[目的]客观揭示农村贫困化地域分异机制,为科学推进川西北高原藏区精准扶贫创新途径、综合战略和认真贯彻落实中央治藏方略提供参考依据。[方法]应用地理探测器模型、GIS空间分析与地统计方法等方法,探测川西北高原藏区贫困村单位面积GDP分异的主导因素,揭示农村贫困化分异机制,提出不同贫困化地域类型的扶贫政策措施。[结果]影响川西北高原藏区农村贫困化分异的主导因素包括到主要交通道路距离、归一化植被指数(NDVI)、土地利用、年均温度和海拔高程等,各因素对贫困村经济发展分异的解释力分别为80. 76%、12. 82%、8. 82%、5. 45%和3. 96%;贫困村经济发展贫困化的分异机制存在明显差异,可归纳为交通区位约束型、自然环境约束型和经济区位约束型等三大类型;农村贫困化驱动机制下的贫困村精准扶贫政策措施亟需因地制宜、科学推进、讲求实效,有序推进精准扶贫战略。[结论]精准扶贫应分类指导、重点突破,尤其加强贫困村交通、水利、公共基础设施建设和特色农牧业产业培植,注重多种扶贫模式的综合集成。 相似文献

Energy prices are volatile, affect every consumer and industry in the economy, and are impacted by regulations including gas taxes and carbon pricing. Like the pass‐through literature in general, the growing energy pass‐through literature focuses on marginal prices. However, multi‐part pricing is common in energy retail pricing. I examine the retail natural gas market, showing that while marginal prices exhibit full or nearly full pass‐through, fixed fees exhibit negative pass‐through. This is consistent with the stated desire by utilities and regulators to prevent ‘bill shock.’ I discuss implications for pass‐through estimation and for proposed alternative pricing structures for regulated utilities. 相似文献

The observed racial/ethnic gap in bank account ownership among older adults is substantial. We investigate socioeconomic, cognitive, and cultural barriers underling it. As additional potential barriers are accounted for, the residual gaps in financial inclusion with respect to Whites are reduced by 19% for blacks and 46% for Hispanics. We find that citizenship and “taste for privacy” play a limited role for both minority groups, while real asset ownership, health, cognitive ability, and cultural hurdles contribute substantially to the gap. For Hispanics, language barriers explain most of the gap, while neighborhood‐level socioeconomic characteristics are more salient for blacks. We also examine how the racial/ethnic composition of couples influences financial decisions. We estimate a significantly smaller residual gap between “mixed” and white couples than between minority and white couples. We provide empirical evidence suggesting that, other things equal, mixed couples are less concerned with the cultural/psychological barriers facing minority couples. 相似文献

ABSTRACTDoes the South African Constitution constrain or empower government, courts and citizens in addressing systemic social and economic inequalities? This article argues that the Constitution is explicitly ‘transformative’, but is an enabling document, providing ‘scaffolding’ for political and legal activities. It is government, strong institutions and civil society that are ultimately responsible for securing its equality aspirations. Here the Constitution admits of different understandings of equality and different economic and social policy choices. This article identifies these contested meanings of equality and suggests that a liberal egalitarian/social democratic version is dominant in policy choices and the jurisprudence of the Constitutional Court. It illustrates this with reference to the Court’s jurisprudence on equality, and suggests that more radical and transformative interpretations remain possible. We examined 2007, 2010, 2012, 2014, and 2016 data from 49 countries to determine changes wrought by China’s Belt and Road initiative; we also used panel data regarding the Maritime Silk and Inland Silk Roads to test initiative effects on Chinese exports. Post-initiative infrastructure expansion and logistics performance improvements led to positive effects on China’s exports. Additionally, legal-system similarities and inland borders with trade partners had a more positive effect on Chinese exports in the Inland Silk Road, while population and free trade agreements were found to have a more positive effect on the Maritime Silk Road. 相似文献

This study furthers our understanding of how corruption affects the decision-making process of allocating foreign direct investment. Drawing on the responses of 28 managers in charge of establishing operations in a highly corrupt host country, we argue that those firms based in home countries with low levels of corruption are more proactive in preparing to face corruption abroad than those based in countries with high corruption levels. This means that firms from less corrupt home countries have strategies in place to deal with high corruption abroad. This finding is based on the fact that these firms have stronger pressures to not engage in corruption from their home stakeholders. Also, these firms might not have the experience of dealing with corruption at home, which hinders their potential to deal with corruption abroad. On the other hand, those firms based in highly corrupt home countries do not have clear strategies to deal with corruption abroad. This assertion is based on the fact that these firms might have familiarity in dealing with corruption and thus, might not see it as an obstacle to operating abroad. 相似文献
