进出口食品标签不规范问题应引起重视

按国家质检总局第21号公告规定,从2002年6月起,青岛检验检疫局标签审核办公室开始对青岛口岸进出口食品、化妆品标签实施审核并负责山东检验检疫局委托的标签初审工作.在工作中我们发现进出口食品的标签存在很多问题,急需加以规范,加强审核管理.主要有以下几方面问题.     

我省将实施《进出口食品标签检验管理办法》和《进出口化妆品监督检验管理办法》

我省将于2000年4月1日起施行由中华人民共和国国家出入境检验检疫局发布的第19号令《进出口食品标签检验管理办法》和第21号令《进出口化妆品监督检验管理办法》。该办法的主要内容如下:1.进出口食品和化妆品必须先进行标签审核。国家检验检疫局负责进出口食品和化妆品标签的审核、批准和发证工作,目前指定北京、上海、广东出入境检验检疫局和中国检验有限公司(香港)等机构负责初审工作。我省目前暂定广州、湛江、汕头检验检疫局为食品标签审核受理机构;广州检验检疫局为化妆品标签审核受理机构;广州检验检疫局食品与动植物检验检疫技术中心作为食品和化妆品特殊项

欧盟第一部化妆品法规EC No.1223/2009的内容及要点

2009年12月22日欧盟正式公布了关于化妆品的新法规ECNo.1223/2009,新法规于2013年7月11日在27个欧盟成员国(以及挪威、冰岛和列支敦士登)中作为国家法律正式实施.此项法规将取代旧的化妆品指令76/768/EEC及相应修订文件.从2013年7月11日开始,欧洲经济区(EEA)市场中销售的化妆品必须符合新颁布的欧盟化妆品法规的要求,其中,该法规第15条(1)和(2)条款中关于致癌、致畸和致突变( Carcinogenic,Mutagenic orToxic for Reproduction,简称CMR)禁令已于2010年9月1日正式开始执行,第16条(3)条款关于纳米材料的通告已于2013年1月11日正式开始执行.
