政府运行成本的比较研究——以沪、港政府为例

近年来,政府运行成本成为各国政府关注的一个重要问题,它不仅关系到政府自身效率的改进,而且影响到民众的福祉,以及整个社会经济的和谐发展。本文以沪、港政府为例,从经济学角度,利用财政支出等数据,阐述了两者在运行成本和结构上的差异,并分析了其中存在的原因,认为内地的地方政府需要降低运行成本,具体措施可以借鉴香港地区政府的成功经验,如改变政府运行理念、构建公共财政体系等,并提出了一些相关的政策建议。     

The Future European Labor Supply: The Critical Role of the Family

The European employment strategy initiated in 1997 is critically dependent upon the further integration of women into the labor market. The European Union has set a specific target employment rate for women of 60 percent by 2010 and is also committed to providing more and better child care facilities. This gender focus is reinforced by the requirement for gender mainstreaming in all aspects of European employment policy. There is an implied Europe-wide, universal policy of encouraging female labor-market participation and reducing the care work performed by domestic labor. However, the European Commission continues to have limited competence in areas of family, social, and welfare policy. As a result, these common employment objectives for women are thus being pursued against a background of quite different systems of social, family, welfare, and indeed labor-market organization. These systems have different economic and employment implications, such that the outcomes of the common European employment strategy will also be highly variable.     

Strategic responses to food safety legislation

This paper assesses the responses made by food companies to changes in food safety legislation. Such responses are assessed in three ways. Firstly, an assessment is made as to why strategic responses to such legislation might be different to general strategic behaviour. Secondly a conceptual framework is presented and an examination of supply chain organisational response is made. Finally, the paper addresses the question of external marketing responses to food safety legislation. The paper concludes that food safety legislation is different, and often requires very swift strategic actions to be effective. Like other forms of legislation, however, food safety issues can also provide incentives and opportunities to well-managed and market-orientated firms.     

劳动者视角:企业职业安全保障供给不足之机理分析

当前我国职业伤害事故正处于高发的态势,职业安全保障已成为国内学界关注的热点。基于劳动者视角,将职业安全保障看作特殊商品由企业供给,需求方为劳动者,剖析了当前我国企业在职业安全保障方面供给不足的机理,并给出了相应的改进措施。     

金融危机冲击下中小企业供应链管理问题及对策研究

金融危机的冲击导致中小企业大量关闭、停产已成为制约我国中小企业生存与发展的来得障碍,更重要的是导致了民生、就业、稳定等社会问题。中小企业供应链的脆弱性是造成上述问题的一个重要原因,文章从分析中小企业供应链特征的基础上,分析金融危机冲击对其供应链的影响,针对各项影响因素提出了强化中小企业供应链的对策。     

Chefs and suppliers: An exploratory look at supply chain issues in an upscale restaurant alliance

This paper examines some basic issues associated with supply chains in the context of acquiring local ingredients as part of producing a culinary tourism experience. Based on data collected from Executive Chefs at Relais & Châteaux restaurants through surveys and personal interviews, the authors document producer-to-chef relationships, why and how local ingredients are featured in menu listings, and how chefs communicate their use of local ingredients to their guests. The results also describe chefs’ beliefs about the use of local ingredients, as well as potential issues related to the use of suppliers and their perceptions of their guests’ expectations for their meals.     

MANAGING CHANGE IN SUPPLY CHAINS: A PROCESS COMPARISON

The coordination required to successfully implement supply chain initiatives suggest that supply chain management change processes may possess some unique characteristics. Yet, empirical studies are scarce to support this logic. Using an empirical design and data obtained from managers, and drawing largely from Lewin's change process conceptualization, this study compares the process of supply chain management change to non‐supply chain management change. Further investigation into monitoring and control of supply chain management change is advised.     

空分产品放空-供气自动调节的PID控制方法

本文使用一种分段控制方法，将空分产品管线的放空、供气阀门使用同一PID模块进行电流分段控制，从而解决了两阀门相关性问题，降低了控制成本，简化了控制难度。     

人民币升值带来的财富幻觉探讨

本文从我国现有的外汇管理制度和面临的特殊发展阶段及发展背景出发,指出人民币对外升值对内贬值将是我国现阶段和未来所面临的一种重要现象。人民币升值及其升值预期将带来我国外汇储备快速积累,在结售汇制度下发生货币倍增效应,给我国带来明显的财富效应;人民币对内贬值即通货膨胀扩大了我国GDP的规模和国际排名,也给我国带来了财富效应。本文指出人民币对外升值对内贬值带来的财富效应在一定程度上是一种财富幻觉,并对这种情况下的宏观经济政策提出了对策建议。     

建立和完善农村地方中小金融机构:一个适应中国农村经济发展的金融制度变迁

企业规模较小甚至以农户为单位的农村经济发展,对农村中小金融机构的建立和完善提出了强烈的需求,而以政府主导的农村金融改革却成效甚微。本文从农村经济发展引发对农村中小金融机构的诱制性制度需求与政府代表的强制性制度供给两方面的分析得出:农村地方中小金融机构制度建设,是农村经济发展的客观要求,同时也符合国家的效用函数。
