应对突发公共事件的新理念——试析《国家突发公共事件总体应急预案》

《国家突发公共事件总体应急预案》充分反映了当代公共行政的价值取向，体现了政府应对突发公共事件的新理念；认真研究和把握这些精神和理念，有利于我们积极、主动应对和处置各类突发公共事件，实现处置突发公共事件的人本化、法治化和科学化。     

快速城市化的滨江城区内涝治理研究——以广州市中心城区为例

以广州中心城区为例,分析了快速城市化过程中滨江城市演进与城区内涝的关系和形成机理。研究结果表明,1988年至2005年期间,滨江城区的扩展造成植被等透水面的大量减少,河涌、人工湖及内河水系出现淤积、堵塞并污染严重。江面束窄致使珠江水位异常壅高,而低平地势难以在短时间内排掉极端降雨过程形成的高峰流量,导致城区水涝的频繁发生。提出增加沿江低地势区域的滞水空间和疏通河涌等河网水系等内涝治理措施。     

Effective ways to grow urban bus markets – a synthesis of evidence

This paper provides a synthesis of the evidence on the patronage growth performance of bus improvement measures in urban settings. The evidence includes a summary of experience in Europe, North America and Australasia focusing on service improvement measures including network structure and service levels, bus priority measures, vehicles and stop infrastructure, fares and ticketing systems, passenger information and marketing, personal safety and security and synergy effects of measures. The source is the research literature and documented experienced from a series of studies undertaken by the authors over the last decade. It includes the results of an international bus expert ‘Delphi’ survey concerning bus improvement measures focussed on patronage growth. The paper synthesises the evidence to identify measures which are most likely to grow patronage including consideration of cost-effectiveness of measures.

A synthesis of homelessness in South Africa: A rapid critical appraisal

Homelessness in South Africa requires collaborative research. Social, political, cultural and economic factors that cause homelessness must be considered to develop a common definition and understanding of homelessness. South Africa’s social complexity and diversity make it challenging to construct available results into one conceptual framework, and this in turn complicates national policy implementation and role allocation. By means of a rapid critical appraisal of literature on homelessness in South Africa, researchers provide evidence to direct and structure contextual research pertaining to homelessness. Four themes transpire: conceptualisation; demography; roles and responsibilities of key stakeholders; and strategic policy and research issues. Researchers caution that the findings are not generalisable, because of the rapid nature of the appraisal and possible selection bias of the literature. Measures of validity were used to ensure that the study accomplished its purpose through the key results and to ensure that the results are a true reflection of available evidence.

“快速通关”贸易促进效应的实证分析

在低关税的时代,快速通关很可能是打破贸易壁垒,推动国际贸易发展的重要手段。文章从四个方面总结了快速通关对国际贸易的影响机制,并基于2008-2010年113个国家相互之间的出口数据,使用 Heckman两步选择模型进行了实证研究。结果显示,快速通关对贸易参与和贸易规模都有着显著的促进作用,从多个角度进行稳健性检验后,该结论依然成立。快速通关可以通过需求偏好效应、成本效应与全球化生产网络效应和遏制日益强化的非关税贸易壁垒的负面效应,使得多边谈判所形成的关税降低的效应得以真正发挥。此外,文章还发现,自由贸易协定的建立,提升了通关效率与边境管理的透明度,进而提高了国家间的贸易量。文章的研究结论对于理解目前中国建立自由贸易区以及实施在贸易谈判中主导快速通关的措施或建立条款,打破技术贸易壁垒具有重要的意义。     

装配式扶壁生态挡墙结构简化计算方法研究——以重庆两江协同创新区六横线明月大道挡墙项目为例

基于重庆六横线明月大道项目的装配式扶壁生态挡墙,通过对该挡墙立板和扶壁迎土面的土压力计检测的原位试验,以及现浇混凝土结构内的钢筋计的测试,分析该挡墙现浇混凝土结构的受力模式,并提出应用于装配式生态扶壁挡墙结构的简化结构计算的方法,为将来应用该新型挡墙结构提供依据。     

苹果中多菌灵的快速测定及方法评估

为评估苹果中多菌灵残留快检试剂盒的适应性,本文以《水果、蔬菜中多菌灵残留的测定高效液相色谱法》(GB/T 23380—2009)为参比方法,选择3家公司生产的快检试剂盒,以《食品快速检测方法评价技术规范》为依据,对快检方法在苹果中的适用性进行评估.结果表明,试剂盒1的灵敏度为66.67％,特异性为100％,假阴性率为3...
