The paper explores the promise of ethical codes as a means to control unethical behavior in business. After a review of arguments for ethical codes from outside the business system, the paper outlines the arguments for codes from inside the business system at the level of the industry, firm and individual executive.The paper then discusses the problems of code design — the dilemma between specific practices and general precepts — and offers a model for a thoroughgoing code. This is followed by a discussion of the problems of promulgation and code enforcement.In conclusion, the paper summarizes the limitations of ethical codes and the arguments which have been made against them.

Anxieties over the potential impacts of climate change, often framed in apocalyptic language, are having a profound, but little studied effect on the contemporary Western urbanscape. This article examines the ways in which current theorizations of ‘ecological gentrification’ express only half the process, describing how green space is used for social control, but not how ecology is used as a justification regime for such projects. As urbanites seek out housing and living practices that have a lower environmental impact, urban planners have responded by providing large-scale regeneration of the urbanscape. With the demand for this housing increasing, questions of inequality, displacement and dispossession arise. I ask whether apocalyptic anxiety is being enrolled in the justification regimes of these projects to make them hard to resist at the planning and implementation stages. The article shows that, in capitalizing on collective anxiety surrounding an apocalyptic future, these projects depoliticize subjects by using the empty signifier, ‘Sustainability’, leading them into an immuno-political relationship to the urbanscape. This leaves subjects feeling protected from both responsibility for, and the impacts of, climate change. Ultimately, this has the consequence of gentrification coupled with potentially worsening consumptive practices, rebound effects and the depoliticization of the environmentally conscious urbanite. 相似文献

The question of whether, and to what extent, business managers have obligations to stakeholders has been the principal theme in much of recent business ethics literature. The question of whether shareholders have obligations to stakeholders, however, has not been addressed sufficiently. I provide some needed attention to this matter by examining the positions of shareholders in the contemporary world of investing. Their positions are considerably different than that often envisioned by business ethicists and economists where shareholders determine the directions of corporate activities through their voting decisions. Typical contemporary investors rarely control corporate activities. If they own corporate securities directly, generally they own too small an interest to exercise control. And, in most cases, they do not even own corporate securities directly, but, rather, own shares in funds. Because of the positions of shareholders today, it is highly questionable whether most have obligations to stakeholders. This has a significant implication for business managers. Whether or not shareholders have obligations to stakeholders, business managers have a greater obligation to educate shareholders about how corporate activities affect stakeholders. This paper presents a senior governmental accounting educator’s perspectives on how governmental accounting education has changed over the past 35 years and what we can expect for the future. Having begun my academic career during the 1970s, a period of turmoil and debate about the deficient state of governmental accounting, I look at how events of this period influenced my personal decision to specialize in governmental accounting education and how those events led to a path of dramatic improvement in governmental accounting standards, practice, and education. Key trends in governmental accounting education are discussed along with major changes in practice guidance over the years that have challenged textbook authors and faculty in staying abreast of change. The paper identifies many governmental accounting educators who have made significant contributions to governmental accounting and auditing policy and encourages current educators to seek ways to participate in the policy-making process. Finally, the paper discusses the future outlook for governmental accounting education and concludes that governmental accounting educators are well positioned to contribute to achieving the recently released recommendations of the Pathways Commission (2012). 相似文献

In previous periods when agricultural production was large relative to demand in North America, supply control through limitations in production and markets has been used. Large cropfalls and mammoth international purchases by the USSR during the early 1970s depleted North American grain stocks and caused major supply control programs to vanish. With more favorable worldwide weather, however, grain production and carryover have increased to levels where farmers may demand supply and market controls to improve prices and income. In contrast to conventional models, we make a quantitative analysis for the United States to three tax policies which might be used to restrain production and improve prices and farm income. All tax alternatives do so if the taxes collected by the government are returned to farmers. The tax alternatives examined include a tax on inputs, a gross sales tax, and a tax-in-kind similar to a share rent. The tax policies are applied through an econometric simulation model. Certain limitations of the tax policies are explained. Aux époques antérieures, lorsque la production agricole était grande compareée à la demande dans l'Amérique du Nord, on a contrôlé les stocks de réserve par moyen de limitations de production et de vente. Les récoltes inférieures et les énormes achats par l'URSS pendant la premiére partie des années 70 ont diminué les réserves des céréales de l'Amérique du Nord, ce qui a rendu superflus les programmes majeurs de contrôle. Toutefois, un climat global favorable a augmenté la production et l'accumulation jusqu'au point oú les agriculteurs peuvent considérer nécessaires des contrôles sur la production et la vente afin d'améliorer les prix et leurs revenus. Faisant contraste avec les modéles conventionnels, nous présentons une analyse quantitative pour les Etats-Unis de trois systémes d'impôts qui pourraient etre appliqués pour diminuer la production et pour améliorer les prix et les revenus agricoles. Tous les trois systémes sont effectifs à ce but, pourvu que les impôts perçus par le gouvernement soient rendus aux producteurs. Les alternatifs examinés comprennent un impôt sur les frais de production, un impôt en gros sur les ventes et un systéme d'impôts payables par une quantité des céréales produites, semblable au métayage.
