Does emigration really drain human capital accumulation in origin countries? This paper explores a unique household survey designed and conducted to answer this research question. We analyze the case of Cape Verde, a country with allegedly the highest ‘brain drain’ in Africa, despite a marked record of income and human capital growth in recent decades. We propose the first explicit test of ‘brain drain’ arguments, according to which the prospects of own future migration can positively impact educational attainment. Our most conservative estimates using individual specific variation in economic conditions at the destination indicate that a 10 pp increase in the probability of own future migration improves the probability of completing intermediate secondary schooling by nearly 4 pp for individuals who do not migrate before age 16. These findings are robust to the choice of instruments and econometric specification. Counterfactual simulations point to significant human capital gains from lowering migration barriers.  相似文献

This paper analyzes the interaction between migration of high‐skilled labor and publicly financed investment. We develop a theoretical model with multiple, ex ante identical jurisdictions where individuals decide on education and subsequent emigration. Migration decisions are based on differences in net income across jurisdictions which may occur endogenously. The interaction between income differences and migration flows gives rise to the potential of multiple equilibria: a symmetric equilibrium without migration and an asymmetric equilibrium in which net income levels differ among jurisdictions and trigger migration flows. In the former equilibrium, all jurisdictions have the same public investment level. In the latter one, public investment is high in host economies of skilled expatriates and low in source economies. We empirically test the hypothesis that emigration rates are negatively associated with publicly financed investment levels for OECD countries.  相似文献

As Weber ( 1904 ) recognized, Calvinistic beliefs about predestination may constitute a powerful incentive for good works; an individual wishes to receive assurances about her future prospects of salvation, and good works may provide a positive signal about such prospects. These beliefs can in turn create a social pressure to behave well, as good works can also signal to others that individuals belong to the “elect” and are therefore likely to behave well in social interactions. Moreover, the Consistory, an institution created by Calvin to monitor and publicize individuals' behavior, can allow for such social signalling. We analyze these self and social signalling incentives, and show how religions affect levels of cooperation and coordination.  相似文献

How did post-communist transformations affect people's perceptions of their economic and political systems? We model a pseudo-panel with 89 country-year clusters, based on the aggregation of about eighty thousand interviews conducted in 14 countries between 1991 and 2004, to identify the macro and institutional drivers of the public opinion. We find that: (i) When the economy is growing, on average people appreciate more extensive reforms and dislike unbalanced reforms. They dislike reforms when they are associated with higher unemployment. (ii) Nostalgia for the past regime increases when worsening income distribution or higher inflation interact with more privatizations of state enteprises. (iii) Cross-country differences in the attitudes towards the present and future are largely explained by differences in the institutional indicators for the rule of law and corruption. (iv) Cross-country differences in the extent of nostalgia towards the past are related to differences in the deterioration of standards of living.  相似文献

We study the determinants of East–West migration within Germany during the period 1990–2006, using administrative data, the German Microcensus and the German Socio‐Economic Panel. We find that in addition to income prospects and employment status, two well‐known determinants of migration, psychological and social factors play an important role in determining the migration decision. Men and women move from East to West in proportionate numbers, but among individuals who lived in the East in 1989 women are more likely to migrate. The migrant body in the second wave of migration, starting in the late 1990s, is increasingly composed of young, educated people. By focusing on differences between temporary and permanent migrants, we find that older and single individuals are more likely to return East than stay permanently in the West, compared with younger and married individuals. Finally, the life satisfaction of permanent migrants increases significantly after a move, while that of temporary migrants remains essentially flat.  相似文献

This paper explores how individual preferences for redistribution depend on future income prospects. In addition to estimating the impact of individuals' socioeconomic background and of their subjective perceptions of future mobility, we employ panel data to construct ‘objective’ measures of expected gains and losses from redistribution for different categories of individuals. We find that such measures have considerable explanatory power and perform better than ‘general mobility’ indexes. We also find that preferences for redistribution respond to individual beliefs on what determines one's position in the social ladder. Ceteris paribus, people who believe that the American society offers 'equal opportunities are more averse to redistribution.  相似文献

The financial liberalization in the 1980s and early 1990s led the CFA Franc Zone countries to deepen reforms in their financial systems. These reforms fostered financial development, which in turn may have reduced income poverty, as emphasized by several theoretical arguments in the literature. This study aims at estimating the contribution of financial development to poverty alleviation in the CFA Franc Zone. Results based on a panel of CFA Franc Zone countries show that financial development is associated with a drop in the proportion of poor population. Next, financial development reduces the extent to which the income of individuals falls below the poverty line. Moreover, in some cases, the effect of financial development on poverty may be subject to nonlinearities. Finally, financial instability or unstable financial development leading to crises may mitigate the favourable effect of financial development on poverty reduction. These findings are robust to the use of alternative measures of financial development and hold after controlling for a potential simultaneity and a small sample biases.  相似文献

本文首次采用大型微观家庭面板数据对我国城乡居民的耐用品消费进行深入研究,主要结论包括:(1)改革进程方面,20世纪90年代中后期国企转制和员工下岗等就业体制方面的重大变革,使居民"收入风险"显著上升,进而明显抑制了城乡家庭的耐用品消费。(2)城乡对比方面,农村家庭面临更高的收入风险,其消费决策对风险因素也更为敏感,因此在当前的"新农村"建设中,建立健全农业保险和农村就业保障体系,对于提高农民消费和福利水平意义重大。(3)本文的研究结果完全支持(S,s)理论模型;同时在收入风险的度量和代理变量选取方面,文章中的一些分析方法也可以应用于汽车、住房等相关领域的研究和政策评价。  相似文献

This paper offers an explanation of policy reforms undertaken in times of an economic crisis. Our explanation does not depend either on conflicts of interests between different socio-economic groups, or on the informational imperfection about the effectiveness of the current policy regime. The single decision maker in our model experiences regrets when the uncertain reform outcome is worse than the status quo. We show that an economic crisis which reduces the status-quo income makes the regret-experiencing decision maker more eager to undertake reforms in times of an economic crisis, despite the higher utility costs of adjustments.  相似文献

We estimate the effect of pension reforms on households' expectations of retirement outcomes and private wealth accumulation decisions exploiting a decade of intense Italian pension reforms as a source of exogenous variation in expected pension wealth. The Survey of Household Income and Wealth, a large random sample of the Italian population, elicits expectations of the age at which workers expect to retire and of the ratio of pension benefits to pre-retirement income between 1989 and 2002. We find that workers have revised expectations in the direction suggested by the reform and that there is substantial offset between private wealth and perceived pension wealth, particularly by workers that are better informed about their pension wealth.  相似文献

When a government is unable to commit to its future tax policies, information about taxpayers' characteristics revealed by their behavior may be used to extract more taxes from them in the future. We examine the implications of this ratchet effect for the design of redistributive income and savings tax policies in a two‐period model with two types of individuals who only differ in their skill levels. When commitment is not possible, it may be optimal to separate, pool, or partially pool different types in period one. The nature of the distortions to labor supplies and savings are investigated for each of these three regimes. The identification of the optimal regime is investigated numerically.  相似文献

We re-examine the effect of prospects of upward mobility (POUM) on the support for redistribution. Unlike previous studies, we analyse this relation in an intragenerational context and consider the moderating effect of political ideology through which mobility expectations affect redistributive preferences. We find that the POUM effect is conditional on political preferences. That is, we find that only for right-wing individuals expected upward income mobility negatively affects support for redistribution. Left-wing individuals prefer redistribution, regardless of expected upward income movements.  相似文献

Academic careers in Germany have been under debate for a while. We conduct a survey among postdocs in Germany to analyze the perceptions and attitudes of postdocs regarding their research incentives, their working conditions, and their career prospects. We conceptualize the career prospects of a postdoc in a life‐cycle perspective of transitions from academic training to academic or non‐academic jobs. Only about half of the postdocs sees strong incentives for academic research, but there is quite a strong confidence to succeed in an academic career. Furthermore, postdocs who attended a PhD program show better career prospects and higher research incentives compared to others. Academic career prospects and motivation are strongest for assistant professors. Apart from this small group, however, postdocs report only a small impact of the university reforms of the last decade. Female postdocs show significantly higher research incentives but otherwise we find little gender differences. Finally, good prospects in non‐academic jobs are not associated with a reduction in the motivation for research.  相似文献

We consider the distributional consequences at a national level in Russia during the initial phase of market reforms between the mid-1980s and the early 1990s. Although the incomes of many individuals changed favourably under the reforms during this period, average real household per capita income declined between 1985 and 1992. In particular during the first year of major reform in 1992 households at the lower end of the income distribution seemed to incur the largest fall in income. As a consequence there was a rise in measured income inequality. The Gini coefficient, estimated by various researchers to have been around 27 percent between the late 1960s and early 1990s. we estimate to have increased to 32.2 percent by the end of 1992. We also estimate that poverty increased with 18.5 percent of the population on incomes lying below the official subsistence level at the end of 1992.  相似文献

I study the impact of income distribution on structural transformation. Empirical results suggest that income inequality induces lower share of employment in services sector, and this negative effect gets stronger as income level rises. To explain these facts, I present a multi-sector model with non-homothetic preference and heterogenous agents in terms of different income levels. In equilibrium, the individuals will not consume all the goods available in the market. While the income elasticity falls as income increases at the individual level, it may not at the aggregate level. The extensive margin of consumers is important to understand this result. Within this framework, I show that income inequality may have negative effects on an industry with income elasticity larger than 1. More importantly, this effect is getting stronger as income levels increase.  相似文献

We show theoretically that income redistribution benefits borrowing-constrained individuals more than is implied by standard relative-income and uninsurable-risk considerations. Empirically, we find in international opinion-survey data that younger and lower-income individuals express stronger support for government redistribution in countries where consumer credit is less easily available. This evidence supports our theoretical perspective if such individuals are more strongly affected by tighter credit supply, in that expectations of higher incomes in the future increase their propensity to borrow.  相似文献

This paper amends a standard model of optimal linear income taxation to allow individuals to escape taxation by migrating. The income tax is used only to redistribute income in this model. It is found that, if individuals with low and high ability levels are prevented from migrating, then the optimal marginal tax and poll subsidy increase. But preventing migration at ability levels in some intermediate interval lowers the optimal marginal tax.  相似文献

We formulate the consumption and wealth accumulation behavior for low‐income agents who are concerned with their relative income with respect to a reference group. Using a dynamic consumption and saving model, we show the conditions under which low‐income and status‐seeking individuals accumulate more wealth and consume less of a nutritious good than the levels in the absence of status‐seeking behavior. Our results suggest that malnutrition and economic growth may go hand in hand in developing economies.  相似文献

本文基于2013年中国居民收入调查数据(CHIP),考察各类迁移对工资收入水平的影响。OLS及PSM估计结果均表明各类迁移有利于工资收入水平的提升;采用局部工具变量法进行稳健性检验,发现本文的研究结论依然成立。分迁移范围来看,市外迁移的平均收入增长效应大于市内迁移的平均收入增长效应;分户籍类型来看,农村户籍迁移的平均收入增长效应大于城市户籍的平均收入增长效应。综合比较各种迁移类型的收入增长效应,由强至弱可以将其排列为:永久移民市外迁移、农村户籍市外迁移、本地居民市外迁移、城市户籍市外迁移、农村户籍市内迁移、城市户籍市内迁移、本地居民市内迁移、永久移民市内迁移。城市化的核心在于满足居民的自由迁移意愿,从本文的研究结论来看,鼓励就近城市化而妨碍人口跨区域流动的城市化模式尚未得到收入增长激励的支撑。在推动户籍制度改革及公共服务均等化的同时,应注重建立全国统一的要素市场,进一步完善城市的空间结构体系。  相似文献

This paper investigates whether individuals might voluntarily join and remain members of a state in which high levels of social insurance are provided. That is to say, are there plausible circumstances in which a social welfare state can be regarded as “liberal” in the sense that it has the universal support of its citizens?As a point of departure, the paper demonstrates that risk-averse individuals in a setting of substantial income or health uncertainty will voluntarily join private income-security clubs. Private income-security clubs, however, cannot be entirely voluntary because they must solve the problem of adverse selection, as with entry or exit fees. The paper demonstrates that individuals may opt for governmental provision of income security services, when there is uncertainty about the quality of private club services, because naturally high exit costs allow national governments to economically address the problem of adverse selection. The analysis also suggests that liberal income security programs may have constitutional or quasi-constitutional status because of the nature of the long-term nature of the insurance contract.  相似文献
