Safeguarding public accountability in horizontal government

Abstract

The trend towards horizontalization in government prompts a debate on safeguarding public accountability. This article contributes to the debate by presenting categories of horizontalization in government, types of horizontal accountability and criteria for judging the appropriateness of arrangements for public accountability. Accountability arrangements must meet the requirements of the democratic constitutional state to provide adequate checks and balances. This implies, among other things, that responsibilities must be clear and the information supply, debate and sanctioning options must all be established. A discussion of existing mechanisms for horizontal accountability indicates that the requirements of a democratic constitutional state are generally not sufficiently met. This makes it imperative to establish more balanced arrangements for public accountability that fit more horizontal forms of government.

Falklands/Malvinas: a re-examination of the relationship between sacralisation and tourism development

The Falkland Islands (Islas Malvinas, in Spanish) are an archipelago in the South Atlantic Ocean, located approximately 250 nautical miles from the coast of mainland South America. This paper examines the relationship of Argentina and the UK with the Falklands as well as the pervasive role played by dominant ideologies in this dispute. In addition, the widely held principles of sacralisation and touristification of places are re-examined in the context of Falkland's tourism development. Previous theorists assumed that the process of sacralisation historically precedes tourism development, enhances attractiveness and generates more tourism demand. The Falkland's case provides counter evidences to such claims. For most Argentines, Malvinas are a sacred symbol of nationalism. Yet, Argentine tourists visiting Malvinas are very few in number.

随着我国产权制度变革,区域的经济与社会结构已悄然发生变迁。要保持区域制度变迁的“比较制度优势”,就必须进一步推进地方政府体制变迁,满足区域民众日益增长的民主需求,建构基层民主秩序。基层民主的制度安排的价值并不在于选举制度本身,而是在于从根本上改变传统制度结构中“精英主导和民众缺位”,逐步实现制度变迁过程中政治精英、经济精英、民众的和谐互动。

The paper explores the contributions of Joseph Schumpeter and Albert Hirschman to our understanding of the dynamics of modern democratic capitalist economies and suggests that much of their respective work displays intellectual overlap and complementarity. It is primarily focused upon the role of economic and political processes as forces of change and adjustment and the necessary degree of built-in inertia required to permit orderly rather than chaotic responses.
