Global environmental change problems due to their unstructured characteristics, being marked by great uncertainties and a big number of stakeholders, prove to be too difficult to solve in a traditional way alone. They call for a more proactive approach. One of them advocates systems change driven by technological innovations accompanied by institutional and sociocultural transformations. Transition management is a new policy strategy based on this philosophy. It has recently emerged in the Netherlands and has been adopted by the Dutch government as a relevant framework for shaping its policy towards sustainability. The transition management writings emphasise the importance of ‘learning’ in the process of induced change towards sustainability. Although this can indeed be quite a significant means for inducing change, the literature on transition management is not explicit enough about the methodological organisation of the learning process. Since transition management has become an important approach in the Netherlands, we consider it relevant to deploy some learning insights and experience gained in the Dutch Climate OptiOns for the Long-term (COOL) project to analyse and improve the process of transition management. In particular, we look into the first two steps of transition management, i.e., organising a transition arena and making visions.  相似文献

随着环境污染日益严重,各界学者开始探索造成企业环境污染的因素,试图通过技术改进减少污染。尤其自1991年“波特假说”提出以来,越来越多的学者关注环境规制与企业技术创新的问题。以“波特假说”为理论背景,基于中国污染密集型制造业面板数据建立回归模型,以研发人员数量为控制变量,深入分析环境规制强度对我国污染密集型制造业技术创新的影响。结果发现,环境规制强度对污染密集型制造业的技术创新能力具有激励作用;在增加控制变量后,环境规制强度对于提高污染密集型制造业技术创新能力的影响更加显著。可见,“波特假说”适用于我国污染密集型制造业。最后,根据我国污染密集型制造业现状,提出地方政府环境规制和产业研发投入相关对策建议。  相似文献

城市环境规制刻画了地方政府在绿色创新中的角色特征。基于我国279个地级市面板数据,从知识作用视角,采用负二项分布模型测度我国城市环境规制强度的地区差异性对城市绿色创新质量的影响机制。研究发现:①邻近城市的高环境规制强度对本地绿色创新质量产生抑制作用,该抑制作用通过城市间知识宽度缩小、知识距离扩大两类中介效应影响本地绿色创新质量;②城市间的知识平衡度在邻近城市环境规制强度与本地绿色创新质量关系中发挥调节效应,当城市间知识平衡度较高时,邻近城市的高环境规制强度对本地绿色创新质量的影响由负转正。由此,获得如下政策启示:地方政府应重视环境规制政策带来的知识成分变化与知识结构调整,促进环境政策与绿色创新政策协同,同时,不同地方间应深化绿色创新主体合作机制,促进知识流动,提升城市绿色创新质量。  相似文献

China has attracted worldwide attention due to the global economic and environmental effects of its rapid economic growth over the last 20 years, with particular attention given to the country's accelerating energy consumption and resulting greenhouse gas emissions. China's electricity sector is particularly important for both of these issues as it accounts for nearly half of its greenhouse gas emissions and even greater proportions of the country's demands for primary fuel resources. In order to better understand how these issues may progress in an economy changing as fast as China's, this paper develops a framework that can be used to help model the electricity sector's future development. The framework builds upon key technological and socio-economic drivers, including those affecting electricity demand (e.g., economic growth, structure, energy efficiency, urbanization, and change in per capita income) and electricity supply (e.g., deregulation, initiatives to promote natural gas, nuclear and renewable energy, air pollution regulations, price developments for coal and natural gas, and changes in generation technology). The framework serves as a foundation for a scenario exercise on the greenhouse gas and fuel consumption impacts of different developmental paths for China's electricity sector. These scenarios and their implications for emissions and fuel consumption are presented in a subsequent article.  相似文献

适应气候变化的科技政策是该领域科技活动的重要保障。以2007—2020年期间212份适应气候变化的中央科技政策文件作为分析样本,采用共词和聚类方法,分析不同时期适应性科技政策主题聚焦点演进和变化。研究结果显示,“技术研发”“技术成果应用推广”“资金保障”“监测应急能力发展规划”“水利科技发展支持”等主题发生了明显的政策逻辑变迁。整体来看,适应性科技政策呈现密切结合国家气候适应战略演进而深化发展的特点,未来中国适应气候变化的科技政策应进一步引导适应技术科研方向,助力气候适应科技成果转化,提供财政、信息等资源支持。  相似文献

“波特假说”有效性一直是学术界颇具争议的话题,然而现有文献对于自愿参与型环境规制与企业技术创新的关系讨论较少,也缺乏对其作用情景因素的关注。基于2011—2019年730家沪深A股上市企业面板数据,采用负二项回归模型和倾向得分匹配法,分析我国上市企业在市场化进程影响下,自愿参与型环境规制、公众关注度对企业技术创新的影响。结果发现,自愿参与型环境规制对企业技术创新具有正向影响;公众关注度在自愿参与型环境规制对企业技术创新的影响过程中起正向调节作用;自愿参与型环境规制、公众关注度和市场化进程交互项结果表明,企业位于市场化程度较高地区时,公众关注度对自愿参与型环境规制与企业技术创新的调节作用更显著。结论不仅丰富了“波特假说”相关研究,还为我国企业提高信息共享意识以及政府优化市场环境提供了微观证据。  相似文献

The U.S. electronics sector has been particularly successful at technological innovation since the 1940s. This paper addresses governmental policies that influence the process of technological innovation, drawing on aspects of the history of the electronics sector. Three topics receive particular attention—(1) uncertainties, ideas, and imperfect appropriability, (2) returns to R&D and associated investments, and (3) competition and selection environments. As a foundation for this discussion, several conceptual frameworks are briefly described and some classifications for innovation are explored, i.e., by importance (basic/improvement), by locus of change (process/product), by area of application (peaceful/dangerous), by locus of choice (private/public), and by value (worthwhile/not worthwhile). The discussion is underscored by the observation that better links between conceptual understanding and policy formulation are needed in order to derive practical insights into useful actions. One specific policy recommendation is tendered: an income tax credit on earnings of all employees (including salaried staff and managers) of R&D intensive firms. Such a policy would be appropriate from the standpoint of the topics outlined above (i.e., uncertainties, returns to R&D, and competition); the policy would also delegate responsibility for effective use of the subsidy to the employees and firms affected and would directly acknowledge and reward the contributions of individuals—whether in R&D, production, marketing, or support areas—to the innovative capabilities of their firms and the society at large.  相似文献

环境规制对技术创新的影响是当前学术界研究热点,已有大量基于“波特假说”的实证研究。然而,对于环境规制工具是否以及如何影响环境友好型技术创新,学术界尚未达成共识。而且,从理论上讲,“波特弱假说”涉及双重外部性问题,即技术创新的正外部性和环境污染的负外部性,需要环境规制和知识产权保护合力解决,而知识产权保护未引起普遍重视。采用中国内地30个省、市(区)2004-2019年面板数据,构建基于知识产权保护强度的动态门槛模型,实证检验知识产权保护在环境规制工具影响环境友好型技术创新中的作用机理。研究发现:3类环境规制工具对环境友好型技术创新的影响存在以知识产权保护强度为门槛的双重门槛效应。具体而言,市场激励型环境规制工具随着知识产权保护强度跨过第一门槛值呈现由负向抑制到正向促进的阶段性突变趋势;命令控制型环境规制工具随着知识产权保护强度跨过第二门槛值呈现由正向促进到负向抑制的阶段性突变趋势;公众参与型环境规制工具在知识产权保护强度介于两个门槛值之间时,对环境友好型技术创新的促进效应显著。  相似文献

This paper reviews what is known about recent trends in environmental governance among the newly industrializing countries of East Asia and the implications of these developments for a sustainability transition within the region. The conceptual starting point for the review is research that examines sustainability transitions within the framework of a multi-level perspective on system innovation. One of the challenges presented by this framework is that of understanding how existing political economies and governance structures promote stability or change in socio-technical regimes. By socio-technical regimes we mean the predominant organizational, social and technological configurations through which societal needs are constituted and met. In the case of the rapidly industrializing and urbanizing economies of East Asia, the trajectory of socio-technical regimes will have profound consequences for local, regional and global environments. Our review of trends in environmental governance as they relate to socio-technical regimes within the region traces a pattern of initial efforts to strengthen environmental regulatory regimes very much along the lines of the policy models of OECD economies. The degree to which these initial efforts have taken root varies from country to country in the region. What is beginning to emerge in several countries within the region, however, are a variety of policy and institutional innovations that hold promise for opening up spaces for change in socio-technical regimes, and for creating opportunities for new pathways of industrialization and urbanization to take hold that are less pollution, materials and energy-intensive.  相似文献

This paper examines how learning by doing affects the allocation of pollution abatement between heterogeneous technologies over time. The optimal policy balances current abatement costs against reductions in future costs and infant technologies may be preferred to mature technologies despite greater initial costs. We characterize when a technological winner might emerge and we identify conditions under which optimal abatement is shared across all technologies. Pigouvian taxes can implement the first-best, but may need to be differentiated across technologies. When technical change is induced, an important role of environmental policies is to put abatement on the right technological trajectories.  相似文献

Transition Management literature has examined how long-term transitions could be directed toward greater sustainability. However, it has mostly taken a sectoral approach which neglects the potential relationships between environmental changes and policy dynamics in different sectors. This paper examines parallel and interrelated dynamics in the Israeli water and energy sectors by combining insights from the literature on policy dynamics, transition management, co-evolution, and policy integration. The developed approach examines how sectoral transitions may be coupled and technological regimes may co-evolve. Israel has battled water, energy and other scarcities from its formation. Consecutive dry years, the loss of stream flows, salinization of the coastal aquifer, and severe pollution are problems facing water managers, while air pollution, imported fossil fuels and carbon emissions are salient energy issues. Water and energy sectors are both in transition because earlier policies have resulted in socially-induced scarcity, degradation of environmental assets and loss of adaptive capacity to respond to future challenges. Current approaches to water and energy scarcities have evolved around technological configurations which emphasize traditional supply side solutions such as seawater desalination and additional power plants. They may be difficult to change without explicit integrative transitions management.  相似文献

The relationship between technological changeand environmental policy has receivedincreasing attention from scholars and policymakers alike over the past ten years. This ispartly because the environmental impacts ofsocial activity are significantly affected bytechnological change, and partly becauseenvironmental policy interventions themselvescreate new constraints and incentives thataffect the process of technologicaldevelopments. Our central purpose in thisarticle is to provide environmental economistswith a useful guide to research ontechnological change and the analytical toolsthat can be used to explore further theinteraction between technology and theenvironment. In Part 1 of the article, weprovide an overview of analytical frameworksfor investigating the economics oftechnological change, highlighting key issuesfor the researcher. In Part 2, we turn ourattention to theoretical analysis of theeffects of environmental policy ontechnological change, and in Part 3, we focuson issues related to the empirical analysis oftechnology innovation and diffusion. There are a number of features of climate change which make it one of the most challenging problems confronting policy makers and policy analysts. In this paper we consider three such features: (i) climate change is a global pollutant so there are strategic interactions between governments over climate policy; (ii) cutting greenhouse gas emissions can have significant cost effects across a number of sectors of the economy, raising concerns about the implications of climate change policy on competitive advantage; (iii) the long-time scales on which climate change operates means that an important dimension of climate change policy is policy towards R&D to cut the costs of dealing with climate change. In Ulph and Ulph (1996) [Ulph A, Ulph D (1996) In: Carraro C, Katsoulacos Y, Xepapadeas A (eds) Environmental policy and market structure. Kluwer, Dordrecht, pp 181–208] we presented a model to analyse these issues, but considered only environmental policies. ABSTRACT

The recent literature on the economic effects of machine learning, robotization and artificial intelligence suggests that there may be an upcoming wave of substitution of human labor by machines. We argue that these new technologies may lead to so-called perpetual growth, i.e. growth of per capita income with a non-progressing state of technology. We specify an exact parameter threshold beyond which perpetual growth emerges, and argue that ongoing technological change may bring the threshold in reach. We also show that in a state of perpetual growth, factor-eliminating technological progress reduces the role of labor in the production process and that this leads to a rising wage rate but ever-declining share of wage income. We present simulation experiments on several policy options to combat this inequality, including a universal basic income as well as an option in which workers become owners of ‘robots’.  相似文献

This paper addresses the impact of endogenous technology through research and development (R&D) on the timing of climate change policy. We develop a model with a stock pollutant (carbon dioxide) and abatement technological change through R&D, and we use the model to study the interaction between carbon taxes and innovation externalities. Our analysis shows that the timing of optimal emission reduction policy strongly depends on the set of policy instruments available. When climate-specific R&D targeting instruments are available, policy has to use these to step up early innovation. When these instruments are not available, policy has to steer innovation through creating demand for emission saving technologies. That is, carbon taxes should be high compared to the Pigouvian levels when the abatement industry is developing. Finally, we calibrate the model in order to explore the magnitude of the theoretical findings within the context of climate change policy.   相似文献

基于2003—2019年中国内地30个省份面板数据,运用中介效应、门槛效应模型实证检验FDI对我国技术创新与经济高质量发展的影响,并进行机制分析。研究发现:第一,在环境规制约束下,FDI技术溢出效应显著,FDI能够促进我国经济高质发展,现阶段环境规制具有“创新补偿”效应;FDI与环境规制的交互项能够显著促进经济高质量发展,环境规制对FDI发挥一定的正向筛选作用。第二,在考虑内生性后,FDI、环境规制及其交互项对经济高质量发展影响的核心结论依然成立,并且存在区域异质性。第三,两种中介效应检验结果显示,FDI通过技术创新机制作用于我国经济高质量发展。第四,整体而言,FDI通过技术创新水平这一中介路径对经济高质量发展产生负向影响,与理论预期不符。  相似文献

在全球化背景下,伴随着国际间的要素流动,环境问题越来越多地被赋予了全球化的内容。本文将环境与增长、环境与贸易、环境与就业、环境与人口迁移等研究文献纳入到一个开放宏观分析框架中,通过文献研究发现,国际分工使"南—北"之间存在了多纬度的"环境不平等":首先,环境与经济增长问题先后经历了三个发展阶段,即罗马俱乐部提出的"增长极限说"、环境库兹涅茨曲线假说、贸易与环境库兹涅茨曲线假说相关性的争论。随着研究的推进,环境与增长问题越来越类似于一枚硬币的两面,难以同时兼得,但是,由于国际分工模式的差异,发展中国家却为发达国家提供了"污染储藏地"。其次,虽然环境规制使企业损失了部分"棕色"就业,但是环境保护同样能够创造"绿色"就业,然而,在国际分工背景下,环境保护是否有利于发展中国家的整体就业还存在着争议。最后,环境恶化已经导致一些国家出现了"环境难民"以及随之而来的人口迁移。到2050年,全世界由气候变化引起的人口迁移很可能达到5千万至7亿。然而,穷国和富国的环境压力和迁移能力却不尽相同,从某种程度上,这也是国际分工产生的间接影响,但是,关于这一问题的研究还十分有限。  相似文献

This article synthesizes the growing empirical literature on transaction costs to identify pragmatic design recommendations for environmental and natural resource policies. The New Institutional Economics literature recognizes that appropriate policy choice and design will be a function of the specific characteristics of the problem. The physical and institutional determinants of both transaction costs and abatement costs should be considered in the policy design process due to potential interactions between them. Analysts also need to incorporate the extent to which the technologies, institutional environment, governance structures, or policy designs can be changed; some factors can only be adjusted to or “designed around” while others can be designed differently. This framework highlights the importance of property rights since transaction costs will be incurred to obtain or retain property rights and since the rights assignment may affect both the magnitudes and distribution of costs. Another implication is that education and extension programs or use of behavioral economics concepts to affect choices can be cost-effective in some circumstances. Policy design should take advantage of economies of scale and foster technical change. Appropriate sequencing of policy instruments may decrease transaction costs, particularly if there is potential for technical change.  相似文献

ABSTRACT

The use of renewable and alternative energy technologies, which have the potential to reduce carbon emissions worldwide, is limited. Common environmental policy environments may encourage inventors to share the costs and risks needed to develop high quality energy technologies. In this work, I study the propensity to collaboratively innovate by examining counts of renewable energy and alternative energy patents from 1990–2013 that have multiple inventors that are located in more than one country. Results from a gravity model framework suggest that similarity in environmental regulations is an important, positive driver of collaboration in energy technologies. I find that this impact is driven by market-based environmental policies that give inventors the flexibility to seek out international partnerships. I provide evidence that market-based environmental policy similarity may encourage collaboration across geographic and cultural distances but may not encourage collaboration across technologically dissimilar nations.  相似文献
