Given the marked heterogeneous conditions in smallholder agriculture in Sub-Saharan Africa, there is a growing policy interest in site-specific extension advice and the use of digital extension tools to provide site-specific information. Empirical ex-ante studies on the design of digital extension tools and their use are rare. Using data from a choice experiment in Nigeria, we elicit and analyze the preferences of extension agents for major design features of ICT-enabled decision support tools (DSTs) aimed at site-specific nutrient management extension advice. We estimate different models, including mixed logit, latent class and attribute non-attendance models. We find that extension agents are generally willing to use such DSTs and prefer a DST with a more user-friendly interface that requires less time to generate results. We also find that preferences are heterogeneous: some extension agents care more about the effectiveness-related features of DSTs, such as information accuracy and level of detail, while others prioritise practical features, such as tool platform, language and interface ease-of-use. Recognising and accommodating such preference differences may facilitate the adoption of DSTs by extension agents and thus enhance the scope for such tools to impact the agricultural production decisions of farmers.  相似文献

Traditional rural biotopes (TRBs) are semi-natural farmland habitats of high nature value formed through traditional agricultural activities, such as grazing and fodder collection. The aims of this study were to 1) understand manager motivations for managing TRBs and their attitudes toward TRB conservation and 2) determine whether TRB managers differ in attitude, motivation for management, experiences or area under management depending on whether their managed TRBs are integrated or separate from their farming systems. Farmers and landowners (N = 27) managing TRBs in coastal Finland were interviewed. In addition to quantitative analysis, responses were mapped with DebateGraph for inductive analysis to discern patterns amongst the two groups and to explore a series of questions related to motivations. Although area under management and farming strategy varied amongst managers, they all had a positive view toward the existential value of TRBs. A small group of “TRB entrepreneurs”, whose farming strategy was based on grazing primarily rented TRBs was identified. Their farming income was dependent upon direct sale of meat and participation in agri-environmental scheme for TRB management. Desire for open landscape was the primary motivation for managing TRBs and strongly outweighed extrinsic values such as fodder production and AES. Higher TRB: farm ratio was associated with more positive attitude toward TRBs and TRB conservation. No difference was found in motivation for management between the two farmer groups. Although motivations were similar, improved and tailored extension services for TRB managers could promote their conservation management.  相似文献

This paper deals with precision farming tools (PFTs), a way of farming which relies on specialized equipment, software and information technologies services, whose importance is underlined in recent documents of the European Union. Precision farming is an integrated and sustainable farm management system making use of modern technologies to increase farm’s profitability, by reducing environmental impact. In this paper we explore the complex mechanisms that affect PFT’s adoption by Italian farmers. More precisely, we try to analyse the context-related factors affecting adoption of PFTs in the Italian farms.Little research has been carried out in Italy on this topic, therefore our paper tries to fill a gap in literature. In order to investigate the process of technology adoption related to precision agriculture, a questionnaire was submitted to a sample of Italian farms. The questionnaire has been structured in order to apply the AKAP (Awareness, Knowledge, Adoption, Product) sequence. Our analysis underlines that context-related factors are fundamental dimensions to be explored in order to specify uptake of PFTs. Therefore, the paper has relevant policy implications, within the context of a new participatory approach to agricultural innovation characterized by bottom-up processes boosted by farmers, which has informed the recent policies of agricultural innovation at the EU level.  相似文献

This paper reports on the integration of a farm decision model with a watershed biophysical model to evaluate the economic and environmental impacts of farming decisions in an agricultural watershed. A baseline, one uncoordinated and four watershed-level coordinated decision scenarios were evaluated and compared as alternative ways of managing the significant tradeoffs expected when multiple conflict management objectives exist. The four coordinated scenarios outperform the uncoordinated one in terms of economic returns and key environmental impacts. The study's findings contribute to the understanding of biophysical and economic processes in agricultural watersheds.  相似文献

The assessment of sustainability at farm level has been growing in popularity over the last few years. This article contributes to this line of research by building up composite indicators for different facets—social, economic, environmental, and global—of farm sustainability using a methodological approach that combines data envelopment analysis (DEA) and multicriteria decision making (MCDM) methods, and assigns common weights to each individual sustainability indicator. This approach is applied to a database of 163 farms located in the Campos County, a region belonging to the dry lands of the Spanish Northern Plateau, using 12 individual indicators of sustainability. Our findings show that both economic and environmental composite sustainability indicators are positively correlated, but that this is not the case for the social indicator. We also check the influence of a set of variables on farm sustainability using bootstrapping statistical techniques, and showing that increasing farm size, membership in agricultural cooperatives and farmers’ medium and upper agricultural‐specific technical education, all exert a significant positive influence on sustainability. These results provide clues for policy makers that intend to design sustainability‐increasing structural agricultural policies.  相似文献

Farm management focused on maximizing biomass production results in biological simplification and ultimately a degraded production potential for the future. Despite the large and growing body of evidence pointing to the need to restore biodiversity to farm systems, incorporation of biodiversity and ecosystem services into local agricultural land-use decision-making remains limited. The lack of planned and associated biodiversity may reduce resiliency of local managed ecosystems and add management costs; however, the tradeoff for individual landowners of greater diversity is increased management complexity and uncertainty. To assist farmers in managing biodiversity and to encourage ecological thinking, we developed the Healthy Farm Index, a farm-scale tool that complements existing farm assessment tools by integrating multiple metrics and outputs suitable for applied decision-making and annual evaluation. In this article, we describe the impetus for the index development and the structure of the index and through a case study apply the index and discuss its varied outputs and applications.  相似文献

This paper takes the viewpoint of a social scientist and looks at agricultural scientists' pathways for science impact. Awareness of these pathways is increasingly becoming part and parcel of the professionalism of the agricultural scientist, now that the pressure is on to mobilize smallholders and their productive resources for (global) food security and for reducing persistent rural poverty. Significant new thinking about pathways is emerging and it is useful to present some of this, even if it is not cut-and-dried. This new thinking focuses on innovation, not as the end-of-pipe outcome of development and transfer (or ‘delivery’) of results of research to ‘ultimate users’, but as a process of technical and institutional change at farm and higher system levels that impacts on productivity, sustainability and poverty reduction.

This paper will review technology supply push; farmer-driven innovation; market-propelled or induced innovation based on the agricultural treadmill; participatory technology development; and innovation systems. The pathways reviewed all have their merits; the paper will assess them from the perspective of improving smallholder productivity and livelihoods.

This paper concludes that many agricultural scientists have not developed their thinking about how the fruits of their work can help make the world a better place. This is a flaw in their professionalism. Curriculum development, training, promotion criteria, standards used in refereeing journal articles and research funding could benefit from taking on board understanding of pathways of science-for-impact.  相似文献

This essay assesses the U.S. government's role in managing rapid biotechnological change in agriculture. Many scientists hail recent agricultural biotechnology developments as steps toward solving the health, nutrition, and environmental problems that have plagued the world for decades. At the same time, some fear these biotechnological advances will leave a legacy of environmental threats, health problems, and ethical dilemmas for future generations. The impacts of these technologies on economies and the environment are unpredictable and government's role in regulating GM (genetically modified) technologies will need to be different than its functions in traditional agricultural policy. In this article, we consider current federal regulation of GM products, consumers' apprehensions about GM food, possible market failures due to agricultural biotechnology, and the policy significance of scientific uncertainty. We then suggest policy approaches that can address concerns about biotechnology and ensure that the potentially widespread public benefits from GM crop production are not ignored.  相似文献

This article examines the use of the socio-technical scenarios (STSc) method to explore the future needs of farmers in the adoption of more sustainable farming practices. It also examines the changes needed for advisory services to meet those identified needs. It presents the results from four STSc workshops organised as part of the H2020 AgriLink project. Workshop participants (farmers, advisors, policymakers, researchers), jointly explored future changes towards more sustainable agricultural systems paying special attention to the role of advisory services in these transitions. Despite the diversity of national contexts, common results emerged concerning both the shortcomings of the current advisory systems and directions for improvement. Participants agreed that advising on single aspects would not achieve the required systemic changes; these would require more integrated advisory systems at different levels (improved cooperation and knowledge flow), supported by more consistent policies. We indeed identified discrepancies between policy expectations and the broader innovation context. Policies should facilitate the role of advisors in supporting farmers to adopt sustainable innovations, but more often they also create barriers for such innovations. Participants’ concrete recommendations for more farmer-centered advisory services illustrate the usefulness of the STSc to explore potential solutions to key problems in contemporary farm advisory systems.  相似文献

This paper reports the results of a 1993/1994 survey of 2500 farm managers, farm employees, and private farmers in Ukraine, highlighting changes at the farm level in response to programs of land reform and farm restructuring. As of early 1994, Ukrainian reform had moved to the first stage, which involves privatization of much of the agricultural land and creation of shareholding farms. Over 60% of agricultural land in Ukraine has been transferred from state to collective ownership; among the collective and state farms surveyed, nearly 75% have reorganized and most of them have allocated land and asset shares to members. The number of independent private farmers in Ukraine exceeds 30 000, but with an average farm size of 20 ha they cultivate less than 2% of farmland. Reform at the farm level in Ukraine has thus begun, but at present is at a very early stage.  相似文献

The successive reforms of the Common Agricultural Policy (CAP), the enlargements of the European Union (EU) and the impacts of climate change have amplified the diversity of European agriculture. These rapid changes have resulted in the intensification of agricultural activities in some regions, while they have led to the marginalization of agriculture and its eventual abandonment in others. The objective of this paper is to investigate the factors that are behind the differential performance of agriculture across the EU-27 countries. Ward's, k-means and two-step clustering methods were used to classify European agriculture based on gross-value-added farm, land and labour productivity indicators. Significant differences were revealed between the Northern-Central counties and the continental peripheries (Mediterranean, Eastern, Northern Scandinavian). An exact logistic regression model was used to analyse the factors behind this differential performance. Agricultural sectors characterized by a young and better trained farm population are more likely to attain high economic performance. The odds to attain high economic performance are almost 9 times greater for countries with a highly trained farm population, namely, the Netherlands (72%) and Germany (69%), than for countries with poor farm training, while an ageing farm population such as in Portugal (72%) and Bulgaria (66%) is 92% less likely to be high performing. The importance of investments in agriculture was also identified. The significance of the wheat yield variable highlights the importance of both environmental conditions and technical efficiency on farm economic performance. Similarly, countries with a high share of utilized agricultural land in less favoured areas, such as in the Mediterranean, are 94% less likely to attain high economic performance. The redesign of CAP direct payments between old and new member states after 2013 combined with the impacts of agricultural trade liberalization and climate change are expected to deteriorate the position of low performing agricultural sectors further.  相似文献

Sustainable agricultural intensification is an urgent challenge for Sub-Saharan Africa. One potential solution is to rely on local farmers' knowledge for improved management of diverse on-farm resources and integration among various farm enterprises. In this article, we analyze the farm-level impact of one recent example, namely the integrated aquaculture–agriculture (IAA) technologies that have been developed and disseminated in a participatory manner in Malawi. Based on a 2004 survey of 315 respondents (166 adopters and 149 nonadopters), we test the hypothesis that adoption of IAA is associated with improved farm productivity and more efficient use of resources. Estimating a technical inefficiency function shows that IAA farms were significantly more efficient compared to nonadopters. IAA farms also had higher total factor productivity, higher farm income per hectare, and higher returns to family labor.  相似文献

The complexity of modern farm management places great demands on the skill, knowledge and capability of farm managers and their families. Keeping abreast of emerging technologies and innovations that can affect each key farm enterprise, and knowing how best to marshal the resources required for profitable farm production, are key tasks of farm management. This study draws on a longitudinal data set of 240 broadacre farmers to compare and analyse their farm performance over a decade. Using structural equation modelling, we examine relationships between the farm family's involvement in training, their human capital, their use of various innovations and ultimately the linkages of these factors to farm financial and productivity performance. Several statistically significant inter‐relationships are found, and some factors are shown to have significant positive links to farm performance. We find that training undertaken by the farm family, the farm family's human capital and their use of innovations, particularly key cropping innovations, have significant beneficial impacts on farm performance. The farmer's skills in time and organisational management, their engagement in business planning and the unique environmental characteristics of the farm also significantly and positively influence farm performance.  相似文献

Conflicts often arise in relation to the conservation of protected predator species. If stakeholders are well defined and involved in participatory processes, their views and perceptions can be incorporated and steps can be made towards resolving such conflicts. In this paper, a case from Hungary is presented. In this case, a participatory management planning process was initiated in the Jászság Special Protection Area of European importance (SPA), within the frame of a LIFE+ project focusing on the conservation of the Eastern Imperial Eagle (Aquila heliaca). It provided a good opportunity to address a complex conflict situation between nature conservationists, game managers and farmers. We identified structural conflicts such as contradictions between direct agricultural payments and nature conservation goals, conflicts related to different views of the main influencing factors, relational problems between various stakeholders, and even differences in value orientation. The participatory management planning process was successful in clarifying the conflict situation and making productive steps toward a common understanding and resolution. Besides the mutually agreed conservation measures, the establishment of an administrative and financial incentive such as the high nature value area (HNVA) scheme proved to be an especially important factor for mitigating the conflict. It also contributed to a more successful realisation of nature conservation objectives in an area dominated by private land owners. However, continued interaction and cooperation are needed to stabilise this progress. Our paper also shows that stakeholder involvement in conservation management planning can transcend the strategic dimension of participation, and address broader common values besides the interests of land user groups.  相似文献

Genetic resources for food and agriculture are the biological basis of world food and nutrition security; and they directly or indirectly support the livelihoods of over 2.5 billion people. Genetic diversity gives a species or a population the ability to adapt to changing environments. For resource-poor farmers, adaptive animal breeds, crop varieties and cultivars adapted to particular micro-niches, stresses or uses are the main resources available to maintain or increase production and provide a secure livelihood. The economic value of genetic diversity for productivity and yield traits is discussed in the literature. However, it is difficult to value many other aspects of agricultural biodiversity as these have both direct and indirect values in terms of qualitative traits such as food, nutrition and environmental uses that include adaptation to low input conditions, co-adaptive complexes, yield stability and the consequent reduction of risk, specific niche adaptation, and in meeting socio-cultural needs. Together, the direct and indirect values of genetic resources for resource-poor farmers are expressed in a range of options in the form of the crop varieties and species they use for managing changing environments.

The value of genetic diversity to resource-poor farmers is seldom captured by markets or addressed by the international research agenda. This paper presents lessons learned from our work over 5–10 years in the Asia and Pacific Ocean (APO) region on participatory crop improvement, home gardens and on-farm management of agricultural biodiversity. The lessons illustrate how farmers adapt genetic resources to suit local environmental conditions. The paper focuses on the value of genetic diversity of selected crop species to meet people's food and other needs. Genetic diversity valued by resource-poor farmers is often maintained, selected and exchanged by local social seed networks. Identification of such genetic resources and their custodians is important if international agricultural research is to contribute to the reduction of poverty. The paper highlights some good practices from case studies that illustrate how such genetic resources could be exploited by informal research and development strategies or participatory plant breeding or for marketing value-added products.  相似文献

Farm managers and lenders are becoming increasingly aware of the need for thorough and accurate farm financial management.1 The current extended agricultural recession magnifies this need. Increased current loan losses and the increasing financial stress of farm operators have prompted lending institutions, government agencies and farmers to determine what has gone wrong in the area of farm financial management and, more importantly, to search out ways to reduce the frequency of farm business failure. Brazil has become an agricultural powerhouse, producing roughly 30 % of the world’s soy and 15 % of its beef by 2013 – yet historically much of that growth has come at the expense of its native ecosystems. Since 1985, pastures and croplands have replaced nearly 65 Mha of forests and savannas in the legal Amazon. A growing body of work suggests that this paradigm of horizontal expansion of agriculture over ecosystems is outdated and brings negative social and environmental outcomes. Here we propose four strategies that can reduce deforestation, while increasing production and social wellbeing. First, eliminate land grabbing and land speculation through designation of public forests. This would clarify land tenure and limit the pool of land available for uncontrolled expansion of agriculture and ranching. Second, reduce deforestation on private properties by implementing existing mechanisms in Brazil’s Forest Code to facilitate payments for environmental services, with support from market initiatives for sustainable sourcing of agricultural products. Third, incentivize increased productivity on medium and large properties through targeted investments. By stimulating adoption of proven technologies for sustainable intensification, this would help meet Brazil’s production targets and growing international demand for agricultural products, without expanding into new production areas. Finally, foster economic, environmental and social improvements through technical assistance to small farmers. Small farmers occupy a large swath of the Amazon and often lack access to technical assistance, production technology, and markets. Providing quality technical assistance to small farmers could help them better align production practices with local opportunities; increase household income and improve livelihoods; and reduce deforestation pressure. By implementing these four strategies in a coordinated effort between public and private agents, Brazil can show the world how to reduce deforestation while increasing agricultural output, reestablishing its leadership in managing natural resources and mitigating climate change.  相似文献

The New Zealand government seeks to dramatically increase the value of agricultural exports while concurrently protecting the natural environment. Thus, farmers are expected to adopt pro‐environmental management practices and novel farm technologies. We show that farmers are more likely to adopt new practices and technologies after seeing them demonstrated, but earlier evidence indicates that demonstration is most effectively undertaken within farmer networks. We use multivariate regression to identify the traits of livestock farmers who are innovative by focusing on adoption of pro‐environmental management practices (managing nutrients, soils and pugging) and novel farm technologies (e.g., windmills, computer‐based management systems, automatic sensors and specialised grasses), considering both numbers adopted and timing. We find that dairy farmers are more innovative than other livestock farmers and that higher education levels and stronger environmental norms within the family are strongly associated with innovativeness. In addition, we find that innovators and early adopters have larger networks than other farmers. Moreover, the composition of these networks is much more varied than the networks of less innovative farmers. These findings imply that innovative farmers in New Zealand may also act as connectors for the diffusion of new ideas in farming.  相似文献

We employ a discrete choice experiment to elicit demand and supply side preferences for insurance‐linked credit, a promising market‐based tool for managing agricultural weather risks and providing access to credit for farmers. We estimate preference heterogeneity using primary data from smallholder farmers and managers of lenders/insurers combined with household socio‐economic survey data in Kenya. We analyse the choice data using maximum simulated likelihood and Hierarchical Bayes estimation of a mixed logit model. Although there are some similarities, we find that there is conflicting demand and supply side preferences for credit terms, collateral requirements, and loan use flexibility. We also analyse willingness to buy and willingness to offer for farmers and suppliers, respectively, for the risk premium for different attributes and their levels. Identifying the preferred attributes and levels for both farmers and financial institutions can guide optimal packaging of insurance and credit providing market participation and adoption motivation for insurance‐bundled credit product.  相似文献
