公共品供给中的政府责任

在公共品供给中,政府责任是提供它需要并且能够提供的公共品。需要提供的公共品是指在现有的资源技术条件下,达到社会效用最大化所需提供的公共品。能够提供的公共品是指征到拉弗曲线隐含的最大税收量所能提供的公共品。需要并且能够提供的公共品是指需要提供的公共品与能够提供的公共品中量较小的一方。通过比较政府实际提供的公共品与需要并且能够提供的公共品,可以评价政府在这一领域称职与否。

The Prosecution of Public Figures and the Separation of Powers. Confusion within the Executive Branch – A Conceptual Framework

Criminal investigation and prosecution of politicians, top civil servants and other public figures are topics frequently discussed in the media. The nature of the investigating or prosecuting authority varies between countries – from the general public prosecutor, through magistrates to independent counsels or parliamentary investigation commissions. This paper analyzes the role and status of public prosecutors within the separation of powers-concept. Prosecutors are usually part of the executive and not the judicial branch, which implies that they do not enjoy the same degree of independence as judges, and are ultimately subordinated to the directives of the minister of justice or the government. Conflicts of interest may hence arise if members of government can use the criminal process for their own or partisan interests. The incentives of public prosecutors in different jurisdictions are compared.     

基于政府公共管理的政策工具创新

随着我国经济体制的改革,政府失灵现象出现,人们开始关注政策工具的创新及"新政策工具"的运用.政策执行者也呼吁采用新政策工具,对新政策工具的关注、分析、引进可以看作是对社会经济发展的一种积极回应,是加快建立社会主义公共服务体制,建设和谐社会的内在要求.政策工具的转变和创新对我国提高政府管理的绩效具有重要的意义.     

加速城市建设应注意的几个问题

目前,我国城市化进程不断加快,城市数量增加,规模扩大,成效显著.但是,也必须清醒地看到,城市建设工作中的短期行为和浮躁之风相当严重,应当引起人们的高度重视.本文认为,城市规模扩张必须以产业支撑为前提,不能搞空壳城市;城市公共设施建设慎向民资伸手,不能滥用市场化手段;居民区搬迁改造应多些人文关怀,不能一拆了之;应遵循城市发展的客观规律,正确处理城市建设中的几个关系问题.     

关于我国财政政策导向调整的研究

近年来我国实施的积极财政政策确实在很大程度上促进了经济和社会的发展。但是随着经济市场化程度的不断提高和经济环境的变化，这种积极财政政策也表现出诸多的不适应性。因此应适时调整财政政策导向以适应经济和社会发展的新要求。拟从我国近年来实施的积极财政政策的成效分析出发，阐述了当前调整财政政策导向的必然性，并提出了今后我国财政政策的调整方向。     

河南省农村公共物品投资的收入效应研究

通过运用面板数据模型对河南省农村公共物品部门固定资产投资对农民收入的影响进行分析,主要结论表明,河南省农村公共物品投资对农民收入的增长起到了积极的推动作用.当前,河南省农村公共物品供给匮乏且结构不合理,河南省农村人均收入和人均累计公共物品投资的地区差距在逐渐拉大.针对这些问题,我们应采取相应措施,以进一步提高河南省农民的收入水平.     

公众参与城市绿色空间管理维护 ——以坦纳斯普瑞公园为例

“公众参与”广泛应用于以美国为代表的西方现代景观规划设计领域。随着社会的发展在美国等国相继出现“公众参与”城市绿色空间管理维护的趋势，人们逐渐意识到管理维护对城市绿色空间的重要性。以美国波特兰市坦纳斯普瑞公园为典型案例，通过实地调查、文献研究、访谈、归纳推理等研究方法，从公园建设背景、设计特色出发，回顾“公众参与”前管理维护的困境，阐述“朋友和伙伴”项目的发展历程、工作内容及成效，总结“公众参与”后期维护管理的意义，分析成功推行的原因。“公众参与”有助于解决目前中国城市公园管理维护面临的投入资金不足、游人素质偏低等问题，对未来城市公园管理工作的发展具有重要启示意义。     

Anticipated Environmental Policy and Transitional Dynamics in an Endogenous Growth Model

This paper makes a new attempt toinvestigate how an anticipatedenvironmental policy governs the transitionaldynamics of an economy when pollutionexternality is taken into account. Themodeling strategy we use is an AK technologyendogenous growth framework with an endogenousleisure-labor choice. It is found that, unlikeinelastic labor supply framework, a rise inpublic abatement expenditure will stimulate thebalanced economic growth rate. It is alsofound that public abatement technology plays animportant role in determining the transitionaladjustment of the economic growth rate inresponse to a pre-announced environmentalpolicy.

公权的特有属性决定其总会以异化的形式出现,应该从伦理层面寻找新的更深层次的救治途径。公权伦理建设有益于现代社会伦理道德普遍正当性的实现,公权伦理的研究对象和主要内容包括法的意义上的权利关系伦理、公权运行中的伦理、公权制度伦理、公权行使主体道德建设、执政党政治伦理道德建设和公权道德规范等。公权伦理研究和建构有利于在更高层面上探索公权运行规律和公权伦理建设规律,促进社会主义和谐社会政治文明和精神文明建设。
