我国城市住房保障水平评估——基于公租房准入门槛的量化分析

本文通过对全国153个地级及以上城市公租房准入政策和条件进行量化分析,运用主成分分析法构建起公租房准入指数,用以反映城市住房保障水平.以此为基础,本文利用中国家庭金融调查的微观数据,实证检验公租房准入指数对家庭居住公租房的影响.结果 显示,公租房准入指数越高,家庭获得公租房的可能性显著增加,从而验证该指数的合理性.文章发现,尽管在大力倡导新型城镇化的背景下,各地公租房仍然对外市户籍人口存在较高门槛.随着城镇化水平不断提高,人口流动持续增强,中央政府应建立对各城市科学合理的住房保障评估体系,重构地方政府激励机制,提高地方政府住房保障的积极性,同时应加大对外来居民的保障力度.     

国外城市管理行政执法比较研究

近年来我国城管执法暴力冲突事件频发,现行城市管理执法体制机制的弊病也随之暴露。我国城管执法自产生起在机构名称、职能职责、体制机制等方面一直处于变动之中,其所显现出的问题和矛盾也比较多。虽然国外没有专门的城管执法部门,但其管理内容、管理方式、管理依据等与我国城管执法机构颇为相似,尤其在小商贩管理、分类执法、社会参与、执法与司法衔接等很多做法和经验值得我国学习借鉴。重点介绍了美国、德国、日本三个有代表性的发达国家在城市管理方面的执法主体、执法方式和执法依据,并对我国城管执法现状进行了借鉴分析。     

Examining the efficacy of self-classification approach in segmenting special-interest tourists: food tourism case

Self-classification is used as an a priori approach to tourist typology and market segmentation. However, skepticism still surrounds its ability to incorporate the multidimensionality of tourist behavior. This study seeks to empirically verify the efficacy of a single-item self-classification approach. The robustness of this self-classification measure is examined by comparing it to a data-driven multidimensional psychographic approach in terms of its ability to predict the behaviors of tourists toward food-related destination consumption. Results suggest that the single-item self-classification approach performs equally well as the psychographic approach in segmenting food-related consumption behaviors. The implications and limitations of this study are also discussed.     

就业结构调整对水库移民土地流转的影响研究*——以南水北调中线工程移民为例

[目的]为促进水库移民的生计恢复及转型,探寻就业结构和土地流转间的交互机制,分析两者间耦合作用对当前移民安置模式及政策的影响。[方法]文章从移民就业结构变迁出发,通过超边际理论构建了安置区移民土地的流转机制模型,推演了从业决策对土地流转行为的影响路径,并运用南水北调农业安置移民数据进行实证检验。[结果]大面积转出土地是移民搬迁后土地处置的主要行为,移民中土地转入户有所增加,但土地集中度却有所减少。移民非农就业较搬迁前有明显上升,并有向当地兼业转移的趋势,但与土地流转间并不互为因果,农村社保还难以弱化其对土地养老的依赖。劳动力数量、非农就业时间、非农收入占比、土地政策等对移民土地流转行为和规模均有显著影响,而外出就业前景和地租水平在促进土地流转行为的同时,却不一定能增加土地流转面积。[结论]移民外迁中可以采用无土安置代替农业安置,推动移民土地流转的关键在于技能培训、政策保障和地租补贴,简单的就业推荐和土地权属划分的作用有限。而对于移民中的农业大户,则需在满足土地转入面积的基础上,保障其在安置区的各项土地权益。     

“Retail is detail! Give consumers a gift rather than a bundle”: Promotion framing and consumer product returns

Retailers often use the promotion strategy of offering supplementary products (e.g., free gift, bundle) to attract consumers and increase sales. Despite the growing literature on the promotions that are differently framed but offer economically identical values, little research has examined the link between promotion framing and consumer product returns. The current article sheds light on this relationship, hypothesizing that a free gift promotion would be superior to a bundle promotion in reducing consumer product returns. The findings suggest that a gift‐framed promotion leads to a lower product return intention than an economically equivalent bundle promotion, because consumers tend to perceive more loss from giving up the gift‐framed (vs. bundle‐framed) deal. Further, this study examines a moderating role of brand familiarity (familiar vs. unfamiliar) and shows that the merits of free gift framing on product return intention via perceived loss are amplified (attenuated) when the promoted brand is familiar (unfamiliar). Overall, the investigations of this study imply that it is better to frame a promotion as a “free gift” than a “bundle” to increase perceived loss in returning the purchase and thus to decrease consumer product returns. This strategic intervention works especially when the gift is offered by familiar brands.     

Accounting Standards Harmonization and Financial Integration

We empirically examine whether adopting a uniform set of accounting standards mitigates information frictions in financial markets and facilitates market integration. Using a difference‐in‐difference design, we find that after the mandatory adoption of IFRS local stock returns incorporate more global information and at a faster speed. The effect of IFRS adoption is stronger in countries where there are larger improvements in accounting comparability and for firms with a larger increase in foreign ownership. Overall, our results suggest that accounting standards harmonization facilitates financial market integration.     

DX桩承力盘破坏机理研究

由于施工工艺的限制,DX桩承力盘范围内没有配置钢筋,承力盘为素混凝土结构,因此,在进行DX桩设计时,必须对承力盘进行抗剪强度验算.根据现有混凝土结构设计规范中规定的公式计算出的结果偏于保守,当盘端阻力达到一定值时,承力盘先发生剪切破坏,因而,承载盘的存在对桩基竖向抗压承载力并没有大幅提升作用,但经过多次现场静载荷试验证明,DX桩相比于同直径、同桩长的普通直孔桩,其竖向抗压承载力会有明显提升,因此,承力盘发挥的作用是非常明显的.鉴于上述理论计算与工程实践的差异,本文通过理论分析方法对DX桩承力盘的受力机理进行了深入的分析,并采用FLAC3D有限差分软件对承力盘底面的土体反力分布形式进行了研究,可以发现DX桩承力盘范围内的应力分布与承力盘尖角密切相关,且承力盘底面的土体反力呈抛物线形式分布.     

科技型中小企业创新生态系统构建机制研究

文章在阐述科技型中小企业创新生态系统概念及构成要素的基础上,提出了由动力机制、知识转移与共享机制、利益协调机制和外部治理机制组成的科技型中小企业创新生态系统构建机制理论框架.通过对长三角地区200家科技型中小企业的问卷调查,分析了上述四大机制的影响作用,并根据调查结果进一步提出,要有效弥补科技型中小企业创新资源不足、打造线上线下相结合的知识共享平台、建立合理的利益分配机制、加强政府对创新生态系统建立的支持与引导、建立更加专业的科技中介服务体系,从而推进并完善科技型中小企业创新生态系统构建.     

财政政策与货币政策的动态调控效应*——基于时变参数向量自回归模型的检验

本文廓清了财政政策与货币政策搭配动态调控宏观经济的机理，揭示了两者协调影响经济的“黑箱”机制及其在经济不同阶段的搭配方式；运用中国2004—2019年的经济季度数据，构建TVP SV VAR模型探究两类政策对宏观经济的调控效应。研究发现：财政政策与货币政策共同把控流动性“闸门”实现互动协调；财政政策搭配货币政策具有时变性，在整体上“同向发力”推动经济发展；两类政策对产出的影响并非始终如理论一致，在结构层面仍有优化靶向性操作的余地。
