在介绍软件无线电的产生、基本概念和系统结构的同时，分析了实现软件无线电的关键技术，并给出了基于目前器件技术水平的中频软件无线电流程框图的折衷方案，最后指出软件无线电技术的美好前景。     

How to overcome the implementation gap in ecosystem services? A user-friendly and inclusive tool for improved urban management

One of the main issues with the concept of ecosystem services is its absence on the ground in concrete operational decision-making contexts; that is, an implementation gap. In this study, we investigated if this gap could be overcome through the use of open-source data and free tools, and the adoption of a short-term participatory process. We tested these methods in the context of a project in the urban metropolitan area of Bordeaux (Communauté urbaine de Bordeaux: CUB) in France. The ecosystem services were defined using a participatory approach involving local stakeholders, and then selected scenarios were simulated to test the impact of various development or conservation plans. The study addressed three main questions: (1) Is it possible to adopt a simple methodological approach that overcomes the implementation gap through the development of a user-friendly and inclusive method? (2) What is the added value of a participatory approach? (3) With regards to four scenarios in this territory, what are the ES trends in the selected biophysical and monetary indicators, and will knowledge of these trends help planners to shape a sustainable trajectory for the territory?     

Truthful germs are contagious: A local-to-global characterization of truthfulness

We study the question of which social choice functions from an abstract type space to a set of outcomes are truthful, i.e., implementable by truthful mechanisms, when utilities are quasi-linear. For convex domains, our main theorem characterizes truthful social choice functions as those satisfying two properties: local weak monotonicity and vortex-freeness. The first of these constrains the function values at any two sufficiently proximal points, while the second asserts that its line integrals around sufficiently small triangular loops must vanish.The characterization implies a local-to-global principle that allows one to deduce truthfulness of a function from its behavior on arbitrarily small neighborhoods of each point. Other consequences include a simple alternate derivation of the Saks–Yu Theorem that weak monotonicity characterizes truthfulness of functions having a convex domain and finite range, and a sufficient condition for constructing truthful functions by “stitching together” truthful subfunctions on different subsets of the domain.     

研学结合教学理念在微观经济学课程中的应用

为了探索适合高职学生学习特点的教学方法，提高教学质量，本文就研学结合教学理念的内涵、实施路径、特征和目的进行了探索和研究，并在微观经济学课程中进行试验。结果显示教学效果良好，教学质量得到提升，学生的学习兴趣得以提高，主动参与的积极性增加，培养了学生分析问题和解决问题的能力，为专业训练和实践打好基础。论文最后就研学结合教学理念在微观经济学课程实施中存在的问题进行了剖析，并提出了进一步探索和努力地方向。     

Countermeasures of adaptation to climate change： establishment and application for implementation matrix

In the conceptual framework of adaptation policy assessment to climate change, adaptation measures can be categorized as two groups：facilitation and implementation. Facilitation measures refers to activities that enhance adaptive capacity, while implementation refers to activities that actually avoid adverse climate impacts on a system by reducing its exposure or sensitivity to climatic hazards, or by moderating relevant non-climatic factors. This paper aims to establish a matrix of implementation measures of adaptation to climate change, through four different ways how adaptation can influencc the relevant elements of climate change. reducing the exposure, reducing the sensitivity, alleviating the adverse impacts and reducing the negative non-climatic factors, and then further discuss the particular implementation measures of adaptation to climate change, through application studies on the selected sub-systems, intend to organize the disordered implementation measures in existent, and put forward some new measures under the guidance of this matrix, which could enrich and promote the system and content of implementation measures of adaptation.     

多委托代理关系、政策的选择性执行与农村税费改革

农村税费改革在全国全面推行后,在目前的条件下这一政策出现的一些问题能否得到全面深入的贯彻执行的问题引起了学术界的关注.本文运用多委托代理理论来分析中国多层级垂直行政管理体系中的政策执行问题,认为地方基层政府利用政策存在无法执行的可能性以及信息传递中的噪音,从事违背税费改革精神的行为,地方政府出于自身的利益以及要求地方基层政府完成各种政策任务的考虑默许、袒护这一行为,并提出了全面贯彻执行农村税费改革政策所要采取的对策.
