农用地分等定级估价成果在耕地占补平衡中的应用——以宿州市墉桥区为例

摘    要:依据农用地分等定级估价成果,探讨农用地占补平衡的评价方法,构建占补平衡换算体系.通过选取3246个地价样点,建立农用地定级指数与相应基准地价的数学模型,从而求出每个评价单元的基准地价,求得占补平衡的换算系数,由此建立耕地占补平衡体系和有效的评价和监督机制,防止耕地占补平衡的表面化和短期化,实现土地资源的可持续利用.

Abstract:According to the result of farmland gradation and appraisal, this paper explores appraisal methods for the balance of farmland occupation and compensation and set up a system of conversion by selecting 3,246 points of datum price and setting up a price model of farmland gradation and appraisal index and the relevant standard land price to get the standard datum price of every appraisal unit, so as to avoid apparent and short-term balance and realize the sustainable use of land resources.
