我国要实施可持续发展战略,必须制定一整套符合可持续发展要求的税收政策--可持续发展税收.科技税收政策是可持续发展税收政策的重要内容.文章分析了我国现行的鼓励科技发展的税收措施,通过比较与借鉴国外促进可持续发展的科技措施,提出了有关建立和完善我国科技税收政策的建议.     

Pragmatism, Pedagogy and Philosophy A Model of Thought and Action in Action in Primary Technology and Science Teacher Education

This article reports on one outcome from a three-year study with pre-service primary teachers at Goldsmiths' College, University of London. The purpose of the study was to evaluate the influence of participants' prior educational experience and beliefs about the relationship between design & technology (D&T) and science on their lesson planning for these subjects during school placements. Data from the study support a three-domain model of pre-service teachers' thinking and action. When operating within the pragmatic domain, participants are primarily concerned with survival in the classroom, resulting in short-term planning which may contradict their epistemological and curricular beliefs. In the pedagogical domain, the focus shifts from the pre-service teacher themselves and their immediate survival to the learning potential of the activities they plan. There is evidence that some participants have progressed to operating within a philosophical domain, leading to clasroom practice which reflects and re-conceptualises pre-service teachers' core beliefs about the nature of, and relationship between, D&T and science. Some characteristics of adopters of a major innovation in the computer field and its potential use in marketing

The computer industry is changing dramatically thanks to new technologies that facilitate departure from the lock-in strategies pursued by the long-term industry leaders. New, highly competent competitors have entered the market with the resulting lower profit margins. Innovations in hardware and software are continuously introduced, and a rapid, successful introduction in the market is essential to gain a foothold before new contenders erode the opportunity. The selection of the most likely buyers is therefore important to direct the marketing efforts optimally. An international and a regional field study were carried out to identify the profile of organizations and individuals most likely to adopt an innovation in the computer field. These findings coupled with data base marketing techniques seem promising for a higher success rate in reaching the early adopters (lead users), making it possible to establish a first-mover advantage. The suggested approach can be used in other industries in rapid change.     

The new product development process for commercial financial services

The attention of senior executives in the financial services industry is increasingly being focused on how well the new product development process is working within their institutions. This focus on product development results from the combined pressures of increased competition, a rapidly changing marketplace, new technology, and new and pending legislative changes. All of these factors underscore the need to be able to design, develop, and launch, in a timely fashion, new products that are winners. A strong new product initiative is now considered an essential weapon in both offensive and defensive initiatives.To achieve their goals, executives are increasingly reexamining their organizations' approach to development and launch of new products to determine if the process can be redesigned for faster reaction time, better utilization of limited resources and improved success rates. This article examines the new product development process within the setting of corporate/commercial financial services. Its conclusions provide executives with some broad principles for their own new product processes to help them in their quest for competitive advantage through winning new products.

独立审计服务质量的高低影响到其对投资者保护的有效程度,进而影响到社会公众投资者的信心和一国资本市场发展的成熟程度。如何有效地提高独立审计质量,历来成为政府监管部门、立法机关、公众投资者等利益相关者关注的焦点。提高独立审计质量的一个前提是,需要明确影响独立审计质量的主要因素有哪些。对此,国内外许多学者对此进行过研究,这些研究或者是规范角度的一般理论分析,或者是从实证检验角度进行。本文则从较少受到关注的审计师专业胜任能力、审计师工作强度以及审计收费三个角度,进行实际调查分析,考察这三个因素对独立审计质量的影…     

Explosion in the quasi-Gaussian HJM model

We study the explosion of the solutions of the SDE in the quasi-Gaussian HJM model with a CEV-type volatility. The quasi-Gaussian HJM models are a popular approach for modeling the dynamics of the yield curve. This is due to their low-dimensional Markovian representation which simplifies their numerical implementation and simulation. We show rigorously that the short rate in these models explodes in finite time with positive probability, under certain assumptions for the model parameters, and that the explosion occurs in finite time with probability one under some stronger assumptions. We discuss the implications of these results for the pricing of the zero coupon bonds and Eurodollar futures under this model.     

Localizing Land Governance,Strengthening the State: Decentralization and Land Tenure Security in Uganda

Decentralization of land governance is expected to significantly improve land tenure security of small‐scale farmers in Africa, through ensuring better protection of their assets and reducing land‐related conflicts. This paper, however, cautions not to have too high expectations of transferring responsibilities for land administration and dispute resolution to local government bodies. Field research in Mbarara District in south‐western Uganda brings out how decentralization has limited impacts in terms of localizing land services provision. Nonetheless, local land governance has transformed in important ways, as decentralization adds to institutional multiplicity, and fuels competition among state and non‐state authorities, and about the rules they apply. Rather than strengthening local mechanisms for securing tenure, the reforms introduce new forms of tenure insecurity, fail to transform local conventions of dealing with land disputes and delegitimize local mechanisms for securing tenure. In practice, decentralization has had limited effects in securing tenure for the rural poor, yet reinforces the presence of the state at the local level in diverse ways.     

政治关系、内部控制缺陷与信贷约束——基于民营上市公司的经验证据

作为正式制度的内部控制与作为非正式制度的政治关系在影响银行信贷决策的过程中究竟谁胜谁负,很少有学者能给出明确的答案.本文基于这一新视角,以2012～ 2014年中国民营A股上市公司为研究对象,探讨政治关系和内部控制缺陷对信贷约束的联合作用机制.研究发现:内部控制缺陷会加剧企业的信贷约束,具体表现在更高的债务融资成本、更少的新增贷款以及更短的贷款期限;但是政治关系会屏蔽内部控制缺陷带来这种约束力,特别是在新增贷款和债务期限水平方面,且这种屏蔽效应会随着政治关系的强弱有所差别.     

科技型小微企业创新生态系统网络治理研究

建立一个完整、高效的创新生态系统是破解科技型小微企业创新困境、提高创新效率，以及助力新旧动能转换的有效途径。基于生态系统理论和演化动力学模型，构建科技型小微企业创新生态系统网络框架和网络联结模式，利用竞争、互利共生和捕食关系演化模型，分析演化模型的均衡点及其稳定条件。结果发现，创新生态位重叠程度决定了竞争激烈程度，系统演化均衡条件是主体间分工程度高，且嵌入适度。最后，从价值主体和机构主体两个方面〖JP〗提出推进科技型小微企业创新生态系统不断进化的治理策略。     

基于主成分与聚类分析法的城市土地利用规划分区研究——以广州市为例

[目的]土地利用分区是土地利用总体规划的核心内容之一,是合理确定土地利用方向,优化土地利用结构与布局的重要途径。为了对广州市土地利用及未来发展方向提供理论指导,结合其土地利用现状和特点,选取土地利用结构、土地开发利用程度、社会经济状况和环境资源承载力4项一级指标及15项二级指标,建立土地利用综合分区指标体系。[方法]通过SPSS19.0软件,运用主成分分析法提取出前4个主成分,并将其作为新的样本数据,采用层次聚类分析法对广州市土地利用进行综合分区。[结果]根据聚类分区结果,将广州市分为4类土地利用区:中心发达区,包括荔湾区、海珠区、天河区和越秀区;综合发展区,包括白云区、番禺区、花都区、增城区和从化区;重点潜力区即南沙区;资源组合区是(新)黄埔区。根据各分区的差异性,提出各区域土地资源开发利用中存在的主要问题及未来发展方向。[结论]根据各区的自然经济条件及土地利用状况,将广州市分为4类土地利用区具有合理性,能为广州市今后土地利用规划的科学编制提供参考。
