Summary. In this paper, we establish the most possilbe general formulation of the technology governing carbon-gas emission, giving
rise to global external diseconomies, and ty to explore into the strategic interactions,both domestic and international, when
an individual country decides on the environmental policies. Through the comparison among emission taxes, quotas, and standard
in the perfectly competitive private economies, we find that the first two policies are equivalent but they are different
in effects by virtue of what we may call the tax-exemption effect of emission standards. Such a difference in the policy effect
further affects the other country's welfare through the global externalities, amplified through whether the government can
precommit to either the emission tax or the emission standard.

The policy environment for the Irish agri‐food sector could change rapidly in the coming decade. A potentially positive factor will be the elimination of milk quotas in 2015, although a potentially negative factor will be further trade liberalisation and increased import competition. These changes come on top of the move to decouple direct aids to farmers in 2005 as part of the Mid‐Term Review of the EU's Common Agricultural Policy agreed in 2003. This paper examines these reforms and their impacts on the Irish economy and income distribution using a CGE model particularly rich in detail on the agri‐food sectors, differentiated household groups, and agricultural policy instruments including their links to productive factors and households. The results suggest that the past and projected changes in the policy environment have, in sum, a small positive impact on GDP and household income. However, the gains and losses are unequally distributed across sectors and household groups due to the highly differentiated distribution of support and protection. Although all households generally gain from the sequence of policy reforms in the long run, some experience strong adverse effects from particular reforms and in the medium term. 相似文献

In December 2014, the U.S. and Mexico agreed to a suspension agreement that set a $22.25/cwt import price floor on U.S. sugar imports from Mexico. A partial equilibrium trade model was developed to estimate the economic impact the agreement would have had if it had been in effect from 2008 to 2014. In years when the price floor would have been binding, on average, U.S. producers would have gained $138 million and Mexican producers would have lost $218 million. However, total Mexican welfare would have actually increased by $11.5 million. Furthermore, the average price floor that would have maximized total Mexican welfare over that period is $22.76/cwt. Also, under certain supply and demand elasticity conditions, the average price floor that would have maximized joint U.S. and Mexican producer welfare over that period is $21.91/cwt. 研究目的:基于上海市建设用地减量化的政策背景,分析上海市土地指标交易现状与存在的问题,探讨如何建立土地指标市场化交易机制,为上海市土地利用制度改革提供经验借鉴。研究方法:文献研究法、比较分析法和实地调查法。研究结果:上海市土地指标交易存在交易半径较狭小、市场化程度较低、定价机制不合理、收益分配不完善等一系列问题,应研究市场竞争与政府调控相结合的指标交易机制。研究结论:针对经济快速发展与土地指标短缺的现实矛盾,上海市政府应从机制构建与配套措施两方面进行土地指标市场化交易体系建设,以推动上海市土地市场的发展。 相似文献
