In the Irish context of national partnership and the promotion of workplace partnership at firm level, unions might be expected to have achieved, at least, a pragmatic acceptance by employers. Using a survey of full‐time union officials in eight trade unions organising in the private sector, this paper reports their experiences of recent recognition campaigns. Employer opposition appears to have intensified, and in a substantial percentage of cases has involved the victimisation of activists. In facilitating employees to make a free choice regarding union representation, the Codes of Practice and the Industrial Relations Amendment Act 2001 are regarded by the majority of officials as inadequate. A majority of officials favoured the introduction of a statutory right to recognition. Non‐union firms appear as ‘free riders’ that have enjoyed the benefits of national partnership but evaded the compromises and concessions that necessarily characterise such agreements. If left unchecked, the free‐rider phenomenon could undermine the institutional framework on which partnership is based.  相似文献

A bstract .   Much of the literature on value capture reports empirical findings on the incidence of rising land values related to distance from a transit stop following the installation of rail transit improvements. This annotated bibliography shows that the elevated value effects of transit access are well documented. The authors maintain that it is now time for transit/land-use research to move from hypothesis testing to practical applications of value capture . Longitudinal models can help predict land-value increments over a period of time, yielding estimates of the total capturable revenues that would support the debt financing of transit improvement projects.  相似文献

For the maintenance and development of a disaggregated econometric model, the present paper deals with some aspects related to the identification of important intermediate transactions. First, some methodological aspects related to earlier works are discussed. By comparing the properties of different selection methods based on the recent West German input–output table, the calculations confirm the common finding that the necessary level of endogenization can be bounded meaningfully by an a priori investiga tion of the intersectoral transactions. This is also valid if the selection method considers restrictions that deal with the consistence of input–output tables and if some broader error criteria are applied. The main result of the empirical applications seems to be that some attention should be paid to temporal changes of important coefficients.  相似文献

This article identifies key features of the strategy concept as a basis for reviewing existing theories of strategy. It also provides an agenda for future research. the article argues that there is a decision hierarchy in a firm, and defines strategy as the highest-level decision in the hierarchy. Consequently, strategy has to exhibit what may be called three features of dominance: vertical dominance, horizontal dominance, and dynamic dominance. A vertically dominant strategy is one that determines, directly or indirectly, other decisions of a firm. A horizontally dominant strategy seeks to optimize the value of the firm according to some criteria. Dynamic dominance implies that strategy should affect the subsequent decisions of a firm over a relevant period of time. With few exceptions, existing theories of strategy are issue-oriented and focus largely on horizontal dominance. More research should, therefore, be directed towards vertical and dynamic dominance criteria. If a comprehensive theory of strategy which satisfies the three dominance features cannot be developed, it is suggested that development should be directed towards integrating behavioural and economic approaches.  相似文献

In this study, the author analyzes the 1990 U.S. Supreme Court decision inAtlantic Richfield Company vs. USA Petroleum Company approving Atlantic Richfield’s maximum pricing plan improsed on its distributors (despite the Court’s recognition that theper se rule forbade such schemes). Theper se rule had been one of the last substantial measures of effective antitrust policy administered by enforcement authorities and the courts, perhaps even more fundamental than scrutiny of proposed mergers and predatory practices. That principle has been weakened by the ARCO decision. The author addresses some of the likely consequences of the ascendancy of the Chicago School and the NeoClassical theory generally in antitrust interpretation.  相似文献

Monopoly zoning by local governments has been studied extensively since the original article by White [1975, in: E. Mills and W. Oates, eds., Fiscal zoning and land use controls (Lexington Books, Lexington, MA)]. However, little or no attention has been paid to the possibility of monopolistic discrimination under such a regime. The question is: When will zoning multiple lot sizes be feasible given that buyers with different valuations of land cannot be coerced into purchasing particular lots? The literature on imperfect price discrimination by monopolists is brought to bear on this question. It is shown that the resulting zoning strategy may or may not involve multiple lot sizes. The factors determining the optimal strategy are studied in detail, with particular emphasis on the nature of the market for undeveloped land in the community.  相似文献

Supervisor's human resources (HR) decisions have a significant impact on the employees they manage but have been found to be subject to bias. The upward influence tactics use by subordinates can play a role in this. We investigated the effects of seven upward influence tactics on supervisor job‐performance ratings and the extent of subordinate flexible working arrangements (FWAs). Supervisors are often responsible for determining whether employees are granted FWAs. We posit an alternative theoretical mechanism by which upward influence tactics bring about their effects, mediated through two distinct types of respect, mutual appraisal respect and mutual recognition respect. We collected data from 389 matched supervisor–subordinate dyads, and found that both mutual appraisal respect and mutual recognition respect mediated relationships between several upward influence tactics and both job‐performance ratings and FWAs. Our findings show that upward influence tactics affect the quality of the relationship between employees and their supervisors, specifically, these two forms of mutual respect. Further, both mutual appraisal respect and mutual recognition respect may explain why supervisors show favoritism to some subordinates over others, in reaching HR decisions in these areas.  相似文献

Abstract ** :  A key aspect of the 1990 reforms to the British electricity supply industry was the introduction of a formal system of regulation by an autonomous regulatory body. It was expected that replacement of monopolies in some areas by markets and price‐setting in monopoly areas using a simple incentive formula would mean that regulation of the industry would be 'light'. This article examines how regulation has turned out in practice. It concludes that the promise of 'light' regulation has not been fulfilled. Regulation of competitive markets is a major regulatory activity, incentive regulation has evolved into a complex and intrusive form of rate‐of‐return, while regulation of industry structure has allowed the industry to descend into a concentrated, vertically integrated structure, at odds with the aims of the reforms .  相似文献
