[目的]山水林田湖草—人生命共同体的整体保护和综合治理是提高陆地生态系统服务功能,确保人与自然和谐共生的重要举措;明确人在生命共同体中的核心地位,对于保证生命共同体的持续稳定发展具有重要意义。[方法]文章梳理了山水林田湖草—人生命共同体的内涵与特征,并重点探讨了生命共同体中与人紧密相关的关键问题,包括人与生态环境的协调,多部门、多区域合作和联动,时空格局与多尺度效应等。[结果]在此基础上,结合以往文献分析与近期研究成果,该研究提出了以人的认知—人的决策为主线的山水林田湖草—人生命共同体功能提升的6个优先导向。[结论]从以往文献中的山水林田湖草拓展为山水林田湖草—人,旨在更好地实践习近平总书记"人与自然生命共同体"的思想,为我国实现生态文明建设"2035目标"和"2050愿景"提供参考。  相似文献

Generally speaking, human beings dislike admitting flaws in their actions. The complexities of regional development provide ample opportunity for flawed action. As public intervention in the process of economic and social development is on the upswing, serious attention must be paid to evaluations in order to minimize flaws in the programs. This paper examines three constraints to evaluation: friction generated by data collection; absence of precise goals and modus operandi coupled with continuous program modification; and role conflict within the evaluation team. The difficulties with data lie in the definition of regional boundaries and hostility of the people resulting from normlessness and government involvement. Regional survey research centers are suggested to mitigate the problem. The second conistraint exists because of the sensitivity of program administrators to critical evaluation. They react with vague, general, and illusory goals, discounting and negation of results, and the concept of a pilot study from which “lessons learned always justify a program.” Long-run conditioning and public relations may be the only effective policies to relieve this constraint. The third constraint of role conflict has always existed but is particularly important when changes in programs derive from their evaluations. The solution is for our professions to insist on full public disclosure of results coupled with triyearly turnover of evaluation personnel. Cet article eiamine trois contraintes propres à?évaluation: obstacles crées par la cueilette des données; absence de buts prés et de modus operandi joints à une modification continuelle du programme; et conflit de rôle dans ?équipe ?évaluation. Les difficultés avec les données sont liées à la délimitation des régions et à?hostilityé des gens résultant de ?absence compléte de normes et de ?ingérence gouvernementale dans la vie privée. Pour résoudre le probléme, on suggére des centres ?enquétes et de recherches régionaux. La seconde contrainte vient du fait que les administrateurs de programme sont sensibles à une évaluation critique. lis répondent avec des buts vagues, généraux et illusoires; Us ne nient pas les résultats mais n'acceptent pas le concept ?une étude pilote óu “Les resultats obtenus justifient toujours un plan ?amélioration.” Un conditionnement à long terme et des relations extérienres peuvent être les settles politiques efficaces pour parer à cette contrainte. La troisiéme, due au conflit de rôle, a toujours existé mais elle est particu-liérement importante quand les modifications de programme dérivent de leurs évaluations. La solution serait que les associations professionnelles insistent sur une divulgation compléte des réstultats au public ainsi qu'un renouueUement du personnel ?évaluation tous les trois ans.  相似文献

We estimate willingness to pay (WTP) to operate under two types of contracts—tournaments (Ts) and fixed performance-standard contracts (F). Our results are consistent with the notion that subjects having social preferences for fairness and care about risk. That is, when subjects experience greater inequity under tournaments relative to fixed performance contracts, or experience greater revenue risk under tournaments, the gap between WTP for fixed performance and tournament contracts increases, ceteris paribus. Our results provide an explanation for grower dissatisfaction with tournament compensation schemes independent of possible concerns regarding opportunistic behavior by integrators.  相似文献

This article is divided into three parts. First, it provides an overview of the main outcomes of the last IPCC assessment report, both in terms of economic drivers of greenhouse gas (GHG) emissions, and in terms of impacts of climate change, in particular for the agriculture sector. Then, it focuses on policy options and their optimal design, taking into account technological availability, international cooperation, and above all the stringency of the remaining carbon budget. Increased investment in agricultural research could contribute to sustainable development goals and benefit farmers, consumers, the environment, and the economy. This paper provides recent evidence and a critical assessment of the evolving Canadian canola crop development and innovation policy and compares it to the wheat and pulse sectors that differ in degree of biotechnology adoption, seeded acreage, intellectual property rights, and private sector involvement. This study also assesses how crop characteristics and technological changes affect future optimal public policy. A number of innovation policies are discussed that could stimulate further growth within the crop sector.  相似文献

The article discusses the concepts of legal, ethical, and responsible food in international food business. Food rules are divided into 3 categories: rules you follow because you have to (law), rules you follow because it is right (ethics), and rules you follow because it gives you a competitive advantage (responsibility). Food issues that need to be addressed include consumer rights (safety, nutrition, marketing), environmental issues (climate, eutrophication, biodiversity), employee policies, animal welfare, and fair trade practices. The laws of various countries often leave room for ethics and responsibility. This room varies between countries and elements of responsibility. In the European Union, United States, and China, market focus is on somewhat different food issues. Retailers and consumers drive food companies toward change, and the level of effort required is defined through combining food company values and stakeholder views.  相似文献

This article explores how decision makers learn and use information, with an application to the adoption of biotechnology in agriculture. The empirical analysis relies on experimental and survey data measuring risk preferences, learning processes, and the adoption of genetically modified (GM) seeds among U.S. grain farmers. While controlling for risk aversion, we link individual learning rules with the cognitive abilities of each decision maker and their actual GM adoption decisions. We find evidence that very few individuals are Bayesian learners, and that the population of farmers is quite heterogeneous in terms of learning rules. This suggests that Bayesian learning (as commonly assumed in the analysis of agricultural technology adoption) is not an appropriate characterization. In addition, we do not find a strong relationship between observed learning styles and the timing of GM seed adoption. To the extent that learning is a key part of the process of technology adoption, this suggests the presence of much unobserved heterogeneity in learning among farmers.  相似文献

Food insecurity is extensive throughout the world and hunger and malnutrition are expected to remain serious humanitarian and political concerns, both in the short term and for the foreseeable future, particularly in low income developing countries where many rural and urban households are both income and asset poor. In those countries, domestic agricultural production is expected to be especially vulnerable to the impacts of climate change over the next 30 years. Thus international markets for staple agricultural commodities, which have become increasingly important as sources of nutrition for both developing and developed countries over the past 60 years, are likely to become even more important in the future. Free trade policies allow countries to exploit their comparative advantages in economic activity, increasing average per capita incomes, longer term growth rates and a country's capacity to fund social safety nets for the poor. However, many countries abandoned those policies in favor of domestic protections in their efforts to mitigate the effects of short run food crises. The policy challenge is therefore to resolve the tension between optimal long run policies and short run initiatives to address food security concerns.  相似文献

We investigate how different competitive regimes affect the ability to provide incentives based on noisy information systems. The set-up involves multiple producers and processors in the presence of moral hazard and adverse selection. Reduced competition may facilitate incentive provision by allowing more high-powered incentives. This may rationalize both vertical and horizontal integration as seen in many agricultural markets with uncertain quality grading. On the other hand, if trading terms are settled before the information is observed, a noisy information system may suffice to give proper incentives. This may rationalize the use of long-term conditional price contracts in the trading of many agricultural products.  相似文献

It has long been argued that tenants tend to overexploit land, but this conventional wisdom has been derived largely without consideration of landlords' actions. We examine what happens when landlords can invest in durable conservation measures in addition to choosing rental contract terms. When tenants are risk neutral, landlords overinvest in conservation under cash rental contracts but can achieve first best levels of output and protection against land degradation when conservation investment is combined with share rental. When tenants are risk averse, the first best is unattainable. In this case, conservation investment combined with share rental results in output levels below the first best, while equilibrium conservation investment may be greater or less than the first best. These results suggest that contract form and conservation investments are likely made simultaneously, so that econometric studies of conservation practice adoption that treat rental status as exogenous are likely subject to bias.  相似文献

Are farmers better stewards of the land they own than the land they rent from others? We answer this question using a data set that identifies Ontario farmers’ conservation practices on their own land as well as the land they rent. Using a fixed‐effects regression approach, we find that the role of tenure varies for different types of conservation practices. Farmers were found to be just as likely to adopt a machinery‐related practice such as conservation tillage on their rented land as that land which they own. On the other hand, farmers were found to be less likely to adopt site‐specific conservation practices such as planting cover crops on rented land. However, this effect diminishes as the expected length of the rental relationship increases when the landlord has a farming background.  相似文献

ABSTRACT

How do remittances affect the choice of exchange rate regimes? Previous research shows that remittances, by easing the ‘impossible trinity’, increase the probability of governments adopting fixed exchange rates. However, that research overlooks the conditioning effect of monetary and political institutions. We argue that remittances, by altering recipient governments’ incentives to use monetary policy counter-cyclically, make central bank independence a credible anti-inflationary tool in less credible regimes; that is, autocracies. Thus, autocracies that receive remittances do not need to rely on fixed exchange rates. In this way, remittances open policy alternatives for developing autocracies. Statistical tests on a sample of 87 developing and transitional countries between 1980 and 2010 support our argument.  相似文献
