle, compatible with a world in which all markets clear continuously.     

对县域经济中人民银行基层行集中采购工作的经济学思考

在县域经济中,作为人民银行基层行的县支行已经树立了集中采购的管理意识,知道什么情况下该进行集中采购,但就如何从县域经济的市场结构特点出发做好集中采购工作仍存在不足。本文立足于集中采购的理论与政策研究,分析县域经济中人民银行基层行集中采购的地域特点和存在的问题,并提出相关建议。     

Irving Fisher and Price‐Level Targeting in Austria: Was Silver the Answer?

The question of price level versus inflation targeting remains controversial. Disagreement concerns not so much the desirability of price stability but rather the means of achieving it. Irving Fisher argued for a commodity dollar standard where the purchasing power of money was fixed by indexing it to a basket of commodities. We show that movements in the price of silver closely track the movements in overall prices during the classical gold standard era. The one‐to‐one relationship between paper and silver bonds suggests that a simple “silver rule” could have sufficed to fix the purchasing power of money.
