社会心理服务驱动下信访“分类治理”的理路——以河南省西平县为例

学界对于信访分类治理的研究大多基于因“人”分类或因“事”分类展开,形成了信访分类治理研究的基本范式。然而,社会心理服务嵌入信访治理体系,为信访分类治理提供了新的视野:因“心”分类,即按照信访人“心理诉求——利益诉求”的两分原则,将信访人分为利益型、心理型、耦合型和无意识型四种。本文以西平县信访治理实践为个案,提炼出由“心”而治的信访分类治理模型,并对该模型的治理理路进行了分析。研究发现:地方政府对信访频次、情绪和事件的三维叠加形成了信访分类治理的参照维度,而地方政府对治理技术的灵活性运用则构成了信访分类治理的动态实践。本文为信访分类治理过程中信访人的心理诉求与利益诉求间的关系提供经验事实,并为社会心理服务驱动下的信访分类治理理路提供分析框架。然而,受限于研究区域和案例数量,本文提炼出来的由“心”而治的信访分类治理模式还有待进一步验证和完善。     

高管薪酬、董事会治理与分类转移

本文研究了高管薪酬和董事会治理对分类转移的影响。研究表明,货币薪酬会诱使高管向上转移利得,股权激励和缺乏区分度的薪酬制度会诱使高管同时向下转移费用和向上转移利得;而勤勉、独立和两职分离的董事会能够在一定程度上识别并抑制这两种不同方式的分类转移;但董事会对分类转移的抑制程度小于高管薪酬对分类转移的诱发程度。进一步地,良好的市场、法制和媒体监督环境能够有效缓解高管薪酬对分类转移的诱发作用,而董事会能够有效弥补法制建设和媒体监督不足导致的分类转移治理缺陷,并在较高质量的审计环境下对分类转移发挥更强的抑制作用。本文首次结合制度背景和媒体监督研究了公司核心治理机制对不同分类转移方式的影响和原因,并创新性地对向上转移利得的程度进行了衡量,为监管部门及公司治理机制、会计准则的制定者提供经验证据。     

Banking sector reactions to COVID-19: The role of bank-specific factors and government policy responses

This paper examines the impact of bank-specific factors and variations in the context of stringency of government policy responses on bank stock returns because of the COVID-19 pandemic. A sample of 1,927 publicly listed banks from 110 countries is used for the period of the first major wave of COVID-19, that is, January to May 2020. Our findings indicate that stock returns of banks with higher capitalization and deposits, more diversification, lower non-performing loans, and larger size are more resilient to the pandemic. While banks’ environment and governance scores do not have a significant impact, higher social and corporate social responsibility strategy scores intensify the negative stock price reaction to COVID-19. We further observe that the pandemic-induced reduction in bank stock prices is mitigated as the strictness of government policy responses increases, mainly through economic responses such as income support, debt and contract relief, and fiscal measures from governments.

疫苗作为新冠疫情防控的最关键手段之一，已在各国抗疫中发挥积极影响。疫苗研发、生产、注射意愿以及全球分配的公平性与可及性等一系列问题日益受到世界关注。分析全球治理改革中，疫苗作为一种全球公共产品的创新治理问题，讨论疫苗产业发展特征与创新规律演化，剖析西方国家疫苗产业创新治理困境以及“竞争丛林”逻辑，阐释中国行动方案及对全球治理改革的贡献。最终提出疫苗产业创新治理机制对推动全球治理改革的政策含义。     

Because you're worth it? Determinants of Vice Chancellor pay in the UK

Wage inequality has increased across most developed nations; this has been manifested in a wide range of organisations and sectors, with implications for well‐being and sustainability; within UK universities, this has become increasingly visible. There is increasing pressure on universities to deliver social and economic impact in an increasingly market‐driven and metric‐driven environment. In the UK context, increasing financial pressure has led to both an escalation of student fees and constrained wage growth for faculty. In contrast, most Vice Chancellors have secured substantive pay packages raising concerns that regulatory failures may be contributing to the rise. We show that Vice Chancellors use their internal power within organisations to extract a disproportionate amount of the value created by the institution. However, we encountered much diversity according to the quality of governance, highlighting the extent to which not only contextual but also internal dynamics drive wage inequality.     

Finding good relationships – intended and realized relational governance of international fine wine exchanges

Changes in relational governance have mainly been documented in the form of relationship building, developments and repairs related to tensions, or break-ups of otherwise strong relationships. In this paper, we take a closer look at the relational governance of long-distance international exchanges between producers and importers of fine wine. We contribute by providing evidence for several novel relational governance changes, and we document portfolio effects on governance choices. Fine wine producers and importers intend on relational governance for most of their international exchanges, but they may end up being terminated, relegated to market governance, or settle as incomplete relationships.     

构建适应中国特色应急管理需求的财政治理体系

“坚持总体国家安全观”是党的十九大报告关于国家发展战略的基本要求。以习近平同志为核心的党中央对应急管理工作高度重视,积极改革应急管理机构设置,加快构建“全灾种、全方位、全过程”的国家综合应急管理体制。同时,财政作为国家治理的基础和重要支柱,财政治理现代化是应急管理体制现代化的先决条件之一。目前我国应急管理的理论研究较少嵌入财政治理机制的影响。本文梳理了国内外应急管理的相关治理理论,结合我国应急管理体制改革的现实需求,分析了当前我国应急管理中财政治理的现状,构建了我国应急管理中财政治理的政策体系模型,并提出了相应财税政策建议。     

网络慈善失范现象及其治理

在网络慈善蓬勃发展的同时，各类失范现象凸显：网络慈善求助信息真假难辨导致诈捐事件频发，善款使用透明度缺失，募捐平台存在谋利行为，网络慈善沦为非法活动的工具。其主要原因包括网络慈善平台信息甄别能力有限、公开透明机制建设不足、网络慈善平台监管不够、配套法律法规不足等。因此，规范网络慈善需要强化网络慈善信息审核、加强公开透明制度建设、强化对网络慈善平台的治理以及推进法治化治理。     

大学科技园科技服务合作治理模式研究

为提升科技服务质量，大学科技园区纷纷探索新型建园模式。以重庆市北碚国家大学科技园为研究对象，采用扎根研究方法，剖析大学依托、政府支持、企业运作的共建办园、合作治理模式，探究其发展路径、特色优势及发展趋势。     

Platform coopetition in the tourism industry: conflicts and tensions caused by the closure of Booking.com in Turkey

In March 2017, as a result of a precautionary interim decision made by the courts based on the case relating to ‘unfair competition practices’, Booking.com closed its platform for inbound tourism in Turkey and ceased operations. This was the first instance of an online booking platform halting access for inbound bookings for the domestic market. This platform-based relationship involves both cooperation and competition, and thus this paper identifies this relationship as platform coopetition. Based on the governance network theory and employing a case-study approach, the Booking.com case is examined from the viewpoint of tourism coopetition from two perspectives: industry-wide and agent-specific. The paper provides an analysis of these perspectives and the past and on-going process of Booking.com’s platform closure. The constitutive dynamics this case endangers the coopetitive environment of the tourism industry and thus creates destructive uncertainties, especially for small hotels. This analysis also reveals the issues in terms of political representation for digital service platform companies.
