Large‐scale tree plantations in high rainfall upstream areas can reduce fresh water inflows to river systems, thereby imposing external costs on downstream irrigation, stock and domestic water users and wetland interests. We take the novel approach of expressing all benefits and costs of establishing plantations in terms of $ per gigalitre (GL) of water removed annually from river flows, setting upstream demands on the same basis as downstream demands. For the Macquarie Valley, a New South Wales sub‐catchment of Australia’s Murray‐Darling Basin, we project changes in land and water use and changes in economic surpluses under two policy settings: without and with a policy requiring permanent water entitlements to be purchased from downstream parties, before plantation establishment. Without the policy, and given a high stumpage value for trees ($70/m3), upstream gains in economic surplus projected from expanding plantations are $639 million; balanced against $233 million in economic losses by downstream irrigators and stock and domestic water users for a net gain of $406 million, but 345 GL lower mean annual environmental flows. With the policy, smaller gains in upstream economic surplus from trees ($192 million), added to net downstream gains ($138 million) from sale of water, result in gains of $330 million with no reduction in environmental flows. Sustaining the 345 GL flow for a $76 million (406–330) reduction in gains to economic surplus may be seen to cost only $0.22 million/GL; but this is much lower than the market value of the first units of that water to agriculture and forestry.  相似文献

We investigate the value of a country of origin label (COOL) that separately identifies the geographic location of different stages in a food product's supply chain. We estimate the willingness‐to‐pay (WTP) of U.S. consumers for a packaged cereal product where the key grain ingredient may be grown in one country and processed in a second country (multicountry supply chain) and compare it to equivalent products that have both stages located in a single country. We find consumer WTP for products with single‐country and multicountry supply chains are statistically different, meaning that simplifying a multicountry label by listing only the country where the ingredients are grown or only the country where the ingredients are processed can result in different consumer values. We also find that for countries with a poor quality reputation, consumers respond more negatively when that country has the “last touch” than when that country's involvement is limited to upstream supply chain links.  相似文献

Implementation of the Water Framework Directive (WFD) represents a fundamental change in the management of water in Europe with a requirement that member states ensure ‘good ecological status’ for all water bodies by 2015. Agriculture is expected to bear a major share of WFD implementation costs as it is compelled to reduce the emission of diffuse water pollutants. The research outlined here comprises interdisciplinary modelling of agricultural land use, hydrology and consequent water quality effects to consider both agricultural costs and the non‐market recreational use (and potentially non‐use) values that implementation of the Directive may generate. A theme throughout the research is the spatial distribution of the costs and benefits of WFD implementation, which is addressed through the use of GIS techniques in the modelling of agricultural land use, the integration of land use and hydrological models, and the estimation, aggregation and transfer of the economic value of the benefits.  相似文献

Choice experiments (CE) have become widespread as an approach to environmental valuation in both Australia and overseas. However, there are few valuation studies that have addressed natural resource management (NRM) changes in Tasmania. Furthermore, few studies have focussed on the estimation of estuary values. The CE study described in this paper aims to analyse community preferences for NRM options in the George catchment, Tasmania. Catchment health attributes were: the length of native riverside vegetation; the number of rare native animal and plant species in the George catchment; and area of healthy seagrass beds in the Georges Bay, which was used as a measure of estuary condition. Mixed logit models with interactions between socio‐economic variables and the choice attributes were estimated to account for systematic and random taste heterogeneity across respondents. Results reveal considerable variation in preferences towards the attributes and show that value estimates are significantly impacted by the way in which we account for preference heterogeneity. Preference heterogeneity thus needs to be considered when estimating community willingness‐to‐pay for environmental changes. This study further shows little responsiveness to the presented changes in estuary seagrass area.  相似文献

Benefit transfer is increasingly being used by decision makers as a way of estimating environmental values suitable for use in benefit cost analysis. However, recent studies examining the validity of benefit transfer of passive use values estimated using contingent valuation have rejected the hypothesis of convergent validity. In this article, we demonstrate the usage of a form of conjoint analysis known as choice modeling for benefit transfer. Choice modeling has been touted as being particularly suitable for benefit transfer because it is possible to allow for differences in environmental quality and socioeconomic characteristics when transferring benefit estimates. We demonstrate that choice modeling is suitable for benefit transfer, particularly when the transfers involve implicit prices. Second, we examine the circumstances in which benefit transfer of choice modeling derived value estimates is likely to be most valid. Two split sample tests were undertaken to achieve this objective. The evidence from these tests indicates that transfers across different case study sites are likely to be subject to less error than those across different populations.  相似文献

At a global level, increasing emphasis on sustainable development highlights the importance of maintaining and enhancing biodiversity. Within the European Union, agricultural reforms will have a considerable influence on the links between biodiversity, agriculture and rural communities over the next 10–20 years. An understanding of the associations between biodiversity and the rural economy is important for the development of policies to promote environmentally sustainable economic and social well‐being. However, investigations of this type are frequently hindered by the different ways in which data in the natural and social sciences are collected. In this paper, we develop an innovative approach to combine data using a common spatial unit. We illustrate the application of this approach by examining associations between bird species richness, environmental and socio‐economic variables. Our results show how the statistical relationship between biodiversity and environmental factors is strengthened and contextualised by prevailing socio‐economic conditions. This example highlights the additional insights that can be gained from such an integrative approach, especially in terms of the questions it raises about the inter‐relationships between the social, physical and ecological dynamics of rural environments.  相似文献

Perceptions of a salinity ‘crisis’ in Australia around 2000 resulted in the establishment of a major national program that aimed to prevent, stabilize, and reverse trends in salinity. The National Action Plan for Salinity and Water Quality allocated A$1.4 billion of public funds to 1700 projects over 7 years. Here, we assess the performance of the program in relation to 12 features that we propose as being essential for programs that aim to address complex environmental problems. The features include use of technical information to guide investment prioritization, use of socio‐economic information, effective integration of information for prioritization, selection of appropriate targets, choice of appropriate policy mechanisms, and provision of incentives and support to environmental managers to pursue environmental outcomes cost effectively. Our assessment reinforces findings from a number of public reviews that found serious weaknesses in the program. Overall, with a few exceptions, projects under the National Action Plan generated few worthwhile salinity mitigation benefits and will have little enduring benefit. This was readily foreseeable given attention to the scientific and economic knowledge of salinity available at the time the program was developed.  相似文献

This paper evaluates the outcomes from an ambitious wildflower harvesting programme in South Africa's Western Cape, which has sought to achieve positive outcomes in terms of socio‐economic development and biodiversity conservation. Indigenous wildflowers, harvested according to conservation principles, are processed into ‘Cape Flora’ bouquets and sold into international and domestic markets. The principal supply chain provides an example of ethical trade due to the explicit environmental and social standards that are required at local sites of production. The incorporation of such standards represents an attempt to engender economic and social upgrading within the value chain. In this sense, the programme is consistent with dominant policy discourses, which suggest that exploiting potentially profitable niches within international trade flows represents a ‘high road’ to economic growth and transformation. The paper focuses upon the job creation and social impacts of the programme in the context of efforts to overcome South Africa's deeply entrenched socio‐economic disparities and high poverty levels. Despite impressive growth in production and exports during the global financial crisis, there have been mixed outcomes in terms of benefits to stakeholders at the upstream end of the supply chain. The paper concludes by considering the extent to which local initiatives operating under the framework of ethical trade possess the potential to facilitate effective social and economic upgrading.  相似文献

Estimates of environmental values are frequently required as inputs to cost-benefit analyses when evaluating alternative options for managing natural resources. One strategy to avoid the high cost of conducting empirical work when non-market values are involved is to use value estimates from an existing source study and to transfer them to the target context of interest (a practice known as benefit transfer). However, the transfer of values is subject to a host of potential errors and could lead to significant overestimation or underestimation of welfare change. The present paper reports the results of a choice modelling study in which household values for the impacts of land and water degradation in Australia are estimated. A key objective of the present study was to test the validity of transferring estimates derived in a national context to different regional contexts. On the basis of these test results, inferences are made about the impact that differing contexts have on value estimates. The scale of value differences across the different contexts provides a guide for calibrating benefit transfer estimates.  相似文献

Using economic analysis to prioritise improvements in environmental conditions is particularly difficult when multiple benefits are involved. This includes ‘bundling’ issues in agricultural pollution management, where a change in management action or farming systems generates multiple improvements, such as reductions in more than one pollutant. In this study, we conceptualise and compare two different approaches to analysing cost‐effectiveness when varying bundles of benefits are generated for a single project investment. Each approach requires data to be transformed in some way to allow the analysis to proceed. The index approach requires the transformation on the benefits side so that the effects of multiple pollutant changes can be combined into a measure for each project which can then be compared to costs. By comparison, the disaggregation approach requires the transformation on the costs side where costs for each project have to be apportioned across the different pollutants involved. The paper provides novel insights with an application to agricultural water quality improvements into the Great Barrier Reef in Australia, demonstrating that while both approaches are effective in prioritising projects by cost‐effectiveness, the disaggregation approach provides more insightful results and values that may be relevant for use as upper value guidelines in future project selection.  相似文献

Agricultural support is increasingly flowing into the maintenance and improvement of landscape quality. While variations in the demand for landscape protection have been successfully attributed to variations in socio‐economic characteristics, the effect of the local landscape setting as a potential determinant of environmental preferences has received less attention. A framework is formulated that describes public support for regional landscape protection as a function of socio‐economic variables and land use patterns. Models are then estimated using detailed local land use statistics and voting records from a referendum on increasing public funding for local landscape amenities protection in the Swiss canton of Zurich. The land use variables represent proportions of open landscape and landscape features that are viewed as particularly valuable for aesthetic and other reasons. Cross‐sectional estimation results suggest that attitudes towards public landscape protection are indeed strongly associated with the local landscape. Approval for protection programmes increased with local scarcity of open space and with the presence of high‐amenity landscape features. Comparison with referendum outcomes on a national‐level environmental issue suggests that the positive association with high‐amenity landscape features may be partly attributable to individuals' self‐selection of residency.  相似文献

Economic values of biological collections in three Australian botanic gardens in Canberra, Melbourne and Sydney were estimated using the travel‐cost method (TCM) and the contingent valuation method (CVM). The TCM component of the study produced average per‐trip consumer surplus (CS) values of $39 and $18 for single‐ and multiple‐site visitors, respectively, for each botanic garden, resulting in an estimate of approximately $194 million for the total social welfare generated by trips to the three sites. Marginal willingness to pay (WTP) for access to botanic gardens was also investigated through payment vehicles of entry fees or higher parking charges using the CVM component. The analysis revealed a positive mean WTP of between $3 and $5 per trip per person. The difference between the CVM and TCM results reflect the different underlying concepts of value under investigation: average CS per visit for the TCM and the utility arising from a marginal visit for the CVM. Marginal changes in CS from the TCM were derived. The confidence intervals from the TCM marginal values overlap the WTP estimates from the CVM. These findings will be useful for resource management decisions in the botanic gardens collection in Australia.  相似文献

[目的]在全面推进生态文明建设的关键时期,进行平原地区资源环境承载力评价,是协调平原地区可持续发展、推动资源利用方式转变的重要举措。[方法]构建由水土资源承载力、生态环境承载力和社会经济承载力3个子系统构成的资源环境承载力评价系统,以山东省平原县2016年国民经济统计资料、土地利用相关数据为数据基础,采用层次分析法和德尔菲法相结合的综合赋权形式,利用模糊综合评价法,测算区域资源环境承载力,结合短板要素分析,对2016年平原县资源环境承载力进行评价研究。[结果](1)平原县资源环境承载力综合评价分值为0. 6051,处于较高等级;(2) 3个子系统中,承载力得分从大到小依次为社会经济承载力、水土资源承载力、生态环境承载力;(3)平原县资源环境承载力指标体系中没有处于危机状态的指标,但人均城镇建设用地状态指数小于0,处于预警状态。[结论]平原县资源环境承载力较好,尚未有短板要素,但城乡建设用地结构不平衡;为提高承载力,从促进水土资源高效集约利用、树立"绿色"意识、加强生态环境治理、促进产业结构转型升级等方面提出相应建议措施。  相似文献

The paper investigates geo‐physical, agro‐ecological, and socio‐economic determinants of past land use change in two districts of Dak Lak province in the Central Highlands of Vietnam and assesses the influence of rural development policies on land cover change. Landsat satellite images from the years 1975, 1992 and 2000 are interpreted to detect land cover in two time periods. A survey in randomly selected villages provides primary recall data on socio‐economic and policy variables hypothesised to influence land use change. Secondary data on rainfall, soil suitability, and topography was obtained from meteorological stations and from a digital soil map and digital elevation model. All data were spatially referenced using geographic information systems (GIS) software. A reduced‐form, multinomial logit model is used to estimate the influence of hypothesised determinants on land use and the probabilities that a certain pixel has one of five land classes during either of the two periods. Results suggest that the first period from 1975 to 1992 was characterised by land‐intensive agricultural expansion and the conversion of forest into grass and agricultural land. During the second period, since 1992, the rapid, more labour‐ and capital‐intensive growth in the agricultural sector was enabled by the introduction of fertiliser, improved access to rural roads and markets, and expansion of the irrigated area. These policies, combined with the introduction of protected forest areas and policies discouraging shifting cultivation during the second period reduced the pressure on forests while at the same time increasing agricultural productivity and incomes for a growing population. Forest cover during the second period mainly increased due to the regeneration of areas formerly used for shifting cultivation.  相似文献

Biofuels often raise the specter of food insecurity, water resource depletion, and greenhouse gas emissions from land clearing. These concerns underpin the “sustainability criteria” governing access to European biofuel markets. However, it is unclear if producing biofuels in low‐income countries does exacerbate poverty and food insecurity, and moreover, whether the sustainability criteria should apply to all agricultural exports entering European markets. We develop an integrated modeling framework to simultaneously assess the economic and environmental impacts of producing biofuels in Malawi. We incorporate the effects of land use change on crop water use, and the opportunity costs of using scarce resources for biofuels instead of other crops. We find that biofuel production reduces poverty and food insecurity by raising household incomes. Irrigated outgrower schemes, rather than estate farms, lead to better economic outcomes, fewer emissions, and similar water requirements. Nevertheless, to gain access to European markets, Malawi would need to reduce emissions from ethanol plants. We find that biofuels’ economic and emissions outcomes are generally preferable to tobacco or soybeans. We conclude that the sustainability criteria encourage more sustainable biofuel production in countries like Malawi, but are perhaps overly biased against biofuels since other export crops raise similar concerns about food security and environmental impacts.  相似文献

We compare environmental impacts associated with incoming foreign direct investment vs. domestic capital in China. We use aggregate data on Chinese provinces’ economic and pollution indicators to explore the effects of the financial origin of fixed capital. Our simultaneous models consider three prime channels through which these effects work: economic scale, sectoral composition and pollution intensity. Results show that emissions associated with foreign‐financed capital are lower than with domestically financed capital for some but not all of the considered types of pollution.  相似文献

[目的]探究甘南黄河重要水源补给区生态与经济耦合协调发展趋势,为区域生态与经济协调发展提供决策依据。[方法]基于区域协调发展理论,构建生态环境与社会经济的评价指标体系,定量分析了2007—2017年生态环境与社会经济的耦合协调过程与变化趋势。[结果]生态环境综合评价值呈现波动中增长的发展趋势,社会经济综合评价值除了2017年也一直呈上升趋势,且上升幅度更大,区域生态经济系统耦合度发展平稳,一直处于拮抗状态。耦合协调类型经历了濒临失调衰退型—勉强耦合协调型—中级耦合协调型—勉强耦合协调型4个发展阶段。[结论]区域的生态环境调节能力逐步提高,社会经济发展水平显著提升。生态环境与社会经济耦合度与耦合协调度基本呈现相同的变化趋势,说明生态环境与社会经济持续向着协调发展的方向不断演进。未来研究区应通过加强生态环境治理,促进区域内社会经济的绿色转型升级,优化现有生态环境保护支撑体系,提升区域生态经济系统的协调发展水平。  相似文献

Location values have long been recognized as an attractive instrument to raise municipal revenues. First, they increase fiscal efficiency and equability compared to traditional property taxes. Second, they can be used to enhance sustainable urban planning. The question of how to design a location value tax has long been discussed in various strands of literature, but there are few efforts to create multidisciplinary approaches. This lack of reconciliation hampers the discussion on optimal designs that includes all economic, social and environmental considerations. Here we combine literature on public finances, urban economics and value capture with that of sustainable urban planning to narrow this gap. We develop a framework to assess the design characteristics of location value taxes from a sustainability perspective, and apply this framework to assess current practices in Europe. The analysis reveals severe shortcoming in policy design in most European countries, although Denmark provides a more promising example. Nonetheless, location value taxes have a high potential for improving sustainable urban planning.  相似文献
