Japan started its development in science and technology later than other countries but was nevertheless quite successful. Many factors contributed to this success—and one of them was the adaptation of large foresight studies at the end of the 1960s. In Japan, the Science and Technology Agency (STA), among others, in 1971 started to conduct a large study on the future of science and technology. The Delphi method was one technique used for foresight activities. This was not considered a tool of prediction but an instrument to systematically look into the long-term future. Among the aims of this type of national activity is the identification of areas of strategic research and of generic technologies most likely to yield the greatest economic and social benefits. Although many countries stopped their national foresight activities in the 1970s, the Japanese Delphi process continued and was applied every five years. In 1997, the sixth study was finished. Yet, Japanese technology policies are less consistent than is commonly believed and involve an assortment of policy measures and actors/agencies pragmatically devised to address diverse, ever-changing, and sometimes conflicting needs embedded in a broad range of issues. This contribution summarizes recent experiences in government or national technology forecasting which are now often termed “foresight.” While the methodological tool kit changed from mathematical models to more qualitative scenarios or visions, the Delphi method has become the backbone of foresight projects. Recent national activities, being dealt with in this special issue, are compared in terms of their comprehensiveness, their science versus industry orientation, and their analytic versus action-oriented targets. Although some of these are ongoing, we can discern several new foresight paradigms. From the perspectives of sociology and political sciences, foresight elements seem to be the means of communication (or the “wiring up”) for the negotiating systems of the society. From an economics and management point of view, foresight is helpful for benchmarking and for initiating feedback processes between future demand and present day investment in research and development. From a cultural point of view, the resurrection of foresight in the 1990s seems to be related to growing globalization and at the same time the recognition of national or regional innovation systems. Finally, in terms of international affairs supranational foresight seems to become a new venture.  相似文献

Since 1990, technology foresight has spread rapidly. We begin by analyzing the reasons for this before examining the specific political background to technology foresight in the United Kingdom, Australia, and New Zealand. The article analyzes and compares the approaches to foresight in these countries, identifying the strengths and weaknesses of each approach. We then propose a new rationale for technology foresight, which centers on its role in “wiring up” and thereby strengthening the national innovation system, before arriving at a number of conclusions.  相似文献

Recent years have brought a significant revival of public foresight activities in many European countries, including France, Spain, and Italy. The French context is rather specific in the sense that public planning and foresight (prospective) are an old tradition starting in the early post war period, but was progressively abandoned until its international revival during the 1990s. The recent experiences combine a mix of methods including the experimental reproduction of foreign experiences for long-term science and technology foresight (allowing comparisons of the experts’ opinions between countries) and the development of a specific study of critical technologies in the shorter term with the direct aim of orienting and improving the microeconomic strategies in the country.Spain and Italy started their own tests of foresight procedures later. The diffusion of foresight approaches and methods is certainly influenced by cultural proximities between countries of Roman civilization, but the different national settings led to relatively diverse experiences. International comparisons reveal the wide variety of methods and implementations that can be contemplated at present in Europe—a living laboratory of public foresight experiences.  相似文献

The security of energy supply at national level is one of the most fundamental missions of every government. This task becomes especially vital in view of the current situation on global energy markets. The planning of technological development in the energy and fuel sectors is a relevant element of energy security strategies. This in turn leads to a more rational and efficient energy use in the future. Technology foresight, which emerged as a proven instrument of technology policy during the 1950s, becomes nowadays one of the essential tools for the creation of the future technological development worldwide. A project entitled: “The Scenarios of Technological Development of Fuel and Energy Sector for National Energy Security” was the first foresight project in the field of energy technologies and at the same time the first technology foresight activity in Poland. This project was being carried out in the period of 2006-2007 by a consortium of research and development institutes on the request of the Polish Ministry of Economy. The aim of the project was to indicate energy and fuel sector development directions in the time horizon up to 2030 and identify key energy technologies of strategic importance. As a result of the foresight activity, technology development scenarios in the energy and fuel sector in Poland as well as corresponding roadmaps for their implementation were formulated. The project results should be helpful in drafting national energy policies and they will indicate priority pathways of research and development (R&D) activities in the next years.The energy foresight project was based mainly on a Delphi method that is nowadays widely applied as a valuable foresight tool. This future-oriented intuitive method was engaged for the qualitative and quantitative assessment of probable developments in the future and for their time scale evaluation as well. This brief guide reviews the philosophical underpinnings of the prospective procedure then strives to explain the concepts and characteristics of this “intellectual undiscipline” which aims not to predict but rather to help shape the future. La prospective contributes to our efforts to gain foresight, an indispensable quality for anyone who wants to be an actor in a future yet to be created. The various stages of the procedure are presented, in particular the scenario method as applied by the author in local, national, and international futures projects for subjects as varied as aging populations, retirement in industrialized countries, and the impact of new technology on production.  相似文献

Recent national technology foresight studies as well as the Millennium Project of the American Council for the United Nations University are very much based on “nodes of discussion.” These short statements are called, e.g., topics, issues, or developments. This article provides a framework for the classification and analysis of nodes related to future technological development. Key concepts of the article are “technological generalization” and “leitbild.” The topics in the technology foresight Delphi studies can be seen as different kinds of generalizations from already realized technological developments. Leitbild is a German word. Its most general meaning is a guiding image. Like a common vision, a leitbild creates a shared overall goal, offers orientation toward one long-term overall goal, and provides a basis for different professions and disciplines to work in the same direction. The analysis of leitbilder and emerging technological paradigms might contribute to the construction of topics and issues and to the argumentation processes related to them.  相似文献

Short term forecasting was applied to 20 emerging technologies under the “Machine and Materials” category based on the Vision 2023 foresight study previously conducted for Turkey. This scientometric approach uses the most suitable keywords linked to the technology in question and determines the number of publications and patents in those fields for a given year. Database analysis of publications and patents in the previous 11 years indicates that while the majority of the top 20 technologies identified by the experts are indeed emerging (i.e. the number of research and/or patenting in these technologies is increasing), some of them have not actually attracted too much interest in the science and technology (S&T) community. Forecasts based on S-curves indicate steady growth in some of the selected technologies. There is a high correlation between the number of scientific publications and patents in most of the technologies investigated. The method is proposed as a simple and efficient tool to link national foresight efforts to international S&T activities and to obtain quantitative information for prioritized technologies that could be used for technology management and decision making for research funding and technology investment.  相似文献

Technology foresight has received growing attention among those involved in the shaping and implementation of science and technology (S&T) policies. However, although evaluative analyses of foresight exercises have supplied evidence on acclaimed benefits—such as the generation of future-oriented knowledge and strengthening of collaborative networks—they also point to challenges in translating foresight results into actions within research and technology development (RTD) organizations. In this article, we address these challenges by considering the work of the Wireless World Research Forum (WWRF), which has sought to promote the conception, development, and diffusion of wireless communication technologies. Specifically, by contrasting this work with well-known government-initiated foresight exercises, we typify so-called explicit, emergent, and embedded foresight activities and explore their interrelationships. Our comparative analysis points to conditions under which policy interventions may not be needed for the emergence of foresight activities that exert a major influence on RTD agendas. It also suggests several context-dependent roles for public policy, among which government-driven foresight exercises and the catalysis of more narrowly focused activities are but two examples.  相似文献

Recent studies on innovation have demonstrated the relationship between technology and growth. However, as most of them are centered on the experience of the highly industrialized nations, a different approach to technology policy must be taken. As late industrializers, developing countries lag in adopting foreign technologies. Institutional factors and economic policy also influence the diffusion process. With decentralized decision making, the coexistence of diverse technologies in a given industrial branch is inevitable. Consequently, social costs tend to be high because of duplication of efforts, reduced learning opportunities, and adoption of inefficient technologies. This article examines the coexistence of diverse technologies leading to technology fragmentation in India’s steel industry. Recent innovative behavior in the Japanese and Korean steel industry indicates that the effects of fragmentation can be contained through a policy of “system integration.” This is an institutional process by which industry-specific applications of scientific knowledge are fused with basic research itself. This demands a forward-looking policy that rejuvenates older industries, such as steel, in socially acceptable ways and organically creates new knowledge for national development and social welfare.  相似文献

In this study, we propose a new model for systems analysis ‘of’ policy and systems analysis ‘for’ policy with the example of construction sector in the Turkish 5-year development plans.Our proposed model—integrated development management model (IDMM)—is conceptually based on the principles of systems thinking and integrated management approach.We present and discuss the results of our work in which we extracted all construction-related policies and strategies from eight 5-year development plans and analyzed them using the IDMM. In the light of the analyses, we give several answers to the question: “Why did the development plans fail to meet their targets in Turkey?” We propose that any development plan has to have claritasunitasintegritasconsonantia between the management levels (normative, strategic, and operational) and components (goals, structures, and behavior) of IDMM.The paper is the first work that brings the concepts of development planning and foresight together. Selection and priority setting in technology policies become more and more urgent. Confronted with budget constraints, policy makers need planning methods for well-argued choices. But how can we assess technology fields of particular interest to our countries? Prospective analysis can help us. The author develops an empirical model for foresight studies as a tool in strategic decision making. It is based on a Dutch experiment in recent years and illustrates how several stakeholders in a nation can be mobilized to assess emerging technologies, develop a common field of reference in judging these technologies, and coordinate the joint actions of the actors in this field. Foresight seems to be a rather interactive planning method in which governments have to plan the process rather than the outcome. In reflection on action, the author makes clear that foresight can reduce complexity when it is a process of concerted action in which public and private actors operate as coproducers.  相似文献

With the end of the Cold War, nations throughout the world are placing ever greater emphasis on economic growth. Over the last 50 years, advances in technology have been the single most important factor in creating growth in many economies, and thus policies to promote technological innovation rank high on the list of priorities for both developed and developing countries. In general, as countries progress up the economic ladder, national R&D intensity, (i.e., R&D/GDP), tends to increase along with per capita income. In addition, nations move through a discernible sequence of technology policies from an initial focus on infrastructure, through a set of actions designed to encourage technology acquisition from more advanced economies, to comprehensive education and research agendas targeted to the creation and development of new technology. In the United States, national technology policy for economic growth focuses on education, building a 21st century infrastructure, and creating a business climate that encourages growth, technological innovation, and risk taking.Throughout the last 50 years there have been significant changes in the competitive position of nations. In recent years, U.S. corporations have regained some of the competitive leadership they lost in the 1980s. This has been accompanied by significantly increased R&D spending by U.S. industry, particularly in the information and health care related sectors. U.S. industry funding of R&D overtook that from the government in the early 1980s and accounts for almost two-thirds of the national total.  相似文献

The increasing complexity of the relations between technologies and economics combined with more social pressure, global competition, technological change, as well as national budget restrictions, imply new challenges for public policies. Thus, to be able to forecast the development of knowledge and technological change in some well-known trajectories could be one of the major stakes for science technology and industrial policies. It is then not surprising that recent years have brought a significant revival of public foresight activities in many countries. The purpose of the paper is precisely to propose a new foresight method in order to obtain a taxonomy of the future technologies, and consequently to provide a better understanding of industrial dynamics. We present a statistical analysis of a Delphi investigation, based on scientific and technological knowledge complementarities, in order to obtain coherent clusters, which may be looked upon as a theoretical tool for political decisions. Our methodology is then applied to French and the German sectors of life sciences, elementary particles, energy, environment and natural resources.  相似文献

Along with increasing significance of innovation in socio-economic development grows the need to utilize future-oriented knowledge in innovation policy-making. Foresight and road-map exercises are aimed at supporting planning and priority-setting of R&D and have become indispensable elements of policy-making. Besides technological development decision-makers need all-inclusive knowledge of future developments of society, economy and impacts of science and technology. When the worldwide competition is about the attractiveness of innovation systems, such knowledge is important for comparing the innovation performance of nations to other economies. Finland is among the countries improving her position in worldwide performance comparisons since the late 1990s and reached leading nations in early 2000s. This attainment raised national interest and critical debate of the reliability of the data basis and methodologies used in comparisons. In The Finnish Association of Graduate Engineers (TEK) this discussion led to a decision to develop an own comparative exercise together with VTT. In addition to performance analysis based on ex-post indicators the barometer includes the questionnaire of the views and visions of the future development by relevant national actors. The theoretical framework of the barometer is based on the evolution of economies from industrial development phase to sustainable knowledge society. The barometer has been undertaken in 2004, 2005 and 2007, and a wide interest and emerged discussion of barometer proves that a social interest and order exists for the barometer. The article presents the background, methodology and results of technology barometer, discusses its impacts on national discussion, and gives perspectives for the future development of barometer.  相似文献

Industrial R&D in a market economy is mainly implemented in the private sector, therefore public funding is a very important tool of government to guide private R&D activities. This paper investigates the experience of funding national programs in a number of industrialized countries, and reaches some preliminary conclusions: (a) To reduce opportunistic behavior and ingrain intrinsic incentive in firms, both competition and cost-sharing principles should be used concurrently in underwriting firms' R&D projects. (b) Competition principles can be applied across many candidate projects around the same time or a series of one-of-a-kind projects over a longer time horizon. (c) The major threat to application of competition principles is that there is no “real competition” due to few qualified candidates in specific technological fields or in some, especially small, countries. (d) In practice, the appropriate cost-sharing level is difficult to determine. Fifty-fifty is used as a rule of thumb in many countries to simplify the decision making and circumvent “bounded rationality.” (e) Full cost endorsement may be another “quantum” alternative for projects urged by government but not felt to be very relevant by firms.  相似文献

East Asian countries have recorded large increases in per capita GDP over the last fifty years. Some observers have referred to this growth as an “East Asian Miracle.” One popular explanation attributes the rapid growth to state led industrial development planning. This paper critically assesses the arguments surrounding state development planning and East Asia’s growth. Whether the state can acquire the knowledge necessary to calculate which industries it should promote and how state development planning can deal with political incentive problems faced by planners are both examined. When we look at the development record of East Asian countries we find that to the extent development planning did exist, it could not calculate which industries would promote development, so it instead promoted industrialization. We also find that what rapid growth in living standards did occur can be better explained by free markets than state planning because, as measured in economic freedom indexes, these countries were some of the most free market in the world.JEL classification: O200, O170, O530, B530, P170  相似文献

Developing countries wish to achieve in a few decades what the developed countries accomplished in many centuries under conditions of relatively lesser resource constraints. Therefore, the developing countries cannot emulate the evolutionary experiences of the developed countries; they need a revolutionary approach in their development strategies. One plausible option for this revolutionary orientation could be the utilization of a technology-based strategy for national development planning. This article proposes undertaking certain measurement activities with respect to the technological system of a country, which would enable national decision makers to use technology as a strategic variable for socioeconomic development. The article briefly describes the role of technology as the master key for sustainable development, discusses the current activities related to the measurement of technology, presents a few conceptual schemes, and a framework for the assessment of national technological capabilities and needs.  相似文献
