江苏省耕地保护区划研究

文章以江苏省58个县级行政区为区划单元,应用主成分析法得出影响耕地保护的4个主成分,在此基础上应用聚类分析法初步得出耕地保护区,再结合定性分析最后确定六大耕地保护区。从区划结果看,与江苏省综合农业区划相一致,与客观实际能很好地吻合,说明应用综合数值分析模型研究耕地保护区划是成功的。最后,对得出的六大耕地保护区进行了简要的分析,为有计划分区制定耕地保护政策、措施提供了理论基础。     

当前新疆自然灾害形势及其防御对策

新疆是一个自然灾害发生较为频繁的区域;通过对当前新疆自然灾害的形势及防灾减灾工作中存在问题的分析,提出了具体的防治对策和解决办法,以正确认识当前新疆自然灾害形势,减轻或避免自然灾害所造成的损失.     

A comparative site evaluation study for relocating Japanese government agencies out of Tokyo

As a national project of Japan, plans for the relocation of several government agencies out of Tokyo have been ongoing. This paper is concerned with the problem of site selection for this project. The National Land Agency, the agency responsible for this project, has declared that the process of site selection should be rational, open to the public and easily understandable. In an effort to meet these requirements, we propose a consensus-making method for reaching a group decision, based on a combination of the analytic hierarchy process (AHP) and the Assurance Region model of data envelopment analysis (DEA). Several strategic uses of these methodologies, e.g., Delphi procedures, are also discussed. Based on these analyses, the “Wise Men” Committee for deciding the best site has chosen two from among ten contenders, one from the North-East and the other from the Central part of Japan, as candidates for the best relocation site. We could not discriminate between the two with respect to the multiple criteria chosen for evaluating sites. The Committee recommended the two sites to the Prime Minister at the end of December 1999. The Prime Minister reported this conclusion to the Diet. This topic is currently the focus of political discussions in the Diet. In this report, the authors summarize the decision-making processes that the Wise Men Committee followed, putting emphasis on the methodological aspects.     

中部地区对外贸易影响因素的实证分析

长期以来，尽管中部地区对外贸易取得了较快地发展，但在全国依然处于比较落后的地位。本文利用最新时间序列数据，通过建立多变量回归模型，对中部地区对外贸易的影响因素进行了实证分析。分析认为，中部地区出口贸易和进口贸易的影响因素存在很大差异。出口贸易影响因素主要是贸易条件、进口贸易和全社会固定资产投资；而进口贸易的主要影响因素是汇率、国内生产总值、外商直接投资和人力资本；很多影响因素对中部地区对外贸易没有起到应有的作用。     

论西部欠发达资源丰富地区经济发展战略的重心转移—以新疆为例

西部欠发达资源丰富地区围绕优势资源实施资源开发,本来是符合经济分工和市场竞争原则的理性选择。但在实践中,又往往容易形成路径依赖,即过于依赖和偏重对自然资源的开发,使潜藏在资源开发中的商品贸易和经济竞争劣势逐渐显露出来。因此,西部必须开拓思路,超越优势资源的束缚,把开发的重心由自然资源转向知识资源,着力实施科教兴国和人才强国战略,而这些正是当前西部最欠缺的也是市场机制难以发挥积极作用的领域,需要政府强力推进和实施。     

区域金融创新体系研究

金融创新是金融发展的主要推动力之一,由于每一地区的经济、金融环境各不相同,有必要对区域金融创新体系的建立进行探索与研究,这样才能有针对性的对区域金融、经济的发展提出建设性的建议。因此,为了促进具有区域特色的金融创新的产生和发展,并使金融创新促进本地区的产业升级和经济发展,针对现有研究,文章对区域金融创新体系的概念界定、要素构成、运行机制、功能作用和构建中的实践问题等几个方面进行了分析研究。     

基于协整分析的东北区域产业结构优化与金融支持关系研究

基于1978—2003年的统计数据,采用协整关系检验法和格兰杰(Granger)因果检验法对东北地区金融发展与产业结构优化之间的关系进行了实证检验。分析结果表明东北区域产业结构优化与金融发展之间存在长期动态均衡关系及单向因果关系,即金融发展对东北区域产业结构优化具有支持作用,从而为政府经济决策提供了政策依据。     

西气东输工程用感应加热弯管技术条件探讨

在对国外X70管线弯管技术条件进行调查分析与研究的基础上，对其中的几个关键技术问题包括母管成分，弯管的制造工艺和技术路线，强度与韧性要求，屈强比，Cu污染问题等进行了讨论。一些观点在西气东输感应加弯管技术条件中得到应用。     

On estimating the mean of the selected normal population under the LINEX loss function

Following Parsian and Farsipour (1999), we consider the problem of estimating the mean of the selected normal population, from two normal populations with unknown means and common known variance, under the LINEX loss function. Some admissibility results for a subclass of equivariant estimators are derived and a sufficient condition for the inadmissibility of an arbitrary equivariant estimator is provided. As a consequence, several of the estimators proposed by Parsian and Farsipour (1999) are shown to be inadmissible and better estimators are obtained. Received January 2001/Revised May 2002
