基于演化博弈的矿区生态补偿市场运行机理研究

健全矿区生态补偿机制对合理开发矿产资源、可持续发展以及生态文明建设都具有重要意义。基于利益主体九大博弈关系,以演化博弈论为方法,构建地方政府与矿产资源开发企业的博弈矩阵和复制者动态模型,探讨矿区多元化、市场化生态补偿的运行机理。演化博弈结果表明:主体间的博弈易陷入"合作"与"不合作"的交替循环中,无法实现稳定,若要实现地方政府监管、企业履行生态保护义务的共赢局面,必须依靠市场化和多元化手段对成本、保证金、政绩等各项参数进行调整,才能权衡双方利益,促成合作,进而由转移支付、保证金、社会资本、惩戒机制、政绩考核、行政机制等一系列旨在完善生态补偿机制的对策建议共同构成政府引导、多方参与的矿区生态补偿市场机制框架。

Study on Market Operation Mechanism of Ecological Compensation in Mining Area Based on Evolutionary Game

The improvement of ecological compensation mechanism in mining area is significant to the rational exploitation of mineral resources,sustainable development and the construction of ecological civilization.Based on the nine relations of interest subject game,using the evolutionary game theory as the method,the game matrix and replicator dynamic model between local government and mineral resources development enterprises are constructed,and the operation mechanism of diversified and market-oriented ecological compensation in mining area is discussed.The results show that the game between subjects is easy to fall into the alternating cycle of"cooperation"and"non-cooperation"and stability cannot be achieved.If we want to realize the win-win situation of local government supervision and enterprises fulfilling their ecological protection obligations,we must rely on market-oriented and diversified means to adjust the parameters such as cost,margin,performance and so on,in order to weigh the interests of both sides and promote cooperation.Furthermore,a series of countermeasures and suggestions aimed at perfecting the ecological compensation mechanism,such as transfer payment,margin,social capital,punishment mechanism,performance assessment,administrative mechanism and so on,constitute the market mechanism framework of ecological compensation in mining area under the guidance of the government with multi-participation.
